The meeting of the December Board of Review was called to order by Vice Chairman Tricia
Spain at 10:05 a.m.
Old Business:
Motioned by Diane Sanborn supported by Tricia Spain and Nathan Mercer to approve the 2016
July Board of Review minutes. Motioned carried unanimously.
Trisha Spain asked about how soon a new board member will be appointed. Darren Carter stated
he and Sharon Frischman have been working with Joe McDonald from the Mayor's office on
getting a new member soon.
Public comments:
Nathan Mercer asked taxpayer William & Aileen Wilkins of 3815 Marion Avenue what
concerns they have. Aileen responded by stating she has lived at 3815 Marion Avenue all of her
life, except for 5 weeks in 2014 she moved into 1019 Bement Street and filed a principal
residence exemption on the property. She stated she did not know she had to rescind the
principal residence exemption on 1019 Bement at the time she moved out. She was concerned
about the delinquent taxes she will owe on the property, because she would be denied the
exemption for tax years 2015 and 2016.
Sara Bouck from Legal Services who is representing the Wilkins stated that Aileen only owned
2% of the home on Bement Street. Mrs. Bouck was concerned that the interest and penalties
would be difficult to pay and asked that they be waived.

Diane Sanborn asked if the current and delinquent taxes were paid on 3815 Marion Street.
Aileen stated that they were not fully paid, but she has been paying as much as she can. She
expressed that she was afraid of losing her home at 3815 Marion Avenue, because of the
outstanding taxes. She asked if the penalties and interest could be waived on 1019 Bement. The
board members stated that they could not waive penalties and interest. They referred Aileen to
contact Ingham County Treasury department about waiving the penalties and interest.
Trisha Spain asked was the home on Bement Street vacant or a rental. Aileen stated the home is
vacant. Diane Sanborn asked who owns the other ninety eight percent on Bement Street.
Aileen stated her sister owns the ninety eight percent.
Aileen expressed that she wanted the board members to know that she is making property tax
payments on 3815 Marion Avenue and wanted to know would she be eligible for the poverty
exemption. Tricia stated that based on the information that was presented she should be eligible
for the exemption. Nathan responded by stating they cannot make a decision at the moment, but
would look over all documentation and base the decision accordingly. He also stated that a
decision notice would be mailed to the taxpayer and if she disagreed with the decision she has
the right to appeal through the Michigan Tax Tribunal. Nathan also referred William and Aileen
to contact Tri-County office on Aging for other help.

The meeting of the July Board of Review was called to order by Vice Chairman Tricia Spah;i at
10:15 a.m.
Members Present: Nathan Mercer, Tricia Spain, Diane Sanborn

Public comments:
Helen Fizgerald of 2102 Sunset Ave, Lansing MI 48917 came to discuss property she owns on a
vacant lot located on Melvin Court. She stated the parcel is adjacent to her home and that she
purchased the property September 2015 from Ingham County Land Bank.
Mrs. Fizgerald stated the Land Bank told her the property taxes on this parcel should only be
fifty dollars per year. She also stated she wanted the value lowered because the property was
contaminated, unbuildable and there was no place for growth.
Mrs Fizgerald said that she and Nancy Brewer (City residential appraiser) talked about lowering
the value of the property to about$2000 at the July Board of Review.
Nathan Mercer told Mrs. Fizgerald that the parcel would be look at and she would get a decision
notice by mail.
New Business:
Nathan Mercer stated his last Board of Review would be December 2016. Tricia Spain, Diane
Sanborn and Nathan Mercer expressed their concern to have a new board member appointed
before December 2016. Sharon Frischman stated she would send a letter to Joe McDonald in
the Mayor's office to request a new board member.
Sharon expressed that the new member should have Board of Review training before starting the
position. She also stated that the board members should be making direct decisions when it
comes to poverty exemptions.

Diane Sanborn questioned why some parcels stated "Out of business." Sharon explained these
were personal properties that were no longer in business. Sharon also explained that the office
was cleaning up many personal properties that are no longer in business.
