December 21, 1993
MEMBERS PRESENT: Joe Peters, John Morris and Walt Smiley
MEMBERS EXCUSED: Howard Lutz and Paul Todd
STAFF PRESENT: Jim White
The meeting was called to order at 7:15 p.m. by Chairman Peters. The minutes of
the October 19, 1993, meeting were read and approved on a motion made by Chairman
Peters and seconded by Mr. Lutz. Motion carried.
HOMEOWNER PERMITS: Mr. Mike Scott of 2613 Tecumseh River Drive made application
for an Electrical Permit for the aforementioned address. The Electrical Board
members thoroughly examined all sketches and documents for proper code
compliance. Having viewed all plans, a motion was made by Chairman Peters and
seconded by Mr. Morris to approve the application. Motion carried.
OLD BUSINESS: There was no old business.
NEW BUSINESS: The Electrical Board discussed the possible increase and/or the
change of format of the Electrical Permit Fee Schedule. The Board also discussed
a memo from the City Clerks office regarding the importance of making available
the minutes of any and all Board meetings. There was some discussion on the in-
coming new mayor and his administration.
Being no further business the meeting was adjourned at 9:10 p.m.

The meeting was called to order at 7:20 p.m. by Chairman Peters. The minutes of
the previous meeting were read and approved on a motion made by Mr. Morris and
seconded by Mr. Lutz. Motion carried.
HOMEOWNER PERMITS: None
OLD BUSINESS: The Electrical Board reviewed the newly revised City of Lansing
Electrical Ordinance, which is required by State Law, P.A. 230 of Construction
Code Commission, for its contents and approval.
The Electrical Board concured that the document(s) was accurate and suggestedthat
copies should be forwarded to all contractors, developers, and interested parties
throughout the City of Lansing, Michigan.
NEW BUSINESS: The Electrical Board, in discussion of the November meeting,
recognized that the meeting date is going to fall on or around the opening of
Deer season, and that there also were board members taking vacation during that
particular time. Therefore, the Board members suggested and decided to omit the
November meeting altogather. However, the Board stated that the December meeting
shall be on schedule and one of the important agenda items will be developing the
1993 Electrical Board evaluation report.
Being no further business the meeting was adjourned at 9:30 p.m.

The meeting was called to order at 7 : 15 p.m. by Chairman Joe
Peters . The minutes of the previous meeting were read and
approved. A motion was made by Joe Peters and seconded by Howard
Lutz. Motion carried.
HOMEOWNER PERMITS : Pam Babcock of 1513 Redwood Street made
application for an electrical permit to install a 100 amp service.
The Electrical Board reviewed all plans and prints for proper Code
Compliance. The application was reviewed and approved by the
Board. A motion was carried by Joe Peters and second by John
Morris . Motion carried.
OLD BUSINESS : There was no old business .
NEW BUSINESS: The Electrical Board discussed at length the
importance of the Building Divisions responsibility to revise and
up-date the Electrical Ordinance in order for the City of Lansing
to comply with the State of Michigan' s Construction Act 230, P.A.
230-1972 - Michigan Compiled Laws .
The Electrical Board also discussed the upcoming Legislation soon
to be signed by the Governor, regarding the code enforcement of all
school facilities throughout the City of Lansing Michigan, and the
Administrative ,process .
The meeting was adjourned at 9 :45 p.m.

and the N.E.C. beginning July 1, 1993.
There was discussion regarding prewired partitions, lighting, etc. , and the
Possible need to have licensed people doing the work. The Members stated they
would look into the matter.

The meeting was called to order at 7:10 p.m.by Chairman Peters. The minutes of
the previous meeting were read and approved on a motion by Mr. Lutz,
by Mr. Morris. Motion carried unanimously. supported
HOMEOWNER PERMITS: Mr. & Mrs. Murphy, 1810 Osborn Street, made application for
an electrical permit for the above address. The Board examined all prints and
documents associated with the proposed installation.
Mr. Peters made a motion to aprove the 100 amp service,Motion carried. supported by Mr. Lutz.
OLD BUSINESS: The Board discussed the approval of the City Ordinance "with
exception", and the 1993 edition of the N.E.C. The Board commended Mr. Nelson,
Interim Building Safety Manager, for getting this done in a timely manner.
There was discussion on the administration of the documents, however we are
asking our legal staff to "clean-up" the ordinance.

The meeting was called to order at 7:15 p.m. , Aug 17, 1993. The minutes of the
previous meeting were read and approved. A motion was made by Mr. Morris and
seconded by Mr. Peters. Motion carried.
HOMEOWNER PERMITS: None
OLD BUSINESS: The Electrical Board discussed the number of permits being issued
through out newly installed computers and our success thus far.
The Electrical Board also discussed the Inspections Training and Registration
program at the State of Michigan, code construction commission and its effect on
all inspectors throughout the State.
NEW BUSINESS: There was no New Business discussed.

OLD BUSINESS: The Electrical Board again discussed the matter of requiring
electrical contractors, with permits, to install any and all pre-wired partition,
office furnishing, and pre-manufactured wiring methods in all buildings.
The Electrical Board stated that all manufacturers and suppliers shall adhere to
any and all city ordinances, and the National Electrical Codes, throughout the
city, to ensure proper code compliance and liability assurance.

The meeting was called to order at 7:10 p.m. by Chairman Peters. The minutes of
the previous meeting were read and approved on a motion by Mr. Peters, supported
by Mr. Morris. Motion carried unanimously.
HOMEOWNER PERMITS: Mrs. Mary Starr, 1315 Comfort Street, made application for
permit to install 100 amp electrical service. The Board reviewed all documents
associated with the installation.
A motion was made by Mr. Peters, supported by Mr. Morris, to approve the
application. Motion carried unanimously.
OLD BUSINESS: None
NEW BUSINESS: The Board discussed the possible increases in the Electrical Fee
Schedule for fiscal year 1993-94. It was stated that the changes would be
coordinated with the Interim Director, Jack Nelson.

OLD BUSINESS: The Board discussed the Electrical Ordinance and the fact that
this document needs updating to reflect the new N.E.C. The Board suggested that
the Building Safety Division request the assistance of our legal staff to help
in this effort.
NEW BUSINESS: The Board discussed the inaction of the Construction Code
Commission regarding the ordinance change which will have a direct impact on the
City' s effort in administering the 1993 N.E.C. The Board is hopefull that this
delay can be resolved.

made by Mr. Todd, supported by Mr. Peters to approve the minutes of the past
meeting. .Motion carried unanimously.
HOMEOWNER PERMITS: None
OLD BUSINESS: The Board discussed the early retirement that was offered by the
City and its possible effect on staffing. There was also discussion on the
possible physical move of the Building Safety Division to the second floor of the
Annex.
The Members were concerned about the level of service to the citizens due to the
shortage of staffing in some areas.
NEW BUSINESS: None

HOMEOWNER PERMITS: None
OLD BUSINESS: The Board was made aware of the fact that the 1993 edition of the
N.E.C. was approved by City Council on January 11, 1993. However, the City is
waiting on the approval from the State of Michigan, Construction Code Commission,
Electrical Division for approval before implementing the Code.
NEW BUSINESS: The Board discussed the effort of a mass-mailing to the
contractors and pubic to advise them of the new code and of the registration
deadline.
