ELECTRICAL BOARD MEETING
June 19, 1990
MEMBERS PRESENT: Howard Lutz, Paul Todd, Joe Peters
MEMBERS EXCUSED: John Morris and Dean Battley
STAFF PRESENT: Jim White
The meeting was called to order at 7:10 p.m. by Chairman Howard Lutz.
The minutes of May 15, 1990, were read and approved on a motiion by Mr.
Peters, supported by Mr. Todd. Motion carried
HOMEOWNER PERMITS: Mr. Hugh E. Williams, 1410 Eureka, made application
for an electrica r permit to install 100 amp service at the above address.
The Board Members viewed all information pertaining to this installation
and discovered that Mr. Williams was an occupant of the dwelling and not
the owner, therefore, was not eligible to secure a Homeowners permit.
The Board did, however, recommend to Mr. Williams that he consult with an
electrical contractor in .order to get this work done.
Mr. Frank Stackhouse of 2104 Roberts Lane, made application for an
electrical permit to install 100 amp service at the above listed address.
The Board examined all sketches and documents for proper code compliance,
however, Mr. Stackhouse did not have enough information to secure a permit.
The Board did�not- eiprove this application due to this fact. Mr. Stackhouse
was advised to get additional information and make plans to attend the
next scheduled meeting.
OLD BUSINESS: The Board discussed the possibility of getting the 1990
National Electrical Code through the City Council and other legal channels
in order that adminsitration of this important safety document can be
implemented by July 1, 1990. There was lengthy discussion on this matter.
NEW BUSINESS:
Mr. William L. Maxwell of David M. Griffiths and Associates, spoke to the
board regarding the Electrical Permit Fee Schedule as it relates to our
fiscal economic policy and the possible effects throughout the Building
Safety Division. Mr. Maxwell stated that given his associates ' research,
that a recommendation of a 50% increase within the electrical permits be
initiated to secure 100% cost recovery within the Electrical Section.
The Administrations recommendation, however, ranged from no increase to a
maximum of 8% overall to all permit fees throughout the Building Safety

Division. The Electrical Board, having heard all relative information,
concurred with the Administrations position on this matter particularly
given the political astmosphere surrounding tax increase.

The meeting was called to order at 7:00 p.m. by Chairman Lutz. The
minutes of the June 19, 1990 meeting were read and approved on a motion
by Mr. Peters, supported by Mr. Todd. Motion carried unanimously.
HOMEOWNERS PRESENT: Mr. J.C. Roberts of 3207 Avalon Street made application
for an electrical permit to install 100 amp service at the above location.
The Electrical Board examined and checked all documents for proper code
compliance.
A motion was made by Mr. Battley, supported by Mr. Peters to accept this
application. The motion carried unanimously.
Mr. Frank Stackhouse of 2104 Roberts Lane made application for an electrical
permit to install 100 amp service at this address. The Members examined
all documents and sketches for proper code compliance.
A motin was made by Mr. Todd, supported by Mr. Morris to approve the
application. Motion carried unanimously.
OLD BUSINESS: The Electrical Board discussed the intent and the possible
effect of Public Act 217 of 1956 as amended in 1972, Rule #338-886A of
the Construction Code Commission, State of Michigan, on the Building
Department of the City of Lansing.
NEW BUSINESS: The Electrical Board took the opportunity to elect its
Chairman and Vice-Chairman as required by Charter. A motion was made to
re-elect Mr. Lutz as Chairman and Mr. Peters as Vice-Chairman of the
Board. The motions carried unanimously.
The meeting was adjourned at 9:15 p.m.

The meeting was called to order at 7:10 p.m. by Chairman Howard Lutz.
The minutes of the March 20, 1990, were read and approved on a motion
made by Mr. Peters, supported by Mr. Morris. Moti.on carried unanimously.
HOMEOWNER PERMITS: Mr. Anthony Fedewa made application for an electrical
permit to install 100 amp service at 534 N. Pine Street. Mr. Fedewa did
not reside at this residence. The Board reviewed all documents and
information for proper compliance.
The Electrical Board did not approve Mr. Fedewa 's application because he
could not comply with the City of Lansing Ordinance policy.
Mr. Finley of 516 Isbell made application to install 100 amp service at
this address. The Board thoroughly examined all drawings and documents
} .for code compliance.
The application was approved contingent upon Mr. Finely bringing additional
information to the Building Safety Division.
A motion was made by Mr. Battley, supported by Mr. Todd. Motion carried
unanimously.
Mrs. Karen McGowan made application for an Electrical Permit to install
100 amp service in her home located at 1230 George Street. The Board
reviewed all drawings and sketches for proper compliance.
This application was approved on a motion made by Mr. Peters, supported
by Mr. Morris. Motion carried unanimously.

The meeting was called to order at 7:15 p.m. by Chairman Lutz. The
minutes of the previous meeting were read and approved on a motion by Mr.
Todd, supported by Mr. Battley. Motion carried unanimously.
HOMEOWNER'S PERMIT: Mr. Ron Hacket made application for an electrical
permit for 5825 P easant Street. Mr. Hacket ' s application was not approved.
However, he was advised to bring additional information and meet with the
Chairman to secure a permit for the above address.
OLD BUSINESS: The Board Members discussed again the approval of the 1990
Edition of the N.E.C. The Board' s position is that this document shall
be presented to Council for codification, and, consequently, the admini-
stration of -the document. The Board also felt that prompt attention
should be given this matter.
NEW BUSINESS: None

The meeting was called to order at 7:00 p.m. by Chairman, Howard Lutz.
The minutes of the previous meeting were read and approved on a motion by
Mr. Todd, supported by Mr. Peters. Motion carried unanimously
HOMEOWNER PERMITS: Mr. Russell E. Gimmey made application for an Electrical
Permit to install 100 amp service at 1205 W. Mt. Hope. This application
was not approved due to the fact that Mr. Gimmey could not comply with
the City policy as it relates to Homeowner Permits.
Mr. William Peterson made application for an electrical permit to install
100 amp service at 1632 New York Avenue. The Electrical Board examined
all prints and sketchs for proper code compliance.
This application was approved on a motion by Mr. Peters, supported by Mr.
Morris. Motion carried unanimously.
OLD BUSINESS: The Electrical Board discussed the proposed action on the
City's housing policy, the 1990 National Electrical Code(s) , and the
subsequent administration of the various City ordinances.
NEW BUSINESS: None

INSPECTOR PRESENT: James White
The meeting was called to order at 7:05 p.m. There were no minutes due to lack
of a meeting in November.
HOMEOWNER PERMITS: Mr. Jess Salazar of 2313 Alpha Street made application for
an Electrical Permit to install 100 amp service at the above address. The Board
thoroughly examined all prints and documents for proper code compliance.
A motion was made by Mr. Peters, supported by Mr. Todd. Motion carried
unanimously and the permit was granted.
OLD BUSINESS: None
NEW BUSINESS: The Electrical Board discussed Public Act 246 and the details of
the law as it relates to the City of Lansing' s registration policy and the
possible enforcement of this extensive State law.
There was discussion regarding the Electrical Fee Schedule. The.Board concurred
and supported the Administrations recommendations regarding increases in fees.
The annual evaluation of the Electrical Board was discussed. Chairman Lutz
stated that he was working on this document and would be forthcoming.

at various state facilities regarding the revision of Part 8 of P.A. 230,
1972 as amended. The Board discussed its possible effects on the City of
Lansing and the Tri-County area.
There was also discussion regarding the local economy and the possible
effect of its condition on the construction industry.

The minutes of July 17 , 1990, were read and approved on a motion by Mr.
Todd, supported by Mr. Peters. Motion carried.
HOMEOWNER PERMITS: Mr. Thomas R. Green of 6230 Grovenburg Road made
app Tication for an electrical permit to install 200 amp service at the
above address.
The Board Members thoroughly examined all sketches and plans for proper
code compliance. However, Mr. Green did not have enough information for
the application to be approved. Mr. Green was advised to develop new
plans and obtain additional information. He was invited back to the next
meeting.
OLD BUSINESS: The Board Members talked briefly about the 1990 Edition of
the N.E.C. and its possible approval by the City Council .
NEW BUSINESS: None
