Commissioner Kowalk called the meeting to order at 6:00 p.m. after having established a quorum.
PUBLIC COMMENT-Agenda Items
None.
ADDITIONS TO THE AGENDA
Chief Alley requested that the Board consider appointing members to a new citizen advisory board being
formed to gather input on revising the Department's complaint process. Without objection, the chair
added this discussion under Other Business.
APPROVAL OF MINUTES -Commissioner Kowalk
Minutes from the meetings of July 20 and August 18 were approved as submitted and placed on file.
EDUCATION PRESENTATION
Desirae Kelley-Kato, Director of the Capital Area Response Effort (CARE) program, discussed how the
grant-funded program helps victims of domestic violence. The program, using a cadre of 45 — 50
volunteers, provides clients with 1) access to varying area service providers, and 2) the three E's:
empathy, education and empowerment. In response to questions from Board members, Desirae noted
that contact is maintained even in cases where the victim resumes the relationship with the abusive
partner. The CARE staff and volunteers make over 2,300 contacts per year and are funded exclusively
with grant money and private donations.
UNFINISHED BUSINESS
I. Commissioner Kowalk encouraged Board members to use the phone and e-mail to brainstorm
possible ways to offer Ofc. Vargas some support as he recuperates from being shot.
2. Discussion was held concerning the December meeting and its close proximity to the Christmas
holiday. A motion was passed moving the December Board meeting to Friday, December 17, at
2:00 p.m. Commissioner Sims offered to secure the Lansing Convention & Visitors Bureau as a meeting
site.

Correspondence for the months of July and August was accepted and placed on file.
ADMINISTRATIVE REPORT—Chief Alley
Chief Alley updated the Board on the homicide outside of Lucky's on Baker Street. He noted that it is
believed that the shooter was upset over being told to leave the establishment. He left the property only
to return and fire a weapon indiscriminately, killing an innocent person. He explained the decision to
storm the suspect's mother's residence. Its necessity was negated, however, by the suspect's arrival and
subsequent arrest.
The Chief briefed the Board on Vice President Cheney's campaign visit to the area commenting on the
multi-agency coordination necessary. He also announced the recent retirement of canine officer, Oliver,
and expressed his appreciation to area media for the good coverage of the event.
In discussing the process being used to revise the Department's complaint process, Chief Alley
announced the formation of both an internal task force and a citizen task force. He encouraged Board
members to consider joining the citizen task force in order to help formulate the new process which,
eventually, will come before the Board for its adoption.
He expressed his appreciation to Commissioner Noordhoek and to Jan Kolp for their attendance at the
"Chat with the Chief' forum. He was very pleased with the event. Chief Alley invited Board members to
visit the historic exhibits on permanent display at the North Precinct and expressed his appreciation to
Jim and Pat Heyden and Dave Prentler for their initiative in seeing the project through to its completion.
In response to Board members' concerns over potential water damage to the historic items, the Chief
noted that all items on display are prints of the originals. Original materials are preserved separately.
Chief Alley was encouraged by the meeting held with Advent House and its clients during the past month.
His discussions with Advent House Board member, Joan Johnson-Jackson and Director Susan Cancro
were very beneficial. Commissioner Sims commented that continued visits from the Department would
be helpful, but visits by uniformed officers may make clients uncomfortable as many are street people
with criminal histories.
He announced that the long dormant FOP — Supervisory unit's grievance related to the position of
Commission Investigator was now being brought to arbitration. How an arbitrator will decide the issue is
anyone's guess. Finally, Chief Alley distributed the CD-ROM created as part of the recruiting grant and
apologized for not providing copies earlier in the campaign.
LEGAL UPDATE
Don Kulhanek had no report, but Board members expressed their appreciation to him for his attendance
and availability.
DEPARTMENTAL REPORTS
Monthly Reports, Detention Report, Communications Division Report and EEOC Report for the month of
August were reviewed. Commissioner Farhat related her experience with the citizen from Team 10 (p.

22)who scared off a burglar after he entered her home through an unlocked window. She reminded all to
keep doors and windows secure. Commissioner Sims requested more information on the Cops in
Schools grant (p. 17). Chief Alley remarked that we should hear in or before October as to whether our
application was accepted. The grant would require that we maintain the officers a fourth year with the
City funding the fourth year at 100%. The grant does not dictate the officer's relationship with school
security personnel. Departmental reports for the months of August and July were accepted and placed
on file.
BOARD COMMITTEE REPORTS
Liaison Committee—Commissioner Kowalk noted that the Board was represented at the funeral of former
sergeant, Mark Burns, and at the retirement gathering for canine officer, Oliver. She will contact City
Council to discuss a joint activity.
Awards & Incentives Committee—Commissioner Mejorado explained the L-HOPE program to new Board
members and noted that 190 City employees have utilized the forgivable loans to purchase homes within
the City of Lansing since the program's inception in 1996. Last fiscal year, three police officers
participated in the program.
Budget Committee — Commissioner Noordhoek announced that the budget process for FY2006 had not
yet begun. It was suggested that Commissioner Carnegie also serve on this committee. It is a good
introduction to both the Department's internal needs and the administrative budget process.
Human Resources Committee — Commissioner Mejorado announced the appointment of Commissioner
Carnegie to the Board had happened despite the fact that she had not been in contact with the Mayor's
office to relay the Board's desire to see the open positions filled.
Complaint Committee — Commissioner Farhat noted that new members of the committee were obtaining
a certain comfort level with the committee's charge. She looks forward to reestablishing regular meetings
with the Internal Affairs unit.
Commission Investigator Bernard Brantley — Mr. Brantley was not in attendance. His report is
included in the monthly packet. Commissioner Sims commended him for his community engagement and
his Sunday morning session at Advent House.
HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON
No representative present.
COMMISSIONER COMMENTS
Commissioner Mejorado—expressed her appreciation to the Board for their understanding of her missing
the August meeting due to a death in the family.
Commissioner Sims —expressed her appreciation to the Board for their understanding of her missing the
August meeting due to her friend's kidney transplant. She also updated the Board on her activities with
Advent House and CARE, as well as serving as a Police Athletic League volunteer at their recent golf
outing.
Commissioner Carnegie—expressed is appreciation to being given the opportunity to serve on the Board.
He is committed to the Lansing community and looks forward to working with other Board members.
Commissioner Noordhoek— welcomed Commissioner Carnegie and gave kudos to those responsible for
organizing the retirement party for Oliver. There was a good turnout which helped to emphasize the
importance of the canine unit to the Lansing area. He mentioned that the Chat with the Chief event was
well done and also expressed his appreciation to Jim DeLine and other golf outing organizers for their
work on the fundraiser for PAL. Lastly, he commended Ofc. Jason Bock for his good response to a

concern assigned to him.
Commissioner Farhat — welcomed Commissioner Carnegie to the Board and confirmed that he will
continue in his role as a Department Chaplin. She expressed her appreciation to North Precinct
secretary, Rhonda Mubarekeh, for her assistance in updating neighborhood awareness tapes and said
that she looks forward to Ofc. Bob Tucker beginning his light-duty assignment as Interim Community
Services Officer. She expressed her appreciation to Chief Alley and to officers who attend neighborhood
association meetings and to Eleanor Love and code compliance officer, Greg. She noted that Ofc. Norm
Naimy proved what a "class act" he is by using Oliver's retirement party as an opportunity to express his
appreciation to others. She also reminded Board members of the retiree dinner to be held at the South
Precinct gym the second Wednesday in October.
Commissioner Kowalk — welcomed Commissioner Carnegie. He is a piller of the community and she is
honored to have him on the Board.
OTHER BUSINESS
Several members expressed their desire to serve on the citizen advisory board relative to giving input on
a new complaint procedure. After a discussion on the number of Board members who can meet together
before a public notice is required, Commissioner Kowalk agreed to contact absent Board members and
make appointments to the new advisory committee. Board members will be contacted.

EDUCATION PRESENTATION
Sgt. David Dahlke of the Special Events / Traffic Unit explained how members of the unit (often referred
to as the "motorcycle unit") are based in different sectors of the City as much as possible. Their focus is
on traffic enforcement and vehicle accidents. Commonly, traffic enforcement is centered on community
complaints zeroing in on neighborhood problems. Additionally, the unit provides assistance to special
events such as Silver Bells in the City, Common Ground, and even less known events like protest
marches and large funerals. As the unit supervisor, Sgt. Dahlke is also involved in event planning and
enforcement grants such as "Click It, or Ticket" campaigns. He showed the Board both laser and radar
equipment used to judge traffic speed and explained the added value of laser equipment to judicial
proceedings. In response to Board questions, Sgt. Dahlke noted that the unit consists of six officers new
to the unit and this is down from ten, the unit's former size during better financial times. He noted that
statistics do not track repeat offenders, but the effectiveness of the unit's efforts were clearly shown when
the average rate of speed on 1-496 decreased by ten miles per hour after the unit concentrated its traffic
enforcement efforts there.

ADMINISTRATIVE REPORT—Chief Alley
Chief Alley updated the Board on the double homicide at Walsh Park and the resulting capture of persons
wanted for questioning. Because the capture was in Delta Township and involved gunfire, Eaton County
will investigate the incident while LPD will continue to investigate the homicide.
The Chief also discussed the charges against Det. Darin Duso for theft of a controlled substance. He is
checking personnel and labor issues from a few sources and promises that the Department will move
forward on its investigation and possible disciplinary action without necessary waiting for a conviction
from the judicial process.
He announced that the FY2006 budget process will soon be underway and that new Finance Director,
Glenn Kirk, has indicated that the budgeting system is expected to be simplified. Chief Alley assured the
Board that, even as tight fiscal constraints remain, the City recognizes that the Police Department
deserves priority.
Chief Alley also updated the Board on the task forces reviewing the Department's complaint procedure.
Both the citizen and the internal committees have met and are doing some constructive"brainstorming."
He noted that candidate interviews for the position of LPD Legal Advisor would be held the next day and
that an added Community Services police officer position is being added to the LPD roster. Finally, Chief
Alley distributed an article published by The United States Conference of Mayors Best Practices Center
on the HOPE scholarship program.
In response to questions from Board members, the Chief noted that the Department's Cops in Schools
grant application did not get accepted. Discussions are now centering on using the City money and
school district money which would have gone to grant match toward funding an abbreviated version of the
program. He also reminded that Board that the DART funded detective position would soon be coming to
an end.

Human Resources Committee— no report.
Complaint Committee — Commissioner Farhat noted that the committee had few complaints to review at
its last meeting and is discussing conversion to a new framework.
Commission Investigator Report— In addition to his written report in the monthly packet, Bernard
Brantley noted his role in the City employee United Way campaign and notified the Board that he would
be visiting the Jesus of Nazareth Church of God in Christ this Saturday. He also offered to share a letter
from a citizen with Board members as well as a packet from Ofc. H.L. Jones. He commented that, though
there were no formal complaints to handle in September, he often receives informal calls and can work
with Internal Affairs to look at other cases. He noted his good working relationship with Internal Affairs.
HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON
No representative present. Board members discussed the possibility of the HR&CS liaison submitting a
monthly report in writing in lieu of attending Board meetings. Jim DeLine will present that alternative to
their Deputy Director.
COMMISSIONER COMMENTS
Commissioner Noordhoek—no comments.
Commissioner Mejorado— no comments.
Commissioner Carnegie — expressed is appreciation to LPD staff for the well organized orientation day
conducted on his behalf. He also commended Prof. Curry for preparing a thorough review of his research
relative to LPD's complaint process and well organized process for its revision. Commissioner Carnegie
was pleased with the attendance and comments at the citizen advisory committee and feels a revised
LPD complaint process may serve as a model for other departments.
Commissioner Farhat — expressed her appreciation to Chief Alley for attending the October
Neighborhood Watch Advisory Board meeting and for adding Ofc. Tucker as a supplemental Community
Services Officer. She discussed this year's Silver Bells in the City planning. The parade has allowed six
new entries and is mandating new safety procedures for all parade participants. She expressed her
appreciation to Chief Alley and Commissioner Noordhoek for their attendance at the LPD retiree's dinner.
Many retirees had not yet met Chief Alley and appreciated the opportunity to do so.
Commissioner Kowalk — congratulated the Department on its Conference of Mayors' article and
commended the four Board members serving on the complaint procedure advisory board. She also
commended Bernard Brantley on his report.

continue in his role as a Department Chaplin. She expressed her appreciation to North Precinct
secretary, Rhonda Mubarekeh, for her assistance in updating neighborhood awareness tapes and said
that she looks forward to Ofc. Bob Tucker beginning his light-duty assignment as Interim Community
Services Officer. She expressed her appreciation to Chief Alley and to officers who attend neighborhood
association meetings and to Eleanor Love and code compliance officer, Greg. She noted that Ofc. Norm
Naimy proved what a "class act" he is by using Oliver's retirement party as an opportunity to express his
appreciation to others. She also reminded Board members of the retiree dinner to be held at the South
Precinct gym the second Wednesday in October.

OTHER BUSINESS
Several members expressed their desire to serve on the citizen advisory board relative to giving input on
a new complaint procedure. After a discussion on the number of Board members who can meet together

Jan Kolp, a member of the Southside Precinct Advisory Board, introduced herself as an observer of the
meeting. She commended Chief Alley for his composure during the public discussions of LPD's
disciplinary process, Terry Curry's analysis, and the ACLU's involvement working to address the concerns
of several employees.
ADDITIONS TO THE AGENDA
Without objection, a discussion concerning the date of the December meeting was added to the agenda
and held at this time. It was the consensus of those present that the December meeting be moved to
Friday, December 17, at 2:00 p.m. Chief Alley offered to provide refreshments. This change will be voted
upon in the presence of a quorum.

ADMINISTRATIVE REPORT—Chief Alley
Chief Alley updated the Board on the criminal charges being filed in Ofc. Vargas' shooting. He noted that
the "use of force" review would not be issued until the prosecutor's office had issued its findings. He
announced that a task force was being established to consider the changes recommended by Prof. Curry
and encouraged Board members to consider volunteering for it. He also updated the Board on the
lawsuit filed by the ACLU and noted that the Department's response to Prof. Curry's suggestions is
germane to resolving the situation though the outcome is difficult to project.
In a budget update, the Chief commented on the City's reluctance to rely on the Budget Stabilization
("rainy day") Fund but instead is counting on the Departments to cut costs further. He expressed his
appreciation to Commissioner Farhat for her work on the National Night Out. Several events were well
attended. He also noted Ofc. Burkhardt's contribution in filling in where needed. During mention of a
Southside ice cream social, Commissioner Kowalk noted that she was in attendance and the event was
very successful.
The Chief announced the results of a comparative analysis relative to HOPE scholars and the general
grade school populace. He noted that the two groups were similar in the areas of attendance and grades,
and that HOPE scholars compared favorably in the area of discipline. The study will be used to identify
specific areas where HOPE scholars need support services. He expressed his appreciation to Capt. Hall,
Sgt. Garcia and Ofc. Amy Reidel for assisting in the HOPE Leadership Academy.
He also announced that a retirement letter has been received from Det. Marcel Holloway and Det. Mike
Simpson.
In response to an inquiry from Commissioner Noordhoek, Chief Alley summarize the two public meetings
following the release of Prof. Curry's analysis by saying they were both productive and informative, but
the atmosphere at the first seemed somewhat hostile when compared to the second session.
Commissioner Farhat commended the Chief for his handling of the many questions posed to him.
LEGAL UPDATE
Don Kulhanek announced the confirmation of new City Attorney Paul Novak. Mr. Novak will begin his
duties on August 31. Don expects to continue attending Board meetings until the position of LPD Legal
Advisor is filled. In answer to a question from Commissioner Farhat, he commented that he is not sure of
the number of applicants for the position, but presumes it to be quite large.
DEPARTMENTAL REPORTS
Monthly Reports, Detention Report, Communications Division Report and EEOC Report for the month of
March were reviewed. Commissioner Noordhoek noted the decreased number of reports now taken in
the Communications Center and Chief Alley explained the change in procedures which resulted in this
occurring. Due to efficiencies gained by using AFIS fingerprinting technology, the Department now
discourages EMT's from taking reports. AFIS has greatly increased the likelihood of identifying criminals
if a print (even a partial one) can be retrieved at the scene by a patrol officer. Commissioner Farhat
recommended the Department make a form available on-line for taking complaints. Acceptance of
reports was deferred due to lack of quorum.

Commissioner Quinney — Commended the Department on the quick resolution to a recent homicide and

Reunion Picnic. He thanked him for the invitation to work assisting to resolve issues with the ACLU. He
is looking forward to a"win-win" resolution.

Commissioner Farhat — Expressed her appreciation to the Chief, to Ofc. Michelle Burkhardt, and to the
Neighborhood Watch Board for participation in the Neighborhood Watch party. She commended the

in a successful National Night Out.

DEPARTMENTAL REPORTS
Commissioner Kowalk commended the team sergeants for their outstanding reports. Commissioner
Mejorado noted the Team 2 report (p. 25) with concern as her daughter is purchasing a home in the
neighborhood. Board members commended LPD staff for producing the monthly packet using two-sided
copies. Monthly Reports, Detention Report, Communications Division Report and EEOC Report for the
month of May were received and placed on file.
BOARD COMMITTEE REPORTS
Liaison Committee — Commissioner Kowalk will chair this committee. She requested that Jim DeLine
keep her informed of meetings being held where her presence might be appropriate. She is particularly
interested in being notified as soon as City Council sets a date for the recognition of former Board
members Newcomb and Frederick.
Awards & Incentives Committee—Commissioner Mejorado promised to ask City officials for an update on
the home ownership employee residence incentive (L-HOPE).
Budget Committee—Commissioners agreed that it would benefit an incoming Board member to chair this
committee as the budgeting process serves as a good orientation to many of the Department's activities.
Human Resources Committee — Commissioner Mejorado will chair this committee and will inquire as to
the status of unfilled Board positions.
Complaint Committee— Commissioner Sims reported that two meetings of the committee have been held
since her last report. For the coming year, this committee will consist of Commissioners Farhat, Quinney
and Noordhoek, with Commissioner Sims moving to the Awards & Incentives Committee. New members
of the committee will attempt to reach a consensus on a fixed day for monthly meetings.
Commission Investigator Bernard Brantley — Mr. Brantley is now submitting a monthly report for
the packet (p. 47). He noted that three complaints have been received in the past two days, which he
attributes to the publicity surrounding the release of Professor Curry's analysis of the Department's
discipline procedures. A discussion followed on the perceptions of Mr. Brantley's role in relation to LPD,
including the perceptions of officers as well as members of the public. There was a consensus that the
position's independence from the Department needs to continue to be emphasized and that, on the
whole, addressing concerns from the public can only serve to improve the Department. Board members
are encouraged by the discipline matrix proposed by Professor Curry and will monitor the changes to the
discipline process, particularly with respect to their role in the process.
HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON

COMMISSIONER COMMENTS
Commissioner Sims—discussed Mr. Brantley's upcoming address to visitors to the Advent House shelter,
noting that an audience of homeless people will require a different approach. She also announced the
August 7 African American Parade and Family Reunion Picnic and expressed her gratitude to LPD
administration for providing Common Ground tickets to Board members.

Commissioner Quinney — also thanked LPD administration for Common Ground tickets and noted that
officer presence at the festival was impressive. The event was controlled and the environment was
enjoyable. He expressed his appreciation to Commissioner Farhat for hosting a successful neighborhood
picnic. He very much enjoyed participating in the event. Commissioner Quinney also said that he looked
forward to when the Board is once again back at full strength and he congratulated Lt. Bruce Ferguson on
being appointed to the position of public relations liaison for all of City government.
Commissioner Noordhoek — also expressed his appreciation to the Department for tickets to Common
Ground and to Commissioner Farhat for the neighborhood picnic. He commended Chief Alley for his
response to Professor Curry's analysis, noting this is a good "heads up" for the Department. He also led
a discussion on providing Ofc. Vargas with some sort of recognition from the Board and a consensus was
reached that delivery of a special meal would be an appropriate gesture.
Commissioner Mejorado—also expressed her appreciation for tickets to Common Ground.
Commissioner Farhat — thanked all who attended her neighborhood picnic and also expressed her
appreciation to the Department for tickets to Common Ground. She expressed her sympathy on the
passing of FOP legal representative, R. David Wilson. She also asked that the Department keep up on
the activities assigned to the Community Services Officer even during Ofc. Williams' leave of absence.
She expressed her appreciation to Rhonda Mubarekeh of the North Precinct for the excellent information
she continues to provide on the taped message.
Commissioner Kowalk — wanted to ensure that, in the presence of Commissioner Sims, she expressed
her appreciation for her service in the past year as the Board's Vice Chair. She called Commissioner
Sims' leadership "invaluable."

Chief Alley updated the Board on the labor arbitration with former officer Adam Diehl. He noted that, to
date, there had been twenty-seven days of testimony. He particularly acknowledged the contributions of
Lt. Teresa Szymanski, who has been very professional and of great assistance.
The Chief also discussed Sunday's article in the Lansing State Journal which concerned the ACLU action
against LPD. The situation first came to the administration's attention in October, 2003, and research
was conducted to determine if complaints and discipline appeared disproportionate when categorized by
factors such as race and sex. Additionally, Terry Curry, from Michigan State University's College of Labor
and Industrial Relations, was retained to study the LPD discipline process. His research appears to be in
the final stages and a report may be issued by the July Board meeting. Changes to the discipline process
may be initiated as a result. The statement from the ACLU that we are close to a settlement may be
optimistic. A discussion followed in which members of the Board discussed the reason for ACLU
involvement, and the Department's reaction. It was the consensus of the Board and this episode calls for
decisive action by the Department and that, conceivably, the Department will be stronger having gone
through it.
He informed the Board of an officer presently on paid administrative leave pending the results of an FBI
investigation. To date, no charges have been announced even though the allegations have been made
public.
Chief Alley noted that he continues to meet with March for Justice leadership on issues of race, use of
force and harassment. He expects that we will sponsor another police/community relations conference.
He announced the extension of the South Precinct lease. The new agreement is timed to expire at the
same time as the lease on the North Precinct facilities. Improvements to be made under the agreement
include parking lot fencing and extensions of the DB area and locker rooms.
The Chief informed the Board that the shooting review board is expected conclude its review of Ofc.
Vargas'shooting in a couple weeks.
He noted the latest contribution to the HOPE scholarship fund from the Granger Corporation in the
amount of$130,000.00.
Finally, Chief Alley commended Commissioners Frederick and Newcomb. Speaking on behalf of the
entire organization, he expressed appreciation for their hard work and support for LPD over the years.
He informed them that recognition by City Council would be forthcoming.
LEGAL UPDATE

DEPARTMENTAL REPORTS
Commissioners asked for further information on Building Cultural Competency and Simrad training (p.12)
and also for additional information on the move of computer personnel out of the LPD reporting structure
(p. 17). Other comments concerned a year-to-date restraint chair discrepancy (p. 14) and concern over
the Mill Pond quest to establish a Neighborhood Watch (p. 27). Commissioner Sims asked about the four
school-assigned officers for which grant funding was applied. She was told they would be assigned to the
four area public high schools during the school year, but would be available for team policing in the
summer. Monthly Reports, Detention Report, Communications Division Report and EEOC Report for the

Commission Investigator Bernard Brantley— Mr. Brantley noted that the leadership contributed by
Commissioners Frederick and Newcomb will surely be missed. Commissioner Farhat asked for an
update on his precinct office hours and was told, though response to the South Precinct office has been
negligible, hours at the North Precinct would be added soon. Commissioner Quinney commended Mr.
Brantley on his outreach efforts. Commissioner Kowalk asked for the current number of open cases and
was told there are presently three of them. She requested that his monthly report include the number of
open and closed cases.
HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON

COMMISSIONER COMMENTS
Commissioner Sims —welcomed Commissioner Noordhoek to the Board and expressed her appreciation
to Commissioners Newcomb and Frederick for their service to the community by serving on the Board.
They were an inspiration to her and served above the call of duty during a critical time. She also
expressed her appreciation to Chief Alley for his timely updates and for his annual participation in the
African American Cultural parade each year. This year's event is scheduled for August 7. Finally, she
provided Board members with an update on the Reach program.
Commissioner Quinney — echoed the favorable comments regarding Commissioners Newcomb and
Frederick. He appreciated their friendship as well as their service. He expressed his appreciation to
Commissioners Farhat and Mejorado for their work on a very impressive awards ceremony. He
encouraged the Chief to "hang in there" through the present challenges and he welcomed Bob
Noordhoek to the Board. He asked about the LPD presence at the forthcoming Common Ground festival
and expressed an interest if any complimentary passes become available.
Commissioner Farhat— expressed her appreciation to Sgt. Linda Doherty-Wright and to Ofc. Jason Bock
for their work while attending her neighborhood meeting. She noted Ofc. Tony Nettles' expertise at
working with the public as evidenced by his efforts with the Everette High School community. She also
thanked the Chief for ensuring a Board presence at the MADD breakfast and expressed her astonishment
at the lack of recognition for the rewarding Neighborhood in Bloom project. The flower donors are unsung
heroes. Commissioner Farhat thanked Commissioners Frederick and Newcomb for the service to the
Board over the years. "It's been great."
Commissioner Mejorado — commended the Department for their presence at the funeral of the military
officer killed in Iraq. Their work was impressive and well coordinated. She also expressed her
appreciation for tickets to the MADD breakfast. It was very touching. She reminded the Board of
President Fox's trip to Lansing this coming Thursday and expressed her appreciation to Commissioners
Frederick and Newcomb.
Commissioner Noordhoek—acknowledged the contributions of Commissioners Frederick and Newcomb.
Commissioner Newcomb — reminisced on his introduction to the Board by way of participation in the
Citizen Police Academy. He commented that the past six years have been an adventure which was very
instructional. It has been a pleasure and a growth experience. He appreciated the contribution Mr.
Brantley makes and finds that he learned much from each former Board chair.

Commissioner Frederick—also reminisced on how she came to join the Board. She recalled that Edward
Swans' death in the LPD detention center occurred within days of her appointment. She has learned a
great deal, particularly from past chairs and will miss her fellow Board members. They have each
become her friends. Commissioner Frederick feels some positive changes were made as a result of Mr.
Swan's death. She feels that Chief Alley is a man of vision and that the Department delivers wonderful
service to the citizens of Lansing.
Commissioner Kowalk — commended Department administration for its annual report and noted that it
was worthwhile for the Board to attend the MADD breakfast. She feels that the Board should have a
more visible presence in the community. She appreciates former Commissioner Canady's attendance
and encouraged Commissioners Newcomb and Frederick to return occasionally. She particularly noted
Commissioner Frederick served as a mentor to her offering kindness and wisdom.
OTHER BUSINESS
Election of Officers — Commissioner Sims nominated Commissioner Kowalk to be Chair for the coming
year. The nomination was seconded by Commissioner Mejorado. There being no other nominations,
Commissioner Kowalk was elected by acclimation. Commissioner Mejorado nominated Commissioner

PUBLIC COMMENT -Agenda Items
At the request of the Board, Kelly Proper and Pat Cook were asked to visit and provide an update of the
situation in the neighborhood near Everett High School. They informed the Board that additional security
personnel had been hired at the school and they also appreciated LPD officers' presence in the
neighborhood. Problems continue, however, in that additional community members have come forth with
"horror stories" and a petition has been circulated. A proposed closed campus policy is still being
promoted by Proper and Cook and they will leave the Board meeting to attend a meeting at the school
where the issue will be discussed. Commissioner Farhat will represent the Board. Sgt. Klein and Ofc.
Nettles will represent the Police Department.

Capt. Hall expressed his appreciation to members of the Board for their hard work. His presentation was
in the form of "a day in the life of a precinct captain" and he noted that each day typically begins with
briefings from the Detective Sergeants and a review of other information necessary to distinguish trends
and make "problem-solving" plans. He meets with the day shift lieutenant briefly and also spends time
reviewing "Use of Force" reports, going over pertinent Internal Affairs information, reviewing personnel
issues and making citizen contacts. Capt. Hall discussed, by way of an example, his dealings with
prostitution in the precinct — the information received, strategies initiated and changes which occurred as
a result of actions taken. He told Board members that team meetings now incorporate problem-solving
actions in order to make more efficient use of the overtime being worked. He declared his job to be "the
best job in the Department,"saying that the front line employees do the work, but the public often bestows
the accolades on him.

ADMINISTRATIVE REPORT—Chief Alley
Chief Alley updated the Board on this year's budget process. The City's tight financial situation has made
for longer budget hearings. Even upon passage of the FY2005 budget, further cuts will continue to be
explored. He noted that LPD is applying for a new COPS grant which would fund four additional officers
with public school assignments. By stressing a tie to the HOPE program in the application, he is hopeful
that LPD will receive the award. In addition to a grant match, which is proposed to be supplied in part by
the school system, we must also commit to funding the program a fourth year without the receipt of any
federal money.
He commented on an article in the Lansing State Journal where he came out in support of the use of
precincts to supply police services to the City of Lansing. He believes that precincts are an important
extension of the team policing concept. That ideal will need to be reconciled with economic concerns.
Commissioner Newcomb commented that there are few cost savings if once combined, the square
footage stays the same. He also noted the expense of detention relocation may be prohibitive.
The Chief commended Board members helping with the "fabulous" award ceremony and also was
complimentary to the Lansing State Journal for coverage of HOPE scholarship recipients in the Michigan
Parade. He noted the high school baseball tournament at Oldsmobile Park was a fund-raising activity for
the HOPE fund.
He informed the Board of a situation on the Sparrow campus of a suicidal "jumper' and credited the LPD
tactical team for successfully securing him without injury. The Chief also announced the successful arrest
of a homicide suspect tied to the homicide in a Michigan Avenue parking lot. Finally, Chief Alley updated
the Board on Ofc. Vargas' condition and the resulting investigation.
Review of annual report—The Board passed a motion to approve, with suggested changes,
the annual report for publication by LPD administration.

Board's use of City Suite at Oldsmobile Park — A discussion was held concerning the June 16
Lansing Lugnuts game and the allocation of tickets given by the Mayor's office. Rather than use the
tickets for liaison purposes, it was the consensus of the Board that each Board member be offered three
tickets with the remaining tickets offered to the members of City staff who lend continuing assistance to
the Board. Distribution of any unused tickets will be at the discretion of Commissioner Kowalk.
Awards & Incentives Committee — Commissioner Farhat expressed appreciation to those attending the
awards ceremony and especially to Chief Alley and Sherri Jones for their contributions. It was the
consensus of the Board that Sherri Jones and her family be offered tickets to the June 16 Lugnuts game.
Commissioner Kowalk commended committee members Farhat and Mejorado for a splendid awards
ceremony.

Complaint Committee—Commissioner Kowalk named Commissioner Noordhoek to the committee. Chief
Alley, Don Kulhanek, Bernard Brantley and Commissioner Kowalk will work together to determine the

Commission Investigator Bernard Brantley— Mr. Brantley informed the Board of that, as planned,
he held office hours at the South Network Center. No one came to see him. He will now set up some
hours at the North Network Center. He will also work with the Internal Affairs officer over the next few
days to compile a synopsis of active cases.
HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON
No representative present. A discussion was held concerning adding a legal update to the monthly
agenda. Though the position of LPD Legal Advisor has not yet been filled, the City Attorney's office will
continue to attend Board meetings and can provide the monthly update.
COMMISSIONER COMMENTS
Commissioner Newcomb — announced to Board members that he will not seek reappointment upon the
expiration of his term at the end of June. He feels that his six years on the Board have been a great
experience and is proud to have served. It has been both exciting and difficult. He particularly
commends LPD administration for its good relations with the Board.
Commissioner Mejorado—was grateful for the increased attendance at the award ceremony and called it
a fun evening. She enjoyed serving as a presenter. She also thought the high school baseball fund-
raiser for the HOPE scholarship fund held at Oldsmobile Park was an enjoyable and worthwhile event.
Commissioner Farhat—expressed her appreciation to Chief Alley for his attendance at the Neighborhood
Watch coordinators' meeting. She is also pleased with the support the organization gets from Assistant
Chief Williams and Ofc. Todd Williams. She also announced the receipt of grants for a new McGruff outfit
and Neighborhood Watch signage.
Commissioner Noordhoek— is looking forward to serving on the Board and was very impressed with the
awards bestowed at the recent ceremony. He commended all those responsible for the evening.
Commissioner Kowalk — asked the Chief to pass along to Ofc. Vargas that he remains in the prayers of
the Board members and asked Jim DeLine to help put her in touch with those coordinating meals during
his recovery.

EDUCATION PRESENTATION
Bernard Brantley, Commission Investigator, presented information on his position and the citizen
complaint process, noting that the position began in November, 1998 with his hiring. Citizens may bring
concerns to him regarding an officer's possible violation of the law or of improper conduct. With the
utilization of a non-sworn investigator, citizens have a stronger voice in the process. Though the process
of having Mr. Brantley investigate complaints has no time limit, he does attempt to conclude
investigations as quickly as possible. He noted that complaints withdrawn before conclusion of his
investigation can still result in the investigation continuing until conclusion should he feel it has merit.
Upon conclusion of his investigation, one of five dispositions is communicated to the complainant.
Commissioner Sims asked if citizens often wish to be involved in the investigation and Mr. Brantley told
her that more often it is a matter of breaking the ice in order to get them to communicate their concerns.

ADMINISTRATIVE REPORT—Chief Alley
Chief Alley updated the Board on a recent homicide following an event at the Lansing Center. He noted
that it appears members of the public provided LPD with several good leads which should help to resolve
the case.
He noted a forthcoming meeting before City Council's Committee of the Whole to discuss the proposed
FY2005 budget as it relates to vacant positions within the Department. The Chief was confident that he
would be able to answer their concerns. Commissioner Farhat asked if budget cuts were resulting in the
loss of the Neighborhood Watch telephone line, but was assured that the phone line would remain up and
running.
The Chief notified the Board that the Crime Analysis Unit had summarized data and detailed results
would be forthcoming. The preliminary results appear positive. Commissioner Sims asked if there were
notable differences from team to team. Chief Alley noted that some teams do have higher crime rates
than others.

PUBLIC COMMENT
Members of the neighborhood near Everett High School addressed the Board with concerns on lunchtime
student behavior. Kelly Proper and Pat Cook related stories of smoking, drug use and even drug sales
occurring on the sidewalks and lawns of community members due to the 'open campus" policy for
lunchtime at the school. They mentioned one particular home where the elderly residents were fearful.
They asked the Board to support them in their efforts to have the policy changed. Both the Board and the
Chief agreed to send representatives to a future meeting at the school to discuss the issue. Chief Alley
also noted that he would send someone from the Department to speak with the elderly couple.

EDUCATION PRESENTATION
Margot Norris, Victim Advocate, presented information on this six year old program. The program sends
teams of volunteers at the request of an LPD patrol officer to work with crime victims and loved ones
making them aware of available resources. Though the program was initiated for the sole purpose of
assisting with death notifications, it has expanded to many other areas including rape. It is not unusual
for the responding Victim Advocate to stay in touch with the victim, even through a court trial. There are
about twenty active volunteers in the program. They receive forty hours of training and are also issued a
procedure manual. Most victim advocate programs are county-wide endeavors. Ms. Norris was very
complementary to officers, who ensure the advocates are never in dangerous situations. She also
commented that any information victims relate to the advocates which may be useful in solving crimes is
always relayed to the officers.

Commissioners commended the Department for the favorable letters. Correspondence for the month of

ADMINISTRATIVE REPORT—Chief Alley
Chief Alley noted that Mayor Benavides will present the FY05 budget proposal to City Council on Monday
evening. It will detail cuts being made within each and every Department, including the Police
Department. Commissioner Newcomb asked a question concerning a Lansing State Journal article which
implied that the Fire Department was seeing the return of unfunded positions while the Police Department
was not. The Chief explained that the LPD unfunded positions were outside of the patrol ranks, while
LFD had reduced its personnel required to meet a minimal staffing level. As planned, LFD was bringing
on board new firefighters graduating from the academy in order to stem the excessive overtime required
to meet minimum staffing requirements.
Chief Alley discussed the current review of LPD's complaint process noting that Dr. Curry is scheduled to
give him an update of his research the following Friday. The City has retained David Otis to handle legal
issues arising from the complaint filed in coordination with the ACLU. Board members discussed the
involvement of the ACLU as opposed to, or in addition to, the Department of Civil Rights.
Personnel matters discussed by the Chief included the move of Information Services personnel to the
City's Management Services Department. LPD will maintain a technician on its payroll to handle RMS,
OffenderTrack and the CAD system. He also announced the impending departure of Lt. Jay Varney who
has accepted the position of Chief of Police for Chowchilla, California. Additionally, Chief Alley
commended Commissioners Kowalk and Sims for their service on promotional boards for the positions of
sergeant and detective.
In a HOPE program update, the Chief announced that the scholarship fund is still $450,000 short of its
goal of $2.5 million but donations continue to arrive. With the loss of a grant-paid coordinator, LPD staff
will pitch in to help pick up the slack in administrative work.
Chief Alley commended Bernard Brantley for his professionalism. He commended Mr. Brantley for being
insightful and for doing a good job.
DEPARTMENTAL REPORTS
Commissioner Sims commented on the multiple bomb threats being received by Lansing schools (p. 22).
Chief Alley noted that one arrest has been made, but it appears there is someone else responsible for
threats to the Harry Hill center. With the current level of cell phone triangulation in the 911 center, the
culprit may yet be apprehended. Commissioner Sims inquired as to the duplication of a case (pps. 20
and 21) involving a suicidal man and an infant with cocaine in its system. Chief Alley confirmed that this
was the same case being discussed and commended Ofc. Suchoski for his handling of the matter.

Awards & Incentives Committee — Commissioner Farhat reported that a meeting was held earlier in the
day to finalize recipients of this year's accolades. The recognition dinner is scheduled for May 11. She is
encouraged that new methods are being used to recognize LPD employees. Chief Alley and the captains
will assist in reminding officers to attend. Board members commended Commissioner Farhat for her hard
work in bringing this annual event together.
Budget Committee— In the absence of Commissioner Quinney, Jim DeLine assured Board members that
the FY05 budget being proposed by Mayor Benavides will include cuts, but will once again give patrol the
priority it deserves.
Human Resources Committee—no report.
Complaint Committee — Commissioner Sims noted how the committee would function better with an
additional member and she commended Bernard Brantley for his work. Commissioners and Chief Alley
have not heard from the Mayor's office regarding his plans to put forth a name for the vacant Board
position.
Commission Investigator Bernard Brantley — reported that his monthly summary was not yet
complete. He announced that over 600 kids were signed up to participate in the teen conference on
diversity scheduled for Friday. At the April Board meeting, he will give a PowerPoint presentation for the
educational portion of the meeting. In response to a question from Commissioner Kowalk, Mr. Brantley
confirmed that he is keeping a log of community events attended.

COMMISSIONER COMMENTS
Commissioner Farhat — asked the Board to consider changing the date of their December 21, 2004
meeting as it is now scheduled only a few days prior to Christmas. She also expressed her appreciation
to Chief Alley for having administrative responsibility for false alarm billing shifted to Central Services thus
freeing up time for Ofc. Williams to concentrate more on Neighborhood Watch issues. She noted an
upcoming Neighborhood Watch Advisory Board meeting on April 22. She commended the Chief for
ensuring that officers attend neighborhood meetings and for making use of recently retired 911
Emergency Communications Technicians to help staff the 911 center.

Commissioner Sims — acknowledged Commissioner Farhat's participation in the "Join The Team" cable
program. She appreciates the opportunity she had to serve on the detective promotional board.

EDUCATION PRESENTATION
Walter Brown, Executive Director of the North Network Center distributed information on the Center's
activities and finances. He highlighted several programs conducted out of the Center including the
community garden, 4-H, Boy Scouts, Girl Scouts, and the Father Johns program for clothing distribution.
The Center is also used for monitored family court visitations. All services are free of charge. He is
hopeful for a GED program, but is still short the $5,000 needed to fund it. Mr. Brown was quite proud of
successes including working on neighborhood drug houses and situations were conflict resolution was
implemented. In answer to questions from Board members, he noted that he and two VISTA workers
take care of all scheduling and administration work. Recently a finance committee was formed to seek
additional funding for the Center.

Commissioner Kowalk commended officers who participated in the"Shop With Your Hero" program,
particularly given that it was a volunteer, off-duty activity. Correspondence for the months of January and

ADMINISTRATIVE REPORT—Chief Alley
Chief Alley gave the Board an update on a recent homicide. The young lady's boyfriend has been
detained and charges are pending. She had been a victim of domestic abuse for some time.
He announced a budget meeting with Mayor Benavides scheduled for the next day and noted that many
of the clerical duties involved in processing false alarm fees has been shifted from the Community
Services Officer to Central Services civilian personnel.
The Chief noted that arbitration proceedings with former officer Adam Diehl are still ongoing. He also
announced that the Department has retained Dr. Theodore Curry of MSU's Labor and Industrial Relations
school to analyze and make recommendations on the LPD disciplinary process. This in response to an
officer's complaint against our Internal Affairs Unit. Chief Alley noted that preliminary results of the
analysis appear to indicate that some changes may be in order. He is having continuing discussion with
the ACLU reference this matter and those talks remain positive.
Chief Alley distributed the latest crime statistics which continue to show a decrease. He announced his
assistance in getting a HOPE-type scholarship program started in Battle Creek. The Kellogg Foundation
has granted the Lansing HOPE program a $25,000 bequest in return. He also announced the duty
disability retirement of Ofc. Julie Schneggenburger based on an ankle injury. Ofc. Schneggenburger has
contributed to the Department over the years in many ways including being a terrific DARE officer.
The Chief announced that he will be attending a conference on Homeland Security in March.
Commissioner Farhat was invited to attend, but has a scheduling conflict. Chief Alley also announced
that Ferris State University is awarding him a Distinguished Alumni award.
The Chief has been meeting with members of March for Justice to discuss a police / community relations
conference. These meetings have been positive and informative for both sides.

Commissioner Newcomb commended officers involved in a homicide at a Ferris Development building
(February packet, p. 17). His opportunity to see first hand how LPD personnel conducted themselves in

Commissioner Farhat — noted that her Lewton / Rich neighborhood group was going well. Additionally,

the City's review of bike lanes noting their ineffectiveness when they appear to be placed in a haphazard
fashion. Chief Alley commended her on her nomination for the prestigious Bea Christy Award.
Commissioner Quinney — congratulated the Chief on his alumni award and expressed his hope that the
Board opening could be filled soon.
Commissioner Sims — expressed her appreciation to the Chief for ensuring that Board members are
represented at the MLK luncheon and noted the successful sharing of Department recruitment
information. She announced her upcoming meeting with the Kellogg Foundation as well as the soon-to-
be-made announcement of a director for the African American Health Institute.

Commissioner Kowalk called the meeting to order at 6:00 p.m. after having established a quorum and
observing a moment of silence in respect for the passing of Jim DeLine's foster son, Brandon Sackrider.

EDUCATION PRESENTATION
Walter Brown, Executive Director of the North Network Center distributed information on the Center's
activities and finances. He highlighted several programs conducted out of the Center including the
community garden, 4-H, Boy Scouts, Girl Scouts, and the Father Johns program for clothing distribution.
The Center is also used for monitored family court visitations. All services are free of charge. He is
hopeful for a GED program, but is still short the $5,000 needed to fund it. Mr. Brown was quite proud of
successes including working on neighborhood drug houses and situations were conflict resolution was
implemented. In answer to questions from Board members, he noted that he and two VISTA workers
take care of all scheduling and administration work. Recently a finance committee was formed to seek
additional funding for the Center.

Commissioner Kowalk commended officers who participated in the"Shop With Your Hero" program,
particularly given that it was a volunteer, off-duty activity. Correspondence for the months of January and
December were accepted and placed on file.
ADMINISTRATIVE REPORT—Chief Alley
Chief Alley gave the Board an update on a recent homicide. The young lady's boyfriend has been
detained and charges are pending. She had been a victim of domestic abuse for some time.
He announced a budget meeting with Mayor Benavides scheduled for the next day and noted that many
of the clerical duties involved in processing false alarm fees has been shifted from the Community
Services Officer to Central Services civilian personnel.
The Chief noted that arbitration proceedings with former officer Adam Diehl are still ongoing. He also
announced that the Department has retained Dr. Theodore Curry of MSU's Labor and Industrial Relations
school to analyze and make recommendations on the LPD disciplinary process. This in response to an
officer's complaint against our Internal Affairs Unit. Chief Alley noted that preliminary results of the
analysis appear to indicate that some changes may be in order. He is having continuing discussion with
the ACLU reference this matter and those talks remain positive.
Chief Alley distributed the latest crime statistics which continue to show a decrease. He announced his
assistance in getting a HOPE-type scholarship program started in Battle Creek. The Kellogg Foundation
has granted the Lansing HOPE program a $25,000 bequest in return. He also announced the duty
disability retirement of Ofc. Julie Schneggenburger based on an ankle injury. Ofc. Schneggenburger has
contributed to the Department over the years in many ways including being a terrific DARE officer.
The Chief announced that he will be attending a conference on Homeland Security in March.
Commissioner Farhat was invited to attend, but has a scheduling conflict. Chief Alley also announced
that Ferris State University is awarding him a Distinguished Alumni award.
The Chief has been meeting with members of March for Justice to discuss a police /community relations
conference. These meetings have been positive and informative for both sides.

and has been working with the City's Human Relations and Community Services Department to hold a
conference on race issues and one on teen issues. He has opened four cases in the past month.
HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON

Commissioner Farhat — noted that her Lewton / Rich neighborhood group was going well. Additionally,
she is applying for grant funding for South Precinct chairs and a new McGruff outfit. She commented on
the City's review of bike lanes noting their ineffectiveness when they appear to be placed in a haphazard
fashion. Chief Alley commended her on her nomination for the prestigious Bea Christy Award.
Commissioner Quinney — congratulated the Chief on his alumni award and expressed his hope that the
Board opening could be filled soon.
Commissioner Sims — expressed her appreciation to the Chief for ensuring that Board members are
represented at the MLK luncheon and noted the successful sharing of Department recruitment
information. She announced her upcoming meeting with the Kellogg Foundation as well as the soon-to-
be-made announcement of a director for the African American Health Institute.
