Steve Relyea, Range Sergeant EXCUSED: Commissioner Deb Frederick MEMBERS OF THE PUBLIC: Commissioner Kevin O'Malley None CALL TO ORDER - Commissioner Newcomb Commissioner Newcomb called the meeting to order at 11:55 a.m. after having established a quorum. PUBLIC COMMENT -Agenda Items None. ADDITIONS TO THE AGENDA None. EDUCATION COMMITTEE PRESENTATION Sgt. Steve Relyea, Range Sergeant, distributed information and gave a presentation concerning the use of rifles and shotguns in local law enforcement. He pointed out that the use of rifles allow the officers to distance themselves more from the perpetrator, decrease the probability of stray projectiles, and are better suited to users of smaller stature. In answer to Board member questions, Sgt. Relyea commented that, should the Department convert to rifle use,a transition time would be necessaryfor training and the conversion of mounts in vehicles. He explained that the rifle purchase would likely go to the lowest bidder and he noted that bullets from .223 rifles do not result in exit wounds. Chief Alley commented that the public would be made aware of the Department's reasons for the move to rifles in order to minimize concerns. APPROVAL OF MINUTES - Commissioner Newcomb The minutes of the regular meeting of November 19 were approved and placed on file. UNFINISHED BUSINESS None. Board of Police Commissioners Meeting Minutes of December 17, 2002 Page 2 CORRESPONDENCE - Commissioner Newcomb Commissioner Sims remarked that it was good to hear positive comments concerning officer presence at LaRoy Froh townhouses. Correspondence was accepted and placed on file. ADMINISTRATIVE REPORT - Chief Alley Chief Alley updated the Board on the progress in filling upcoming Assistant Chief vacancies. He announced that Capt. Julie Williams would be promoted to one of the slots in January. Concurrent promotions include: Lt. Kim Lawrence to captain, Sgt. Dave Nosotti to lieutenant, and Ofc. Tom Fabus to sergeant. He announced upcoming training in diversity and professionalism and the formation of detective schooling in conjunction with Lansing Community College. Detective training is timely due to upcoming retirements. He explained that LPD has the authorization and is identifying funds to "front-load"vacancies. DEPARTMENTAL REPORTS Departments' Monthly Report, Detention Report, Communications Department Report, Staffing Report - Commissioner Sims questioned the release of a retail thief to relatives in Ohio. Capt.Williams explained that out-of-state "pick up" orders are commonly honored and that might be the situation in this case. Commissioner Newcomb noted that LPD's staffing diversity is very favorable. All reports were accepted and placed on file. BOARD COMMITTEE REPORTS Liaison Committee-Commissioner Kowalk announced that the joint meeting with City Council would be held on January 16 at Michigan Retailer's. Awards. Citations & Incentives Committee - no report. Budget Committee — Jim DeLine presented highlights of the FY2004 budget proposal. He noted the few exceptions where increases in operating expenses were requested (rent, utilities, software maintenance for newjail system,funding for citizen police academy and re-introduction of vest purchases to the general fund). New program proposals include additional staffing in the 911 Communications Center and additional funding for sworn overtime dedicated to problem solving (in order to meet a Council priority). The Board passed a motion that the FY2004 LPD budget proposal be approved and forwarded to the Mayor for further consideration. Human Resources Committee - No report. Complaint Committee-Commissioner Sims reported that a trip to Detroit has been set and will be coordinated by Bernard Brantley. HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON No representative present. COMMISSIONERS' COMMENTS Commissioner Sims -commended Chief Alley and Budget Control Supervisor Jim DeLine on the creation of an austere but workable budget proposal and wished Board members a Happy Holiday season. PUBLIC COMMENT -Agenda Items None. ADDITIONS TO THE AGENDA None. EDUCATION COMMITTEE PRESENTATION Karen Chadwick,Central Dispatch Administrator, distributed information on the 911 Communications Center including a recruiting brochure. She pointed out that, in addition to LPD, the Center serves 17 agencies throughout Ingham County and the recent growth in number of calls handled stems, primarily, from the proliferation of cell phones. She also pointed out that,though the City of Lansing may experience a declining population,the county as awhole is increasing in population. Karen discussed the hiring and training process. She also invited Board members to visit the Center to see, first hand, the activity and observe the new Computer Aided Dispatch (CAD) system in operation. Board of Police Commissioners Meeting Minutes of October 15, 2002 Page 2 CORRESPONDENCE - Commissioner Newcomb Commissioners asked for an update on the neighborhood controversy surrounding the Spiral Bar and Chief Alley relayed Capt. Luciano's belief that the business is as good a neighbor as can be expected and that there may be no pleasing the establishment's most vocal detractors. Correspondence was accepted and placed on file. ADMINISTRATIVE REPORT -Chief Alley Chief Alley announced supervisor training currently being conducted for all sworn and non-sworn LPD supervisors and soon-to-be supervisors. This important all inclusive training/refresher course also offered supervisors the opportunity to question the Chief on issues. Unfortunately, most questions were centered on administrative and internal affairs concerns which could not be discussed in an open forum. The Chief acknowledged the Dart Foundation's contribution of$500,000 to the HOPE scholarship fund and announced a Kellogg Foundation grant which will serve to fund a support person for the endeavor. He explained the closing of Kerry Street near the new Eastwood shopping center as a way to keep the increased traffic from the residential area. LPD officers will be posted initially to provide information to motorists. He alerted Board members to October as Domestic Violence Awareness Month and noted LPD's participation in an evening vigil. Chief Alley distributed the latest six-month analysis of MATS data. He apologized to Board members for the short notice offering them a Q&A session, but explained the importance of making the information available to the public as soon as possible upon LPD's receipt of the report. He also met with interested community organizations, civil rights leaders and in open forum. The report is also available on the Lansing Police website. The Chief was asked if Rev.Stone was offered a Q&A meeting. He confirmed that an invitation was communicated, but went unanswered. He will try again. He informed the Board of the Mayor's guidelines for putting together the fiscal year 2004 budget. Departments are to keep requests to the same levels as approved for fiscal year 2003. Equipment items are to be replacement only and each Department is allowed only one new program proposal. He also announced receipt of Assistant Perry-Buse letter of retirement. She will leave LPD on December 28. The contributions she has made to the Department during her career are many and significant. She will be missed. Commissioner O'Malley asked for comments on the situation involving Ofc. Will Brewer as written about in the Lansing State Journal. Chief Alley reported that the Internal Affairs Unit was researching Officer Brewer's use of an unofficial badge as well as other indiscretions. Commissioner Sims noted that Department leaks to the press may comprise inappropriate behavior which should be of concern. Commissioner Newcomb commented that, though one's initial reaction to Officer Brewers alleged behavior might be to demand a resignation, it is important to let our procedures for review and discipline be followed through. BOARD COMMITTEE REPORTS Liaison Committee - Commissioner O'Malley has received word that members of City Council would like to, once again,arrange a dinner meeting with the Board. He will meet with Commissioner Kowalk and determine some potential dates for this meeting. Board of Police Commissioners Meeting Minutes of October 15, 2002 Page 3 Awards,Citations&Incentives Committee-Commissioner Farhat has been in touch with Captain Forrest and will meet concerning awards shortly following the November election. Budget Committee —Commissioner Newcomb reiterated the budget comments made by Chief Alley. Human Resources Committee - No report. Complaint Committee-Commissioner Sims has met with Commission Investigator Brantley and Chief Alley on Complaint Committee issues. Commission Investigator, Bernard Brantley, brought the Board up to date on his current caseload noting the closing of two cases and receipt of two new ones. He has sent out 45 letters offering to speak to community groups and gotten three responses. He is working with the Lansing School District to visit students at the sixth grade level and higher and is working with the HOPE scholarship program to foster adult mentors. He is wrapping up his obligation as co-chair of the City employee United Way campaign. HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON No representative present. COMMISSIONERS' COMMENTS Commissioner Quinney- invited Board members to a November 10 fund-raiser for the Lansing Community College Foundation. He and other community leaders will perform karaoke at Dart Auditorium. Commissioner Sims-brought the Board up-to-date on the Community Voices project which recently received kudos from the Kellogg Foundation. They wish to develop further into neighborhoods. She also spoke favorably of her ride-along with Ofc. Mike Lam at the September 11 commemoration and commended Chief Alley for his work with the Community Regional Foundation. Commissioner Farhat-expressed her appreciation to Bernard Brantley for attendance at the Neighborhood Watch meeting.She hates to lose Ofc. Michelle Burkhardt as assignments in the South Precinct change,and is appreciative of Ofc. Paul Arnold's return to the North Precinct community assignment. Commissioner O'Malley-commended Karen Chadwick on her promotion and excellent presentation. He also expressed his appreciation for Bernard Brantley's community outreach. Commissioner Mejorado-echoed the favorable comments on Bernard Brantley's efforts including meetings and e-mails. Commissioner Newcomb - no comments. OTHER BUSINESS None. PUBLIC COMMENT None. PUBLIC COMMENT-Agenda Items None. ADDITIONS TO THE AGENDA Without objection, Commissioner Newcomb added an announcement concerning committee assignments to the agenda under Other Business. EDUCATION COMMITTEE PRESENTATION Ken Lucas, LPD Latent Print Examiner, explained the technology of on-line fingerprint matching and its usefulness in identifying suspects and detainees. He estimated that over 15 million prints are on file with the Michigan State Police though not all are of"A"quality on an A to C scale. A search of the database takes just seconds and will return the ten most likely matches upon request. Humans must still review the potential matches and make recommendations to officers and prosecutors. He invited Board members to visit the LPD Identification Unit to better understand the system. In response to Board members'questions, Ken explained that prints taken for child identification and employment purposes are not added to the database. Board of Police Commissioners Meeting Minutes of July 16, 2002 Page 2 CORRESPONDENCE -Commissioner Newcomb Correspondence was accepted and placed on file. ADMINISTRATIVE REPORT -Chief Alley Chief Alley announced the forthcoming retirements of Lt. John Richard and Sgt. Fred Tabor. He noted that the Department is under consideration for a Problem-Oriented Policing award. He also commended officers for the great job they did providing coverage of the Common Ground festival and updated the Board on the "walking wounded"among LPD administration (Asst. Chief George and Capt. Williams). A flyer was distributed on opportunities to join in the annual LPD Golf Outing benefitting the Police Athletic League. Commissioner Farhat requested information concerning tee sponsorships. A motion was passed that Board members personally pool money to support the purchase of a$100.00 tee sponsorship in the LPD Golf Outing. Chief Alley announced the introduction of the"BAT-mobile"which is a mobile breathalyser vehicle obtained with grant funds and will be utilized throughout Ingham County. After three years, LPD retains complete ownership of the unit. Finally, the Chief updated the Board on the HOPE scholarship drive noting revenues received from the dunk tank at Common Ground and partnerships with United Way, the Rotary Club and the firm of Varnum, Riddering, Schmidt and Howlett. DEPARTMENTAL REPORTS Monthly Reports - Commissioner Kowalk asked for clarification on the discrepancy between arrest figures quoted by Team 2 (p. 15)and those reported by the Special Events sergeant(p. 17). Chief Alley noted that the figures are mutually exclusive and do not include each other's arrest numbers. Commissioner O'Malley noted that in a discussion with City Councilmember, Carol Wood, that she revealed the Commission Investigator's annual reportwould be discussed at the next meeting of City Council's Public Safety Committee. HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON Deputy Director Kip Gomoll announced a Unity in the Community picnic. He also alerted the Board that the Human Relations and Community Services Board would be addressing complaints brought before City Board of Police Commissioners Meeting Minutes of July 16, 2002 Page 3 Council reference the Spiral Bar. The Board speculated that some members of the communitywould continue to be disgruntled as long as the bar existed at its present location. COMMISSIONERS' COMMENTS Commissioner Farhat-expressed her appreciation to the Department for its participation in Common Ground and the HOPE dunk tank. She was proud to bring out-of-town guests to the event. Commissioner O'Malley- noted how informative Ken Lucas was and commended his work at LPD. Commissioner Mejorado- no comments. Commissioner Sims-thanked Jim DeLine for his efforts in hosting the Board's Lansing Lugnuts outing. She also noted the Departments'worthwhile participation in Common Ground. Commissioner Quinney- dittoed previous comments. Commissioner Frederick-dittoed previous comments. Commissioner Kowalk -expressed her appreciation to Jim DeLine for hosting the Lugnuts outing, handling the distribution of the Board's Common Ground tickets and for his participation in PAL. She announced her new position as Director of Development for the Boy's and Girl's Club. Commissioner Newcomb - commented that he was looking forward to serving as the Board's Chair for the coming year. EDUCATION COMMITTEE PRESENTATION Ronda Oberlin, LFD Emergency Management Division, explained that the City of Lansing's emergency preparedness/response is coordinated out of the Fire Department stemming back to civil defense days. She distributed an organization chart showing the positions and teams involved in emergency coordination center (ECC) operations. She outlined the various responsibilities for emergency management including field activities, public information and operational support. Lansing has two full time employees dedicated to the ECC. APPROVAL OF MINUTES -Commissioner Newcomb The minutes of the regular meeting of August 20 were approved and placed on file. UNFINISHED BUSINESS None. FRATERNAL ORDER OF POLICE No representative present. CORRESPONDENCE -Commissioner Newcomb Commissioner Farhat asked if Assistant Chief Perry-Buse received feedback from the visitor whose car was Board of Police Commissioners Meeting Minutes of September 17, 2002 Page 2 ticketed by a Traffic Division parking enforcement officer during the unloading of his historic vehicle during a special event. Chief Alley speculated that the visitor referred his situation to the Traffic Division as advised by the Assistant Chief. Correspondence was accepted and placed on file. ADMINISTRATIVE REPORT -Chief Alley Chief Alley commented on the ECC, noting that even at a full call-out, all team members listed on the organization chart do not report en mass, but rather in shifts as needed. Which teams report is dictated by the level of emergency occurring at the time. He informed the Board that the ECC was operational on September 10 when the country moved from a "yellow" state of emergency to "orange". The activities included reaching several area agencies by phone and all was handled efficiently thanks to LPD command. The ceremonial activities of September 11 also went verywell. The country remains at a heightened(orange) state of emergency. The Chief called on Jim DeLine to report the financial success of the LPD golf outing with proceeds benefitting the Police Athletic League. Jim reported that PAL will receive in excess of$9,000 thanks to sponsors and golfers. He commended Jim and the other PAL participants for coordinating a well-run event. He announced that plans for the FY2004 budget are already being discussed by department heads. He also announced that the 911 Communications Center has initiated its new computer aided dispatch(CAD)system. Bugs have been worked out, employees trained, and it seems to be working well. Chief Alley alerted the Board to new domestic violence documentation which needs to gathered by officers as of October 1. While a Michigan State Police four page form is available for us to use, too many portions duplicate information also required on our LPD form. A new hybrid form is being developed and needs to be ready for use on/before October 1. The Chief noted that his appearances at a Hmong-Loatian event and at the first day of school kick-off went very well. Traffic congestion at Grand and Shiawassee is"more badder"this year but is being addressed by a coordinated effort of LPD, LCC and City Traffic Division. He predicted that a warrant would soon be issued in the "shots fired" incident outside the adult education facility. He announced that the HOPE scholarship program continues to build momentum as $4,000 was raised from the Common Ground dunk tank and LCC President Paula Cunningham has been heard via radio broadcasts. Delta Presbyterian Church has donated $5,000 bringing total contributions to just under $500,000. Chief Alley announced the forthcoming debut of Scotty Skateboard in MEA public service announcements. Scotty was originally conceived by Capt. Ray Hall and LPD officers lend their voices to various characters. The campaign may also be adopted nationally by the NEA. DEPARTMENTAL REPORTS Monthly Reports-Commissioner Mejorado noted the 900%rise in OUIL enforcement within Team 6(p.25). It is possible that small numbers make for dramatic percentage increases. Commissioner Newcomb commented on the Department's staffing levels of women and minorities (p. 50). Chief Alley informed him that, though the numbers are good, recruiting efforts continue, including increased work with the Lansing School District. Board of Police Commissioners Meeting Minutes of September 17, 2002 Page 3 BOARD COMMITTEE REPORTS Liaison Committee -Commissioner O'Malley reported that the Board roster has been mailed to members of City Council along with an invitation to meet jointly. He plans to propose possible dates rather than wait for them to initiate action. He was encouraged by Councilmember Wood's positive letter to Board members. Awards. Complaint Committee - Commissioner Kowalk reported that the committee would be meeting within two weeks to review Commission Investigator Brantley's recent summary of cases. Commission Investigator, Bernard Brantley,brought the Board up to date on his current caseload noting the receipt and resolution of three informal complaints and the resolution of one formal complaint. He noted his new appointment as co-chair of the City employee United Way campaign and his attendance at a NYPPP teen conference, first day of school activities, Riverforest Neighborhood gathering, and upcoming Westside neighborhood meeting. Commissioner Newcomb asked for an update on a trip to meet with the City of Detroit Board of Police Commissioners and Mr. Brantley offered to confirm a date soon. Commissioner Farhat requested that a post-election date would be preferred. Commissioners discussed Mr. Brantley's presence at community functions, commenting on the importance of being available to citizens without appearing to "drum up"complaints. Mr. Brantley noted the complete lack of animosity among members of the community in respect to his role as Commission Investigator. HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON Deputy Director Kip Gomoll announced the receipt of national recognition by Melanie Winnacker of the Human Relations and Community Services Department. He noted that LPD continues to have a presence atjob fairs using officers of color and leave-behind souvenirs and information. Thanks to a recruitment grant now being implemented, we will also see increased efforts using media outlets. In answer to questions from Board members, Capt. Forrest explained that, even in this competitive environment, LPD is attractive to candidates due to its many specialized units, the pomotional possibilities and the size of the community we serve. He agreed that seeds need to be planted early and , LPD's presence promoting HOPE scholarships is one avenue to do this. He noted that the prior month brought four new cases to work on, but all are now closed. He also fielded three informal issues and attended several community functions. ; HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON , Deputy Director, Kip Gomoll, echoed a previous comment by Commissioner Frederick on the progress LPD has made to become more diverse in recent years. She noted that she has received officer comments favoring a single precinct concept. Others present noted the community's support for decentralization. Commissioner Mejorado - commended Chief Alley for his talk reference Future Heroes. She also was optimistic on LPD's future given candidates being interviewed for future positions. Mike Norris of LPD's Special Operations Section briefed the Board on the section's responsibilities including landlord contacts, liquor license monitoring, criminal activity analysis and street level drug enforcement. This latter area is the most prevalent and time consuming,though the unit also assists with drug raids,liquor stings,prostitution and even plainclothes dignitary protection assistance. He also discussed how the forfeiture system works and gave a recent example. Sgt. Norris noted that marijuana is the primary illegal drug of choice with crack cocaine also popular. The use of heroine seems to be increasing, and the use of meth/crank is not much of a factor in the area. He announced that the Part I crime rate seems to have flattened out after several months of being on the increase. He credited work at the precinct level for this change. The Chief also noted that he met with Teamster 580 union representatives today regarding an employee grievance. This was the first time in his two year tenure that this was necessary and the matter was resolved to everyone's satisfaction. He announced that Lansing's new skateboard park would soon be open to the public and also that the Department's new records management system (RMS) is moving along as planned and the jail component will soon be on-line. He encouraged Board members to participate in the Mayor's golf outing to benefit drug resistance programs. This was the first time in his two year tenure that this was necessary and the matter was resolved to everyone's satisfaction. He announced that Lansing's new skateboard park would soon be open to the public and also that the Department's new records management system (RMS) is moving along as planned and the jail component will soon be on-line. He encouraged Board members to participate in the Mayor's golf outing to benefit drug resistance programs. He characterized the April meeting as productive and another is scheduled for May. She noted that the new vendor coordinating promotionals, Empco, is doing a very good job. He noted that any evidence that the driver may have exceeded the speed limit was inconclusive. Lisa Philips to the Internal Affairs Unit, and Lt. Steve Mitchell to be Public Information Officer. Human Resources Committee -After noting she had nothing to report for the month, Commissioner Kowalk left the meeting in order to coach her PAL basketball team. Complaint Committee - Commissioner Sims informed the Board that the Committee had been discussing, among itself and with Chief Alley,the complaint process. She commended Bernard Brantley for the caliber of information supplied to the committee each month. Commission Investigator Brantley announced that the monthly synopsis for review by the Complaint Committee would be forthcoming later in the week. He informed the Board that a draft of his annual report would be presented next month following review by Human Relations and Community Services Director, Genice Rhodes-Reed. The consensus of the Board was that Mr. Brantley should present his original draft to the board irrespective of Dr. Rhodes-Reed's comments. HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON Deputy Director Kip Gomoll, expressed his appreciation to Capt. Williams regarding her involvement in the Human Services and Community Services Board. He was most appreciative of her providing the board with tapes of the New Year's Eve incident and commended the Chief for inviting the public to voice concerns on the matter. She also announced that the upcoming Cesar Chevez dinner has sold out, which speaks well for our community's recognition of this late leader. Deputy Director, Karen Chadwick, is serving as Acting Director until the conclusion of a nationwide search to find a permanent replacement. He noted that the biannual promotional process is underway with all captains completing the process and passing for inclusion in the top band for further promotion. Comments have been positive on working with the new vendor for this endeavor. Budget hearings are now underway with the Mayor's office prior to Council receiving a proposal. Training for active violence response (AV]) has begun and is being handled very well by the instructors, serving to quell most of the officers concerns. The HOPE scholarship program held in conjunction with LCC will see 500 sixth graders awarded scholarships at a ceremony to be held January 22. Finally,Chief Alley commented on his visit related to the opening of the new GM plant. He and several Board members noted the cleanliness of modern GM automobile manufacturing plants. Deputy Director, Karen Chadwick, is serving as Acting Director until the conclusion of a nationwide search to find a permanent replacement. He noted that the biannual promotional process is underway with all captains completing the process and passing for inclusion in the top band for further promotion. Comments have been positive on working with the new vendor for this endeavor. Budget hearings are now underway with the Mayor's office prior to Council receiving a proposal. Training for active violence response (AVI) has begun and is being handled very well by the instructors, serving to quell most of the officers concerns. The HOPE scholarship program held in conjunction with LCC will see 500 sixth graders awarded scholarships at a ceremony to be held January 22. Finally, Chief Alley commented on his visit related to the opening of the new GM plant. He and several Board members noted the cleanliness of modern GM automobile manufacturing plants. DEPARTMENTAL REPORTS Monthly Reports-Commissioner Kowalk requested information on jail link software and Chief Alley noted that the updated system was not part of the new RMS system and the missing of a deadline by our selected vendor will result in a renegotiation of the agreement. ADMINISTRATIVE REPORT - Chief Alley Chief Alley discussed the results of the latest traffic survey commenting on the"user friendliness"of the report as it presented the information clearly and graphically. The results of the survey were very positive and the increased satisfaction of citizens in several areas was a pleasant surprise. He has communicated his congratulations to officers as well as to the FOP on the success of their efforts and cooperation. HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON Deputy Director Kip Gomoll, announced the City's MLK Jr.commemoration to be held at City Hall on January 18. He noted that LPD is always well represented at the event which is very helpful as the City works with community members and police relations. He expressed his appreciation to Paul McComb for a speedy pre- holidays response to a request from the Michigan Department of Civil Rights. As a result of the information supplied,they decided not to file a complaint on behalf of the citizen. Mr.Gomoll also invited Board members to attend Unity in the Community on January 20. COMMISSIONERS' COMMENTS Commissioner O'Malley - extended kudos to the Department on the positive results from the traffic stop survey. He noted how positive it is to show the community we are interested in feedback. Commissioner Farhat- reported on joining a group of LPD retirees. She noted the fun they have and the respect for LPD which permeates the entire group. She invited other Board members to participate. Commissioner Mejorado-commented favorably on the results of the traffic stop survey and commended the Department for its quick response to the child abduction. Commissioner Sims-expressed her appreciation for the distribution of the traffic stop survey. She noted the many positive changes at the Department which made positive feedback from the public possible. She thanked the Chief, Lt. Hall and Captain Forrest for their participation in the delivery of Christmas packages to needy members of the community. She noted that several of the homes were not new to visits from the Department. She also noted the extensive media coverage this year, saying this may be responsible for the increase in number of families served from 250 to 535. She particularly commended Cadet Matt Salmon for his help. Commissioner Sims also extended an invitation to Board members to attend the MLK, Jr. service to be held at Union Missionary Baptist Church later this evening. Commissioner Kowalk-congratulated the Chief on the Department's quick resolutions to the double homicide and the abduction. She asked for clarification on the need for obtaining a warrant and the Chief explained that, even if the prosecutor's office has not issued a warrant, arrests can be made when officers have "reasonable cause"to believe that the suspect committed the crime. Commissioner Kowalk expressed her appreciation to Jim DeLine for his work with the Police Athletic League and updated the Board on Chief Alley's plans to include PAL participation as expected of all community policing officers, DARE officers and Neighborhood Watch officers. Finally,she asked the Secretary to confirm that Commissioners'identification /swipe cards were operating as designed. Jim DeLine promised to check into it and provide a response. OTHER BUSINESS None.
