CALL TO ORDER -Commissioner Quinney
Commissioner Quinney called the meeting to order at 6:00 p.m. after having established a quorum. Following
the Call to Order, Commissioner Quinney led the Board in a moment of silence commemorating those
officers,firefighters and civilians who lost their lives in the Tuesday,September 11,attack on the World Trade
Center and Pentagon.
PUBLIC COMMENT-Agenda Items

ADDITIONS TO THE AGENDA

EDUCATION COMMITTEE PRESENTATION
Ofc. Matt Ramsey and his canine partner, Pluto, were present representing the LPD Canine Unit. Ofc.
Ramsey noted that the Canine Unit consists of nine dogs each with an assigned officer/handler and the unit
receives 1,000-1,200 calls per year. Dogs are screened for the program based on passage of evaluations
in the following areas: temperament, medical and training. They need to pass each training phase before
beginning the next. Phases, in order,include obedience,protection/aggression,tracking,and building/area
search. Ofc. Ramsey noted with pride that the dogs in the LPD Canine Unit have a very low bite ratio and
prove to be very successful deterrents to continued aggression by suspects. In answer to Board member's
questions,he noted that training takes place in various areas around the City and at various times of day. The
usefulness of the Unit comes in a dog's ability to search without reasoning,to serve as an effective non-lethal
use of force, and to serve as an advance for officers in unknown situations. He invited Board members to
attend any of the ongoing canine training sessions held the first Tuesday of each month.
APPROVAL OF MINUTES -Commissioner Quinney
A misspelled word in the minutes of the regular meeting of August 21 was pointed out. The minutes were
approved as corrected and placed on file.

CORRESPONDENCE -Commissioner Quinney
Commissioner Kowalk asked if the author of a piece of handwritten correspondence had been identified, but
no information was available. Correspondence was accepted and placed on file.
ADMINISTRATIVE REPORT -Chief Alley
Chief Alley noted that the events of September 11 changed our lives forever. He reported that after the
terrorist attack, the City's primary emergency team, including himself, LFD Chief Martin and Mayor Hollister,
met to discuss precaution options. Improvements to the City's emergency preparedness continue. Other
actions include a notice to area media on ethnic intimidation, the Chiefs participation in a local fund-raising
telethon, and forums led by the Human Relations and Community Services Department.
The Chief announced an October 17 violent toy exchange and the acceptance of a grant which will fund a new
lieutenant's position to be filled by Lt. John Parks. As a result of the new position, Sgt. Larry Klaus is being
promoted to fill Lt. Parks vacancy and Ofc. Mike Yankowski promoted to Sergeant.
In light of the World Trade Center (WTC) tragedy, the new LPD program to introduce .223 rifles for rapid
response is being taken off"hold"and also the Chief is sending Lt. Person in his place to New Orleans to give
a racial profiling presentation.
Chief Alley updated the Board on the HOPE program, offering LCC scholarships to seventh grade students.
Though the goal of$2.5 million has not been met, the program is nearly funded sufficient enough to begin
some awards.
Information relative to the difficulty of recruiting police officer applicants was distributed in the Board's monthly
packet and the Chief announced that LPD is applying for a federal COPS grant to fund the development of
a new recruiting model. Commissioner Frederick asked for an update on vacancies in the 911
Communication Center and the Chief informed her that efforts are underway to streamline the hiring process
for these positions. Commissioner Frederick suggested featuring the job of Emergency Communications
Technician on the"Join the Team" program produced by LPD for cable television.
DEPARTMENTAL REPORTS
Monthly Reports. Commissioner Quinney requested information on anew drug mentioned in the Tri-County
Metro Narcotics Unit's report and Commissioner Kowalk shared her knowledge of same. Department reports
were accepted and placed on file.
Detention Report, Communications Department Report, Staffing Report-All were accepted and placed on
file.
BOARD COMMITTEE REPORTS
Liaison Committee - No report.
Education Committee - No report.
Awards, Citations & Incentives Committee - Commissioner Farhat reported that packets detailing award
nominations were being distributed and Board members should communicate any nominations they may have
to her.

Budget Committee - No Report.
Human Resources Committee - Commissioner Kowalk reported on a discussion her committee held with
Chief Alley and Paul McComb concerning the distribution of Department badges to civilian employees. She
noted that,though the badges served primarily as novelties carrying no weight in the field of law enforcement,
the potential for misinterpretation existed. Commissioner Kowalk moved that 1) Board members be
allowed to retain identification cards, but yield badges and that 2) Board members not be issued
badges in the future. The motion was seconded by Commissioner Frederick and discussed. It was moved
and seconded that the motion be tabled to the October meeting. The motion to postpone was passed
and the item will appear as "Old Business"on the October agenda.
Complaint Committee-Commissioner Sims announced that the new Complaint Committee had held its first
meeting and discussed the role the committee plays in the complaint process with both the Commission
Investigator and members of the Internal Affairs Unit. Soon she will be assigning cases to committee
members for the next meeting.
Commission Investigator Brantley had no report.
HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON
No representative present.
COMMISSIONERS' COMMENTS
Commissioner Farhat-expressed her appreciation to Bernard Brantley,Chief Alley and Captain Luciano for
attending the Neighborhood Watch Advisory Board meeting. She announced the October 3 city-wide
coordinator's meeting to be held at the South Precinct and commended the Department on its representation
at the recent dinner honoring Department volunteers. She also noted how touching the City's unity meeting
was following the WTC tragedy and urged members of the Board to continue their patronage of businesses
owned by people of mid-eastern decent as a show of unity.
Commissioner O'Malley-extended his sympathy to those who lost loved ones in the attack on New York City
and Washington, D.C. He gave kudos to the corresponding police and fire departments for their bravery and
sacrifice. God bless America.
Commissioner Kowalk-reported that she had extended an invitation to the Leroy Froh resident's council to
attend this evening's meeting, but they were unable to attend. She also noted that the resident community
policing officer, Ofc. Daryl Green, was unable to attend due to a training conflict. She requested additional
information on the HOPE scholarship in light of her work with area young people. She noted that kids as
young as fifth and sixth grade should be encouraged to make career plans giving them incentives to maintain
a clean record. Commission Sims agreed to forward the requested information through the Board's secretary.
Commissioner Mejorado - expressed her sorrow over the terrorist attacks. She informed the Board of her
participation in the recent police officer oral exams and the entire Board commended her for her efforts. She
expressed her appreciation to Board members working to aide the Sanchez family after the disappearance
of their mother and commended the sponsors of the dinner honoring volunteers.
Commissioner Newcomb - thanked Commissioner Frederick for stepping in for him at the Complaint
Committee meeting when he found it necessary to respond to an out-of-town emergency. He related his
recent workings with the Department to stem criminal activity at an apartment dwelling purchased by his
employer and noted his ever increasing respect for the efforts of Department personnel. He noted their
"amazing professionalism." In regards to local response to the national tragedy, he commended Chiefs Alley
and Martin on their eloquence and proactive efforts.

Commissioner Sims -expressed her appreciation to the Chief on his vision demonstrated in the HOPE and
other programs. She discussed her recent ride-along and interactions with officers,noting their desire to have
Board members be more present in the workplace. She also expressed her appreciation to Bernard Brantley
for getting Board members to the unity meeting. Once there, she gained a new appreciation for the
repercussions being experienced by members of the local Islam community. She endorsed Commissioner
Kowalk's efforts to involve young people in thinking of their future and noted the positive results she sees
when mentor programs are initiated.
Commissioner Frederick-related an example of positive impressions made on young people exposed to the
workings of the court system and to law enforcement personnel.
Commissioner Quinney - expressed his appreciation to those who volunteer and thanked Chief Alley,
Commissioner Farhat and Lt. Hall for their efforts to recognize them. He also announced his participation in
the October 14 lip-sink fund-raiser for Lansing Community College.
OTHER BUSINESS
Meet with City Council Members - Commissioners discussed possible dates to meet with members of City
Council. Of the dates provided by Council, October 25 would permit most Board members to attend. The
secretary will e-mail Carol Wood with the Boards preference and report back.

Corrections were noted on comments from Commissioners Kowalk and Farhat. The minutes of the regular
meeting of November 20 were approved as corrected.

CORRESPONDENCE -Commissioner Quinney
Correspondence was accepted and placed on file.
ADMINISTRATIVE REPORT-Chief Alley
Chief Alley pointed out to the Board that, in addition to the correspondence from the public, he receives e-
mailed "highlights" on a daily basis from supervisors noting outstanding performance by front-line officers.
He noted that Board members can be very comfortable with the performance of Department employees.

He also expressed his appreciation to the Board for their contributions in the past year. On more than one
occasion,the Chief called upon Board members with a very short notice to brief them on critical incidents or
to share other information. On each occasion, Board members asked thoughtful questions and granted their
support. The Chief noted that their questions serve to make the Department a better organization and he
appreciates their refusal to "rubber stamp"decisions. He doubted that any other City board worked harder
then they do.
Chief Alley alerted the Board to recent questions posed by the FOP union regarding the Department's ability
to fill vacancies on a timely basis. Capt.Williams has recently surveyed other police departments only to find
similar recruiting situations, particularly in filling 911 positions. Currently, LPD has started overlapping the
hiring processes for these positions and expects as many as six to seven new 911 communicaitons
technicians to be on board in January.
The Chief discussed the decision to assist the FBI in interviewing local people in relation to investigating
terrorism. Before reaching the decision,he held discussions with the ACLU and representatives of the Islamic
community. He also got feedback from several other Chiefs of Police from around the country. He did not
have a discussion with the Chief of the East Lansing Police Department and the timing of their announcement
not to cooperate was coincidental. In the end, six people were identified by the INS who may have been
approached by terrorist recruiters or be privy to useful information. Three were interviewed by LPD and the
others were no longer in the area.
He distributed gun locks to Board members.

from the many front-line supervisors whose input was crucial in compiling the budget document. He noted
that FY2003 was projected to be a very tight year with few, if any, new initiatives. Assistant Chief George
noted the anticipated loss of a community policing grant in place for many years. The grant is no longer
renewable and this will result in the loss of several positions. The administration answered questions from
the Board concerning the budget. The Board accepted the document, approved it, and voted to forward it to
Mayor Hollister.

Commission Investigator Brantley was not present and did not submit a report.

Commissioner Farhat-wished all Happy Holidays and expressed her appreciation to Chief Alley and Capt.
Luciano for their support of the Neighborhood Watch Christmas party.
Commissioner O'Malley - wished all Happy Holidays and expressed his appreciation to Commissioner
Newcomb for his work with the budget. He led a discussion on a-mails from the public and noted that a recent
one was suspect. Chief Alley informed the Board that the Department has prepared answers to many policy
questions and future a-mails of this nature may be forwarded to him. Commissioner O'Malley commented
that varying approaches to issues exist on the Board and that he is proud to serve with the other members.
Commissioner Sims-reported that the Western Region Minority Health conference was well attended. She
expressed her appreciation to Capt. Forrest for serving as a moderator. She noted that LPD's support was
appreciated. She also mentioned that food and gifts have been gathered for more than fifty families and help
is needed for their distribution. Merry Christmas.
Commissioner Newcomb -wished Happy Holidays and expressed his appreciation to Board members for a
year of hard work.
Commissioner Kowalk - expressed her appreciation for the monthly report information gathered by the
precincts and noted that the team highlights were particularly useful.

with a holiday"thank you"from the Board and wished all Happy Holidays.

EDUCATION COMMITTEE PRESENTATION
Sgt.Steve Relyea,Range Sergeant,presented information on firearms training,explaining that all LPD sworn
personnel have firearms training seven times per year. They shoot between six hundred and eight hundred
rounds per year on both their Department issued weapon and any personal firearms they may own. Using
firearms under stress and under a variety of situations is emphasized. Simulated situations include strategic
targets, tactical bay, shoot / no shoot decisions, using a car for cover and dealing with moving targets.
Officers are trained to fire their weapons to stop a threat, not to kill suspects. Officers involved in a shooting
incident must surrender their firearm for investigative purposes. Every single piece of ammunition is
accounted for both in the field and during training. After shooting incidents, those officers involved are
required to attend debriefing sessions with a Department chosen psychologist,they are offered the services
of a Department Trauma Team, and must re-qualify with the firearm before returning to full duty.

Sgt.Steve Relyea,Range Sergeant,presented information on firearms training,explaining that all LPD sworn
personnel have firearms training seven times per year. They shoot between six hundred and eight hundred
rounds per year on both their Department issued weapon and any personal firearms they may own. Using
firearms under stress and under a variety of situations is emphasized. Simulated situations include strategic
targets, tactical bay, shoot / no shoot decisions, using a car for cover and dealing with moving targets.
Officers are trained to fire their weapons to stop a threat, not to kill suspects. Officers involved in a shooting
incident must surrender their firearm for investigative purposes. Every single piece of ammunition is
accounted for both in the field and during training. After shooting incidents, those officers involved are
required to attend debriefing sessions with a Department chosen psychologist,they are offered the services
of a Department Trauma Team, and must re-qualify with the firearm before returning to full duty.

Councilmember Wood expressed her appreciation to Commissioner Quinney for his participation in a lip sync
fund-raising effort at Lansing Community College. She reminded Board members of a joint meeting with City
Council to be held Thursday, October 18, immediately following the Committee of the Whole meeting. The
purpose of the meeting is general information sharing. Agenda topics should be forwarded to Councilmenber
Wood via the Board secretary. Among things Council wishes to discuss are budget priorities for FY2003.
She also spoke to the agenda item of Board members having LPD badges. Councilmember Wood noted that
the Board of Police Commissioners is a unique board and, as it acts as liaison to the Police Department, its
members should be allowed to have ceremonial badges. She noted that there had not been a case of a Board
member misusing their badge.
ADDITIONS TO THE AGENDA
Commissioner Frederick requested that,as an addition to the agenda,the Board receive an update on LPD's
role in emergency preparedness for the City. Chief Alley reported that such an update would be in his
Administration Report. An addition to the agenda was not deemed necessary.
EDUCATION COMMITTEE PRESENTATION
Ofc. Jeff Hudak presented information on the Crime Scene Investigation Unit(CSI) informing the Board that
the unit is staffed by two officers full time and receives approximately 500 call-outs per year resulting in 1,200,
pieces of evidence. They are utilized for everything from quickly fingerprinting a pop can, to spending days
at the scene of a homicide. Most of the work involves processing crime scene photographs including photos
of fingerprints. He commended Ken Lucas, LPD Technical Services, for his initiative and skill at seeking
computer match-ups of fingerprints. In response to Board member questions, Ofc. Hudak indicated that
training is often coordinated with Michigan State Police, whose lab is used for much of our evidence.
Recently, he has found himself testifying in court each week. The usual steps in conducting a crime scene
investigation consist of;first,meeting with the reporting officer or detective;second,taking videos and photos
of the scene; third, doing a careful study of the scene, lifting prints and collecting evidence as needed, and;

finally,processing evidence at the LPD lab,sending it to the MSP lab, or simply tagging into the Property and
Supply Unit. Chief Alley complimented Officers Hudak and Birdsley for their efforts,diligence and willingness

An incorrect date in the minutes of the regular meeting of September 18 was pointed out. The minutes were
approved as corrected and placed on file.

A motion was made and passed to remove the previous motion from the table. Motion:Moved that 1)Board
members be allowed to retain identification cards, but yield badges and that 2)Board members not
be issued badges in the future. Commissioner Quinney introduced discussion by reading the Board's
administrative charge from the City Charter.
Commissioner Frederick spoke in favor of the motion noting the badge's insignificance related to the Board's
charge. She also commented on the temptation to present them during traffic stops and the danger which
may result from their falling into the wrong hands. She commented that feeling"warm and fuzzy' is the only
reason to retain them.
Commissioner Sims noted that her passion is to serve the City of Lansing. Badges do not play a role in that.
She expressed embarrassment at the correspondence circulating among Board members regarding the issue.
Commissioner O'Malley noted that Commissioner Quinney failed to read the Board's charge related to its
subpoena power or role in the hiring of the Chief of Police. He expressed that the badge's integrity was well
earned by Board members for their service in hearings held following the McKinstry shooting. "We healed
this city," he noted. Commissioner O'Malley commented that surrendering their badges indicates that
members'character is under scrutiny and pondered where the scrutiny would end. Would they soon consider
surrendering their ID cards and lapel pins? He urged the Board not to surrender badges, but rather force
other powers to request them. He predicted that, in the future,the Board would be mocked should they pass
the motion.

traditionally Michigan emergencies have been related to natural disasters, since the terrorist attack of
September 11, preparedness meetings have increased in order to focus on terrorism. He outlined the City's
stand on current anthrax concerns both as an employer and for its citizens. For its role, LPD will take reports
of suspected anthrax incidents, but will only investigate confirmed cases.
The Chief discussed the Violent Toy Turn-In campaign saying its purpose is primarily to bring parents attention

to the many avenues in which violence permeates the lives of young people.
Finally, Chief Alley noted the distribution of an analysis of data collected during traffic stops, saying that its
publication has been well received and the process is continuing.

service. Chief Alley noted that currently three have been called, but as many as fourteen are eligible.
Commissioner Sims noted the value of beginning young when recruiting for officer positions and Chief Alley
informed the Board of a completed grant application which, if approved, would allow LPD to formulate an
exciting new hiring model. Commissioner Kowalk requested the reason for a dramatic decrease in civilian
fringerprints requested at the first floor service counter. Chief Alley promised to supply that information as

appointments. He mentioned that he was unsuccessful at meeting with members of the public during the first
discussion of the racial profiling analysis as none were present. He expects members of the public will attend
the second meeting.

Kip Gomoll, Deputy Director of Human Relations and Community Services,introduced himself and noted that
he has worked with LPD on several matters in the past and looks forward to doing so in his new position. He
discussed the Unity/Community Forum held on September 16 and was impressed with the number of LPD
personnel in attendance on their own time. A second forum is scheduled for October 21 at the Islamic Center
in East Lansing. Commissioner Sims asked about the invitation list and Dep.Dir.Gomoll told her the invitation
list is extensive, is the same list used for the first session, and is expected to generate increased attendance
as increased scheduling notice has been given. He also commended LPD for its appropriate response to a
matter related to ethnic intimidation.

She noted the welcomed presence of LPD along the walk. She also commended Chief Alley on his outreach

She commended the Department on its commitment to end racial profiling. She also apologized to the Board

possible.
Commissioner Farhat - announced the October 30 meeting of Neighborhood Watch coordinators and
commended Team Sergeants on their monthly reports and day-to-day efforts.
Commissioner Mejorado-noted that LPD was doing its job at enforcing speed limits as witness by her recent
ticket for going five miles per hour over the posted limit. She informed the Board of her work on a panel
interviewing potential 911 Communications Center employees and of her upcoming absense from October
23 through November 6.
Commissioner Quinney-commended Commissioner Mejorado for her first place victory in doubles bowling
during a recent UAW tournament.
OTHER BUSINESS
Administrative Procedure-Rules of Conduct-Commissioner Newcomb asked for the rationale in writing an
update to this procedure and Chief Alley reported that it was prompted by new insights gained during a recent
seminar and by the desire to strengthen certain rules on a timely basis due to the forthcoming supervisor
promotional testing. Commissioner Newcomb asked about the impact procedure changes have on existing
bargaining agreements and Chief Alley explained that the appropriate union's input is requested with each
revision and revisions are reviewed for possible conflict with current agreements.. The revised
Administrative Procedure -Rules of Conduct was approved unanimously.

Commissioner Sims noted the value of beginning young when recruiting for officer positions and Chief Alley
informed the Board of a completed grant application which, if approved, would allow LPD to formulate an
exciting new hiring model. Commissioner Kowalk requested the reason for a dramatic decrease in civilian
fringerprints requested at the first floor service counter. Chief Alley promised to supply that information as

Budget Committee - Commissioner Newcomb reported that instructions have been distributed for the
Department's FY2003 budget request. As new chair of this committee, he is looking forward to his charge
and is impressed with the process LPD has developed to give unit supervisors budgeting responsibilities.

Complaint Committee-Commissioner Sims announced that case assignments were available and requested
members of her committee see her after the meeting.
Commission Investigator Brantley noted that Lt.Szymanski from the Internal Affairs Unit was currently absent
from the office and members of the Complaint Committee will need to be flexible when requesting
appointments. He mentioned that he was unsuccessful at meeting with members of the public during the first
discussion of the racial profiling analysis as none were present. He expects members of the public will attend
the second meeting.
HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON
Kip Gomoll, Deputy Director of Human Relations and Community Services,introduced himself and noted that
he has worked with LPD on several matters in the past and looks forward to doing so in his new position. He
discussed the Unity/Community Forum held on September 16 and was impressed with the number of LPD
personnel in attendance on their own time. A second forum is scheduled for October 21 at the Islamic Center
in East Lansing. Commissioner Sims asked about the invitation list and Dep.Dir.Gomoll told her the invitation
list is extensive, is the same list used for the first session, and is expected to generate increased attendance
as increased scheduling notice has been given. He also commended LPD for its appropriate response to a
matter related to ethnic intimidation.

Commissioner Sims -announced the success of last Saturday's walk to increase breast cancer awareness.
She noted the welcomed presence of LPD along the walk. She also commended Chief Alley on his outreach
to school children.

Commissioner Kowalk-also commended the Chief for finding the time to visit Lansing elementary schools.
She commended the Department on its commitment to end racial profiling. She also apologized to the Board
if any correspondence from her as Chair of the Human Resources Committee was deemed inappropriate
concerning the badge issue. It was her hope that her communiques were as professional and objective as
possible.
Commissioner Farhat - announced the October 30 meeting of Neighborhood Watch coordinators and
commended Team Sergeants on their monthly reports and day-to-day efforts.
Commissioner Mejorado-noted that LPD was doing its job at enforcing speed limits as witness by her recent
ticket for going five miles per hour over the posted limit. She informed the Board of her work on a panel
interviewing potential 911 Communications Center employees and of her upcoming absense from October
23 through November 6.
Commissioner Quinney-commended Commissioner Mejorado for her first place victory in doubles bowling
during a recent UAW tournament.
OTHER BUSINESS
Administrative Procedure-Rules of Conduct-Commissioner Newcomb asked for the rationale in writing an
update to this procedure and Chief Alley reported that it was prompted by new insights gained during a recent
seminar and by the desire to strengthen certain rules on a timely basis due to the forthcoming supervisor
promotional testing. Commissioner Newcomb asked about the impact procedure changes have on existing
bargaining agreements and Chief Alley explained that the appropriate union's input is requested with each
revision and revisions are reviewed for possible conflict with current agreements.. The revised
Administrative Procedure -Rules of Conduct was approved unanimously.

purpose of the meeting is general information sharing. Agenda topics should be forwarded to Councilmenber
Wood via the Board secretary. Among things Council wishes to discuss are budget priorities for FY2003.
She also spoke to the agenda item of Board members having LPD badges. Councilmember Wood noted that
the Board of Police Commissioners is a unique board and, as it acts as liaison to the Police Department, its
members should be allowed to have ceremonial badges. She noted that there had not been a case of a Board
member misusing their badge.

ADMINISTRATIVE REPORT -Chief Alley
Chief Alley noted that the events of September 11 changed our lives forever. He reported that after the
terrorist attack, the City's primary emergency team, including himself, LFD Chief Martin and Mayor Hollister,
met to discuss precaution options. Improvements to the City's emergency preparedness continue. Other
actions include a notice to area media on ethnic intimidation, the Chief's participation in a local fund-raising
telethon, and forums led by the Human Relations and Community Services Department.
The Chief announced an October 17 violent toy exchange and the acceptance of a grant which will fund a new
lieutenant's position to be filled by Lt. John Parks. As a result of the new position, Sgt. Larry Klaus is being
promoted to fill Lt. Parks vacancy and Ofc. Mike Yankowski promoted to Sergeant.
In light of the World Trade Center (WTC) tragedy, the new LPD program to introduce .223 rifles for rapid
response is being taken off"hold"and also the Chief is sending Lt. Person in his place to New Orleans to give
a racial profiling presentation.
Chief Alley updated the Board on the HOPE program, offering LCC scholarships to seventh grade students.
Though the goal of$2.5 million has not been met, the program is nearly funded sufficient enough to begin
some awards.
Information relative to the difficulty of recruiting police officer applicants was distributed in the Board's monthly
packet and the Chief announced that LPD is applying for a federal COPS grant to fund the development of
a new recruiting model. Commissioner Frederick asked for an update on vacancies in the 911
Communication Center and the Chief informed her that efforts are underway to streamline the hiring process
for these positions. Commissioner Frederick suggested featuring the job of Emergency Communications
Technician on the"Join the Team" program produced by LPD for cable television.
DEPARTMENTAL REPORTS
Monthly Reports. Commissioner Quinney requested information on anew drug mentioned in the Tri-County
Metro Narcotics Unit's report and Commissioner Kowalk shared her knowledge of same. Department reports

Human Resources Committee - Commissioner Kowalk reported on a discussion her committee held with
Chief Alley and Paul McComb concerning the distribution of Department badges to civilian employees. She
noted that,though the badges served primarily as novelties carrying no weight in the field of law enforcement,
the potential for misinterpretation existed. Commissioner Kowalk moved that 1) Board members be
allowed to retain identification cards, but yield badges and that 2) Board members not be issued
badges in the future. The motion was seconded by Commissioner Frederick and discussed. It was moved
and seconded that the motion be tabled to the October meeting. The motion to postpone was passed
and the item will appear as"Old Business" on the October agenda.
Complaint Committee-Commissioner Sims announced that the new Complaint Committee had held its first
meeting and discussed the role the committee plays in the complaint process with both the Commission
Investigator and members of the Internal Affairs Unit. Soon she will be assigning cases to committee
members for the next meeting.

HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON

COMMISSIONERS' COMMENTS
Commissioner Farhat-expressed her appreciation to Bernard Brantley,Chief Alley and Captain Luciano for
attending the Neighborhood Watch Advisory Board meeting. She announced the October 3 city-wide
coordinator's meeting to be held at the South Precinct and commended the Department on its representation
at the recent dinner honoring Department volunteers. She also noted how touching the City's unity meeting
was following the WTC tragedy and urged members of the Board to continue their patronage of businesses
owned by people of mid-eastern decent as a show of unity.
Commissioner O'Malley-extended his sympathy to those who lost loved ones in the attack on New York City
and Washington, D.C. He gave kudos to the corresponding police and fire departments for their bravery and
sacrifice. God bless America.
Commissioner Kowalk-reported that she had extended an invitation to the Leroy Froh resident's council to
attend this evening's meeting, but they were unable to attend. She also noted that the resident community
policing officer, Ofc. Daryl Green, was unable to attend due to a training conflict. She requested additional
information on the HOPE scholarship in light of her work with area young people. She noted that kids as
young as fifth and sixth grade should be encouraged to make career plans giving them incentives to maintain
a clean record. Commission Sims agreed to forward the requested information through the Board's secretary.
Commissioner Mejorado - expressed her sorrow over the terrorist attacks. She informed the Board of her
participation in the recent police officer oral exams and the entire Board commended her for her efforts. She
expressed her appreciation to Board members working to aide the Sanchez family after the disappearance
of their mother and commended the sponsors of the dinner honoring volunteers.
Commissioner Newcomb - thanked Commissioner Frederick for stepping in for him at the Complaint
Committee meeting when he found it necessary to respond to an out-of-town emergency. He related his
recent workings with the Department to stem criminal activity at an apartment dwelling purchased by his

employer and noted his ever increasing respect for the efforts of Department personnel. He noted their
"amazing professionalism." In regards to local response to the national tragedy, he commended Chiefs Alley
and Martin on their eloquence and proactive efforts.
Commissioner Sims -expressed her appreciation to the Chief on his vision demonstrated in the HOPE and
other programs. She discussed her recent ride-along and interactions with officers,noting their desire to have
Board members be more present in the workplace. She also expressed her appreciation to Bernard Brantley
for getting Board members to the unity meeting. Once there, she gained a new appreciation for the
repercussions being experienced by members of the local Islam community. She endorsed Commissioner
Kowalk's efforts to involve young people in thinking of their future and noted the positive results she sees
when mentor programs are initiated.
Commissioner Frederick-related an example of positive impressions made on young people exposed to the
workings of the court system and to law enforcement personnel.
Commissioner Quinney - expressed his appreciation to those who volunteer and thanked Chief Alley,
Commissioner Farhat and Lt. Hall for their efforts to recognize them. He also announced his participation in
the October 14 lip-sink fund-raiser for Lansing Community College.

team, founded in 1973 consists of three components (entry, perimeter and marksman) and is designed to
efficiently respond to crisis situations, offer dignitary protection and assist the mobile field force. The"bread
and butter"of the team is the execution of search warrants and assisting in drug raids. The team conducted
88 raids last year, START training was 68 hours and the team also worked to inform the public of their unit
by providing several community displays. The team is now working to incorporate"rapid response"training
for events such as school shootings. After his presentation, Lt. Mitchell discussed mutual aid with other
municipalities.

Chief Alley updated the Board on the South Precinct telephone system noting that Assistant Chief Helen
Perry-Buse and Captain Edward Forrest had reviewed the current system and are working with Ameritech to
link the precinct to the City's better voice mail system utilized downtown and at the North Precinct. In the
meantime, Tom Ferrell from the City's Communications and Computer Systems section is troubleshooting
the lines and has, to date, found and repaired several problems.
The Chief discussed LPD's participation in Operation Nightcap,a grant program providing increased patrols
throughout the county. One hundred and twelve patrol hours over seven months were logged under the grant,
generating 137 stops and 15 OUIL tickets.
Chief Alley reported that Leon Smith continues to improve. The Chief plans to meet with the Prosecuting
Attorney soon to discuss the criminal charges against Mr. Smith. The ACLU accepted the Chief's offer to
address them on the Smith incident and the result was a good dialog on use of force. Commissioners
discussed the role of Community Mental Health in releasing referrals into the community and in helping to
prepare officers to approach PRT's (people requiring treatment).
The Chief discussed adjusting team boundaries in order to address the situation of having two trouble areas
at opposite ends of the Team 6 area. Council member Wood mentioned that she has been working with Lt.
Phillips and the school district to establish alternatives for students whose behavior has caused them to be
barred from school buses. It is felt that these students may be partially responsible for problems at the CATA
center within Team 6.
Chief Alley also announced the appointment of Sgt. Mark Murray to the Internal Affairs Unit and updated the
Board on two recent homicides. He commented that the Department is working with various attorneys in
solving the Hudson case and continues to devote resource to solving the White case. Chief Alley noted that
the Department has devoted more hours on the White case than on any other in Department history.
Commissioner Farhat asked for an update on the exhumation in the Murningham case but the Chief said the
information is not yet available.
DEPARTMENTAL REPORTS
Monthly Reports. Commissioner Kowalk requested a breakdown of the race and sex of cadets and recruits
attending the police academy. Chief Alley promised to report at the next meeting. Commissioner Frederick
noted the expansion of the string of LFV's(larceny from a vehicle)in the south end. Department reports were

Awards, Citations & Incentives Committee - Commissioner Mejorado noted that the L-HOPE program now
offers a forgivable loan of $6,000 to City employees willing to purchase rental properties for their private
residence. She reported that, in the fiscal year just ended, twenty-two officers purchased homes in the City
utilizing the L-HOPE program. These home were spread across all four wards.

Complaint Committee -Orientation sessions have been completed and the committee is scheduled to meet
August 29.
Commission Investigator Brantley reported that he has provided new committee members with packets and

information concerning community gatherings he might attend. Commissioner Frederick inquired as to the
amount of feedback Mr. Brantley has received on his annual report. He replied that he has received none.

She appreciates the updates from Chief Alley, Capt. Luciano, Lt. Hall and Sgt. Dionise as well as the
Department's efforts to gather clothing, supplies and financial contributions for the family, though she noted
all financial contributions are presently held by a lawyer.
Commissioner Farhat - expressed her condolences to the family of Ray Riddle and commended the
Department on its presence at the funeral. She also expressed her condolences to Det. Christy and Ofc.
Emmons on the passing of their aunt. She thanked those who attended the Neighborhood Watch party and
noted that she and Ofc.Burkhardt visited thirteen gatherings on National Night Out. She complimented Cadet
Eric Pradle on the excellent manner he displayed in his dealings with the family of a mentally challenged
person at the South Precinct. Commissioner Farhat also commented on the possibility of Ameritech listing
LPD's non-emergency phone number on its phone book page of emergency numbers. She showed a mock-
up of how it could be accomplished.

discussed the role of Community Mental Health in releasing referrals into the community and in helping to
prepare officers to approach PRT's (people requiring treatment).
The Chief discussed adjusting team boundaries in order to address the situation of having two trouble areas
at opposite ends of the Team 6 area. Council member Wood mentioned that she has been working with Lt.
Phillips and the school district to establish alternatives for students whose behavior has caused them to be
barred from school buses. It is felt that these students may be partially responsible for problems at the CATA
center within Team 6.
Chief Alley also announced the appointment of Sgt. Mark Murray to the Internal Affairs Unit and updated the
Board on two recent homicides. He commented that the Department is working with various attorneys in
solving the Hudson case and continues to devote resource to solving the White case. Chief Alley noted that
the Department has devoted more hours on the White case than on any other in Department history.
Commissioner Farhat asked for an update on the exhumation in the Murningham case but the Chief said the
information is not yet available.

Monthly Reports. Commissioner Kowalk requested a breakdown of the race and sex of cadets and recruits
attending the police academy. Chief Alley promised to report at the next meeting. Commissioner Frederick

Awards, Citations & Incentives Committee - Commissioner Mejorado noted that the L-HOPE program now
offers a forgivable loan of $6,000 to City employees willing to purchase rental properties for their private
residence. She reported that, in the fiscal year just ended, twenty-two officers purchased homes in the City
utilizing the L-HOPE program. These home were spread across all for wards.

Complaint Committee -Orientation sessions have been completed and the committee is scheduled to meet
August 29.
Commission Investigator Brantley reported that he has provided new committee members with packets and

amount of feedback Mr. Brantley has received on his annual report. He replied that he has received none.

commented on the thoroughness of the Complaint Committee orientation.
Commissioner Mejorado - echoed Commissioner Kowalk's comments on the Complaint Committee
orientation. She also discussed the Department's work in the disappearance of AnaMaria Sanchez-Castillo.
She appreciates the updates from Chief Alley, Capt. Luciano, Lt. Hall and Sgt. Dionise as well as the
Department's efforts to gather clothing, supplies and financial contributions for the family, though she noted
all financial contributions are presently held by a lawyer.
Commissioner Farhat - expressed her condolences to the family of Ray Riddle and commended the
Department on its presence at the funeral. She also expressed her condolences to Det. Christy and Ofc.
Emmons on the passing of their aunt. She thanked those who attended the Neighborhood Watch party and
noted that she and Ofc.Burkhardt visited thirteen gatherings on National Night Out. She complimented Cadet
Eric Pradle on the excellent manner he displayed in his dealings with the family of a mentally challenged
person at the South Precinct. Commissioner Farhat also commented on the possibility of Ameritech listing
LPD's non-emergency phone number on its phone book page of emergency numbers. She showed a mock-
up of how it could be accomplished.
Commissioner Frederick-noted a recent experience she had dealing with a suicidal client who was taken by
ambulance yet released after a very short time. She commented on the community's need for resources
which can be accessed by the mentally challenged.

Detectives Don Christy and Elizabeth Bonello,and Detective Sergeant Joe Dionise presented the Board with
information on detectives'roles as"case managers"in the Department. The presentation included information
on evidence,physical,photo and voice line-ups,search warrants,and fingerprints. Detectives noted the over-
expanding role of technology in solving cases. They also discussed the difficulty in supplying information
required to receive a search warrant as this information becomes public knowledge which can hamper other
aspects of the case. Det. Bonello asked for the Board's support for development of a center for abused
children as these victims need special care and treatment.

FRATERNAL ORDER OF POLICE
No representative present. Discussion was held noting that the FOP is present only during times of
controversy. It was decided that the Liaison Committee would encourage their attendance on a more regular
basis.
CORRESPONDENCE -Commissioner Quinney
Commissioner Farhat discussed the letter(p.11)complaining of the voice mail system at the South Precinct,
commenting that this is a common complaint and needs to be resolved. Chief Alley noted that the core of the
problem stems from the inability to link the precinct with the City's centrex telephone system. He has
requested that Assistant Chief Helen Perry-Buse audit the functionality of the system and the time-frame for
linking it to the centrex. He will report back as information becomes available. Commissioner Farhat also
thanked the Department for initiating a volunteer recognition (p.12). Correspondence was accepted and
placed on file.
ADMINISTRATIVE REPORT -Chief Alley
Chief Alley noted that the Department participated in a recent American Red Cross blood drive which,not only
exceeded its goal, but resulted in the organization's best supply of blood in years over a July 4 holiday. But,
sorry to say, LPD lost out to the Fire Department in the race for most pints donated.
The Chief summarized the Common Ground festival noting that there were only three arrests though several
dozen people had to be escorted from the premises. He mentioned negative correspondence from a
spectator at the City's July 4`h celebration. He remarked that this was unusual and promised the Board that
his response would be included in next month's packet.
Chief Alley updated the Board on union negotiations which have resulted in a new four-year contract with the
FOP Non-Supervisory Unit and a tentative agreement with the FOP Supervisory Unit.
He recently spoke in Washington, D.C. on racial profiling and will return there once again to address a
community policing consortium on the same topic.
Financially,Chief Alley noted that the budgeted.223 rifle program has been put on hold. Training will continue
as planned. He also mentioned the State of Michigan's plan to reduce revenue sharing which is projected to
cost the City of Lansing$900,000 in budgeted revenue. A reciprocal impact on expense budgets is certain.
August 12 will mark the six month mark for the collection of traffic stop data. Dr. Carter is being
commissioned to analyze the data. We have been made aware of the need for some scanning adjustment
needs and will incorporate the required changes.
The Chief expressed his hope that the Board would pass changes to procedures later in the meeting's agenda
noting that the procedure book is a living document that will continue to be refined as time goes on.
Finally, he noted that the Department's promotional process will be conducted again this fiscal year but is
expected to be handled by a new vendor. He is optimistic that the process will run smoothly.

media coverage and the Chief commented that within one hour, the media had arrived on the scene. He
commended Lt. Hall for his work with the media noting that he spoke with hundreds of media representatives.
Commissioner Newcomb - thanked Board members for their concern after the sudden loss of his mother.
He marked his passage from the Complaint Committee noting how surprisingly interesting it had been. He
will miss being on that committee and working with Mr. Brantley.

Ofc. Michelle Burkhardt distributed material related to various LPD efforts working with local school systems
including CUTT,Truancy Sweep Programs,and Everett High School's Problem Solving Strategies. She noted
the Department's efforts to enforce quality of life ordinances near Everett High School and acknowledged Sgt.
Medrano's leadership in those efforts.
She introduced Principal Glynn who gave specifics on programs working with the federal COPS grant and
other public safety initiatives. He discussed Everett High School public safety efforts including the impact of
video surveillance, use of surveys and the value of having former LPD personnel as school public safety
officers. He boasted that Lansing's Everett High School now has the most sophisticated public safety
program in the United States. Principal Glynn also expressed his appreciation for the work of Sgt. Medrano
and the quick response by members of the South Precinct to calls for service at the high school.
Commissioner Farhat noted that the joint LPD / Everett High School public safety efforts would be a
worthwhile segment for Join the Team. Commissioner Frederick asked about Everett's attention to bullying
and Principal Glynn discussed the Peace Center and PALs programs.
Ofc.Bryantconcluded the presentation with discussions of CUTT and truancysweeps. She noted thattruancy
sweeps are now conducted twice monthly using a team approach. She mentioned that it has been her
experience that kids respond well when she talks to them as equals.

CORRESPONDENCE -Commissioner Frederick
Commissioner Quinney inquired as to the Chief's response to a letter noting the number of drivers who
disregard marked crosswalks. Chief Alley responded that he has discussed the matter with both the traffic
sergeant and the downtown team sergeant and expects enforcement to increase.
Commissioner O'Malley inquired as to a response to concerns on Delta River Drive and Chief Alley replied
that he had discussed issues with the team sergeant. Correspondence was accepted and placed on file.
ADMINISTRATIVE REPORT-Chief Alley
Chief Alley commended Principal Glynn for his successes at Everett and complimented him on his effective
leadership and willingness to partner with the Department. This,the Chief noted,was a clear demonstration
of good community policing at work.
The Chief noted Capt.Luciano's return from the FBI academy and commended Lt.Phillips for the fine job she
did covering in his absence. He announced that he was re-instituting the procedure committee, that LPD
would repeat its presence at Common Ground, and that the Department is participating in Amber Alert, a
state-wide initiative to quickly disperse information related to kidnaping incidents.
He mentioned that LPD had a visible presence on the last day of school and is improving relations with
schools. He has been invited by the ACLU to speak later this summer on racial profiling. The Chief also
noted the"Battle of the Badges" blood drive over the July 4`h holiday pitting LPD vs. LFD. He offered Board
members tickets to the Play Catch With a Kid event in Oldsmobile Park.
Chief Alley announced that negotiations with the FOP are ongoing. He served as a judge in the recent chili
cook-off and also spoke to graduating seniors at Everett High School. He noted that suspicious activities at
Pine and Saginaw continue to be dispersed but this often means a simple relocation rather than cessation.
Commissioner Newcomb announced that the Ferris Development Corporation has purchased one of the
apartment buildings in the neighborhood and is experiencing many challenges from residents. Chief Alley
mentioned that team policing efforts include sting operations in the area.
Commissioner Frederick asked for an update on the teen prostitution ring recently brought to light. Chief Alley
told her of a task force formed by a variety of social service agencies. He noted that the teenage prostitutes
are victims in this situation and they are experiencing difficulties in adapting to a structured environment
offered by social service placements and programs.
Commissioner Farhat discussed drivers'tendency to turn from the wrong lanes,thus cutting off other drivers,
most notably in the Aurelius and Willoughby area. The legality of turning left onto a one-way street was also
mentioned.

him that bicycle patrols will also patrol the area. Commissioner Farhat questioned the status of a charge of

that Board meetings will vary from normal in May of each year. Commissioner Farhat also discussed the
absence of many LPD award recipients from the ceremony.

the Lansing Lugnuts game. She expressed her appreciation to Officers Whitsitt and Hogan for their diligence
in enforcing front yard parking. She particularly mentioned the good work Team 10 and Sgt. Wojtisiak were
doing. She noted that often the media excludes the names of officers who deserve recognition. Chief Alley
noted that there seems to be some equity in that the media does not always press for names when something
might cast the officer in a bad light.
Commissioner O'Malley-commended Mr. Brantley for his annual report.
Commissioner Kowalk- enjoyed the Lansing Lugnuts outing and expressed her appreciation to Lt. Hall for
his e-mails. She expressed her wishes that the Department stand behind Capt. Forrest in light of what is
perceived as negative press in the L.A. Globe saga. Chief Alley assured the Board that LPD supports Capt.
Forrest. She also requested a City map designating team areas.
Commissioner Quinney-discussed the availability of police reports to those working regularly with LPD staff
members. Mr. McComb explained the Freedom of Information Act process and tabulation of requests which

favor written requests be made. He also noted the recent enactment of an amendment to the Crime Victims
Rights Act which favors the constitutional right to privacy by mandating the exclusion of names and cross
references reference crime victims. There is a real potential for the fulfilling of FOIA requests to be quite
cumbersome. Chief Alley suggested that if Board members wished informal updates on situations,they could
contact the relevant on-duty officers directly.
Commissioner Sims commended the Chief's office for an excellent annual report. She noted the Capital City
African American Cultural Association's August4 picnic and mentioned the Departments support for the event
in the past, noting the many positive perceptions and experiences and looked forward to their participation
again this year. She noted the July 24 pre-talent show at the Black Child and Family Institute. Commissioner
Sims mentioned that the portraits of Board members displayed in the downtown LPD lobby may have been
perceived as a "most wanted" gallery by someone she encountered at the Advent House. She also
commended Ofc. McBride for his handling of a domestic/ runaway situation. He was very stern and yet
patient with the young person involved.

OTHER BUSINESS
Revised Administrative Procedure,"Rules of Conduct"-Chief Alley and Mr. McComb explained that the
previously approved version of this procedure changed rule numbers making them inconsistent in the LPD
database. This revised procedure corrects that. Commissioner O'Malley suggested a severability clause
might be useful should a portion of the procedure be found void or unenforceable. The board moved and
approved the procedure as written with direction to Paul McComb to draft a severability clause for
their approval.
Election of Officers-Commissioner Frederick reminded the Board of its new policy of holding elections in
June rather than July. Without objection, she appointed Bernard Brantley and Jim DeLine to tally votes if
needed. She noted that, as a public body, no secret ballots would be allowed.
Commissioner Sims moved that voting be done by a show of hands. The motion passed 6-2.
Commissioner O'Malley nominated Commissioner Quinney for Chair noting his experience,wit and ability to
lead under pressure. There being no other nominations,Commissioner Quinneywas unanimously elected
chair.
Commissioner Farhat nominated Commissioner O'Malley for Vice-Chair and Commissioner Kowalk
nominated Commissioner Newcomb. Commissioner O'Malley commented on his ability to offer leadership
under siege. Commissioner Newcomb had no comments. Commissioner Sims noted that both candidates
were good choices, citing Commissioner O'Malley's skill as a communicator and Commissioner Newcomb's
positive work with the Complaint Committee. By a vote of five to three, Commissioner Newcomb was
elected Vice-Chair.
By acclamation, Jim DeLine was reappointed Secretary.
Commissioner Quinney commended Commissioner Frederick on her abilities as Chair for the prior two years,
noting her ability to bring people together for a common cause. He congratulated Commissioner Newcomb

CORRESPONDENCE -Commissioner Frederick
Commissioner Quinney inquired as to the Chief's response to a letter noting the number of drivers who
disregard marked crosswalks. Chief Alley responded that he has discussed the matter with both the traffic
sergeant and the downtown team sergeant and expects enforcement to increase.
Commissioner O'Malley inquired as to a response to concerns on Delta River Drive and Chief Alley replied
that he had discussed issues with the team sergeant. Correspondence was accepted and placed on file.
ADMINISTRATIVE REPORT -Chief Alley
Chief Alley commended Principal Glynn for his successes at Everett and complimented him on his effective
leadership and willingness to partner with the Department. This, the Chief noted,was a clear demonstration
of good community policing at work.
The Chief noted Capt. Luciano's return from the FBI academy and commended Lt. Phillips for the fine job she
did covering in his absence. He announced that he was re-instituting the procedure committee, that LPD
would repeat its presence at Common Ground, and that the Department is participating in Amber Alert, a
state-wide initiative to quickly disperse information related to kidnaping incidents.
He mentioned that LPD had a visible presence on the last day of school and is improving relations with
schools. He has been invited by the ACLU to speak later this summer on racial profiling. The Chief also
noted the"Battle of the Badges" blood drive over the July 41h holiday pitting LPD vs. LFD. He offered Board
members tickets to the Play Catch With a Kid event in Oldsmobile Park.
Chief Alley announced that negotiations with the FOP are ongoing. He served as a judge in the recent chili
cook-off and also spoke to graduating seniors at Everett High School. He noted that suspicious activities at
Pine and Saginaw continue to be dispersed but this often means a simple relocation rather than cessation.
Commissioner Newcomb announced that the Ferris Development Corporation has purchased one of the
apartment buildings in the neighborhood and is experiencing many challenges from residents. Chief Alley
mentioned that team policing efforts include sting operations in the area.
Commissioner Frederick asked for an update on the teen prostitution ring recently brought to light. Chief Alley
told her of a task force formed by a variety of social service agencies. He noted that the teenage prostitutes
are victims in this situation and they are experiencing difficulties in adapting to a structured environment
offered by social service placements and programs.
Commissioner Farhat discussed drivers'tendency to turn from the wrong lanes,thus cutting off other drivers,
most notably in the Aurelius and Willoughby area. The legality of turning left onto a one-way street was also
mentioned.

unanimously that the Awards Ceremony be held annually on the third Tuesday in May. It was noted
that Board meetings will vary from normal in May of each year. Commissioner Farhat also discussed the
absence of many LPD award recipients from the ceremony.

the Lansing Lugnuts game. She expressed her appreciation to Officers W hitsitt and Hogan for their diligence
in enforcing front yard parking. She particularly mentioned the good work Team 10 and Sgt. Wojtisiak were
doing. She noted that often the media excludes the names of officers who deserve recognition. Chief Alley
noted that there seems to be some equity in that the media does not always press for names when something
might cast the officer in a bad light.
Commissioner O'Malley- commended Mr. Brantley for his annual report.
Commissioner Kowalk- enjoyed the Lansing Lugnuts outing and expressed her appreciation to Lt. Hall for
his e-mails. She expressed her wishes that the Department stand behind Capt. Forrest in light of what is
perceived as negative press in the L.A. Globe saga. Chief Alley assured the Board that LPD supports Capt.
Forrest. She also requested a City map designating team areas.
Commissioner Quinney-discussed the availability of police reports to those working regularly with LPD staff
members. Mr. McComb explained the Freedom of Information Act process and tabulation of requests which

favor written requests be made. He also noted the recent enactment of an amendment to the Crime Victims
Rights Act which favors the constitutional right to privacy by mandating the exclusion of names and cross
references reference crime victims. There is a real potential for the fulfilling of FOIA requests to be quite
cumbersome. Chief Alley suggested that if Board members wished informal updates on situations,they could
contact the relevant on-duty officers directly.
Commissioner Sims commended the Chiefs office for an excellent annual report. She noted the Capital City
African American Cultural Association's August 4 picnic and mentioned the Departments support forthe event
in the past, noting the many positive perceptions and experiences and looked forward to their participation
again this year. She noted the July 24 pre-talent show at the Black Child and Family Institute. Commissioner
Sims mentioned that the portraits of Board members displayed in the downtown LPD lobby may have been
perceived as a "most wanted" gallery by someone she encountered at the Advent House. She also
commended Ofc. McBride for his handling of a domestic / runaway situation. He was very stern and yet
patient with the young person involved.

OTHER BUSINESS
Revised Administrative Procedure,"Rules of Conduct"-Chief Alley and Mr. McComb explained that the
previously approved version of this procedure changed rule numbers making them inconsistent in the LPD
database. This revised procedure corrects that. Commissioner O'Malley suggested a severability clause
might be useful should a portion of the procedure be found void or unenforceable. The board moved and
approved the procedure as written with direction to Paul McComb to draft a severability clause for
their approval.
Election of Officers-Commissioner Frederick reminded the Board of its new policy of holding elections in
June rather than July. Without objection, she appointed Bernard Brantley and Jim DeLine to tally votes if
needed. She noted that, as a public body, no secret ballots would be allowed.
Commissioner Sims moved that voting be done by a show of hands. The motion passed 6-2.
Commissioner O'Malley nominated Commissioner Quinney for Chair noting his experience,wit and ability to
lead under pressure. There being no other nominations,Commissioner Quinney was unanimously elected
chair.
Commissioner Farhat nominated Commissioner O'Malley for Vice-Chair and Commissioner Kowalk
nominated Commissioner Newcomb. Commissioner O'Malley commented on his ability to offer leadership
under siege. Commissioner Newcomb had no comments. Commissioner Sims noted that both candidates
were good choices,citing Commissioner O'Malley's skill as a communicator and Commissioner Newcomb's
positive work with the Complaint Committee. By a vote of five to three, Commissioner Newcomb was
elected Vice-Chair.
By acclamation, Jim DeLine was reappointed Secretary.
Commissioner Quinney commended Commissioner Frederick on her abilities as Chairfor the prior two years,
noting her ability to bring people together for a common cause. He congratulated Commissioner Newcomb

cooperation between the two departments and thanked LPD for its support. She discussed the training
of officers in code compliance issues and specifically mentioned work with Detective Seyka from the
Special Operations Section and meetings with various Neighborhood Watch organizations.
Ms. Love distributed pamphlets on recent changes to the housing code and on front yard parking, as
well as a sample copy of a violations complaint form. She offered several suggestions to increase ease
with which officers could enforce code compliance including 1) the ability of officers to download
violation information and have a form letter created automatically which would be sent to appropriate
parties and, 2) the ability of officers to reference lists of property owners including contact numbers
and lists of existing red tagged automobiles.

Chief Alley acknowledge the efforts of Assistant Chief Helen Perry-Buse and Administrative Secretary
Michelle Reddish for coordinating meaningful room dedications. He acknowledged Commissioner Kevin
O'Malley and LPD Budget Control Supervisor, Jim DeLine, for their work in getting the LPD budget
passed. Though the hearings did not go as expected, Chief Alley feels we have a budget in place
which we can work with next fiscal year.
He noted that a Spanish language version of the new brochure on contacts with officers will be
available soon.

Commissioner Newcomb inquired on the disposition of correspondence of a negative nature and was

ADMINISTRATIVE REPORT - Chief Alley
Chief Alley expressed his appreciation to Eleanor Love for her work, her presentation and her
cooperation with LPD. He acknowledged the successful awards ceremony and also announced that
Capt. Luciano would be back from the FBI Academy and returning to his duties in two weeks.
The Chief announced that he will be traveling to Washington D.C. soon to speak on the Department's
proactive approach to racial profiling and has also been invited to address a conference in New Orleans.
Upcoming officer training will emphasize "youth culture" and be presented by Dr. Carl Taylor. He also
announced that the Department's website has received national recognition.
Chief Alley acknowledge the efforts of Assistant Chief Helen Perry-Buse and Administrative Secretary
Michelle Reddish for coordinating meaningful room dedications. He acknowledged Commissioner Kevin
O'Malley and LPD Budget Control Supervisor, Jim DeLine, for their work in getting the LPD budget
passed. Though the hearings did not go as expected, Chief Alley feels we have a budget in place
which we can work with next fiscal year.
He noted that a Spanish language version of the new brochure on contacts with officers will be
available soon.

Commissioner Mejorado noted that the program was well conducted and emotional.
Budget Committee-Commissioner O'Malley announced the passage of the budget for fiscal year 2002
and noted that Council awarded an additional $40,000 over the Mayor's request for the express
purpose of sworn overtime for problem solving in neighborhoods. He also noted that budgeted wages
for FOP members will differ greatly from actual expenditures as the new contract is negotiated and

Complaint Committee - Commissioner Newcomb expressed his appreciation to Lt. Szymanski and Sgt.
Brown for their helpfulness in working with his committee. He asked the Chief for the length of
individual I.A. assignments and was told that it is at the discretion of the Chief. Commissioner
Frederick noted how educational it is to serve on the Complaint Committee and encouraged each Board
member to serve.
Commission Investigator, Bernard Brantley, submitted his report via Commissioner Frederick. He noted
that both Commissioner O'Malley and Human Relations Director Genice Rhodes-Reed offered revisions
to his annual report and their notes were, at times, conflicting. Commissioner Frederick offered to
communicate the Board's appreciation to Dr. Rhodes-Reed for her input but noted that the Board
serves as final editor and they need to proceed with the publication of the report. Mr. Brantley also
noted his attendance at the Michigan Alliance Against Hate Crimes and passed along conference
materials to be reviewed by Board members.

Assistant Chief Helen Perry-Buse noted that Chief Alley expressed regret at not being able to attend
the meeting. He was attending a presentation on safe schools along with Mayor Hollister and Attorney
General Jennifer Granholm.
She noted that negotiations with the FOP Non-Supervisory unit began earlier in the day. FOP-
Supervisory unit negotiations will begin next week.
Chief Perry noted that the Women's Criminal Justice Society of Michigan is presenting LPD Detective
Elizabeth Bonello with its Officer of the Year award. Detective Bonello is the third female from LPD
to receive the award in the past five years.
Chief Perry also noted that the City's Memorial Review Board has okayed the motion from the Board
to name designated rooms for fallen LPD officers. A dedication is planned for Law Enforcement Week.
Finally, she mentioned that, per her request, precinct captains will now be including Neighborhood
Watch comments in their monthly reports to the Board. Commissioner Farhat asked for the status of
her Neighborhood Watch related suggestions to the Annual Report and was assured that they were
made.
DEPARTMENTAL REPORTS
Monthly Report for March 2001 - Commissioner Quinney requested additional information on the SKS
rifle mentioned in the Team 6 report and was informed that it was, in fact, an assault rifle. Discussion
followed on criminal activity and juvenile behavior in the Team 6 area. Chief Perry noted that a new
video camera has been installed at the intersection of Pine Street and Saginaw and that Special
Operations Lt. Kim Lawrence has noticed a decrease in crime in the area.
Commissioner Newcomb asked for additional information on LPD's participation in the FBI Academy.
Chief Perry noted that 260 people from around the world attend each session by invitation only. A
variety of policing skills are taught including community policing where techniques originating at LPD
are discussed. She believes the biggest benefit for individual departments is the resulting networking
available to graduates as use of the contacts made and directories provided become valuable resources
for gathering law enforcement information from outside agencies. LPD attempts to send all sworn
employees at the level of captain or higher. Lieutenants attend Staff and Command School in
Michigan.
Commissioner Newcomb also complimented detention personnel for performing well in the face of their
many difficult "guests."

Neighborhood Watch in his neighborhood. She commended Ofc. Michelle Burchardt for getting grant
money for Neighborhood Watch signs. She also noted that her visits to recent line-up meetings
reinforces Tom Krug's comments from last month's meeting that officer morale seems to be low.
She said officers were distressed at the undue attention given seemingly frivolous complaints.

The Board agreed to add the following two items to the agenda: 1) response to a request from the
Mayor's officer regarding preferred dates for the Board's Lugnuts outing (which, inadvertently, was not
addressed), and 2) discussion of a proposal to honor fallen officers by naming designated LPD facilities
after them (which was addressed during the Administrative Report).
EDUCATION COMMITTEE PRESENTATION
Paul McComb distributed information on a new Michigan law requiring motorists to change lanes or
slow down when approaching a stationary emergency vehicle.
He outlined various legal aspects of traffic stops including reasons for initiation of a stop, requests for
identification and circumstances permitting a search. He also discussed rights of passengers and use
of checkpoints. Paul answered questions and provided examples. Ofc. Robert Merritt provided
examples as well and discussed under what circumstances he uses his own discretion in issuing
citations.

FRATERNAL ORDER OF POLICE
Tom Krug, FOP Executive Director, commended Paul McComb on his presentation. He cautioned the
Board to carefully interpret the traffic stop data being gathered by officers. He noted that they need
to see a "true picture" of events. As an example, he noted that the racial makeup of those involved
in traffic stops might differ from that of the makeup of the general public, but not of the drivers present
in a specific neighborhood at a specific time of day. He expressed his confidence that the Board would
give officers "a fair shake."
Mr. Krug noted that morale among front-line officers seems to be low at the present time. He
attributed this to 1) an incident where a command officer asked officers to be open in expressing their
opinion, then derided them when their opinion was contrary to the administration's, and 2) the referral
of a citizen complaint brought to a Board member and, in turn, noted to both the Commission
Investigator and Chief Alley. Mr. Krug suggested that it should have been handled informally by
someone of lesser rank. Board members pointed out that all citizen complaints should be treated per
LPD procedure.
Bruce Holliday, FOP Non-Supervisory Unit President expressed his trust in the Board to interpret traffic
stop data appropriately.

ADMINISTRATIVE REPORT - Chief Alley
Assistant Chief Helen Perry-Buse introduced a proposal to name certain LPD facilities after fallen
officers. After short discussion,the Board unanimously approved a motion to recommend the following
designations: 1)the downtown classroom for Officer Alexander Lang, 2)the North Precinct conference
room for Officer Gottlieb Sohn, 3) the range training room for Officer Dean Whitehead, and 4) the
South Precinct conference room for Officer Julie Englehardt. Commissioner Frederick will send a letter
to the Mayor's office with this recommendation.
Chief Alley announced that Capt. Julie Williams has graduated from the FBI Academy and that Capt.
Steve Luciano is scheduled to attend the next session beginning soon. He noted Mayor Hollister's
recent announcement that he is experiencing the onset of Parkinson's disease. As a result, the Mayor
will adjust his diet and work schedule but is proceeding with plans to seek reelection.
The Chief mentioned that the Mayor's fiscal year 2002 budget proposal is now before City Council,
which will be holding Department hearings in May. Additionally, Council, at its March 26 meeting, paid
tribute to Detectives Elizabeth Bonello and Darin Southworth for their roles in the recent exposure of
a teen prostitution ring. As a reaction to public concerns, LPD will now increase pressure on johns.
Commissioner Newcomb noted a recent Lansing State Journa/article which insinuated that if the Police
Department were better at addressing truancy, fewer teens would have turned to prostitution. He
proposed that parents of teens should be more vigilant in the school attendance of their children.
Representatives from Printrak (vendor for the Department's new records management system) are
currently on-site working toward a September installation.

Assistant Chief Perry-Buse informed the Board that LPD will assist the East Lansing Police Department
should a Spartan victory in either the Final Four or NCAAA Championship result in riotous behavior.
This is per our mutual aid agreement.
Chief Alley noted that negotiations with the FOP Non-Supervisory Unit begin tomorrow. He is looking
forward to reaching an agreement rewarding to both parties.
DEPARTMENTAL REPORTS
Monthly Report for February 2001 - Commissioner Quinney asked for, and Chief Alley supplied,
additional information on livescan and the cooperative effort with Everett High School. Commissioner
Kowalk asked the reason for the reduction in warrants / citations served. The Chief explained the
varying use of cadets for this purpose. Several Board members noted how the problems at Coscarelli's
bar / restaurant were not as publicized as those at the LA Globe. Commissioner Sims suggested that
the difference could be due to the respective management's use of the media. Commissioner Farhat

conflict which precluded her from attending this month's committee meeting.
Bernard Brantley, Commission Investigator, noted the distribution last month of tables for the Board
to review. He also has supplied a draft of his annual report to members of the Complaint Committee.
HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON
Dr. Genice Rhodes-Reed thanked the Board for requesting her input on the traffic stop brochure. She
noted discussions of racial profiling in the State legislature's black caucus' current travels. She
discussed her recent appearance before City Council wherein the Commission Investigator position was
brought up. Dr. Rhodes-Reed supported the continuation of this position explaining its preventive
value. She announced Council's passage of a human services ordinances securing continued funding

Undoing Racism Task Force. She also noted that Council's Committee of the Whole discussed

The Board agreed to add the following two items to the agenda: 1) response to a request from the
Mayor's officer regarding preferred dates for the Board's Lugnuts outing (which, inadvertently, was not
addressed), and 2) discussion of a proposal to honor fallen officers by naming designated LPD facilities
after them (which was addressed during the Administrative Report).
EDUCATION COMMITTEE PRESENTATION
Paul McComb distributed information on a new Michigan law requiring motorists to change lanes or
slow down when approaching a stationary emergency vehicle.
He outlined various legal aspects of traffic stops including reasons for initiation of a stop, requests for
identification and circumstances permitting a search. He also discussed rights of passengers and use
of checkpoints. Paul answered questions and provided examples. Ofc. Robert Merritt provided
examples as well and discussed under what circumstances he uses his own discretion in issuing
citations.

FRATERNAL ORDER OF POLICE
Tom Krug, FOP Executive Director, commended Paul McComb on his presentation. He cautioned the
Board to carefully interpret the traffic stop data being gathered by officers. He noted that they need
to see a "true picture" of events. As an example, he noted that the racial makeup of those involved
in traffic stops might differ from that of the makeup of the general public, but not of the drivers present
in a specific neighborhood at a specific time of day. He expressed his confidence that the Board would
give officers "a fair shake."
Mr. Krug noted that morale among front-line officers seems to be low at the present time. He
attributed this to 1) an incident where a command officer asked officers to be open in expressing their
opinion, then derided them when their opinion was contrary to the administration's, and 2) the referral
of a citizen complaint brought to a Board member and, in turn, noted to both the Commission
Investigator and Chief Alley. Mr. Krug suggested that it should have been handled informally by
someone of lesser rank. Board members pointed out that all citizen complaints should be treated per
LPD procedure.
Bruce Holliday, FOP Non-Supervisory Unit President expressed his trust in the Board to interpret traffic
stop data appropriately.

ADMINISTRATIVE REPORT - Chief Alley
Assistant Chief Helen Perry-Buse introduced a proposal to name certain LPD facilities after fallen
officers. After short discussion,the Board unanimously approved a motion to recommend the following
designations: 1)the downtown classroom for Officer Alexander Lang, 2)the North Precinct conference
room for Officer Gottlieb Sohn, 3) the range training room for Officer Dean Whitehead, and 4) the
South Precinct conference room for Officer Julie Englehardt. Commissioner Frederick will send a letter
to the Mayor's office with this recommendation.
Chief Alley announced that Capt. Julie Williams has graduated from the FBI Academy and that Capt.
Steve Luciano is scheduled to attend the next session beginning soon. He noted Mayor Hollister's
recent announcement that he is experiencing the onset of Parkinson's disease. As a result, the Mayor
will adjust his diet and work schedule but is proceeding with plans to seek reelection.
The Chief mentioned that the Mayor's fiscal year 2002 budget proposal is now before City Council,
which will be holding Department hearings in May. Additionally, Council, at its March 26 meeting, paid
tribute to Detectives Elizabeth Bonello and Darin Southworth for their roles in the recent exposure of
a teen prostitution ring. As a reaction to public concerns, LPD will now increase pressure on johns.
Commissioner Newcomb noted a recent Lansing State Journal article which insinuated that if the Police
Department were better at addressing truancy, fewer teens would have turned to prostitution. He
proposed that parents of teens should be more vigilant in the school attendance of their children.
Representatives from Printrak (vendor for the Department's new records management system) are
currently on-site working toward a September installation.

Assistant Chief Perry-Buse informed the Board that LPD will assist the East Lansing Police Department
should a Spartan victory in either the Final Four or NCAAA Championship result in riotous behavior.
This is per our mutual aid agreement.
Chief Alley noted that negotiations with the FOP Non-Supervisory Unit begin tomorrow. He is looking
forward to reaching an agreement rewarding to both parties.
DEPARTMENTAL REPORTS
Monthly Report for February 2001 - Commissioner Quinney asked for, and Chief Alley supplied,
additional information on livescan and the cooperative effort with Everett High School. Commissioner
Kowalk asked the reason for the reduction in warrants / citations served. The Chief explained the
varying use of cadets for this purpose. Several Board members noted how the problems at Coscarelli's
bar / restaurant were not as publicized as those at the LA Globe. Commissioner Sims suggested that
the difference could be due to the respective management's use of the media. Commissioner Farhat

Lt. Person gave an on-line demonstration of the LPD website located at www.lansingpolice.com. He
pointed out many user-friendly interactive features including the ability to report crimes, retrieve crime
maps, review CrimeStoppers information, access crime statistics, and get Department employment
information. Visitors to the website can also obtain information on the Citizens' Police Academy, the
LPD mentoring program and the cable TV program, Join the Team. Through a partnership with Everett

High School, students can report problems which are forwarded to Team Officers and school officials.
Comments from the general public are routed to Internal Affairs. Commissioner Farhat asked if citizen
comments sent via the website are forwarded to the Board. Chief Alley noted that most comments
are from people living out of the area who use the comment section to request police patches or
information. By accessing the names of Team officers, users can e-mail them directly.
The "In Touch with Greater Lansing" project is also accessible via a link from the LPD website. This
grant funded project (TIIAP) provides citizens access to healthcare service providers, community
activities, and governmental information.
A discussion on the Board's presence on the website resulted in Lt. Person agreeing to provide
additional pages with such information as a description of the Board's charge, meeting schedule,
Commission Investigator access number and member names relative towards represented. Jim DeLine
will work with Lt. Person to prepare a draft of text for review by the Chair and for presentation at the
next Board meeting.

CORRESPONDENCE - Commissioner Frederick
Commissioners pointed out the letter from Commissioner O'Malley noting that between his home alarm
system going off and his vehicle being burglarized, it's been a tough couple months for him.
Correspondence for the month was accepted and placed on file.
ADMINISTRATIVE REPORT - Chief Alley
Chief Alley reported that the Department is developing a good working relationship with the NAACP
helped along by monthly meetings with NAACP President, Geneva Smith. Additionally, he has met
with the ACLU and noted the existence of many commonalities. The Chief noted that a civil rights
complaint has been filed by the L.A. Globe which circumvented the City's informal response step due
to the way the initial correspondence was addressed. The City may be allowed to back up a step and
avoid an official complaint filing.
The Chief announced that traffic stop data gathering began on February 12 and appears to be going
smoothly as officers absorb the additional step into their daily routine. Commissioner Frederick asked
how the dilemma of race identification is being addressed. Chief Alley answered that officers use their
best judgement in determining the race of a citizen. Scanning of data forms will begin when the school
district receives a needed part for their equipment. Commissioner Newcomb asked why only traffic
stops were being studied. The Chief responded that data gathering for other citizen contacts would
result in an inordinate amount of paperwork and would not be relevant to the issue of racial profiling
in cases where the contacts were not officer initiated. It is generally believed that officer initiated
traffic stops are representative of officer initiated contacts in general. When asked by Commissioner
Newcomb if traffic stops made up a definable portion of an officer's day, Chief Alley responded that
answering calls for service takes precedent and varies greatly.
The Chief reported that the Department's Annual Report was nearing completion as are budget
discussions with the Mayor's office. The new Procedure Book has been distributed to employees and
a new Report Writing Handbook will be distributed within a week.

Chief Alley recognized the contributions of administrative staff including the Assistant Chiefs,
administrative Captains and Lieutenants. He noted that patrol personnel are more visible to the public
and the contributions of the sworn administrative staff should not go unacknowledged.
He reported a twelve percent decrease in Part One crimes over the prior year and noted that,
statistically, such dramatic changes cannot be sustained over time. He also noted the many (eight)
programs LPD administers relative to juvenile crime prevention.
Chief Alley reported the start of a program which verifies the home addresses of registered sex
offenders. To date, sixty percent did not reside at their registered addresses. The program will expand
to the North Precinct soon. It is necessary for the Department to confirm the correct residence before
a warrant can be issued.
Commissioner Farhat asked the Chief's reaction to the poor turnout for the public training on data
gathering. Chief Alley pointed out that the lack of public participation may indicate support for our
efforts.
DEPARTMENTAL REPORTS
Monthly Report for January 2001 - Commissioner Kowalk inquired if the departure of a Detention
Officer was related to a complaint which was resolved with the resignation of an officer. Chief Alley
explained they were unrelated as Detention Officer Jubeck left for employment elsewhere and the
complaint referred to a Police Officer, not Detention Officer.
Commissioners and Chief Alley discussed LPD presence at the L.A. Globe noting that LPD must achieve
a balance between being responsible for public safety and holding a private establishment responsible
for the behavior of its patrons. Chief Alley mentioned that the L.A. Globe is undergoing progressive
sanctions from the Liquor Control Commission.
Commissioner Kowalk requested clarification on the respective roles of the police and Community
Mental Health personnel in determining the release of people who may be dangerous to themselves or
others. Chief Alley explained that officers may arrest subjects for reasons of protective custody, but
CMH may authorize their release upon review by a doctor. Commissioners expressed their dismay at
the repercussions when the wrong decision is made.

Hollister on the day prior to the February meeting. He promised to compile a more detailed written
summary for distribution to Board members, but reported that, due to economic conditions, the Mayor
is mandating additional adjustments so that the FY 2002 budget will be essentially the same as FY
2001. This will be possible partially due to 1) budget instructions prohibiting the anticipation of a
contract settlement with the Fraternal Order of Police union, 2) the use of a "vacancy factor" which
assumes periods of less than full staffing, and 3) work with court administrators to provide a more
accurate and optimistic estimate of projected ticket revenues. Still, he felt LPD was caught off-guard
with the demand for additional adjustments. He hopes that next year, we can have all issues resolved
before the hearing takes place.
Human Resources Committee - No report.
Complaint Committee- Commissioner Newcomb reported on the monthly meeting with Internal Affairs,
noting that committee members now review specific cases individually and summarize them for other
members. This new procedure works well. He noted that meetings are being held with the
Commission Investigator at regular intervals. He asked Chief Alley for an update on identifying
situations where officers have multiple complaints filed against them. Chief Alley noted that a
threshold level has been set at four complaints within a two year period. Work continues creating an
ongoing program to address this issue.
Commissioner Frederick noted a complaint which she forwarded to the Commission Investigator and
the Department. It appears that the complainant mistook the identity of an LPD employee in the ride-
along program. Commissioner Frederick assured the Board that she does not anticipate becoming a
conduit for multiple citizen complaints.
Bernard Brantley, Commission Investigator, distributed drafts of tables which he proposes to use in his
annual report. He would like input from Board members.

grant funded project (TIIAP) provides citizens access to healthcare service providers, community

A discussion on the Board's presence on the website resulted in Lt. Person agreeing to provide

Commissioners pointed out the letter from Commissioner O'Malley noting that between his home alarm
system going off and his vehicle being burglarized, it's been a tough couple months for him.

ADMINISTRATIVE REPORT - Chief Alley
Chief Alley reported that the Department is developing a good working relationship with the NAACP
helped along by monthly meetings with NAACP President, Geneva Smith. Additionally, he has met
with the ACLU and noted the existence of many commonalities. The Chief noted that a civil rights
complaint has been filed by the L.A. Globe which circumvented the City's informal response step due
to the way the initial correspondence was addressed. The City may be allowed to back up a step and
avoid an official complaint filing.
The Chief announced that traffic stop data gathering began on February 12 and appears to be going
smoothly as officers absorb the additional step into their daily routine. Commissioner Frederick asked
how the dilemma of race identification is being addressed. Chief Alley answered that officers use their
best judgement in determining the race of a citizen. Scanning of data forms will begin when the school
district receives a needed part for their equipment. Commissioner Newcomb asked why only traffic
stops were being studied. The Chief responded that data gathering for other citizen contacts would
result in an inordinate amount of paperwork and would not be relevant to the issue of racial profiling
in cases where the contacts were not officer initiated. It is generally believed that officer initiated
traffic stops are representative of officer initiated contacts in general. When asked by Commissioner
Newcomb if traffic stops made up a definable portion of an officer's day, Chief Alley responded that
answering calls for service takes precedent and varies greatly.
The Chief reported that the Department's Annual Report was nearing completion as are budget
discussions with the Mayor's office. The new Procedure Book has been distributed to employees and
a new Report Writing Handbook will be distributed within a week.

Chief Alley recognized the contributions of administrative staff including the Assistant Chiefs,
administrative Captains and Lieutenants. He noted that patrol personnel are more visible to the public
and the contributions of the sworn administrative staff should not go unacknowledged.
He reported a twelve percent decrease in Part One crimes over the prior year and noted that,
statistically, such dramatic changes cannot be sustained over time. He also noted the many (eight)
programs LPD administers relative to juvenile crime prevention.
Chief Alley reported the start of a program which verifies the home addresses of registered sex
offenders. To date, sixty percent did not reside at their registered addresses. The program will expand
to the North Precinct soon. It is necessary for the Department to confirm the correct residence before
a warrant can be issued.
Commissioner Farhat asked the Chief's reaction to the poor turnout for the public training on data
gathering. Chief Alley pointed out that the lack of public participation may indicate support for our
efforts.
DEPARTMENTAL REPORTS
Monthly Report for January 2001 - Commissioner Kowalk inquired if the departure of a Detention
Officer was related to a complaint which was resolved with the resignation of an officer. Chief Alley
explained they were unrelated as Detention Officer Jubeck left for employment elsewhere and the
complaint referred to a Police Officer, not Detention Officer.
Commissioners and Chief Alley discussed LPD presence at the L.A. Globe noting that LPD must achieve
a balance between being responsible for public safety and holding a private establishment responsible
for the behavior of its patrons. Chief Alley mentioned that the L.A. Globe is undergoing progressive
sanctions from the Liquor Control Commission.
Commissioner Kowalk requested clarification on the respective roles of the police and Community
Mental Health personnel in determining the release of people who may be dangerous to themselves or
others. Chief Alley explained that officers may arrest subjects for reasons of protective custody, but
CMH may authorize their release upon review by a doctor. Commissioners expressed their dismay at
the repercussions when the wrong decision is made.

Hollister on the day prior to the February meeting. He promised to compile a more detailed written
summary for distribution to Board members, but reported that, due to economic conditions, the Mayor
is mandating additional adjustments so that the FY 2002 budget will be essentially the same as FY
2001. This will be possible partially due to 1) budget instructions prohibiting the anticipation of a
contract settlement with the Fraternal Order of Police union, 2) the use of a "vacancy factor" which
assumes periods of less than full staffing, and 3) work with court administrators to provide a more
accurate and optimistic estimate of projected ticket revenues. Still, he felt LPD was caught off-guard
with the demand for additional adjustments. He hopes that next year, we can have all issues resolved
before the hearing takes place.
Human Resources Committee - No report.
Complaint Committee- Commissioner Newcomb reported on the monthly meeting with Internal Affairs,
noting that committee members now review specific cases individually and summarize them for other
members. This new procedure works well. He noted that meetings are being held with the
Commission Investigator at regular intervals. He asked Chief Alley for an update on identifying
situations where officers have multiple complaints filed against them. Chief Alley noted that a
threshold level has been set at four complaints within a two year period. Work continues creating an
ongoing program to address this issue.
Commissioner Frederick noted a complaint which she forwarded to the Commission Investigator and
the Department. It appears that the complainant mistook the identity of an LPD employee in the ride-
along program. Commissioner Frederick assured the Board that she does not anticipate becoming a
conduit for multiple citizen complaints.
Bernard Brantley, Commission Investigator, distributed drafts of tables which he proposes to use in his
annual report. He would like input from Board members.

Michael Murphy. She discussed City Council's task force on racial issues and anticipates their
upcoming report. She also extended an invitation to Board members to attend the February 26 State
of Black America in Michigan presentation at Lansing Community College.

Chief Alley presented information to the Board on the Department's efforts to address the issue of
"racial profiling" by patrol officers. He acknowledged the helpfulness of the ad hoc committee lending
assistance to the development of Department methods and procedures focused on this issue. He

contributed the committee with the resulting "excellent product" now being implemented by the
Department.
The Chief recognized that this is a national issue being addressed to various degrees by police
departments across the country. He acknowledged a belief held in the Lansing community that racial
profiling is being practiced to some extent within the Lansing Police Department. He noted that to
"judge a book by its cover" is a human tendency and, being human, our officers are susceptible to this
tendency. It is when they act on this tendency, he told the Board, that problems occur. To illustrate
this comment, he said that while to stop a driver for a traffic violation is legitimate and necessary, to
look for violations in order to stop a person based on their physical characteristics is not acceptable
and will not be tolerated by the Department.
Chief Alley noted that increased scrutiny and paperwork might possibly result in a tendency to make
fewer legitimate traffic stops. He hopes that this will not be the case in Lansing. He hopes to frame
our program in order to "put us in a position to be successful" in our efforts to address the racial
profiling issue.
Officer training sessions on our efforts and new procedure will begin soon. The public is invited to take
part in two of these training sessions (Saturday, January 27 and Sunday, January 28 from 2:00 p.m.
to 4:00 p.m. at the Harry Hill Center). Our procedure will also be available for the public to review by
accessing the LPD web site.
Commissioner Sims noted that she is still receiving positive comments on Chief Alley's discussion of
racial profiling on a local radio program last year. She inquired as to public relations efforts behind the
Department's efforts. Chief Alley commented that the upcoming officer training program has garnered
media attention and hopes that the news media will continue coverage as the program is implemented,
but noted that we may need to rely on public service venues. Commissioner Sims mentioned that
press releases carried by the Associated Press can be an effective way of reaching many minority
media outlets.
Commissioner Newcomb asked if the perception that officers are required to be "held to a higher
standard" needs to be confronted to convey the reality that officers are susceptible to the same human
frailties as the general public. Chief Alley explained that, because of the major impact law enforcement
officers can have on how you get through your day (as opposed to the minor impact of a fast food
clerk), it is proper to expect them to withhold many personal biases. "If you are thinking this way, you
need to catch yourself," is the message which must be sent to officers, the Chief said.
Commissioner Newcomb asked the Chief to summarize union response to the Department's efforts.
The Chief acknowledged the FOP's helpfulness at ad hoc committee meetings, but noted that the
related procedure calls for a structured method of performing traffic stops. This is a major change to
the way officers have traditionally worked and is being greeted with trepidation.
Commissioner O'Malley discussed the analysis segment of the Department's program,commenting that
it needs to be conducted with a great deal of care. Chief Alley predicted that the same consulting firm
being utilized in the creation of the LPD program will be utilized for data analysis. He is confident they
will handle it well. He also noted that raw data will be analyzed and a report issued. He said that,
even though the media and public will be given an analysis, the data "is what it is."
Commissioner Quinney commented on the resent case of an intoxicated man dying of exposure after
officers were unable to find him in a large park. He asked why canine tracking was not conducted.
The Chief noted that the situation was not presented to officers or to the Communications Center as
one of a missing person to be tracked, but rather as an unknown person lurking in the wooded area.

They were not supplied with any information regarding the beginning path utilized from which a track
could start. This case received media attention and Commissioner Newcomb asked the Chief if any
complaints had been received by the Department on its handling and investigation of the incident. The

Commissioner Quinney questioned the use of up to nine marked patrol cars at a recent drug raid.
Based on information released to LPD personnel in Chief Alley's absence, Jim DeLine and Paul McComb
explained as to how the situation resulted from a traffic stop and required acquisition of a search
warrant. The Chief noted that the number of people in the home at the time and the need for the
presence of patrol supervisors would also be factors in the need for multiple personnel.

She noted the recent public hearing on a funding ordinance for her department and asked for the
Board's support. Dr. Rhodes-Reed also mentioned the formation of the Southside Youth Coalition
which is addressing the need for mentoring and community activities.

Commissioner Sims acknowledged Cadet Officers Nolen and Kreft for assisting in the packaging and
sorting of food and gifts for distribution to over seventy families throughout the greater Lansing
community. She noted this was coordinated by Dr. Joan Jackson-Johnson, St. Thomas Church, and
St. Stephen's Community Church with the help of LPD. The cadets also assisted RSVP with drop-offs
of senior citizens gift bags left at the South Precinct.
Commissioner Quinney complimented Dr. Rhodes-Reed for an outstanding job resulting in a meaningful
MLK celebration.
