The Lansing Fire Board met in regular session on February 14, 2018 at 2114 N. Grand River Ave.,Vice-
Chairperson Betty Draher called the meeting to order at 6:00 p.m.

REVIEW/APPROVAL OF MINUTES: Chairperson Singleton asked the board to review the November
minutes. After review Chairperson Singleton asked for corrections. No corrections, additions or
changes were given, Chairperson Singleton asked for a motion to approve the minutes as written. A
motion was made by Vice-Chairperson Draher, and supported by Commissioner Keeney to accept the
November minutes as written. Motion carried with a unanimous vote.
REVIEW OF COMMUNICATIONS:
Training Newsletter—Chief Talifarro highlighted the Peer Support program.
PRESENTATIONS: None
ADMINISTRATIVE COMMENTS:
1. Retired Battalion Chief Rob Hecksel passed away. His funeral is this Friday at St. Gerard
Church, He was a highly regarded member of LFD.
2. A/Chief Jenkins Retirement- He announced his retirement after 27.5 years of service. His last
day is March 161n
3. ALICE (Alert—Locate—Inform—Counter- Evacuate)-Active violence training took place this
past month with area agencies.
4. Budget: First submission has been given to the Finance Director,Angie Bennett, Capital
Improvements should be turned in the end of this week.
5. Behavioral Mental Health training—March 12-15. Have had some significant stress related
issues within the LFD.

6. A/Chief Tyler retired. He accepted an Asst. Chief position at the Ann Arbor Fire Dept.
7. Bruce Odom was promoted to Asst. Fire Chief. Congratulations were given to Asst. Chief
Odom.
8. DSO positions: LFD Captain James Harrington is trying out the DSO position. He has 20 days to
decide if wants to continue or go back to the Suppression Div.
9. Paramedic School -Asst. Chief Odom talked about$10,000 paramedic school funding in the
FY19 budget to send our people to paramedic school. Our employees currently attending the
LCC paramedic school are at the top of their class and doing well. The program is 10-13
months.
10. Shared Services Meeting—Bi-Monthly meeting with area Fire Depts. At the last meeting
discussion took place regarding the area wide paramedic shortage. Chief Talifarro gave an
overview of the paramedic program at LCC and answered questions from the Board.
COMMITTEE REPORTS: Personnel Committee Report.
Captain Jim Harrington introduced himself to the board. Captain Harrington presented the Personnel
Committee report to the full board. Chief Talifarro discussed the need for a Data Analyst/IT Assistant
within the department.
Chief Talifarro will be meeting to discuss the current 6 FF vacancies.
OLD BUSINESS: Chairperson Singleton will follow up with Frank Ferro regarding his Fire Board
appointment.
NEW BUSINESS: None
GENERAL ORDER:
Chief Talifarro introduced the station 2 crew—Captain Meitler, Engineer Trentin, FF Hulst& FF Jordan
and thanked them for hosting the board meeting.
ADJOURNMENT
A motion was made by Commissioner Keeney and supported by Commissioner Draher to
adjourn the meeting. Meeting adjourned at 7:30 p.m.

Singleton called the meeting to order at 6:10 p.m.

REVIEW/APPROVAL OF MINUTES: Chairperson Singleton asked the Board to review the February 14cn
2018 minutes. A motion was made by Vice-Chairperson Draher, and supported by Commissioner Banks
to accept the February 14, 2018 minutes as written. Motion carried with a unanimous vote.

• Chief Talifarro told the board members that it has been good getting to know and working with
all of the commissioners. He looks forward to seeing them in the future. The board thanked
Chief Talifarro for his leadership and service the LFD and the Lansing community.
COMMITTEE REPORTS:A/Chief Odom
Buildings/Equipment:
Training Tower wall has buckled. Waiting for repair estimates. Building is currently condemned. In
discussion with the City of Lansing Building Services regarding possible use of the Training Classroom on
the property. A/Chief Odom is in discussion with Andy Kilpatrick and Marty Reil regarding use of the
safe area of the training property.

Fire Prevention division will be moving back to Station 1 Administration office by July 1.
Rebuilding Station 9 with a Training Center has been discussed with the previous City of Lansing
Administration.
Trying to repurpose grant funds from the State EVIP grant to purchase the auto CPR LUCAS machines.
Should know by next month if that is approved by the State of MI.
Ladder truck from Mason has been pump tested and inspected and the purchase is moving forward.
We are currently borrowing Delhi's Ladder truck.

NEW BUSINESS:
A motion was made by Commissioner Nelson and supported by Commissioner Banks to open the floor
for Vice-Chair nominations.
A motion was made by Commissioner Singleton to nominate Betty Draher for Vice-Chair. No other
nominations were made. Commissioner Nelson closed the nominations. A unanimous vote was taken
to re-elect Betty Draher as Vice-Chairperson.
A motion was made by Commissioner Nelson and supported by Commissioner Banks to open the floor
for Chairperson Nominations, Commissioners Nelson and Draher nominated Rodney Singleton as
Chairperson. No other nomination were made. Commissioner Nelson closed the nominations. A
unanimous vote was taken to re-elect Commissioner Singleton as Chairperson.
Committee Member Changes: A motion was made by Chairperson Singleton and supported by
Commissioner Keeney to leave the current committee member roster as is. Motion accepted with a
unanimous vote.
A motion was made by Chairperson Singleton and accepted by Vice-Chair Draher to adopt the 2001 Fire
Commission Rules of Administrative Procedure. Motion carried with a unanimous vote. The board
would like to work with the City Clerk's office and Chief Purchase to update the procedure. The City
Clerk will be invited to attend a board meeting to give and overview of the document and update
process.
GENERAL ORDER:
Youth Leadership program will take place next week at the Alfreda Schmidt Community Center. Mon-Fri
8-4:30. A/Chief Odom will send out info regarding the program. Graduation will be held on Friday June
22, at Peckham.

PRESENTATIONS:
LFD CHIEF DAVID PURCHASE INTRODUCTION
Chief Purchase introduced himself to the Board and gave a brief bio:
Chief Purchase served 38 years in the fire service retiring in 2013 after 14 years as Fire Chief for
the City of Norton Shores where he currently resides with his wife Kari. A current Instructor II
he has taught over 400 fire officer programs around the State of Michigan since 1996. Chief
Purchase is an EFO graduate and has received various recognitions throughout his career
including State Firefighter of the Year, State Fire Service Instructor of the Year and Michigan
Fire Chief of The Year. In addition to serving ten years on the Michigan Firefighters Training
Council, he has been President of both the Western Michigan Association of Fire Chiefs and the
Michigan Association of Fire Chiefs and past Vice President of the Michigan Fire Service
Instructors Association. Chief Purchase has been a presenter at national conferences and
programs including VCOS, FDIC, FDIC East, Ohio State Fire School, Michigan and Wisconsin state
fire chiefs, Fire House Expo and the Eastern Michigan University Fire School of Staff and
Command. He has been a contributing author and/or editorial board member for Jones and
Bartlett publications including; Chief Fire Officer's Desk Reference (Training Chapter), Fire
Service Instructor and Hazardous Materials curriculum development and is the author of the
Jones and Bartlett Chief Fire Officer 2°d edition text.
Chief Purchase reported that he was asked by Mayor Schor to fill in as the LFD Interim Fire Chief

for 6 months. He conveyed that he has always had a good infinity and view of the Lansing Fire
Department. The department has a good reputation statewide.
ADMINISTRATIVE COMMENTS:
CHIEF PURCHASE I DEPARTMENT`FIRST IMPRESSIONS"
PERSONNEL
• Personnel fatigue (recruit and train paramedics)
• Hire vacant positions including Firefighters, Fire Inspector, Asst. Fire Chief and a Secretary
position for the FM office.
• Fire Marshall Inspection needs.
• Right to Know— Businesses who use hazardous materials. Plans and books need updating.
• Deficient in reporting NFIRS. EMS reporting is currently 2 months behind. The lack of
compliance affects State Fire Marshal training funds.
• Staff 5 ambulances per day (considering). Looking at options.
• Fire Suppression—we are well staffed.
OPERATIONS I EQUIPMENT—FLEET&STATIONS
• Mason aerial truck purchase discussed. This is a short term fix. Need to find funding to
purchase a new aerial truck.
• Facilities: Needs improvement. The LFD fire stations have been neglected for a long time.
The Mayors Chief of Staff Samantha Harkins, Chief Dave Purchase and LFD Maintenance
Chief Jwan Randle will be doing a walk-through of all LFD facilities. A report by priority will
be created so the department can move forward with station facelifts.
• An Apparatus Replacement program will be implemented. Chief Purchase will bring the
replacement program to the Board for review and discussion.
Chief Purchase furthermore reported that structurally the department is sound because we
have good people. He has a lot to do in short window of time. Chief Purchase asked the Board
for their support if he needs to go before City Council and/or the Mayor's office for
appropriations.
Chairperson Singleton thanked Chief Purchase for the information and hopes a new perspective
will help close some of the gaps within the Lansing Fire Department.
Chairperson Singleton—asked for a Training Center update? City Services is working with a
contractor to make the building safe in the short term. Long term, they will be looking at
options for a new Training facility.

OLD BUSINESS: Update 2001 Admin Rules of Procedure - schedule mtg. with Chris Swope after
August elections.
NEW BUSINESS:
October FB meeting—Move location to STA#4
Special Event-Jazz Fest- Chief Purchase and Fire Marshal Blake spoke about the Jazz fest
special event request. A plan has been made that is mutually acceptable and safe. An Engine
crew has been authorized to standby at the event and Fri/Sat.
Special Event- Roof Top Hop - Chief Purchase and Fire Marshal Blake spoke regarding the zip
line event tomorrow. The FM division did not receive a special event request in a timely
manner for this event. The Fire Marshal will be inspecting the event venue in the am.
GENERAL ORDER:
Commissioner Keeney reported on his ride-along with BC Burke which included a shooting and
gas leak.
Vice-Chair Draher asked if Lansing will be implementing a burn ban. FM Blake discussed the
Lansing conditions and how a burn ban determination is made. At this time the LFD is not
implementing a burning ban.

ADMINISTRATIVE COMMENTS: CHIEF DAVE PURCHASE
1. Annexation—Asst. Chief Tobin is working with Dispatch to update the system.
2. Budget—will be starting in earnest next week. Including operations and CIPs. He was hoping to add a 2nd
ambulance to purchase but after review of the entire budget he is sad to say our Overtime budget has depleted
the available funds. The good news is,we have 14 recruits scheduled to start in the stations Dec 24, 2018, If we
had full staffing it would have decreased Overtime by 78 percent.
Requesting two ambulances in the next budget and the Mayor has agreed. Also, requesting two engines as well
at$840,000 total and the two ambulances at$460,000. The department also needs to replace the Training van
and Command car(switching to pick-up)which will save about$17,000. Other CIP items are flooring, chairs etc.
Also need new turnout gear which expires in February of 2019. So we will be out of date until after July of 2019.
We are considering leasing gear. Asst, Chief Tobin explained the lease plan. The lease plan should save
$85,000 in a 5 year period. Requested hazmat,tech rescue, extrication tools and new kitchen at Station 9. It's
in really bad shape. Our kitchens do not have hood systems. That is a need.
3. Will ask for an increase in personnel of six per shift. We are far understaffed with medic units and our call
volumes compared nationally. Would be great to hit that goal in a couple of years. Chief Purchase reported the
Mayor and Samantha are well aware of the issues. Issues are not just in LFD but City wide.
4. We volunteered our stations to be a drop off location for the Mayors Coat Drive. We have emptied our bins
several times. Betty commented that she sees it every day at Head start. Kids with no coats, mittens, gloves
etc. Distribution will take place at SWOC. Parents will be able to bring in their kids to pick out a coat. Accepting
new and lightly used coats.
5. FF academy is ongoing—Graduation is 2 pm on Dec 21st at SWOC. The Mayor will be attending and City Clerk
Chris Swope will conduct a ceremonial "swearing in" (they have already been officially sworn in).
6. MOU -EMS OPs Chief and Schedule Change was approved by City Council on Monday night. The schedule
change is all set to roll out the 111 of January. Ellen Vogt, DFO has worked out a shift change with a$0 additional
cost. She does a great job for the department.
COMMITTEE REPORTS:
PERSONNEL COMMITTEE: Commissioner Young-McConnell shared the information from the Personnel Committee meeting
regarding the hiring of the LFD Fire Chief position. There were 4 Candidates and the Committee's preferred candidate is
Fire Chief Michael Mackey. He was preferred because he was an outstanding candidate. He appears to mesh well with
the department. He is currently the Chief of A quite large department out of state.
Vice-Chair Betty Draher thanked those who served on the Hiring Committee.

1. LFD AWARDS COMMITTEE BOARD APPOINTMENT: Commissioner Betty Draher and Commissioner Wyatt Ludman
volunteered to sit on the LFD Awards Committee.

2. VOTE FIRE CHIEF RECOMMENDATION: Commissioner Young-McConnell submitted a recommendation to forward Fire
Chief Michael Mackey's name to Mayor Schor for consideration as the LFD Fire Chief. The Motion was
supported by Commissioner Wyatt Ludman. Motion passed with a unanimous vote.
3. VOTE ON 2019 SCHEDULE: A Motion was made by Commissioner Yvonne Young-McConnell and supported by
Commissioner Wyatt Ludman to accept the 2019 Fire Commission meeting schedule as proposed. Motion
passed with a unanimous vote.
GENERAL ORDER:
TRIAD—NO SENIOR WITHOUT CHRISTMAS—Asst. Chief Tobin gave an update on the annual event that was started by retired
LFD LT Traci Ruiz. The event provides 350 seniors in the Tri-County area with care boxes. The Emergency Management
Division also uses the event as an "event exercise", which gets counted towards the AFG grant.

ADMINISTRATIVE COMMENTS:
1. Fire Fighter Hiring Update—Is proceeding as scheduled. We narrowed it down to 24 candidates. Those
candidates were sent for the agility test. Approval was given to hire 16 firefighters due to impending
retirements. The 16 have been notified and have begun their medicals and back ground checks. They will begin
the academy on November 26th. Graduation will be December 21". Commissioner Nelson stated for future
reference, she has HR experience and would volunteer for the interview panel.

2. Fire chief search update—received applications that were reviewed by myself and HR Director Sanchez-Gazella.
We narrowed it to 4 applicants that will move forward for interviews. We are inviting them to town on
November 28th, A/C Tobin and myself will taking up their day with tours of the city, neighborhoods and stations.
We will pick them up Thursday for their assigned first round interview times. The interview panel consists of
SAMANTHA HARKINS, LINDA SANCHEZ-GAZELLA, FB CHAIR RODNEY SINGLETON,A PASTOR, AND MYSELF. The
results of the interviews will be brought back to the personnel committee here. We are asking to move up the
December 12th meeting to December 51h. Personnel committee will recommend 2 of the 4 to the mayor, the
mayor will then bring those 2 back to the city for his interview and will select a candidate from there.
3. Program Budget—we are moving to a program budget. The last page of your packet is a list of department
programs, I have expanded the list from the previous 7 that were on it.
4. Department goals—We had a meeting today for goal setting. The Mayor brought in an outside consultant and
we met at the Think Tank and went through personality profile working with the department directors and the
mayor and staff. The goals are being established and as soon as they are released I will get them out to you
before the next meeting. My goals centered around 3 things,first being staffing for ems,operations and
apparatus equipment replacement. Second, high school mentor and cadet programs. Third, community risk
reductions.
5. Awards committee—will have 1 more meeting before they finalize it. I included in the packet diagrams of
chosen ribbons. Chairman Singleton station that we are still in need of a volunteer for that committee.
Commissioner Ludman asked if we could include some type of school award for students who deserves
recognition from the fire department. Chief purchase stated that once we get the mentor program up and
running we will be able to develop awards for those such things. We did in the AOG include a citizenship award.
6. MOU update—we have made contact with council president wood and should be able to have this on the
agenda for November 26th meeting.
7. Fleet Update—Wish we had good news, I have passed this information on to the Mayor to make him aware.
Our fleet continues to be an issue. Working with the Mayor to try and get at least 2 new medics this year, 1 was
in the budget and the other is funds that we haven't used yet.
8. EMS Computers Update—we did our trials and the crews settled on the Panasonic. Colin Boyce worked with
Panasonic and got us a great deal with a great contract.
9. Organization Chart—is included in your packet. It includes a couple of new positions.

A motion was made and supported to approve the request to change the December meeting from December 121h to
December 51h. Personnel committee will meet at 4:30 p.m. and regular meeting at 6:30 p.m.
Commissioner Nelson stated that she will not be in the country for the December meeting and she is on the Personnel
Committee.

REVIEW OF COMMUNICATIONS:
MI Fire Fatal Fire Statistics
Chief Purchase reviewed the report with the Board. The Fire
Marshal division has received grant for smoke detectors and
installation. The detectors will be installed according to NFPA
standards. A release of liability will be required. The program is in its infancy. Chief Purchase will be meeting with FM
Blake, City Attorney's office and the IAFF local 421 Union,
Chief Purchase discussed the program and received feedback from the Board. Commissioner Keeeney asked for the
number of fire deaths related to lack of smoke detectors.
Captain Mazurek spoke on the smoke detector installation program. In the past LFD partnered with the Red Cross,

Commissioner Ludman asked about fires related to non-working smoke detectors and/or the lack of knowledge about
fire safety. Chief Purchase commented that children/seniors are vulnerable. He commented on a fire in an attic which
was a simple mistake of a blown fuse in which the building manager replaced a 20 amp with a 30 amp which caused an
attic fire. Our biggest issue is lack of staff and the high demands on divisions. But we need to find a way to do more,
We hope to develop public relation media.
Commissioner Draher inquired on rentals vs home owner occupied. Chief will look into some reports on this and will
report back. Eric Weber reported that if the crews are in a building they will replace batteries if needed. Just today
Mazurek went through 9 9volt batteries.
Chief discussed the letter to the Union regarding medic rides. The issue is short staffing. We are in the middle of a
hiring process now and that should have some effect. The new FF's should be in the stations by the end of the year.
Budgetary he would like to increase to 6 medic units. Chief Purchase highlighted on the"incentive rides"and the union
contract language. Due to the contract language he has to pull back on it. A good reason to go to 6 medics is; they ride
more often but less calls per ambulance. Commissioner Keeney asked if all the ambulances are busy then what?We
would use mutual aid. Ninety percent of our calls are EMS. Chief Purchase wants our medics taking care of our
patients..,.,because they know our city and patients. Discussed the revenue in patient transfers.

ADMINISTRATIVE COMMENTS: CHIEF DAVE PURCHASE
1. FIRE FIGHTER HIRING UPDATE—31 Candidates will be interviewed beginning next week. There will be 4 people on
the interview panel. Evaluator,A/Chief Tobin, Captain AJ Johnson, Captain Natalie Litkewycz, Robert Norris (Box
23). The agility test will be given the following week. Hoping to start the Recruit academy by the Vt of
November. Would like to get through the academy in a few weeks. Hoping to give more hands on training
(riding as a 5tn rider), Commissioner asked about background vetting. HR will be doing background
checks....Chief Purchase wants to do thorough back ground checks conducted. Background checks will take
place after the agility test. Would like to run a few extra through the ability test to keep them on the list in case
we can hire more people later in the year.
2. MOU SCHEDULE/EMS CHIEF AGREEMENT-Changed the work schedule to give FF's a better schedule and create an
EMS Chief position. The MOU was voted on by the IAFF local 421 union last week. It passed 2/3 to 1/3. Ellen
has already done the work to transition the schedule with little to no cost to the city. We hope they enjoy the
new shift and he thinks they will. Union president Eric Weber commented that it gives suppression personnel 11
more 4 day off breaks. Thank you to Chief Purchase. It was Chief Purchase's idea to make the change. Chief
Purchase commented that he feels he is getting the right "pulse" of the dept. The EMS Chief was cost neutral by
eliminating 1 Asst. Chief position and adding an EMS Chief in the IAFF.
3. Awards Committee—a couple of committee members were charged with putting together a proposal. Meeting
Scheduled for October 18th.
4. STATION#2 SHOWER PROJECT—Update on the shower remodel that was much needed. Lack of maintenance and
upkeep caused several other building issues.
5. STATE OF APPARATUS—POOR-Our older trucks should be reserves and our reserves should be at the junk yard.
LFD is not the only city department with poor equipment. The medic units scare him. He took a ride in the
ambulance he wondered what the patients must think. They should not be on the road. Weber reported that
the crews constantly are apologizing to the patients. It's a very bumpy and jarring ride. Weber said
communities who contracted their ems to private companies are taking their ambulance service back, Chief

Purchase reported that many times we have 3 rigs down at a time. One caught on fire on a run in front of a
patient's house. Imagine that driving down the road. Or, if we blow an engine or something while transporting
a critical patient. The Chief has been talking to and working with the mayor to get 3 new this year and 2 next
year. A/Chief Tobin: an ambulance recommended life is 5 years. We are running ours 10-15 years.
Commissioner Ludman commented on the lack of ability to rotate our current ambulances due to the state of
the fleet. Eric Weber talked about the lifeline re-modification program. Discussion. Chief said he would take
demos for now because we are one break down away from a disaster,
6. FY 20 budget —Have had one budget meeting so far. Will be starting next month looking at personnel,then will
get into the operational portions. Our proposal may be larger than usual (the last 8-10 years). We may not get
everything but we will start proposing and asking for what is needed. We can't continue to operate like this.
Commissioner Nelson brought up the city's rainy day fund. Discussion. Chief Purchase talked about the need
for good training. We need to train until we can't get it wrong, not until we get it right. The chief is working
with all LFD divisions on the budget preparation. It will be a team effort. A budget for the department. We
need to get a culture where people are not afraid to ask. Yes, 2's and 9's should be replaced....but our newer
stations need annual maintenance that needs to get done! BC Weber reported on the Unions Station Inspection
committee. Station inspections were done annually and submitted. The Chief will ask the board for their
support and asked for their ideas and feedback.
7. Fire Chief Hire—Chief Purchase gave an update on the process. The Fire Chief position is a Mayor appointment.
The Board will be included in the hiring process through the personnel committee.
8. The Mayors Department Head Retreat is on Nov 14`h. The dept. heads will be working on a mission statement
for the city. Chief Purchase will be sending info to the Board. Asst. Chief Mike Tobin will also be attending.
9. Will be creating a Chain of Command plan for Administration while the Chief is gone. Will probably be: Chief,
Asst. Chief& Fire Marshal.

OLD BUSINESS:
Rules of Admin Procedure revision -The Board discussed updating the procedure. After discussion the Board moved to
Table the revisions until the January meeting,
Chief Purchase added that he noticed a discipline issue in the procedure#9. His opinion is that it is impractical for the
Board to review and administer department discipline, Chief Purchase would like to direct the commission to continue
approving the Rules and Regulations for the Conduct of the Department. In the AOG for instance it states a discipline
has to be given within 7 days......His experience is: it should say within 10 days of the realization of an incident being
noticed by Administration. That would be a change in the administrative rules. The Board would have a say in the policy
development. In serious discipline the Union and Administration are in contact in keeping with checks and balances,
Discussion followed. Chief Purchase will put together a proposed procedure change.
