Chief Mike Hamel — Marshaun Blake took and passed the Fire Marshal promotional exam and will be promoted soon to Fire Marshal. Dept. of Labor Audit— Had 2 meetings in the last couple months and Ellen Vogt gave a synopsis of the Audit requirements. A/Chief's Tyler and Hamel both spoke regarding the audit City of Lansing Board of Fire Commissioners Official Minutes of June 10,2015 and answered questions from the Board members. They will have more information next month. Spec'ing out a new ambulance for next year's budget. COMMITTEE REPORTS Commissioner Singleton reported on the Bldg. & Equip meeting that took place June 10th at 5 p.m.: Station Inspections, Inventory, Testing Stryker cots vs. Ferno, Lucas CPR demo. EOC is complete. Will schedule tour of Fire Marshal Division which is complete, Station 42 Kitchen remodel in process (after July 1), #44 and #46 will be inspected in June (FF Charlie Stadt is the committee chair). OLD BUSINESS Lugnut tickets will be available at will-call for the game on June 16th NEW BUSINESS Chair/Vice Chair Elections: Chairperson Yvonne Young McConnell turned the Nomination and Voting process over to Asst. Chief Marc Tyler. A/Chief Tyler opened the floor for Chairperson nominations and Commissioner Singleton nominated Yvonne Young McConnell for Chairperson and Yvonne Young-McConnell accepted the nomination. No other nominations were given and Asst. Chief Marc Tyler closed the floor for nominations. Yvonne Young-McConnell is elected to the Chairperson position for a term of 1 year. Asst. Chief Marc Tyler opened the floor for nominations for Vice-Chairperson and Yvonne Young McConnell nominated Rodney Singleton for Vice-Chairperson and Frank Ferro by proxy nominated Betty Draher for Vice-Chairperson. Rodney Singleton and Betty Draher accepted their nominations. Nominations were closed. Discussion took place followed by a vote by ballot. Results announced by Secretary, Patti Starnes: 1 abstain, 5 votes for Rodney Singleton and 2 votes for Betty Draher. With the majority of the vote Rodney Singleton is elected to the Vice-Chairperson position for a term of 1 year. Discussion followed regarding voting procedures. REVIEW OF COMMUNICATIONS: The department received a thank you card and letter from the Ingham Co. 911 Dispatch center for the lunch LFD provided to them for Tele-Communicators week. Thank you card received from Jaycees for assistance with the Easter egg hunt PRESENTATIONS: Inverary St. Incident Summary presentation was given by BC Kriegbaum and Captain Pawluk and Dave Babcock. An overview video presentation was given of the Mayday Incident#4337 which took place on March 20, 2015. An LFD Firefighter fell through the floor into a basement City of Lansing Board of Fire Commissioners Official Minutes of May 13,2015 of a burning home and made it out safely. Many lessons were learned because of this incident. Recommendations have been identified and are reviewing Safety, Command, Training, Operations etc. A Metro-wide committee is being developed to review Mayday and (RIT) Rapid Intervention Team. Chief Talifarro thanked the crews, teams and staff for putting together the presentation and for the ongoing Training/Committees/Operations and planning that are taking place due to this incident. Many depts. nationwide are using the video for training. Captain Pawluk thanked the Chief for allowing them to put it together. BC Kriegbaum thanked the Board for the time and energy they put into their positions as Commissioners. Yvonne commented on the ISO position that Kriegbaum was able to perform because he happened to go along on the fire. Great point to have 2 people, 1 for Command and 1 for Safety. This is also a great opportunity for regional response during these types of events. Let us know if you can attend. LFD is covering the ticket cost of the Event. Betty Draher commented that she is already going on behalf of the Pines Rehab center where she is a volunteer. Discussed Code Compliance procedures: Mayor Bernero is putting a work group together for improvement. Code inspectors have been through NFPA training. COMMITTEE REPORTS Personnel Committee Chairperson Bob Brown gave a report of the Personnel committee: New Recruits • Last 4 completed EMT school — Waiting for National Registry test. Bruce Odom was impressed on how well they did in school. Discussed the Overtime breakdown with the change to a 3 platoon system. A/C Tyler explained how this change will help save LFD money. Patti Starnes will schedule a Planning/Finance Committee meeting to take place in the next 2 weeks to review the budget. COMMITTEE REPORTS A discussion was conducted on the finding of the Planning/Finance Committee Meeting. OLD BUSINESS none NEW BUSINESS We are scheduled to appear for our budget hearing on April 14 at 6:30 p.m. Discussion was held with regards to the budget. A new display will be set up in the LFD Museum featuring 40 years of EMS in Michigan. GENERAL ORDER: LFD was recently involved in making a commercial with Spartan Motors. What a great experience it was. The commercial should be airing within the next few weeks. Telecommunication week is the week of April 12. We had a fire where one of our Firefighter fell through the floor. The main object in a MAYDAY is to get the person out and the crews did just that within 3 minutes. We are offering the LFD Captain's and Battalions Chief's promotional exam on April 20 and 21. The City of Lansing is no longer requiring critical needs to fill positions. Captain Promotions: Steve Babcock, EMD Captain and Paul Cleaveland, Suppression Captain. 2. Retirements: Captain Matt Holzhei and Battalion Chief Steve Sherman. 3. LFD received the 3rd new ambulance. It is running out of station 9 and the crews are very pleased with it. LFD is now planning to replace the 2 remaining older ambulances. City of Lansing Board of Fire Commissioners Official Minutes of March 11,2015 4. Discussed the replacement plan options of the Aerial Platform that is 19 years old. Our current platform was purchased from a grant. Fed govt. has changed standard for getting new trucks. Standard is 25 years or older for a grant....but ours is only 19 years old. 5. Discussed the bond money expiring (millage was for 5 years) Ellen Vogt, LFD Financial Officer, Discussed the 2015-16 budget and CIP projects. A budget summary was distributed for the Boards review. 1. Energy Audit will be done on all stations by the BWL and Consumers Energy. 2. Budgeted for 12 lead monitors —Ours are about 7 years old. We are funded for $198,000. 12 lead EKG's go on the ambulances. AED's on Engines. It is a high end piece of equipment that "talks" to the hospitals as well. This makes it possible for the doctors at the hospitals to see patient information prior to hospital arrival. LFD will be in the 22 minute range of"patient to balloon". Forty Five minute is the national standard. So we are well below that. 3. Budget is just over of 34 million. 3% increase from last year. 4. We will be over in the OT budget. A lot of the overtime is due to vacancies earlier in the year. The shift change was really not much...less than anticipated. Patti Starnes will schedule a Planning/Finance Committee meeting to take place in the next 2 weeks to review the budget. COMMITTEE REPORTS Commissioner Singleton gave a summary of the BLDG/EQUIP committee meeting: Replacement of station #9, remodel 2 and 8. Energy Audits for all stations.
