The Minutes of the November meeting were approved ' 2. The Obituary of Howard Jones was examined which says in part "Howard was a lifelong political and social activist who Always worked to improve the lot of his fellow man....Those wishing to commemorate Howard in some way may make a donation to the human services organization of your choice or get involved in making your community a better place." 3.The chair was authorized to send a letter to the mayor requesting further appointments. 4. the chair recapped the year including the following topics: moving to current location getting Mayoral Liason the Walk of Fame Application for Leepers field Application for 911 improvements at Wentworth Park Lt. Justin Smith Caesar Chavez Memorial Smile On Lane 5. Discussion on the City Museum- Bonnie reported conversations with The Lansing Housing commissioner about keeping the School for the Blind Library as a museum. 6. Future consideration may be given to a new street in the School for the Blind property as Malcom X Boulevard. 7. The 2007 Schedule was voted in. There being no more business the board adjourned at 5:52 PM 1 Willian.1 'Obeli —nairman t• City Of Lansing Memorial Review Board Meeting of November 8th ,2006 Minutes Called to order at 5:40 PM Attending: William Hubbell(Chair), Bonny Bennett, Michael McFadden 1. The Minutes of the September meeting were approved 2. The matter of "Smile-On lane" was considered and the following Response was sent to council "We feel it is a wonderful idea and we are in full support of anything that enhances the flavor of downtown. As a board we are giving it our full support and when the Transportation Department does likewise we hope this will proceed. 3. It was moved , seconded and that we continue meeting the second Wednesday of each month through 2007. Motion passed 3-0 Bonnie suggested that a new street in the blind school be named for Malcolm X And the concept of whether this would detract from the existing marker at Vincent Ct. was discussed. Rogers Artist for the Caesar Chavez project. ! June minutes postponed (again) Chavez presentation moved to top of agenda 1. Al Salas and William M. Rogers have already shown this proposal to Mayor Bernero and Randy Halas. New application submitted (typed version to be turned in to clerk) (see attachment) projected cost of$42,000 should be raised privately. They will also sell bricks to surround memorial. General Motors to be a corporate Sponsor Weight has been calculated and should be no problem. Memorial to stand seven and a half feet tall and be six feet in diameter. Once final approval is given the project could be completed in five and a half months. Estimated unveiling before next September. Motion to accept with additional community signatures passed Unanimously. Typed copy of Memorial to be sent to clerk. 2. July Minutes are approved 3. 9-11 memorial is done see attached 4. Justin Smith memorial to be handled by Bi-partisan resolution in State Senate(see attached) decided by consensus that Walk of Fame is out of our hands. 5.Telecommunications Board meets at same time as we do and Michael McFadden sits on both. Call this to mayors attention(via Joe Mcdonald) Next years schedule we may want to go to a different week. 6. City of Lansing July 6, 2006 Memorial Review Board William Hubbell,chairman Dear Mr. Gamble, Permit me to introduce myself,I am the chair of a city board created under Ordinance 1034 of the codified ordinances of the city. We meet regularly at 5:30 PM in the Clerk's conference room on the 9 h floor of City Hall on the Second Wednesday of each month(some month we cancel). The purpose of this letter is to inform you of how your department needs to interact with this board. Ordinance 1034.05 states "The Memorial Review Board shall be informed of, and review and advise upon all matters pertaining to the naming or renaming of a public memorial, or a street as a memorial." We consider the Walk of Fame to be such a memorial. When you took over the job of director, you became a part of that project. We would appreciate it if you could inform us as to where these stars will be put and when. You are invited to our July 12th meeting. Kevin Green from the PSD has also been invited. This will not be the main topic of discussion. We will be primarily considering memorials for Lt. Justin Smith and Richard Leeper. He informed us that whereas he was aware of the Walk of fame he had seen no specific timeline for placement or locations. Jane Dykema was handling this. He said Kevin `Green would have to speak for himself on his involvement but Mr. Gamble would work with us on any future developments. In the Matter of Justin Smith his mother spoke briefly and then we brainstormed on ways to help her. It was the consensus that this was not ready to go to council. Bob Bennett said that if all else fails there is space on the wall of City Hall next to the other veteran plaques. Maria said a fundraiser for the statue would draw attention and that would help the cause. Bonnie said Mrs. Smith needed to research the projected cost of the statue. Two or three places were suggested. • Page 2 September 12,2006 We gave her a written list of what she can do next and suggested that when she has those in hand that she approach the mayor's office. The items on the list were more signatures and a projected cost. In the matter of Leepers field it was moved that We recommend that "due to lack of supporting documentation on community value council deny this request for a naming" On the Walk of fame we felt that a common citizen or a council-member should have some say in what names go to a vote. Also that the awards ceremony should be public and not limited to the elite. It was agreed that barring unexpected emergency we would cancel the August Meeting. The meeting was called to order by Chairperson Hubbell at 5:45 P.M. 2. The minutes of the October and December meetings were read and approved. 3. Chairman Hubbell recounted his efforts at seeking recognition from the Mayor's office. It was agreed by the board that the chair should write an official letter to the Mayor's office requesting A liason and direction on how the Board should proceed. Maria said "We are spinning our wheels until we get this." we then reviewed the section of the ordinance that pertains to the establishment of the board 1034.03 4. we then proceeded to discuss election of officers. It was moved that we table the office of Secretary as this might cause undue, unpaid toil by some member. 5. It was moved and seconded to retain the current officers passed unanimously. 6. The chair read information about Malcolm X from the November session (which never became a meeting because it lacked a quorum) It was decided that until someone makes a more definite request we would make no recommendation to council . That our function was to facilitate requests not fabricate them. The chair gave an update on the Norm Young memorial. 9. Maria reminded us that the M.L.King memorial dinner was January 16th but that the dinner was sold out. 10.. In July, I had the opportunity to visit your city on a busines trip. At the beginning of my trip, I was quite fond of Lansing. I especially enjoyed all the parks 0 N and the beautiful River Walk. I am sad to report, however, that my visit was quickly overshadowed when I went to visit the childhood home of Malcolm X. I was aware ahead of time that the home was gone, so I knew to expect a historical marker. What really took me aback was the cross street to Vincent Court. I was surprised that your city has an entire street named after Martin Luther King, Jr. when you have a comparable, if not better, local figure to honor. Standing on Martin Luther King Blvd, looking at a measly marker, I could not help but be struck by how Lansing was snubbing one of its own. In his autobiography, Malcolm X described aspiring to be lawyer as a child. When he shared that inclination, it was a Lansing school teacher who instructed Malcolm to"be realistic" and to aim to be a carpenter instead. Although much less direct, the corner of Martin Luther King and Vincent Ct. is sending a similar message to the city's youth. That message, paraphrased, is this: A. ��, "You can correct mistakes of your youth, become well educated and articulate. You can speak for the oppressed. You can fight for those who can't. You can dedicate every ounce of �' �`�; your being to a meaningful cause. You can risk death and bodily harm for abetter world. You° } can enlighten, you can convince, you can inspire. Yet still-- Lansing is going to search a thousand miles away for a hero." One of the things I most admire about Malcolm X was the fortitude he showed revising his views after visiting Mecca. He knew his new beliefs would infuriate,his colleagues. He knew it would alienate some of his admirers. He even knew the r ore�accepting approach would be the death of him. He forged ahead nonetheless, demonstrating'it is never too late to change your mind and make amends. It isn't too late for Lansing either. You have the opportunity tq�bxercise your own fortitude. Do something more than a historical marker. Do something more than a school mural. Embrace Malcolm X. Sincerel , V toria Sawyer Herrala Uansing City Coun`ii LIAR 1 3 200b RECEIVED Me M ial Review Board 3916 Wedgewood drive,Lansing MI 48911 City of Lansing Walk of Fame Committee C/o PSD Lansing,MI 48933 Please be advised: That in 1996 the City of Lansing set up protocols for honoring someone.Included in this effort was the passage of Ordinance 1034 of the codified ordinances of the city(since modified) That in 1997 the Chair of the Principal Shopping District following these protocols appeared before the Memorial Review Board.We have not seen him since but the board is still in existence and still handling matters. The latest thing before our Board was the None Young Handball court at Raney Park. I have enclosed a copy of the ordinance and our current application form. I am not suggesting that you need to fill in this form or follow the procedures outlined when ever you issue a star but please note that the ordinance states "The Memorial review board shall be informed of,and review and advise on ALL matters pertaining to the naming or renaming of a public memorial." This is irrespective of whether or not public funds are spent. All we are asking is that you supply us with the criterion by which you are deciding on honorees and that we be informed before you notify the media; This letter was sent pursuant to a vote at our April meeting and has the support of the full board.
