Meeting of August 30, 2000

1. The meeting was called to order at approximately 5:40 P.M.
2. The minutes from the Meeting of July 12 were approved.
3. Guests were Ted DeLeon, Luisa Fuentes and Ernesto Sanchez. Ted
DeLeon gave the history of the Quinto Sol mural which has been discovered
at the new Ramon's Restaurant under construction on Grand River Avenue.
Ted talked about the Quinto Sol program which was the center for Hispanic
community activities during the late sixties and early seventies.
The mural is a tribute to Hispanic history and culture in the Western
world and also symbolized the pride and growth of the Hispanic community
in Lansing. The Quinto Sol Project will restore the mural and prepare a
celebration for the community in recognition of the mural and the Hispanic
people of the Greater Lansing area.
4. The Board supported the vision and proposal of the Quinto Sol
Project and indicated that it would recommend that the City provide support
and encouragement to the Project, as well as participate in the celebration.
Maria moved and Lee seconded a motion to send a letter to City Council
stating its support for the Project and encouraging the Mayor and City
Council to also support and participate in the Project. (See attached letter.)

To the Council:
On August 30, 2000 the Memorial Review Board met with Ted DeLeon, Luisa Fuentes and Ernie
Sanchez, proprietors of Ramon's North Restaurant, representing the Circle of Indigenous Races
for Community Leadership and Empowerment, to discuss their application for a memorial for
the Quinto Sol mural that was discovered at the new Ramon's Restaurant. We had a wonderful
meeting during which Mr. DeLeon discussed in great detail the history of the Chicano-Latino
community-in Lansing from the 1960s, the community programs that existed at the site of the
mural and the story of many of the leaders of the Chicano-Latino community. Mr. DeLeon also
explained the history of the mural, including the story that the mural tells of Hispanic culture in
the New World going back to the time of the Aztecs.
The Memorial Review Board moved to establish the Quinto Sol Mural as a memorial in
Lansing. We further agreed to recommend that the City express its appreciation to the Chicano-
Latino community for restoring the Mural and making it accessible to the whole City. And we
recommend that the City—through the Council and the Mayor's Office—work with the Chicano-
Latino Community to support a celebration of the Mural, its story and the contributions of the
Chicano-Latino community to the City of Lansing.
Mr. DeLeon will be meeting with leaders of the Chicano-Latino community to discuss ways to
celebrate the Mural and let us know how the community wishes to proceed. Once he has
contacted us, we will share this information with Council and the Mayor's Office and discuss
what we can do together.

RESOLUTION NAMING THE NEW CONSOLIDATED COURTS FACILITY AS: "THE
VETERANS MEMORIAL HALL OF JUSTICE"
WHEREAS, the Ingham County Veterans Affairs Committee has registered their support to
name the new courts facility the"Veterans Memorial Hall of Justice"; and
WHEREAS, the Ingham County Veterans Affairs Committee and the Department of Veterans
Affairs have rcccivcd a favorable response from veterans on the name of "Veterans Memorial
Hall of Justice"; and
WHEREAS, the previous building in Lansing dedicated to veterans, the Civic Center, no longer
exists; and
WHEREAS,Veterans are comprised of every race, creed, nationality, religion and sex, and have
honorably served their country in the pursuit of liberty and justice which we all enjoy today; and
WHEREAS, such a name would be a fitting tribute to the veteran population of Ingham County
without political overtones; and
WHEREAS, this is an excellent opportunity ity to honor all veterans for their dedication and
ultimate sacrifices that have made the freedoms we enjoy possible.
THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners hereby
recommends naming the new consolidated courts facility as "the Veterans Memorial Hall of
Justice".

Minutes
Attending: William Hubbell, Chair; Gladys Beckwith, Maria Enriquez, Pat
Heyden, Lee June, Gilbert Williams.
1. The meeting was called to order at 5:35 P.M. by Chairperson Hubbell.
2. The minutes from the December and January meetings were approved.
3. The draft ordinance amendment was reviewed and discussed. The amendment
was agreed to as is, however, the Board stated that the amendment should state
that if the name change is for a public street, then the process followed is the
process set forth in the MRB Ordinance. If, on the other hand, the name change is
for a private street in a housing development, then the process followed is the
process set forth in the Planning Chapter of the Code of Ordinances for zoning.
4. The Board reviewed the annual report which is an update of the "Memorial
Review Board Chronology." Several changes were discussed. It was then
suggested that the Board members review the items in the report and come to the
next meeting with any recommended changes.
5. Maria Enriquez gave a report on the activities of the Cesar Chavez
Commission. The annual dinner is scheduled for Friday, March 31. Vice
President Gore has been invited. It is hoped that he or another member of the
Clinton Administration will attend. A resolution has been introduced in the
Michigan House of Representatives to declare Chavez birthday as a state holiday.
The Commission will send a letter supporting this resolution to Representative
Garza.
It was suggested that the Board liaison composed of Maria and Pat Heyden
meet with Santiago Rios, Chair of the Chavez Commission, to discuss ideas
regarding a recognition of Chavez. Pat Heyden said that she would be willing to
do historical research on any ideas that emerged from such a meeting. Pat
Compos is also doing research on Chavez history in Lansing.
6. David Wiener gave an update on the Veterans Memorial project at Mt. Hope
Cemetery, and on the Theater Historical District project in downtown Lansing.
7. The Board discussed the proposal from the Friends of Comstock organization
and the Walnut Neighborhood Association to honor Jane Mannix by naming the
Comstock Park Warming Building for her. After discussion about the
presentation made at the last meeting by Bonnie Bennett, representing both
organizations, Pat Heyden moved, seconded by Lee June, to recommend to the
Park Board that a plaque be placed at the Warming House commemorating the
contributions of Jane Mannix to the Park. The Board approved the motion.
8. There being no further business to come before the Board, the meeting was
adjourned at 6:28 P.M.

Attending: William Hubbell, Chair; Bonnie Bennett, Maria Enriquez, Lee June, Gil
Williams.
Guests: County Commissioners Calvin Lynch and Alfreda Schmidt.
1. The meeting was called to order at 5:40 P.M.
2. A) Commissioner Lynch presented an overview of the County Commissioner
process regarding the naming of the new City-County Consolidated Court Facility. Some
Commissioners had requested that the building be named in honor of veterans, for
example, the Veterans Memorial Hall of Justice. Commissioner Lynch said that other
Commissioners did not support such a designation, that they believed the recent
recognition of veterans at the Mt. Hope Cemetery was sufficient to honor veterans.
Commissioner Lynch also said there was little interest by the Board on naming the
building after a particular person. There was agreement that the Grady Porter designation
should remain for the existing County Building.
B) Commissioner Alfreda Schmidt made a presentation in which she
recommended that the Court Facility be named in honor of veterans. She said that such a
designation in no way reflects upon the lost of the Civic Center or should be seen as a
criticism of the City. She said that there are many veterans and many families of veterans
in our community that would appreciate this memorial.
C) Commissioner Lynch said that he believed that naming the Facility in honor of
veterans would, in fact, recall all the bad feelings over the loss of the Civic Center and
that if the Building name were ever changed and torn down, it would create the same
outcry that the demolition of the Civic Center caused. He also said that veterans would
be honored in the Building through displays of veteran memorabilia and the Exchange
Club Wall of Freedom.
D) Gil Williams suggested a generic name such as "The City County Memorial
Building: Dedicated to the Citizens and Taxpayers of Ingham County."
Calvin Lynch said such a generic name might be the right approach.
E) The Memorial Review Board decided not to make a specific recommendation at
this point in time, but to consider ideas at a later date. (The Building is scheduled for
opening in July, 2001.) Commissioners Lynch and Schmidt thanked the Board for their
time and consideration.
3. Maria Enriquez gave a report on the discussions of the Cesar Chavez Commission
regarding a memorial to Cesar Chavez. Several ideas have been proposed including: a)
naming the Shiawasee Street Bridge; b) changing or adding the name Cesar Chavez to
Grand River Avenue from Oakland Avenue to Washington Street; c) naming the
Riverwalk or a section of the Riverwalk in honor of Cesar Chavez. The Commission
would like to make a decision by April in time for an announcement at its annual dinner.
The Board discussed the process for changing a street name and that would have to
be approached as a campaign.
Maria will report our discussion back to Santiago Rios, Chair of the Commission.
4. Maria Enriquez reported on the Quinto Sol project. A Community Symposium and
celebration is being planned. It will include a history of the mural, a photography exhibit
produced by Gilberto Martinez. Other programs related to Lansing Hispanic heritage are
being discussed, including a program for youth. The Julian Samora Institute at MSU had
also been asked to participate in the program.
5. The Amendment to the MRB Ordinance is still being rewritten by the Law
Department. We will have a report on it next month.
6. The calendar for next year was presented by the Chairperson. It was supported by
Williams and seconded by June and adopted by the Board. The meetings will continue to
be the second Wednesday of each month at 5:30 P.M. in the Mayor's Conference Room.
7. The election of officers for the Board will be on the agenda for the January meeting.
8. There was some concern about the Veteran's Plaque on the Michigan Avenue bridge.
It is still partially obscured by benches and newspaper boxes. And it is still dirty. David
Wiener was authorized to write a letter to an appropriate authority to see what could be
done about this.

Absent: Gladys Beckwith, Maria Enriquez, Pat Heyden.
1 . The meeting was called to order by Chairperson Hubbell who noted that there
was not a quorum to conduct business, but we would proceed with the agenda for
information on non action items.
2. Bonnie Bennett of the Friend of Comstock Park made a presentation on the
organization's proposal to naive the Comstock Park Warming House in honor of
Jane Mannix. She gave the history of Ms. Mannix's participation in the
neighborhood and her contributions to Comstock Park.
Ms. Mannix has lived in Lansing for 20 years, helped start the SHARE food
program and assisted in establishing new sites for the Food Movers program. She
helped the neighborhood adopt Comstock Park and assisted in getting petitions to
establish the ice rink at the Park. She assisted in fixing the Warming House and
making the Park a place for special events, including concerts and fairs.
Ms. Manmx was president of the Northwest Neighborhood Alliance for three
years and assisted in starting a community garden in their neighborhood.
Ms. Mannix received the JCPenny Golden Rule Award in 1997 and has been
nominated by her neighborhood for the Bea Christy Award. She lives in a home
that was built by Habitat for Humanity.
Because there was not a quorum of the Board no official action or
recommendation could be taken. The Board indicated that they would seek
additional information about the names of the Park and the house to make sure that
naming the house would not create a conflict with existing history. The Board also
reconunended that Ms. Bennett meet with the Parks Board as any naine change will
be their decision.
3. The Board reviewed the proposed amendments to the Ordinance and sent it back
to the Law Department for completion.
4. David Wiener gave an update on the Theater District Historic Plaque project and
indicated that Tom Shiels has received a Gannett Foundation grant and has asked
the Board and the Mayor's Office to assist in the placement of the plaque once it
has been prepared. Mr. Wiener indicated that the Mayor's Office would assist in
this project.
5. Mr. Wiener reported on the status of the Memorial to General Logan and all
veterans at the Mt. Hope Cemetery. A design has been selected and the Parks
Department is getting bids on the project. The flag pole and memorial will be
installed by May m tune for a ceremony prior to Memorial Day.
6. Mr. Wiener gave an update on the Subcommittee on Cesar Chavez on behalf of
Maria Enriquez. Ms. Enriquez has begun discussion with the Commission about
their ideas for a memorial and will report to us at a future meeting.
7. Mr. Wiener read an email from Pat Heyden regarding the history of the name of
Grand River Avenue as Franklin Street.
8. There being no other business to come before the board, the meeting was
adjourned at 6:45 P.M.
