HomeMy WebLinkAboutMinutes MEMORIAL REVIEW BOARD MEETING OF DECEMBER 11, 1996 NOTES FROM MEETING Attending: Lee June, Patricia Heyden, William Hubbell, Robert Ryan, David Wiener Not Attending: Gladys Beckwith, Linda Headley, Robert McConnell 1 . There was not a quorum of the Board so the meeting was not officially convened and selection of officers was not conducted. 2 . The members attending agreed to discuss the items that were on the agenda. There was discussion of the proposed Application Form and corrections and additions were made. There was discussion of the proposed Guidelines for Applications for Memorials. It was recommended that members review the proposed guidelines and send their changes to David Wiener for consolidation and presentation at the next Board meeting. 3 . Hollister, Mayor January 7, 1997 Ellen Beal, President Lansing City Council Lansing City Hall Lansing, Michigan 48933 Dear President Beal : The Memorial Review Board has met three times and, based upon its operations to date, would like to recommend two changes in the ordinance which established it . We find that : (1) we may not always have business to attend to and (2) the timeline for meeting on a request for a memorial would require us to meet in between regular monthly meetings . We believe that the intent of the drafters of the ordinance and the recommendations of the Ad Hoc Committee would be met if the Board considers an application for a memorial at its next regular monthly meeting. Therefore we are recommending an amendment to the Ordinance No . 285, Section 285 . 05, as follows : The Memorial Review Board shall Meet witlain fifteen days HOLD REGULAR MEETINGS ONCE A MONTH UNLESS IT HAS NO AGENDA ITEMS, AND SHALL CONSIDER APPLICATIONS FOR A PUBLIC MEMORIAL ON THE AGENDA OF THE NEXT REGULAR MEETING OF THE MEMORIAL REVIEW BOARD, when an application for naming or renaming a public memorial has been filed with the city clerk. Would you please refer this request to the City Attorney and the appropriate committee for consideration. If I can answer any question, please do not hesitate to call upon me . C!I ( CLERK Attending: Gladys Beckwith, Linda Headley, Patricia Heyden William Hubbell, Lee June, Robert McConnell, Robert Ryan, David Wiener. 1 . The meeting was called to order by David Wiener. 2 . Bob Ryan suggested that we elect officers. After discussion it was recommended that we postpone election until all members are present. -- three members were not present at the start of the meeting. 3 . Amendment to the minutes of the October 9th meeting. point 7 to include the words: The meeting was to be announced on channel 28 as part of the public announcement on the naming of the Sycamore and Grosbeck Golf Course Starter Houses. Ryan moved and McConnell seconded the approval of the minutes as amended. 4 .Eric Reickel Director of the department of Parks and Recreation reviewed the Parks department board memo recommending naming the Sycamore Golf Course Starter House in honor of Ron Borseth and the Grosbeck Golf Course in honor of George Harlow. Steve Hoard of the city' s Public Service Department Operations and Maintenance Division spoke about Ron Borseth his history with the city and his connection to the starter house. 5 . Bob Ryan said he wanted the board to be aware that he knew Ron Borseth. He asked why the entire golf course was not being named in his honor. 6 . Eric Reickel explained the Parks Board process for honoring a resident. The policy states that a citizen should have made a significant contribution to the city. 7 . Reickel was asked why there was a distinction in parks board memo Honoring George Harlow and Ron Borseth. There appeared to be more hesitancy in naming the Sycamore Starter House for Borseth. Reickel said that the issue was that Harlow was a volunteer who served on the board for over 25 years. The parks Board considered that to be significant service . But he pointed out , there was no opposition to Honoring Ron Borseth. 8 . It was moved by Hubbell and seconded by McConnell to name the Sycamore Starter House in honor of Ron Borseth and The Grosbeck Starter House in honor of George Harlow. Motion passed. 9 . David Wiener said that he would present a resolution to the City Council at it ' s next meeting and ask the Council to act immediately on the Board' s recommendations. The urgency is because of the fragile health of Ron Borseth and the desire to inform him of his honor as soon as possible. 10 . The Board members discussed the decision-making process . They acknowledged that the discussion must be in a public and open setting and that it may be difficult at times to ask questions or take a position contrary to what a citizen may be advocating. That is why one of the roles of the Board is to offer positive problem solving, in order to support efforts to honor people in the community without necessarily agreeing to a specific recommendation that comes before the Board. 11 . The draft application for honoring a citizen was discussed. The question was posed:• how: can,-'the Board get information on the history of an individual and on whether there is opposition to a particular proposal . It was recommended that an applicant suggest several sites for honoring an individual . The applicant should also provide information on the cost of naming a particular street or site. The City may be able to assist with this information. 12 . It was proposed that a guide be provided with an application that include some of the guidelines in the Ad Hoc Committee report . The guideline could also include questions and things to think about to help the public understand the process . The process should be in two phases : first the basic application and then additional information. 13 . Bob Ryan offered to develop a second draft of the application for the December meeting. David Wiener offered to draft guidelines that would accompany the application. 14 .
