LANSING BOARD OF FIRE COMMISSIONERS
OFFICIAL PROCEEDINGS
DECEMBER 1993
The Lansing Fire Board met in regular session on Thursday December
9 , 1993 , at 7 : 30 p.m. at the No. 1 Fire Station. Chairman Charles
Green called the meeting to order at 7 : 32 p.m.
COMMISSIONERS PRESENT: Mr. Fred Abood, Robert Brown, Jr. , Connie
Conklin, Charles Green, Jr. , Connie Marin, Russell Sheathelm, and,
Joanna Trierweiler.
COMMISSIONERS EXCUSED: Wava Streeter
OTHERS PRESENT: Assistant Chief Larry Pung, Administrative
Assistant Gary Burnett, Tom LaViolette and Joann Hubbard.
ADDITIONS TO THE AGENDA:
There were no additions to the agenda.
APPROVAL OF MINUTES:
Chairman Green asked for additions and/or corrections to the
minutes of the October 14, 1993 meeting, noting that the November
11, 1993 meeting was canceled. Commissioner Brown moved to approve
the minutes as written. The motion was supported by Commissioner
Abood, and the motion was carried.
COMMUNICATIONS:
An incident thank-you letter received Dec. 3 , 1993 was discussed.
The letter was from the Director of the Hospice of Lansing, located
at 6035 Executive Dr. Their fire loss was mended by the care the
fire fighters gave their possessions, for example computers, and
file papers. The commissioners acknowledged the "above and beyond"
the call of duty service, the fire fighters are known for.
Commissioner Green advised to pass this letter on to the fire
fighters. Mrs. Chesney took note and distributed the letter Dec.
10 , 1993 to all 9 fire stations.
The City Clerk, Marilyn Slade, has written a letter to Commissioner
Green, in regards to by laws and procedures. Secretary Dottie
Chesney will be mailing the Fire Board Procedures to Marilyn Slade,
along with this meetings minutes . Mayor elect David Hollister
requested, via Chairman Green, the names of the Commissioners.
Chairman Green will be communicating with him.
PRESENTATIONS:
Assistant Chief Larry Pung presented a plaque to Tom LaViolette,
who retired on October 3, 1993 after 28 years and 3 months of
faithful service.
ADMINISTRATIVE COMMENTS:
Assistant Chief Larry Pung made notice of the graduation
invitations distributed to the Commissioners. Assistant Chief Pung
also drew attention of the 1994/95 budget books placed at each
Commissioners seat. The Administrative Assistant Gary Burnett
apologized for the tardiness of the budget book distribution,
making note of the many updates forever coming in. He stated there
is at this time a possibility of even more updates . He offered the
administrations, assistance in updating the Commissioners , books
for them, if they would like to bring their books down to the #1
fire station. Or the Commissioners are welcome to pick up the
updated pages, placed in the normal Commissioners, boxes in office
#4, at 120 E . Shiawassee.
COMMITTEE REPORTS:
Commissioner Connie Marin, Chairperson of the E .M. S . /Personnel
committee, spoke of her meeting with the committee. Commissioner
Marin said the committee members, and she, spoke of the need of
presentations at the Fire Board, for education purposes at future
meetings. The committee recommends representatives from the Labor
Relations Department and from the Personnel Department. A Union
representative could be invited, and also each individual Fire
Department Division Heads could deliver educational presentations
with a follow up question and answer segment. Chairman Green asked
the board for their feelings and input. The board discussed this
at length decided it could be placed in the "Presentation" time
allotment. Assistant Chief Pung said he would work on inviting in
a spokes person soon.
Commissioner Brown moved to accept the E .M. S. /Personnel report, and
it was supported by Commissioner Conklin.
There was no Planning report.
Commissioner Russell Sheathelm gave an October/November Finance
report. Commissioner Robert Brown Jr. , motioned to adopt the
report and Commissioner Connie Marin seconded; the motion was
carried.
NEW/OLD BUSINESS:
Chairman Green and Vice Chairperson Marin, commented on the annual
report to be submitted to the Mayor. Commissioner Green said he
would put this together and have it ready for the Mayor in January.
GENERAL ORDER:
The Fire Board Secretary will publish the 1994 Regular Meetings for
the Board of Fire Commissioners. Holiday greetings were given by
all .
The meeting adjourned at 8 : 09 p.m.
The next regular scheduled meeting of the Fire Board will be held
at 7 : 30 p.m. January 13 , 1993 . at the No . l Fire Station.

OCTOBER 1993
The Lansing Fire Board met in regular session on Thursday October
14, 1993, at 7 : 30 p.m. at the No. 1 Fire Station. Chairman Charles
Green called the meeting to order at 7 : 37 p.m.
COMMISSIONERS PRESENT: Connie Marin, Russell Sheathelm, Charles
Green, Joanna Trierweiler, Fred Abood, and Robert Brown Jr. The
Secretary took roll call, and indicated a quorum was present.
COMMISSIONERS EXCUSED: Connie Conklin.
OTHER ATTENDERS: Chief Sam Hopkins, Assistant Chief Larry Pung,
and Assistant Chief Dan Decker, and the Board Secretary Dottie
Chesney.
ADDITIONS/CHANGES There were no additions to the agenda, however,
Chairman Green moved to assign the Fire Fighters Job Posting to the
Personnel Committee instead of a New/Old Business. Commissioner
Brown moved to accept this and Commissioner Streeter seconded the
motion. A vote was taken and the motion was carried.
COMMUNICATIONS
Chairman Green, briefly mentioned the discussion at last months
Board meeting regarding the Board members , obligation to notify the
Board Secretary or Chairperson of attendance.
Three thank-you letters were received in the mail, Chief Hopkins
read each one and commented on the deeds accomplished by our fine
personnel .
A letter addressed to the Fire Board was received, from Lansing
School Board President and read by the Fire Board Secretary. The
message was in reply to the Learn Not To Burn package that was sent
to the School Board in September.
ADMINISTRATIVE COMMENTS
Chief Hopkins mentioned that when an incident thank-you or any
personal accomplishments or general thank-you's are received in the
mail, that the Board Secretary will make copies and distribute to
each Commissioner instead of the usual time allotted in the
communications.
Chief Hopkins also commented on the Media Event at 2 : 30 October 15 ,
located at the Training Site. The Chief will be accepting a
donation from Ashland Chemical . The company donated a tanker
trailer for the Fire Department to use as a training device. The
Fire Department 's Public Information Officer Abdul-Hameed has
organized a parade for the event.
Chief Hopkins reported on the expanding of the Training facilities,
to which the Board of Water & Light has donated time and materials
for confined space rescue .
Commissioner Sheathelm commented on the subject of no casualties in
the past few days regarding Fire Incidents.
The subject of the Nation Wide Media, regarding, "Change the Clock
-- Change your Smoke Alarm Batteries" , was discussed.
COMMITTEE REPORTS
Proposed Committee Revisions were distributed by Chairman Green.
He asked for any ideas for modifications if needed.
Assistant Chief Larry Pung spoke in response to Commissioner
Aboods' inquiry on the subject of Physical Fitness required of the
Fire Department Personnel .
Commissioner Marin stated that she met with Fire Prevention
Personnel regarding Hispanic Communities. She mentioned that the
whole month of October was devoted to fire prevention. Saturday
October 16 , a Fire Safety demonstration will be held at Builders
Square, the Builders Square management agreed to sell smoke
detectors for $1. 00 while the demonstration is going on.
There was. no Planning Committee Report given.
The Finance Report was given by Commissioner Sheathelm.
Commissioner Brown moved to accept the reported totals, Abood
seconded the motion and all were in favor .
NEW/OLD BUSINESS
The Learn not to Burn letter from the Lansing School District was
discussed. Commissioner Abood motioned to give the letter to
Commissioner Brown to resolve the letters subject matter, with the
President of the School Board. The motioned was supported by
Commissioner Streeter. A motion was made by Commissioner Abood to
have a vote, all were in favor.
GENERAL ORDER
There were no visitors attending this meeting.
City Attorney McWilliams commented on the discussion regarding
Physical Fitness. McWilliams believes that personnel must have the
motivation to use the equipment provided. Assistant Chief Pung
stated that 85 out of 240 Firefighters this year took an Annual
Fitness evaluation voluntarily, last year the number was 50 .
The next Fire Board will meet on November 11, 1993 , at 7 : 30 p.m.
The board discussed the date as being a Holiday(Veterans Day) .
However, all present, had no problem with the date. The meeting
will be in session, at the No. 1 Fire Station, 120 E. Shiawassee
St. Lansing, Michigan.
The meeting was adjourned at 8 : 50p.m.

The Lansing Fire Board met in regular session on Thursday September

Green called the meeting to order at 7 : 45 p .m .

GENERAL ORDER :
Chair-man Green wi 11 be drafting a letter in regards to the Board
Commissioners obligation to contact the Board Secretary of any
changes to their attendance and presentations .
Commissioner Green will also be sending out a revised structure for
committees , he hopes to meet with the committees before the next
meeting .
Commissioner Sheathelm gave a brief finance report .
Commissioner Marin addressed the attendance matter , and suggests
the commissioners review the Board Policies .
Connie Marin moved to adjourn this meeting . Chairman Green called
the meeting to a close and it was adjourned at 7 : 53 p . m.
The next regular scheduled meeting of the Fire Board will be held
at 7 : 30 p . m. October 14 , 1993 , at No. 1 Fire Station .

Chairman Green called the August 12 , 1993 meeting of the Lansing
Board of Fire Commissioners to order at 7 : 39 p.m. The meeting was
held at the No. 1 Fire Station located at 120 East Shiawassee,
Lansing , Michigan.
COMMISSIONERS PRESENT: Robert Brown Jr . , Charles Green, Connie
Marin, Russell Sheathelm, JoAnna Trierweiler . A quorum was
present .
COMMISSIONERS EXCUSED: Fred Abood, Connie Conklin.

APPROVAL OF MINUTES:
Chairman Green asked for additions and/or corrections to the
minutes of the July 8 , 1993 , meeting . Commissioner Brown moved to
approve the minutes as written . The motion was supported by
Commissioner Marin, and the motion passed unanimously .
COMMUNICATIONS :
There were no new communications .
PRESENTATIONS :
Chief Hopkins presented a plaque to LaVerne Foess , who retired on
July 13 , 1993 after 31 years of service . There was also a plaque
for Miles Green who retired July 16 , 1993 , who was not present .
ADMINISTRATIVE COMMENTS:
Assistant Chief Pung spoke on the Corporate Challenge that is now
taking place, and the Borderline Fest which will be coming up
next week.

Chief Hopkins spoke on the new drafts for the interviewing
process for firefighters , and passed out a copy for each
Commissioner to review. Chief Hopkins ask the Commissioners to
review the packets and stated he would be open to comments or
questions on the new draft . Chief Hopkins also spoke on the fire
at 1006 Farrand Ave .
Agenda from last month was also discussed at this time on Station
structures , Training, -future stations and placements , and
developing fee structures for training program. Chief Hopkins
passed out a copy of these areas and more , that might concern the
Board, and ask for there input and views in these areas .
Discussion was held on reforming and updating new/old committees
in the areas talk about above. Chairman Green stated he would
contact the Commissioners that were not present , so these items
could be discussed at the September meeting .
COMMITTEE REPORTS:
Commissioner Marin gave a Personnel Committee report , and stated
she would be working with Fire Marshall Ballard , on Spanish
speaking people Fire Safety program. Commissioner Trierweiler
moved to approve the Committees report , support by Commissioner
Brown. The motion passed unanimously .
Commissioner Sheathelm gave a report for the Finance Committee
for the month of July 1993 .

Commissioner Marir_ moved to approve the Committees report , support
by Commissioner Brown. The motion passed unanimously .
OLD/NEW BUSINESS:
A discussion was held on future firefighters job posting .
Commissioner Green submitted a draft to the Board members on
Learn Not to Burn . A letter will be sent to the school system on
this topic , signed by all the Commissioners .
Chief Hopkins discussed the new policy for Workshop Conferences .
How it was going to work and the monies allotted for this years
budget .
Commissioner Sheathelm ask for a updated list of the
Commissioners and one be sent to the Mayors Office .

1993 , at 7 :30 p .m . at the No . 1 Fire Station . Chairman Charles

Commissioner Abood moved to keep the complete slate of officers as
they are at this present time . Chairman Green ask that all that

officers were to remain the same . Commission Sheathelm was
reappointed and sworn in by the City Clerk Marilyn Slade , on
Wednesday June 30 , 1993 . There is , at this time , one pending
vacancy .

PRESENTATIONS
There were no presentations at this meeting .
ADMINISTRA,TIVE__COMMENTS
Assistant Chief Larry Pung commented on the Michigan Fire Chiefs '
Conference being held at the Lansing Center . He gave some specific
information regarding the conference .
Fire Chief Sam Hopkins reported on the new KME 100 ' Aerial
Platform . Its ' new home will be at Station House #1 after 4 weeks
in the service garage , then 3 weeks in Training .
Chief Hopkins also reported on the Airport Emergency Plan . The fire
department has been developing this program in cooperation with the
airport for over two years . The follow up debriefing is being held
this Thursday July 1S . Radio communication updates is one of the
priorities being discussed .
Chief Hopkins reported on the Budget Process stating the submitted
budget was approved . A post approval meeting was called . City
Budget and Finance personnel attended . Administrative Assistant ,
Gary Burnett verified all that Chief Hopkins stated .
COMMITTEE REPORTS :
There were no committee reports at this meeting .

Chairman Charles Green suggested at this meeting that there is a
need for a committee on the Future Firefighters revised job
posting . Commissioner Robert Brown Jr . , consented to be chairman ,
and Commissioner Connie Marin , along with Commissioners Streeter ,
and Trierweiler will be participating members .
Chairman Green presented the Draft letter on the Learn Not to Burn
issue . He asked for comments from the board members . Commissioner
Green said he would revise as needed and redistribute .

GENERAL ORDER
Chief Hopkins commented , that Commissioner Wava Streeter has
raised $400 .00 , which is to be donated to the Smoke Detector
Project .
Commissioner Abood moved to adjourn the monthly meeting , it was
seconded , and Chairman Green adjourned the meeting at 8 : 40 p .m .
The next regularly scheduled meeting of the Lansing Board of Fire
Commissioners will be on Thursday August 12 , 1993 at 7 :30 p .m . The
meeting will we held at the No . 1 Fire Station , 120 E . Shiawassee

The Lansing Fire Board met in regular session on Thursday, May
13 , 1993 , at 7 : 30 p.m. at the No. 1 Fire Station. Chairman
Charles Green called the meeting to order at 7 : 38 p.m.
Commissioners present: Robert Brown, Charles Green, Connie
Conklin, Russell Sheathelm, Fredric Abood.
Commissioners Excused: Connie Marin, Wava Streeter, JoAnna
Trierweiler.
The Secretary indicated a quorum was present.
Other attenders : Fire Chief Sam Hopkins , Asst. Chief Dan
Decker, Asst. Chief Larry Pung, Board Secretary Dottie Chesney,

ADDITIONS TO THE AGENDA
The Chairman Acknowledged the new Secretary was present, Dottie
M. Chesney, and stated Dianna Emerson resigned from her secretary
position. The motion to approve the new secretary was made by
Mr. Fred Abood and the motion was carried by Ms . Connie Conklin.
APPROVAL OF MINUTES
The April 8 , 1993 , minutes were approved unanimously as written.

COMMUNICATIONS
There were no new communications.
PRESENTATIONS
Mr. Roger Wolcott was presented a plaque for his Fourteen years
of service, beginning in 1978 through 1992 . Fire Chief Sam
Hopkins presented the plaque to Roger, stating how proud the
Firefighters are of Rogers ' dedicated service to Lansing.
ADMINISTRATIVE COMMENTS
Asst. Chief Larry Pung gave a report on the Annual Memorial Day
Service on May 29 , 1993 at the Mt. Hope Cemetery. And an
invitation was given to all Board members to attend.
Asst. Chief Pung also discussed the Parade downtown the week-end
of May 15 , 1993 , as Lansing Parades into the 21st Century. And a
Police and Fire Field Day, entertaining 3 , 500 school people, with
Ambulances and Fire Engines is scheduled for May 19 .
CITY CLERK
Chief Sam Hopkins commented on raising Public Awareness in the
community. He discussed National Arson Week, and the possibility
of a half hour T.V. show in June.
COMMITTEE REPORTS:
Commissioner Sheathelm provided the financial information.
Expenses were discussed with Chief Hopkins. Salary is the
largest expense,was Chief Hopkins comment. The budget will be
approved through the City Council the 3rd Monday in May.
OLD/NEW BUSINESS
Chairman Green stated that he is in the process of drafting a
letter to the Board of Education, asking them to reinstate the
Learn Not To Burn curriculum, and that he would submit the letter
to the Commissioners for review.
A strategy was discussed to get the City to support the National
Apprenticeship Program, to encourage more minorities and females
to train as Firefighters .
Assistant Chief Pung stated the fact that Fire Training begins
training new recruits June 7 , 1993 .
Chief Hopkins proposed a change in future job posting, previously
requiring a Paramedic License and, Firefighter II . This would
open doors to minorities and females . The proposal was moved and
supported to table the issue until the board obtains further
information.
GENERAL ORDER
Chairperson Green' s son was visiting this night.
Mr. McWilliams briefly discussed Smoke Detectors.
The meeting adjourned at 9 : 16 p.m.

Commissioners will be on Thursday June 10 , 1993 at 7 : 30 p.m.
The meeting will be held at the No. 1 Fire Station, 120 East

APRIL 8, 1993
The Lansing Fire Board met in regular session on Thursday,
April 8 , 1993 , at 7: 30 p.m. at the No. 1 Fire Station. Chairman
Charles Green called the meeting to order at 7: 35 p.m.
Commissioners present: Robert Brown, Charles Green, Connie Marin,
Russell Sheathelm, and Wava Streeter.
Commissioners excused: Fredric Abood, Connie Conklin, and JoAnna
Trierweiler.
The Secretary indicated a quorum was present.
Other attendees: Fire Chief Sam Hopkins, Asst. Chief Dan Decker,
Asst. Chief Larry Pung, Board Secretary Dianna Emerson, and City
Attorney Melvin McWilliams.
ADDITIONS TO THE AGENGA
No changes were made to the agenda.
APPROVAL OF MINUTES
The March 11 , 1993 , minutes were approved unanimously. (Motion
by Commissioner Brown; supported by Commissioner Sheathelm. )
COMMUNICATIONS
A thank you note from Keisha Lowry and the entire J.W. Sexton
High School cast and crew of the play "Working" for the temporary
use of the firefighter's apparel .
A thank you note from the family of retired L.F.D. employee Jack
Schineman expressing their appreciation to the personnel who
transported Jack, and the Honor Guard for making the funeral
service extra special .
Notification of two monetary contributions made to the smoke
detector program (North Lansing Kiwanis Club and Greater Lansing
Labor Council) .
Letter of appreciation from Mary Nell Lord, 1022 Eureka,
regarding the apartment building fire at that location to all
L.F.D. personnel present that day.
Letter expressing appreciation from Probate Judge George Economy
to the department and Fire Marshal personnel, Les Hunter and
Charles Willis, for responding immediately to the Court's request
for personnel to deal with the issue of a 4-year old who had set
a crib on fire with another small child in it.
ADMINISTRATIVE COMPEENTS
Asst. Chief Pung responded to a question asked by Commissioner
Sheathelm at the March 1993 fire board meeting regarding the
Smoke Detector Project. $500 has been donated as of this date.
The current project will expire in October 1995 with a goal to
distribute approximately 16,000 smoke detectors; one for each
school age child; grades K through 6 are targeted. A/C Pung
feels this is an excellent project, which is headed by the
department's Public Information Officer. Awareness of the
project is primarily through "word of mouth. " Under special
circumstances, the Fire Marshal's office will install the units.
Departmental liability has been checked out through the City
Attorney's Office. Commissioner Sheathelm thanked the Asst.
Chief for providing the information. A discussion followed.
Chief Hopkins indicated the school system is no longer teaching
"Learn Not to Burn" as part of its regular curriculum. He
described the program and a discussion followed. Commissioner
Brown asked if the Fire Board should contact the Board of
Education asking them to reinstate program. Chairman Green said
he would draft a letter.
Chief Hopkins reported Mayor Crawford has completed his FY94
Budget proposal. Nothing has been heard regarding the Capital
Improvements and equipment budgets.
Fire department job vacanices were discussed. Firefighter and
two clerical positions are pending. A new dispatcher should be
hired soon.
A new ladder is scheduled for delivery in May 1993 .

Commissioner Marin, Chairperson of the E.M.S. and Personnel
Committee, summarized what happened when members of the Fire
Administration and Fire Board met with Mayor Crawford in mid-
March. The group addressed the issue of affirmative action and
hiring. Nothing was accomplished at the meeting and the decision
regarding new hires remains within the Mayor's office.
The Board members discussed the affirmative action plan.
The Chief spoke about a national apprentice program. He have
copies delivered to the Commissioners.
Commissioner Marin told the Chief that L.F.D. needs a fulltime
recruiter.
Commissioner Sheathelm provided the financial information.
OLDMEW BUSINESS.
Station Visitation - Commissioner Sheathelm said five
Commissioners visited four fire station facilities and personnel
on April 3rd. He suggests the next scheduled visitation occur on
April 24th. Everyone agreed to the change. Commissioner
Sheathelm complemented the personnel for the information they
provided during the station visits.
Proposed Job Vacancy Posting - There was discussion concerning
changing the posting to reflect the department's minimum hiring
requirements. The hiring procedure will be reviewed in conjunc-
tion with the posting setup. A discussion followed. This item
will appear on the May 1993 agenda.
GENERAL ORDER
A/C Pung spoke about the department's new Fitness Committee and
provided copies of its "LFD Sports and Fitness" April 1993
newsletter.
Commissioner Sheathelm complimented Sandee Wilson for completing
the monthly reports in time for this evening's meeting.
Dianna Emerson asked to be excused from the May meeting and
reminded the Commissioners that June would be her last meeting as
Fire Board Secretary. She stated arrangements had been made for
the new office secretary to record future minutes of meetings.
The meeting adjourned at 9 : 33 p.m.
The next regularly scheduled meeting of the Lansing Board of Fire
Commissioners will be on Thursday, May 13 , 1993 , at 7: 30 p.m.
The meeting will be held at the No. 1 Fire Station, 120 East
Shiawassee Street, Lansing, Michigan.

MARCH 11, 1993
The Lansing Board of Fire Commissioners met in regular session on
Thursday, March 11, 1993 , at 7:30 p.m. at the No. 1 Fire Station,
120 East Shiawassee, Lansing, Michigan. The meeting was called
to order by the Chairman, Charles Green, at 7:40 p.m.
The following Fire Commissioners were present: Fredric Abood,
Charles Green, Connie Marin, Russell Sheathelm, and JoAnna
Trierweiler.
Commissioners were excused from the meeting: Robert Brown,
Connie Conklin, and Wava Streeter.
The Secretary indicated a quorum was present.
Also attending the meeting were Assistant Chief Dan Decker,
Assistant Chief Larry Pung, Fire Board Secretary Dianna Emerson,
and City Attorney Melvin McWilliams.
ADDITIONS TO THE AGENGA
Commissioner Sheathelm had two additional items for the agenda:
smoke detectors and an informational letter concerning Bruce
Freeman. A motion was made by Commissioner Abood and supported
by Commissioner Marin to add these items. The motion carried
unanimously.
APPROVAL OF MINUTES
The minutes of the previous meeting held on January 14, 1993 ,
were approved unanimously. (A motion was made by Commissioner
Sheathelm and supported by Commissioner Trierweiler. ) The Board
did not meet in February 1993 due to the lack of a quorum.
COMMUNICATIONS
There were no communications.

ADMINISTRATIVE COMMENTS
Assistant Chief Pung provided information concerning the
department's Capital. Improvements budget for FY93-94.
Assistant Chief Decker reported on equipment. A. refurbished
ladder is back in service. The Hazardous Materials Rig is back
in service after some repairs. The Asst. Chief stated the
department is pleased with the progress of the new platform that
is being built in Pennsylvania.
Asst. Chief Decker reports the department intends to fill. seven
vacancies. The names are awaiting approval from the Mayor's
office.
COMMITTEE REPORTS
Commissioner Marin, Chairperson of the E.M.S. and Personnel
Committee, reports the Mayor's office currently has filling seven
firefighter vacancies on hold. A meeting will be held on March
16th with the Mayor to review the issue. A discussion followed.
Commissioner Marin passed out copies of the current firefigher
job vacancy posting and a new, proposed posting that would
require firefighter certification and a paramedic's license as
minimum requirements. The commissioners discussed how the new
posting might affect affirmative action, training expenses., and
recruitment. .
Commissioner Abood made. a motion; that the new job posting be
approved as submitted. Commissioner Sheathelm supported the
motion. A lengthy discussion. followed. Commissioner Green.
recommends reviewing the department's hiring procedure in
conjunction with the posting. Commissioner Green asked for a
vote on Commissioner Abood's motion to approve the new posting.
Commissioners Abood and Sheathelm voted "YES. " Commissioners
Green, Marin, and Trierweiler voted "NO. " The motion did not
carry. The hiring procedure will be reviewed and the proposed
job vacancy posting will be discussed at the April 8th meeting.
Commissioner Sheathelm provided financial expense reports- for
January and February 1993 .

Station Visitation Commissioner Trierweiler recommended the
commissioners visit the fire station facilities and personnel two
consecutive Saturdays within the next few weeks. She will
provide the Fire Administrative staff with the schedule.
Commissioner Sheathelm inquired about the success of the smoke
detector program. Assistant Chief Pung stated he would check
with Fire Prevention and provide Commissioner Sheathelm with
information.
Commissioner Sheathelm- asked about the information regarding
Bruce Freeman. A discussion followed.

THURSDAY, JANUARY 14, 1993
The meeting was called to order by the Chairman, Charles Green,
at 7:40 p.m. on Thursday, January 14, 1993. The following
Commissioners- were present: Fredric Abood, Robert Brown, Connie
Conklin, Charles Green, Connie Marin, Russell Sheathelm, and Wava
Streeter. Commissioner JoAnna Trierweiler was excused from the
meeting. A quorum was present.
Also attending the meeting were Chief Sam Hopkins, Assistant
Chief Larry Pung, Fire Board Secretary Dianna Emerson, Fire
Admin. Asst. Gary Burnett, and Battalion Chief Vern Foess.
ADDITIONS TO THE AGENDA
A motion was made by Commissioner Marin to add two items to the
meeting's agenda: Ambulance Fees and FY93/94 Proposed Budget.
I.t was supported by Commissioner Streeter. The motion passed
unanimously.
MINUTES
The December 10 , 1992, minutes were approved with a motion by
Commissioner Sheathelm and support by Commissioner Abood.
ADMINISTRATIVE COMMENTS
Chief Hopkins spoke briefly about the following topics:
Apparatus - Asst. Chief Decker is out of town today making an
inspection.
Hiring - Not finalized at this point.
FY93/94 Budget - In Finance Department for review.
Recruitment - He spoke about future recruitment efforts. The
Chief is interested in adopting a hiring process similar to
L.P.D.s. Commissioners Abood and Brown made inquiries about
firefighter qualifications. Asst. Chief Pung reported on the
department's recruitment attempts during the past nine years.
A/C Pung hopes the Fire Board can come up with some new ideas for
recruiting and hiring minorities. ChiEM HOp s�'s y, } has
invested alot of time/energy in having a rep se t pool for

Bargaining' Unit Negotiations - Started 'December 17th. The
second meeting occurred today, and, a third tomorrow.
Public Information Officer More articles have and. will be
placed in the newspaper regarding prevention and smoke detectors.
Training Requirements - He provided a detailed list of require-
ments for a firefighter. A. discussion followed.
The Commissioners discussed at length: hiring, affirmative
action, and training. Chief Hopkins would also appreciate the
Board giving thought to a program covering these concerns.
Commissioner Marin said it will take more than the department to
make effective and successful changes. Representation is needed
from all City departments. Commissioner Marin stated studies
reflect students should be reached by Grade Level 4 to plant the
seed of a career.
Chairman Green assigned hiring/affirmative action/training to the
Planning Committee. Commissioner Marin agrees with this step.
The department will have to work more closely with the school
districts and Lansing Community College in the future.
COMMITTEE REPORTS
Commissioner Sheathelm provided a financial expense report for
December 1992. Payroll/longevity: $935,361; miscellaneous:
$51, 034. Total for December: $986, 395. He encouraged. th.e Board
to read the entire monthly report. Commissioner Abood moved that
the expense report be approved with support given by Commissioner
Brown. The motion was approved unanimously.
OLD/NEW BUSINESS
Chairman Green will speak to Commissioner Trierweiler about the
plans for the Station Visitation by the Fire Commissioners. He
hopes that a proposed schedule will be set up by the February
1993 meeting.
Chairman Green has not completed the letter to City Council on
the Fire Board's position concerning the Ambulance Fee. The
letter will be forwarded the week of January 18th.
Chief Hopkins indicated the City was working out a process for
reviewing the budget. Doug Rubley is the Interim Finance
Director. Apparatus has been placed in the Capital Improvements
budget.

Chairman. Green has. drafted a letter to the Mayor regarding the
budget.. It will contain. information concerning the Board's
support of ongoing training for department personnel.
GENERAL ORDER
Commissioner Abood and Fire Board Secretary Dianna Emerson are
both excused from attending the February meeting.
Commissioner Marin asked to be involved with the Planning
Committee's assignment for hiring, etc.
Commissioner Conklin asked to be excused from the March 1.993
meeting.
Commissioner Sheathelm moved that the meeting be adjourned at
9:12 p.m. The motion was supported by Commissioner Conklin. The
motion passed unanimously.

Commissioners will be on Thursday, February 11, 1993 , at 7: 30
p-m. The meeting will be held at the No. 1 Fire Station, 120
