The meeting was called to order at 7 : 30 p.m. by its Chairman, Charles Green . A quorum was present . The Fire Board currently has one vacancy. Commissioners Present : Connie Conklin, Charles Green, Connie Marin, Russell Sheathelm, and JoAnna Trierweiler . Commissioners Excused : Wava Streeter . Commissioners Absent : Ronald Hatcher . Also attendinz this meeting were : Chief Samuel Hopkins, Assistant Chief Lawrence Pung, Board Secretary Dianna Emerson, Attorney Melvin McWilliams , Harold Leeman of Frances Street , and Firefighters Tom Cochran and Michael Rose . ADDITIONS TO THE AGENDA Chairman Green made an addition under "Old/New Business . " The Board will elect a new Vice Chairperson that evening . APPROVAL OF MINUTES Chairman Green asked for any corrections to the minutes of the November 14, 1991, meeting . There were none . Commissioner Marin moved that the minutes be approved as printed and distributed . The motion was supported by Commissioner Conklin . It passed unanimously. COMMUNICATIONS The Secretary, Dianna Emerson, did not have any communications . Chairperson Green wished the department the best during the holiday season and thanked Chief Hopkins for the card to the Board members . Lansing Board of Fire Commissioners Official Proceedings - December 12, 1991 Page Two ADMINISTRATIVE COMMENTS Chief Hopkins indicated he had been reviewing the department ' s pro- posed budget request for the Fiscal Year 1992-1993 . Copies will be forwarded to the Fire Commissioners soon . Commissioner Sheathelm commented on the November Alarm Comparison Report and how its activity reflected a quiet month . The Chief stated Firefighter Tom Cochran, the Explorer Post Advisor, would be present to explain the group ' s activities . COMMITTEE REPORTS Commissioner Marin, Chairperson of the E.M. S./Personnel Committee, passed out the attached report covering the months of December 1990 through November 30, 1991 . Chief Hopkins said the department had assigned two department personnel to initiate a recruitment program similar to the Police Department . The assignment would begin in January 1992 and last approximately two months . Commissioner Marin asked the Chief to have the recruitment people contact her . She is involved in recruitment for the Ingham Medical Hospital and she would be willing to give them some ideas . The lack of funds for scholarships was discussed . Chairman Green feels there are other avenues that could be explored . A discussion followed . There was discussion regarding a newspaper article about the City of Grand Rapids and a reverse discrimination suit that had been filed against them. The Chief said plenty of people pass the written examination, but they cannot meet the qualifications . Assistant Chief Pung said hiring has been one of the toughest gobs . It is more than Just putting a name on an application . People have to put forth an effort because it is very competitive . Commissioner Sheathelm complimented Commissioner Marin on her efforts in gathering the information for the Board . Chief Hopkins introduced a new Firefighter , Michael Rose, who has come to the department as a very qualified and well educated individual . Tom Cochran stated a youth cadet program would be a viable training option for potential employees . Three payrolls during the month totaled $1, 172, 524. 13 and operating expenses totaled $34, 150. 31 . The grand total is $1, 206, 674 . 44. OLD/NEW BUSINESS Chairman Green passed out copies of the Annual Report he submitted to the Mayor ' s Office . (See attachment . ) Commissioner Sheathelm said Chairman Green covered everything during the past year and moved that the report be approved as written . Commissioner Marin supported the motion and it carried unanimously. Chairman Green asked for an update on the East Michigan Avenue hazardous materials incident . Chief Hopkins meet with Mr . Neller and he felt the meeting turned out well . Chairman Green said he had received positive feedback from the Mayor ' s Office that Mr . Neller was pleased with the information he had received from the Chief . Chairman Green said the community is not aware of hazardous material problems even with household chemicals . He has contacted The Lansing State Journal ' s City Editor and encouraged them to meet with the Chief regarding potential newspaper articles . Commissioner Trierweller requested material to review. Chairman Green asked for nominations for the position of Vice Chair- person . The position will be held through June 30, 1992. Commissioner Trierweiler nominated Commissioner Connie Marin . The nomination was supported by Commissioner Sheathelm. There were no further nominations and Commissioner Marin ' s appointment as Vice Chairperson was approved unanimously.nomination . Commissioner Marin accepted the Tom Cochran gave a quick overview of the department ' s Explorer Post . He will be back in January with several of the members . He has been an advisor for 6 years and prior to that helped Chief Hopkins when he was the advisor . Members range from 14 to 21 years old . They meet three times each month. Most groups meet once a month . It was mentioned that the program is a good way to offer insight into a firefighter career . Tom did state his disappointment that an Explorer has never been hired by the department even though members have been to Lansing Community College for schooling . He does not feel that practice sends a very "good message to the group . Chief Hopkins said two Explorers were in the pool . Qualifications are the key and the competition is very keen . The Chief said he appreciates what Tom is doing with the group and his devotion to them. Lansing Board of Fire Commissioners Official Proceedings - December 12, 1991 Page Four GENERAL ORDER Firefighter Cochran had a few words to say about the hazardous materials incident on East Michigan Avenue . The department was called approximately 3 hours after the incident first took place . He was working that day and present at the incident . He felt L .F. D. handled the matter very well . Commissioner Sheathelm spoke about a problem with a muddy back drive off Raymond Drive at the No . 2 Fire Station . The rigs use that entrance when returning to the station because Grand River is too busy. He was wondering if the City should consider paving that street . The muddy dirt on the rigs must be constantly cleaned off and it is a hindrance to keeping the vehicles in good shape . Asst . Chief Pung had spoke about the problem with the Public Service Department a couple of years ago . He will call the Asst . Director, Ray Severy, to see what is planned for that street . Commissioner Conklin said she read the book American BHOPALS by Neil C. Livingstone and she felt it was very informative . There was a discussion about trying to get together with Gordon Steinhauer for some type of a ' farewell ' luncheon . Everyone exchanged wishes for a happy holiday season . Chairman Green said the Board would see a change in the leadership style now that he is the Board ' s Chairman . He accepted the appoint - ment to the Board of Fire Commissioners to provide something to the community. He will do the best he can to guide the Board in the right direction so that they can be of service to the community as a team. The meeting adjourned at 9 : 05 P.M. The Board has experienced a loss of one key member recently. Board chairman Gordon L. Steinhauer resigned as a result of obtaining a position at the University of West Virginia. It was generally agreed by the members of the Board that Mr. Steinhauer' s tenure with the Board has been extremely beneficial for the City of Lansing and that his energy and leadership will be sorely missed. The Board identified major issues that it established as priorities for this year. Two of those issues were to obtain a better grasp of the hiring process and understanding the state of the Fire Departments equipment. The concerns with the hiring, process were the effect on overtime in the department and the representation of minorities and females in the department. These issues were addressed in several meetings of the Board and with members of the City Council , Personnel Department, Budget Department, You and your staff. It is the Boards observation that the overtime issue is a product of the availability of funds to fill vacant positions. We believe the Fire Department' s Administration has done an admirable job during this year of reducin-g the overtime usage given the circumstances they__have_faced. "Equal Opportunity Employer" -2— The personnel committee reviewed information about the status of the departments representation and concluded that while we have experienced improvement in some areas, overall we have digressed. The city Personnel Department reports that recruitment and hiring of protected group persons is still a major concern and is willing to work with the Board and the Fire Department Administration to improve in this area. The issue of the condition of equipment was a major focus in the City of Lansing this year. -The Board went on record vigorously supporting the bond issue that was put before the City voterg in August. The Board supported the issue based upon the condition of the fire departments equipment and the potential for serious consequences if that equipment is not updated. The Buildings and Equipment committee researched this issue with the department extensively and found the condition, as the departments administration had reported, to be one of considerable seriousness. This condition is reflected in the fact that already this year the Department is running over budget in maintenance costs. A report received by the Board in September indicated that 31%, of the front line apparatus is in fair to poor condition. Most of the reserve equipment is of such an age that parts are no longer manufactured for the models. If major parts should fail in those units the units would be totally inoperable with no chance of repair. During this year so far there have been ten instances in which apparatus has failed in attempting to respond to an alarm causing the need to divert other apparatus to respond and therefore losing valuable time. We have been fortunate in that these failures have not caused any loss of life thus far. The situation can only get progressively worse without aggressive actions to address the situation. This area will be a primary focus of the Board during the next year. -3- The Board was provided considerable information by the Department on it' s preparation to address Hazardous Materials incidents. The Board is of the opinion that the City of Lansing should be proud of the fact that we have the best prepared, best trained force in the country for this type of situation. This was brought vividly to the attention of the Board by .an incident in September. A citizen attended the Board' s September meeting to complain about the Departments handling of the incident. He felt that his business had been damaged unnecessarily by the handling of the situation. This issue was discussed extensively at subsequent Board meetings and a report prepared by the Department and presented in person to the citizen by the Chief, more than satisfied that citizen of the competence of the Department in handling the situation. The Board believes that too many of our citizens are unaware of the danger hazardous materials create in the community and of what materials are actually hazardous. We will be' working with the Department to forge a better understanding in the next year. The Board prepared and implemented updated Rules of Administrative Procedure to facilitate the performance of it' s duties and the exercising of its responsibilities in accordance with the 1978 City Charter. These new rules will allow the Board to carry out its function with more effectiveness and efficiency than was possible under the previous rules. The Board continues to have great confidence in the administration of the Department and its overall performance based upon consistent demonstration of excellence of service and feedback from the community. The Board appreciates the continued support of your office and of the City Council in matters relating to the Fire Department. We also appreciate the support and attendance of administrative staff at our meetings. -4- The Board will continue to vigorously pursue matters of importance to the effective and efficient operation of the Fire Department for the good of the citizens of Lansing. Commissioner Sheathelm made a clarification that he would like to see the rank of Fire Engineers identified. Captains and Lieutenants are identifiable, however, there is no identification that separates Engineers from Firefighters . Commissioner Sheathelm moved that the minutes be approved as corrected . The motion was supported by Commissioner Conklin. COMMUNICATIONS The Secretary, Dianna Emerson, stated she had two communications . The first communication from B/C Clarence Dell thanked Explorer Scout Eric Weber for his outstanding assistance during the fire at Washington and Washtenaw on the night of September 28, 1991 . The second communication came from the family of Jack Cady expressing thanks to the personnel involved in transporting him to the hospital on September 22, 1991 . (Ambulance #49, M. Wojtysiak and M. Helmker; Engine #10, R. Alexander, J . Dyer, and M. Manczynski . ) Commissioner Marin asked if the Explorers could attend a Board meeting and so the Commissioners could learn more about their group. The Chief said it could be arranged . Lansing Board of Fire Commissioners Official Proceedings - November 14, 1991 Page Two ADMINISTRATIVE COMMENTS Chief Hopkins said he missed the Board members, and stated Assistant Chiefs Pung and Decker had did a fine job while he was gone . Chief Hopkins provided an interesting insight on the Impression 5 Museum fire . All standards regarding the Fire Code were up-to-date and in force . Consequently, there was minor loss and the building was saved . The fire had probably smoldered for 2 - 3 days . There was further discussion on the fire and the next update of the Fire Code . Chairman Green asked Chief Hopkins if the department had written a formal report regarding the Hazardous Materials incident at the Neller Property, and he was informed there is no written report . A discussion followed and during the course of that discussion it was recommended that the Fire Department put together data that would be informative and educational about these incidents to provide a clearer understanding for the public. Commissioner Hatcher suggested sending a letter to The Lansing State Journal 's Editorial Page, "Your Point of View. " The Chief offered a book for the Commission to read that he felt was very worthwhile . (American BHOPALS by Neil C. Livingstone . ) COMMITTEE REPORTS Commissioner Sheathelm presented the expense report for the month of October 1991 . Payroll totaled $903 . 360 . 66 and miscellaneous expenses totaled $45, 845. 81 . Grand Total = $949, 206 . 47 . OLD/NEW BUSINESS Chairman Green asked each Fire Commissioner to provide information to him for input in the report due in the Mayor 's office in December . GENERAL ORDER Commissioner Marin spoke about the juvenile firesetter problem. The department has received a grant . Commissioner Sheathelm inquired about "a proper send off" Commissioner Steinhauer . Asst . Chief Pung has a plaque for him. It was suggested that this item be discussed at the December meeting. Chief Hopkins said a former employee, Keith Pardee, died . A conversation followed . The Chairman, Gordon Steinhauer, called the meeting to order at 7: 30 p.m. A quorum was present. Commissioners Present: Charles Green, Ronald Hatcher, Connie Marin, Russell Sheathelm, Gordon Steinhauer, and JoAnna Trierweiler. Commissioners Excused: Connie Conklin and Wava Streeter. Also Present: Assistant Fire Chiefs Daniel Decker and Lawrence Pung, Board Secretary Dianna Emerson, City Attorney Melvin McWilliams, Captain Ken Sailor, Engineer Sam Colegrove, and Andy Beech. REVIEW OF MINUTES The Chairman asked if there were any additions or corrections to the minutes of the September 12, 1991, meeting. There were none. Commissioner Sheathelm made a motion to approve the minutes as printed; the motion was supported by Commissioner Marin. ' It passed unanimously. COMMUNICATIONS Chairman Steinhauer announced he had accepted employment out of State and the Mayor had been advised this would be his last Fire Board meeting. He indicated he would make additional comments under "General Order. " co _ PRESENTATIONS There were no presentations. _ ADMINISTRATIVE COMMENTS j co Assistant Fire Chief Decker spoke about the fire that occurre@nor) Saturday, September 28, 1991, involving the Parthenon Restaur&%tland three other businesses. The cause is still under investigation. The incident did not begin as a full alarm. During the course of the fire a total of eleven pieces of equipment responded at the scene. There were no serious injuries to personnel. A discussion followed. LANSING FIRE BOARD OCTOBER 10, 1991 MINUTES PAGE TWO COMMITTEE REPORTS E.M.S./PERSONNEL COMMITTEE - No report. PLANNING COMMITTEE - No report. FINANCE/BUILDINGS/EQUIPMENT COMMITTEE - Chairperson JoAnna Trierweiler provided information on the meeting with herself, Commissioner Wava Streeter, Asst. Chief Dan Decker, Greg Klco, David Purvis, and Richard Ryals. They spoke about how the department could acquire apparatus in the future. 31% of the department's current apparatus is in fair to poor condition and it is a rapidly aging fleet. A well laid out plan needs to be developed for replacing the equipment. A discussion followed. It was suggested that a special meeting be held that would focus on looking at the equipment, and perhaps City officials should be invited to attend as well. Chairman Steinhauer recommended writing a statistical data sheet describing the equipment and its condition in understandable terms that virtually anyone could comprehend. It would also be good information to distribute prior to another bond proposal. The format should be similar to a press release format, presented as a public information document with two to three months of statistical data. The Chairman stated it sounded as though it was an excellent meeting and the Committee is on the right track. Commissioner She athelm provided the September 1991 financial report. Payroll totalled $730, 605. 49 and miscellaneous expenses totalled $31,903 . 14 . Grand total is $762,508 . 63 . The department is to be commended for their efforts in monitoring and controlling overtime expenditures. Expenditures this year should be reduced signifi- cantly. A discussion followed. NEW/OLD BUSINESS Captain Ken Sailor was present to provide the Fire Commissioners with further information regarding the hazardous materials incident that occurred at the beginning of September. A discussion followed. Chairman Steinhauer asked the Captain to provide the Board with a copy of the formal written report when it became available. The Board will defer any further action until that time. GENERAL ORDER Fire Engineer Sam Colegrove commented on the hazardous materials incident. Commissioner Sheathelm asked if it would be possible to provide name and rank identification for each employee to wear. A discussion followed. LANSING FIRE BOARD MINUTES - OCTOBER 10, 1991 PAGE THREE GENERAL ORDER - Continued Each Commissioner and person present wished Chairman Steinhauer "good luck" on his new job. He has been an excellent member of the Board, a great role model, and the best Chairman that has ever presided over the Board. His energy will be missed and it is hoped that the leadership that follows will maintain that energy. Commissioner Marin indicated she had spoke to Les Hunter from the Fire Prevention Bureau regarding young fire setters. The department has been awarded a grant to address the problem. She has promised to work closely with him to educate these younsters. Chairman Steinhauer stated it is not his choice to leave the Lansing community. But jokingly he said employment in West Virginia is better than unemployment in Lansing. He has accepted a position as Adminis- trator of the psychiatric hospital on the campus of West Virginia University. He will also have a faculty appointment in the medical school. He accepted the position yesterday. Chairman Steinhauer made the following comments about the Fire Board and Fire Department. Being a Commissioner has been a very rewarding experience. When he came on the Fire Board there were some difficult times between the Board and the Mayor, and the Mayor and the Council regarding some fire issues. When he was appointed by the Mayor, he said the Mayor was looking for someone who could provide some leadership, independent thinking, and be willing to be actively involved. He told the Mayor he could provide those things. During the past few years he has attempted his best to serve the citizens of Lansing. He believes he has achieved those expectations and that is what he wants to leave the Board with what they need to do. They need to provide leadership and continue to provide independent thinking. The members of the Board need to be active. If those three things are done, the citizens of the community will be served. Serving as Chairman of the Board is very complimentary and he views it as a very prestigious position. He has been pleased that he has been identified as a Commissioner by the Fire Command and staff whenever he appears at a scene of a fire, etc. Chairman Steinhauer stated he has been pleased with the participation and response from the Commissioners. Charles Green as Vice Chairman will become Chairman. The Board has come a long way and the new Chairman should continue to push the Board forward. Chairman Steinhauer will miss the Board and its challenges. He feels complimented by the Fire Chief and his Administration through their recognition and support that the Board of Fire Commissioners is significant. He hopes that support continues. Shiawassee Street Lansing, Michigan OFFICIAL PROCEEDINGS OF THE SEPTEMBER 10, 1991 MEETING On Tuesday, September 10, 1991, the Lansing Board of Fire Commissioners met in regular session at the No. 1 Fire Station. The meeting was called to order at 7:30 by Chairman, Gordon Steinhauer. A quorum was present. Commissioners Present: Connie Conklin, Connie Marin, Wava Streeter, Russell Sheathelm, Gordon Steinhauer, and Joanna Trierweiler. Commissioners Not Present: Ronald Hatcher, Charles Green. Also present were: Assistant Chief Dan Decker, Assistant Chief Larry Pung, Acting Secretary Linda Villarreal, Central Garage Apparatus Supervisor Greg Klco, Assistant City Attorney Melvin McWilliams, Mayor's Assistant Cleophus Boyd, Captain Kenneth Sailor, Andy Beach, Mr. Neller, and Mr. Higgins. Chairman Steinhauer had received a message from Dianna Emerson that she could not attend the meeting due to the change in schedule conflicting with a class. The meeting was originally scheduled for Thursday, September 12, 1991. CORRESPONDENCE There were three documents. One from the City of Lansing, Parks and Recreation Department's Kingsley Community Center, thanking the Fire . Department for sending an ambulance and fire truck for the youth. Another was from St. Lawrence Hospital and Health Care for participation in the St. Lawrence Hospital company picnic at Francis Park on August 22nd. The last was from the Humane Society. One of our firefighters named Barry had stopped and helped a couple with a flat tire. When they offered fireman Barry a monetary reward he refused to accept it asking them to give it to the Humane Society. APPROVAL OF MINUTES - Chairman Steinhauer commented that ,the meeting in August was adjourned without conducting any business because a quorum was not present. We did conduct some informal business however.- Minutes had been taken and_thoae were "Equal Opportunity Employer" Lansing Board of Fire Commissioners Official Proceedings - September 10, 1991 Page Two distributed. He suggested that these minutes be placed on file. Chairman Steinhauer then asked for a motion to receive ammend or modify the minutes of the July meeting. Chairman Steinhauer added that Rodger LaLonde had not been informed of the meeting date change, and would be invited to the next regular meeting to receive an award prepared for him on his retirement, July 13, 1991. ADMINISTRATIVE COMMENTS Assistant Chief Decker referred to a report Chairman Steinhauer had requested he prepare about notification in a multiple alarm situation. He handed out the two (2) page report including "To Be Used by Dispatchers For Working Building Fires" and "Hazardous Materials Incident Notification". Dan explained the forms were basically for notification purposes to let each person listed know what was going on at the fire/hazardous materials incident scene. Chairman Steinhauer expressed a concern that he had only received one (1) call notifying him of a second alarm fire. Dan explained that prior to Chairman Steinhauer becoming Chairman of the Board the previous Chairman's name had been "whited out". Along with the name the entire line had been erroneously errased and therefore the Chairman line had been overlooked for a period of time. Another concern Chairman Steinhauer had was a rumor that the Fire Department was not having second alarms because of some administrative issues. He asked Assistant Chief Decker if there were any other factors contributing to the command decision to have a second or third alarm based upon issues other than the magnitude of the fire. Assistant Chief Decker said no, there was nothing from Administration to delete a second alarm. Chairman Steinhauer asked if there was any procedure in . terms of hazardous material process for following the same kind of notification process. Dan replied if there was a multiple alarm there would be but under normal circumstances chances are there would not be. Dan then referred to the "call up list" at the bottom of the hazardous materials incident form. Chairman Steinhauer pointed out that he did not see the board commissioners listed, and asked Dan why it was necessary to notify the board when there is a second alarm fire but not when there was a second alarm hazadous materials incident. Dan pointed out if the incident was declared a "second alarm" the Fire Board Chairman would be informed as the "Fire Alarm" notification form would be. used. Chairman Steinhauer asked the members of the Fire Board if there were any questions regarding the process. Commissioner Trierweiler asked for an explaination of the "second alarm". Assistant Chief Decker said that on a normal alarm you get one (1) squad, one (1) ladder and two (2) engines. On the second alarm you would get a second and third engine. There were no -further questions. COMMITTEE REPORTS Emergency Medical Services/Personnel Committee: Commissioner Marin, Chairman __=of the committee handed--out a copy of the Mayor's new Reorganization/Cons o1idat-ion _Analysis report, to be-filled out for each position in the City government. - Lansing Board of Fire Commissioners Official Proceedings - September 10 1991 Page Three This one was for the Firefighter I position.. Commissioner Marin offered to make copies of Job Descriptions for Fire Department positions for any interested Board members. The other issue evaluated was the "overtime" issue. Commissioner Marin handed out a report showing where we are today as compared to last year, when our overtime was very high. Commissioner Marin compared the April 20, 1991 pay period of $6,180.79 for overtime, with the April 21, 1990 pay period of $23,488.62 for overtime, pointing out that practically every month this year the overtime has been reduced tremendously, sometimes as much as five times less. Commissioner Streeter asked if the reduction was due to filling vacancies. Commissioner Marin replied that some of the positions had been filled, and referring to the Reorganization/Consolidation Analysis, by contract the Fire Department must meet minimum manning standards. A discussion followed concerning minimum standards for hiring and the effect of these standards on the Department overtime. Commissioner Shealthelm said the City had agreed to allow the Fire Department to train new recruits twice a year rather than once a year which was helpful to cut down on overtime. Commissioner Streeter asked Commissioner Marin if lowering the test score requirement from 95% or above to 85% or above had been helpful for filling positions and mentioned an instance before the change where a highly qualified female had applied and tested for Firefighter but could not be hired because her test score was not within the 95% to 100% range. Commissioner Marin replied that the lower score requirement was helpful for affirmative action purposes. Chairman Steinhauer commented that the report reflected far better performance then we had been able to show last year and it was consistent with diagnosis made with regards to overtime and unfilled positions. However if we continue to have vacancies in the 20% range, the overtime issue will not be resolved. He charged the committee to monitor the "overtime" and "unfilled positions" issues because we had made a commitment to the Mayor and the City Council to do so, and to improve the situation. Commissioner Marin asked about anticipated retirements and Assistant Chief Decker replied they knew of four upcoming. Commissioner Marin said she would be working on a report that will go with the Chairman's end of the year report to the Mayor regarding affirmative action. She said although we have made improvements in some areas, overall we are going backwards. Commissioner Marin informed us that in 1988 we had fifteen (15) black males which was 6.44% of the Department total and that figure has dropped to fourteen (14), which is 5.86%. In the hispanic catagory we made a little improvement when we hired a hispanic female. We now have two (2) hispanic females and eight (8) males. The American Indian catagory is still at one (1) male. The Asian/Pacific Islander is still zero. We made tremendous progress with the _white female_ catagory. Assistant -Chief Decker offered that the Personnel Department is making stringent efforts to recruit minorities. Commissioner Marin asked if we could aquire a report from them regarding their efforts. Assistant Chief Decker offered to- look into the matter for her.— Chairman Steinhauer mentioned during a meeting he had been in with Karen Jackson, Director -of Personnel, Karen had assured that minority _hiring was a major concern of-her Department and indicated her willingness to work with the Fire-Board- for affirmative action. Lansing Board of Fire Commissioners Official Proceedings - September 10, 1991 Page Four Commissioner Shealthelm commented that Commissioner Marin was doing a lot of work. to prepare the reports and presentations, and urged the Board members to study the reports and give her help and support as she needs. Commissioner Marin stated, "We as Commissioners are the bridge between Administation and. the City government and if we want to be effective we have to get involved". Planning Committee: Chairman Charles Green was excused from the meeting and out of town. No report was prepared. Finance/Building & Equipment Committee: Commissioner Shealthelm had a report for finance including the months of June, July and August. June payroll = $1 ,026,400.99; incidental expenses = $39,000 giving a rounded total of $1,060,000 for the last report of the fiscal year. July payroll = $705,000; incidentals = $35,000 making a rounded total of $1,040,000. August payroll = $863,628; incidentals = $63,000 for a rounded total of $926,000. Commissioner Shealthelm commented we could see by the report why the Fire Department budget has to be ten (10) or twelve (12) million dollars for the year. Greg Klco, Apparatus Supervisor from the Central Garage gave a report on the 'status of Fire Department apparatus. Greg handed out a report entitled Apparatus/Vehicles In Service, (copy attached), showing station location, description, and date of service. First thing Greg and Fire Chief Hopkins had done, well before the bond issue, was to swap a lot of the apparatus around so that the stations handling the lightest business got the older trucks. At this time the garage is in the process of refurbishing the apparatus explaining that money for repairs comes from the Central Garage budget. For fiscal year 91/92 the garage has $150,000 to refurbish aerial ladder #7623, presently at #1 station. This ladder was purchased in 1976 and is in "bad shape" and definate need. It has never been back to the factory for repairs. Greg is hopeful to have the work done this fiscal year. Greg is in charge of maintaining heavy apparatus: Ten (10) engines; five (5) reserves; and four (4) front line ladders. Out of those, last fiscal year the Aerials took up 30% of the budgeted money, both in time spent and parts. During the first two (2) months of this fiscal year there has not been one (1) week that there was not an aerial in the garage. Constantly they are backed up at the door and there have been two (2) or three (3) weeks that we have run an aerial short. Our immediate need is for aerial ladder trucks. We are currently running our trucks for twenty (20) years in front line service and five (5) years in reserve. Right now we have a 1971 truck in front line that needs to go in reserve and a 1973 coming up. Since 1987 the Fire Department has been purchasing apparatus made of stainless steel only. This costs about $8,000 to $10,000 more but is worth the money for the__ repairs that -don't have to .be made, since stainless steel costs less to maintain than aluminum. - - There were five (5) trucks included in the bond issue. Greg explained if we budget for new trucks_ this year we would receive the money next year and _ that _ it takes about nine (9) months to a year to_build a truck once - you-make—the purchase. Lansing Board of Fire Commissioners Official Proceedings - September 10, 1991 Page Five Commissioner Sheathelm informed us that over a period of years we had nine (9) stations and seventeen (17) first line rigs. Technically we were supposed to purchase one (1) new rig a year and keep the pace up, but the minute we ran out of money or couldn't buy one for another reason we got behind, costing us more in the long run for repair work. Greg said it was going to be a tight year for him. He used to have to account to City Hall every six (6) months, now it is every month and he has been over budget the first two (2) months already. Chairman Steinhauer thanked Greg for the work he did preparing the report. He further added a concern about the assurance that there will be any money in next years budget and most likely the budget will not be any better than this year. Chairman Steinhauer asked Greg to give us a candid assessment of where we are and the status of our major equipment so the Board will be in a position to advise the Mayor and the City Council in terms of what actions need to be taken. Chairman Steinhauer said that prior to the bond issue as the Chairman of the Board, he sat at a press conference and stated if the bond issue did not pass this City would be entering into an unsafe and critical situation. We have a breakdown of a piece of major fire equipment on an average of once a month AFTER the alarm has sounded, before it gets to the fire or before the fire is under control. He has sent a letter to the Mayor expressing dissappointment that the bond issue didn't pass telling him that the Fire Board wanted to know what he and the Council are going to do to insure that this equipment is going to be available. The fact that it takes many months to manufacture the equipment to standards is not a situation that even if dollars are available can be corrected immediately; this requires some planning. It is the responsibility of the board to be sensitive to that fact and be an advocate with the Mayor and the Council on those issues. Chairman Steinhauer asked Greg to help us understand what reality is, "do we have a crisis, like we've been saying? Or do we just like to get some shiny new .equipment?" Greg relied if he doesn't refurbish; if he spends the $150,000 he has for the aerial on repairs for the rest of the fleet, in three (3) years we will lose that truck taking us down to four (4) aerial trucks. By todays standards that would mean closing down an aerial Fire Station, "I think that would be catastrophic". Assistant Chief Dan Decker commented that since July the breakdowns in apparatus have not involved one (1) rig only, we are having problems with all of our aerials. Dan questioned Greg about #2 ladder and Greg informed him he had to call the factory in to repair a problem in the hydrolics system. It took three (3) weeks to repair. _Greg further explained that putting all repair monies ($150�000) into the one aerial was -necessary -or.-we would lose it. To replace it would cost $500,000, but even so the repairs will not give the aerial a new life. It was purchased in 1976 and will soon need to go into reserve. Chairman_. Steinhauer =_expr_essed his view that there-- is an even more basic issue. Greg has -reported to us he has a limited budget and is already Lansing Board of Fire Commissioners Official Proceedings - September 10, 1991 Page Six over budget for the first two (2) months of this year. Given the financial situation of the city it is reasonable to assume that Greg will not get any more money in his budget and in all likelihood the city will ask to bring the budget back into line. Chairman Steinhauer continued that he believes the Budget situation next year is not going to be particularly better than it is this year so there are not going to be capital dollars available to purchase new equipment. Chairman Steinhauer then asked Greg, "Given that scenario, which I think is realistic, is there a major problem on the streets of this City?" Greg responded that the cost of repair parts is going up and the older the equipment gets the more it costs to fix. The first thing lost in his budget was every bit of money for training. Now he is jeopardizing his new trucks, as he has trucks with computers on them that he does not know how to repair. The Garage has to pay someone to come in and work on them. Commissioner Shealthelm asked about Platform #9. Greg told him it was in the garage and the transmission was in Grand Rapids. It would be out of service until maybe the end of the week. Commissioner Trierweiler noted according to the report Greg had handed out, 31% of our front line apparatus is in fair or poor condition. If we do nothing, in five (5) years we'll have only one (1) truck that will not exceed the twenty (20) year front line limit. Greg pointed out the second line apparatus on the second page of the report noting the first two (2) numbers are the year the apparatus was purchased. The pumps in the earlier trucks are no longer manufactured and the only parts available are what have been stored by the garage over the years. These are used parts. Any major breakdown in these pumpers would put them out of service permanently. Commissioner Trierweiler added that the 31% she figured did not include the second line apparatus, just the first line. Chairman Steinhauer commented that we need to be looking for alternatives. Our obligation is to investigate this situation and be an advocate for maintaining a properly equiped Fire Department. Commissioner Streeter said we need to somehow get this information to the public. The people that turned the bond issue down are the same people that are in trouble. It would not be the Fire Department's fault if we had a major fire and some of our trucks could not get there and possibly lives were lost. Chairman Steinhauer agreed, stating he shared this concern, and -also we _ need to be working with the Mayor and City Council 's plan regarding community awareness. He cautioned us not to call press conferences or do things of that nature independently. He has sent--a letter to the Mayor expressing _- Lansing Board of Fire Commissioners Official Proceedings - September 10, 1991 Page Seven disappointment in failure of the bond issue, advising him that the immediate attention he had personally observed following the failure of the bond issue had to do with media attention to streets and gutters and very little media attention to fire and ambulance. Chairman Steinhauer had further told him members of the Board would be glad to work with him and members of his staff. he conveyed to him that we have looked at alternative suggestions in terms of possible bond issues seperate from street repairs. Of the $30,000,000 bond issue a small percentage was for the Fire Department and therefore it was reasonable that the attention would focus where the largest amount of money would go. He has not yet had a reply from the Mayor. Chairman Steinhauer then asked Cleophus Boyd - if he had anything to report from the Mayor or the Administration of the City in terms of what alternative plans there might be. Cleophus responded that there has been some discussion in terms of breaking up the bond issue as the people would be more receptive to small dollar figures. He doesn't anticipate an opportunity to go before the public before March or June of 1992. Along with the smaller figures there has to be greater education. Commissioner Marin stated she didn't think the average citizen is aware of the position of the Fire Department. Chairman Steinhauer agreed and thought the general public believes because our equipment looks good and is "shiny" it functions okay. He asked Cleophus to please convey to the Mayor our continued concern and our interest in working with the City Administration in making the public more aware of the issue. Cleophus said where perhaps the most emphasis aught to be put is where of course most money is assumed to be wasted. That is normally in public relations, which is the vehicle used to educate people to what can be, what perhaps should be, and what perhaps will be. The average voter recognizes that the Fire Department is a necessary function of the community, but until their house catches on fire, or until a member of their family requires ambulance service they tend to think of that service as a luxury that can be cut back without much to do. Cleophus continued that police and fire services are in anticipation of emergency and generally people don't appreciate the condition of these services until they themselves are directly affected. Emergency public education is extremely important. That education has to go beyond emotionalism and what firefighters do during emergencies and begin to spend more time showing what they do on an everyday scenario that will hopefully avert the worst case scenario, until that scenario becomes such a rarity we are "glad" for the ever ready Fire- Department. Chairman Steinhauer exhorted the Board not to do anything outside of the City Administration. We do, however intend to see it gets done. Lansing Board of Fire Commissioners Official Proceedings - September 10, 1991 Page Eight Commissioner Streeter said we truly need to make the public aware. A discussion contiuned with all involved expressing the need for public awareness. Chairman Steinhauer asked for other comments. Greg Klco invited the Board members to visit the Central Garage and offered to teach them in a general way regarding apparatus and how they operate. Assistant Chief Dan Decker added if you decrease the fleet you increase the number of runs that must be covered by what rigs you have and therefore decrease the life of the rigs. Dan agreed with Cleophus about showing the reality of the daily workday of our firefighters. The discussion continued with expressed feelings of concern about the communi- ties awareness of the present condition of Fire Department apparatus. Cleophus Boyd suggested it might be difficult to get the citizens to let go of the feeling that "everything will be okay" even if we do not act. We need to get them to open up to the reality of the situation and a philosophy that for so many years they were opposed to. It depends on what is affecting and impacting that citizen at that time as to their prioity for that week, that month, that year, etc. . Cleophus further suggested we should avoid being at cross differences with a community not having understanding or inclination to be as dedicated as those directly involved. Chairman Steinhauer asked for other New/Old Business, there was none. GENERAL ORDER Mr. Neller, a citizen from outside the Fire Department spoke to us of a hazardous materials incident that had occured the previous week where the Lansing Fire Department had been called in. He told us he was at the meeting because he felt there had been a gross overemphasis on our part for his particular circumstances. he said he understands we have a new program, but felt he had received damages to his business as well as his tenant's businesses because of the way we had handled the situation. The Fire Department had responded within five (5) minutes of being informed of the hazardous material problem. The building had been evacuated three - (3) hours prior to the time the first fire personnel had entered the building; this being due to the Fire Department policy of requiring the removal company's presence at the scene. The material was one (1) quart of drain cleaner. The bottle had ruptured and spilled.-- Other containers were also in the process of erroding but Mr. Higgins, the janitor had been disposed of them properly according to the advise of a chemist friend. Mr. Neller felt there was an immense show of ability by the Fire Department, but there was "no real" risk to the tenants and patients that had been— evacuated from his building and —been- made - to stand- outside_ for six (6) - - hours, before being allowed to return inside. Mr. Neller further added it was very costly to himself and- the City. He said it was not--his intent_ to criticize the-Fire Department but to suggest we review our_ procedures. Lansing Board of Fire Commissioners Official Proceedings - September 10, 1991 Page Nine Chairman Steinhauer asked that the Board decline discussion regarding the matter until a full investigation could be made. He felt the situation was unusual and certainly merited our attention. A report will be given at a future meeting. Assistant Chief Lawrence Pung informed us the Fire Department had participated in the ninth annual "Border Line Fest" at Patriarch Park. We won the water ball and softball contests with trophies. The event originated as a result of a fire at the Silver Dollar Saloon. The owner at that time showed his appreciation for our help by sponsoring a competition. This competition started out with the Lansing and East Lansing Police and Fire Department 's and now includes area wide police and fire departments including the F.B. I. . Assistant Chief Pung said we also participated with Corporate Challenge sponsored by the Y.M.C.A. . We took two (2) first place, one (1) second place, and one (1) third place trophies. Assistant Chief Pung also informed us that this last July was the Fifth year Lansing sponsored the Annual Michigan Fire Chief's Conference and Apparatus Show held at the Lansing Center. Lansing will again be the sponsor next July, 1992. Melvin McWilliams, Chief Assistant City Attorney said he had left a message on Chairman Steinhauer's answering machine with regrets he could not make last months meeting. He agreed we are facing some very serious issues and was glad to attend this meeting. Assistant Chief Dan Decker stated we would have twelve (12) new personnel starting September 16,th that would require various degrees of training. Chairman Steinhauer said he was glad Mr. Neller could make it and felt it was very important the board could hear from the community and community leadership concerning how we are received. Our job, in addition to safety, is to be a service to the citizens of the community, our consumers, and be conscious of their needs. Commissioner Marin inquired of Assistant Chief Decker regarding the status of Chief Hopkins. Dan replied he had talked to the Chief and his recuperation from the operation is coming along well . Cleophus Boyd added that the Chief is looking forward to returning to his office and is recovering slowly, but surely. Chairman Steinhauer concluded with encouragement to all to consult their calendar to verify they could make the next scheduled meeting and to contact the Fire Administration office if there was a conflict: Linda - 483-4564. If we can not have a quorum on the scheduled date, attempts will be made to reschedule. There was no further business and the meeting adjourned at 9:07 PM. Shiawassee Street Lansing, Michigan OFFICIAL PROCEEDINGS OF THE AUGUST 8 , 1991 MEETING On Thursday, August 8 , 1991 , the Lansing Board of Fire Commissioners met in regular session at the No. 1 Fire Station. A quorum was not present by 7 : 40 , therefore Chairman Steinhauer declared the meeting would not take place as scheduled . Commissioners Present: Connie Marin, Wava Streeter, Gordon Stein- hauer . Commissioners Not Present: Connie Conklin, Ronald Hatcher , Russell Sheathelm, JoAnna Trierweiler, Charles Green. Also present were : Assistant Chief Dan Decker, Acting Secretary Linda Villarreal , Rodger LaLonde , Greg Klco, and Battalion Chief Miles Green. Chairman Steinhauer declared that although a quorum was not present and no action could then be taken, he wished to identify items for the agenda of the September meeting. These included : 1) A report prepared by Assistant Chief Dan Decker regarding the two ( 2) alarm and greater status . 2 ) A status report on "overtime" . 3 ) A report by Greg Klco of Central Garage, regarding the status of major equipment . Chairman Steinhauer invited Greg to attend the September meeting since he could not present the report this time . Greg agreed to return to the next meeting. 4) Assistant Chief Dan Decker gave Commissioner Marin, Chairperson of the Personnel committee a copies of the Mayor ' s new Reorgan- ization/Consolidation Analysis form. The Mayor requested the form be filled out for each position in each Department of the city. A report from the Personnel committee is scheduled for the next meeting . He commented this was the first time for discussion without a quorum. Chairman Steinhauer told us that flowers had been sent to the Chief from the Fire Board, twice. Once from Dianna Emerson, the Fire Board Secretary, and also on his request by Assistant Chief Dan Decker. The Chief had sent a 'thank you note which was included in the Fire Board monthly information packet. Chairman Steinhauer said he plans to have a meeting with the Mayor before the next meeting to seek recommendations on how to proceed with the apparatus problems now that the bond issue failed. Chairman Steinhauer commented on having seen followup coverage Wednesday evening on television channel 53 , regarding the bond issue. He noted one comment in particular, saying since the issue failed, in the future the bond issue will probably be divided, with street repairs getting the major focus . He expressed concern that the public needs to be aware of the condition of their emergency services and equipment as well . Chairman Steinhauer said he had met with the Mayor as planned. The Mayor, along with Councilpersons Lucile Belen, Antonio Bena- vides , and Commissioner Steinhauer had attended a Press Conference. He had requested the Board Secretary contact each Commissioner, but realized the short notice. We got good coverage . Steinhauer and Dan met with Howard McCaffrey, Director of Public Service offering their assistance on working on the support of the bond proposal . Greg Klco, from Central Garage handed out copies of the apparatus report. He will bring additional copies to the September meeting. Commissioner Marin expressed appreciation to Fire Administration for inviting her as Chairperson of the Personnel committee, to go over applications of those chosen for possible final selection. Commissioner Marin then asked Assistant Chief Dan Decker if the final selection for hiring had been made . - . Dan said that although there was a moratorium-on hiring, eleven of the applicants had been hired that morning. On Friday, August 23 , 1991 , the Fire Prevention Bureau is supplying two (2) speakers , Inspector/Public Information Officer Mujahid Abdul-Hameed and Inspector Steven Bolenbaugh for "Career Day" at Camp Highfields , in Onandaga, Michigan. Assistant Chief Decker said Chief Hopkins was recovering nicely, coming along fine. The Chief s doctor said he would be recovering for up to eight weeks . Chairman Steinhauer thanked those present for coming, expressing regrets for no quorum. We adjourned at 7 : 53 . Shiawassee Street �' s Lansing, Michigan N OFFICIAL PROCEEDINGS OF THE JULY 11, 1991, MEETING Cn On Thursday, July 11, 1991, the Lansing Board of Fire Commissioners met in regular session at the No. 1 Fire Station. The meeting was called to.order at 7:30 by the Chairman, Gordon Steinhauer. A quorum was present. Commissioners Present: Connie Conklin, Ronald Hatcher, Connie Marin, Russell Sheathelm, Gordon Steinhauer, JoAnna Trierweiler and Charles Green. Commissioners Excused: Wava Streeter, excused. Also attending this meeting were: Chief Samuel Hopkins, Assistant Chief Daniel Decker, Assistant Chief Lawrence Pung, Acting Board Secretary Linda Villarreal, Mayor's Assistant Cleophus Boyd, Andy Beech, Battalion Chief Jerry and Marsha Ericks, Battalion Chief Laverne Foess. Chairman Steinhauer asked for comments on the meeting agenda, the order of business, or the nature of business. Hearing none, Commissioner Steinhauer then suggested to move the agenda briefly: Deal with the minutes of the last meeting first; make a special presentation; and then proceed with the rest of the agenda as planned. APPROVAL OF MINUTES Commissioner Steinhauer called our attention to the second and third pages of the June 13, 1991 minutes where Commissioner Hatcher had made a motion that paraphrased what the Chairman had said. It had been agreed to incorporate that into the minutes. Commissioner Steinhauer wanted to make sure it was stated as they agreed, because some of the information had been added after meeting was adjourned per the Board's request. Commissioner Steinhauer asked for comments, additions, or corrections to the minutes. Hearing none, he asked for a motion to accept the minutes as distributed. Commissioner Marin moved that the minutes be accepted; Commissioner Conklin seconded the motion; Commissioner Sheathelm supported the motion. The motion carried unanimously. "Equal_Opportunity Employer" Lansing Board of Fire Commissioners Official Proceedings - July 11, 1991 Page Two SPECIAL PRESENTATION Battalion Chief Jerry Ericks was presented with a plaque of appreciation from the Fire Department. Commissioner Steinhauer commented on having observed Battalion Chief Ericks at work as a Command Officer during a recent fire incident. He mentioned how impressed he was with Jerry's job performance as he handled problems that arose during the stress of the situation. Assistant Chief Dan Decker spoke for himself as well as Chief Hopkins, expressing the pride that they share for Jerry and the job he has done for the Fire Department. Jerry was also a leader in the HAZMAT program and the implementation of computerized recordkeeping for Fire Suppression. Battalion Chief Jerry Ericks will sorely be missed by the Lansing Fire Department. Jerry expressed his appreciation for the plaque and how hard the decision had been to retire and leave the Fire Department after twenty-five (25) years and nine (9) months of service. ELECTION OF OFFICERS Chairman Steinhauer referred to the newly developed Fire Board "Rules and Administrative Procedure", which called for an election of the Board Chairman (no one is allowed to serve more than three (3) consecutive one (1) year terms as Chairman) ; an election for Vice-Chairman; and an election for Secretary (not a voting member unless elected from amoung the Commissioners. Chairman Steinhauer asked Commissioner Green if there were any other issues of substance needing to be reviewed prior to having the election, since Commissioner Green had helped to develop the procedures. There were none, so election proceeded. Commissioner Steinhauer opened the floor for nominations and Commissioner Sheathelm nominated Gordon Steinhauer. Commissioner Green seconded the nomina- tion. Chairman Steinhauer asked for other nominations for Chairman; there were none. Commissioner Green moved that the nominations be closed. Commissioner Marin seconded the motion to close. Chairman Steinhauer agreed to accept the nomination expressing his expectations for the Board to be an "active" board. Chairman Steinhauer asked for further discussion; there was none. The motion carried unanimously and Chairman Steinhauer was again elected to serve. Chairman Steinhauer then asked for nominations for Vice-Chairman. Commissioner Trierweiler nominated Commissioner Green. Commissioner Hatcher seconded the motion. Chairman Steinhauer asked for other nominations. There were none. Commissioner Marin moved that the nominations be closed. The motion carried unanimously. Chairman Steinhauer then asked for nominations for Board Secretary. Commissioner Marin said she had spoken with current Board Secretary Dianna Emerson and -Dianna had expressed her desire to continue as secretary. Commissioner Marin moved to retain Dianna _Emerson and Commissioner Hatcher seconded the nomination. =Commissioner Sheathelm moved to close the nomination and Dianna Emerson was elected unanimously. Lansing Board of Fire Commissioners Official Proceedings - July 11 , 1991 Page Three COMMUNICATIONS The Acting Secretary, Linda Villarreal read a letter from Commissioner Streeter apologizing for her absence from the meeting and expressing her desire to be there. Commissioner Streeter had a prior work commitment. There were no other communications. ADMINISTRATIVE COMMENTS Chairman Steinhauer asked Assistant Chief Decker for comments and Dan stated that personal interviews with Fire Chief Hopkins were being conducted for the Firefighter I position. A total of one hundred and thirty-nine (139) interviews were initially conducted. Out of the original one hundred and thirty-nine (139) , sixty-nine (69) were selected for second interview. July 10, 11 , and 12, the first eleven (11) candidates were interviewed by the Chief. Commissioner Shealthelm inquired of Assistant Chief Decker the total number of vacancies presently in the Fire Department. Assistant Chief Decker responded there were twelve (12) , including the vacancy caused by Battalion Chief Ericks retirement. Assistant Chief Decker commented that Administrative Assistant Rodger LaLonde was also retiring and July 13, 1991 was his last day. Chairman Steinhauer stated, during Rodger's "Open House Retirement Party" held at the Administrative Offices in the #1 Fire Station, he had sent word of "Best Wishes" to Rodger on behalf of the Fire Board and himself. Rodger served the Lansing community a total of 25 years and 9 months. Other Fire Commissioners that were able, attended the Open House also. Chairman Steinhauer asked for a motion to have the minutes reflect the Board's desire to "wish Rodger well in his retirement". Commissioner Marin, who attended the Open House, said Rodger had offered his help to the Fire Board if they ever needed his assistance, as he did not plan to leave the area. Commissioner Marin made the motion requested by Chairman Steinhauer; Commissioner Shealthelm seconded the motion and the motion carried unanimously. Chairman Steinhauer asked Assistant Chief Dan Decker about "two alarm fires" and a discussion ensued. Chairman Steinhauer suggested a report regarding "two alarm fires" be presented at the August Fire Board meeting, and Dan Decker agreed to have that report. Chairman Steinhauer asked for further questions; there were none. COMMITTEE REPORTS - Emergency Medical Services/Personnel Committee: Commissioner Marin commented that Dan Decker had made a report regarding Personnel and proceeded_ with _ the EMS report. Each Commissioner had been handed a copy of the new "Training _ Manual", and the committee "Thanked the Training Division , for a_ job well done". Lansing Board of- Fire Commissioners Official Proceedings - July 11, 1991 Page Four Chairman Steinhauer then commented on the City Council 's "Ways and Means Committee" meeting; SUBJECT: "Resolution Regarding Firefighter Hiring and Training". He had attended along with Chief Hopkins; Paul Hufnagel representing the Local Union #421 ; an instructor for Fire Science at Lansing Community College; the Ways and Means Council persons; a representative from the Mayor's office; Budget and Finance Department personnel. Chairman Steinshauer's personal interpretation was that one of the members of the committee, a relatively new council person was looking for ways to adjust the 'overtime issue' and with good intentions was trying to put forward some suggestions. The other, more senior councilpeople however, along with the representatives from the City Administrative staff, recognized that at this time it was probably not a good step forward. The issue was "tabled". Councilperson Benevides later advised Chairman Steinhauer the issue would not be acted upon. A motion was made to look at the "overtime issue" again in a year to determine the status of the resolution. Councilman Benavides had corresponded with Chairman Steinhauer and had requested updates from the Fire Chief and Administrative staff on progress regarding the "overtime issue". Chief Hopkins commented that he had also received a MEMO from Councilman Benavides stating the issue had been tabled. Chairman Green commented about the discussions that had taken place during the May Fire Board meeting regarding the presentation Instructor/Coordinator Ken Sailor had made. Ken's presentation showed the response times for heart attack victims and the remarkable advantage of placing 'defibrillators' on existing fire trucks. Commissioner Green reminded the Fire Board they had all agreed that the issue is very important and suggested they need to seriously seek ways for financing the project. Commissioner Marin said they had met with the Mayor on May 29th at which time Ken Sailor again gave his presentation. The Mayor is behind us 100% and said the necessary equipment will be coming under the new "Bond Issue". Commissioner Sheathelm commented that one of the main reasons for a lot of the 'overtime' was the large number of vacancies allowed to develop before hiring took place. Hopefully the Fire Department will be able to hire more than once per year. Finance, Building and Equipment Committee: Chairperson Joanna Trieweiler commented on a list entitled, "1990-91 Apparatus Breakdowns Which Kept Unit From Responding" (copy attached) . Chairman Steinhauer distributed the list to the Fire Board. Chief Hopkins commented the list represented incidences where the apparatus failed_ either enroute to, or at the fire scene. Chairman Steinhauer had requested the information. Following the last Fire Board meeting, the Mayor had contacted Chairman Steinhauer and asked to meet with him regarding the "Bond Issue" and equipment needs. Chairman Steinhauer advised the Mayor's office he preferred not to meet until after the July Fire Board _meeting, to_.- gather additional information and also to obtain a -commitment from the Fire Board to the Mayor, regarding where the Fire Board stands on—the Bond Issue and what steps the Board_ is willing to take concerning the issue. Lansing Board of Fire Commissioners Official Proceedings - July 11, 1991 Page Five Commissioner Trieweiler . asked if it is possible to obtain an update of existing equipment. The Fire Chief agreed to get the list for her and added that the last ninty (90) days the apparatus had been going through relocation, but an accurate report could now be made. Commissioner Sheathelm explained the June monthly report is delayed due to July 1st being the beginnning of a new fiscal year. A discussion ensued regarding a City Council resolution the Mayor is directing, that requires the recapturing of salary accounts at the end of each month. At this time the resolution does not affect other accounts; just the salary accounts. Chairman Steinhauer commented it was not the intention of the Fire Board to become involved in Fire Department "operations", but if this issue adversely affects the operations of the Fire Department on a policy level , the Board would like to know about it and suggested they look at the issue at the next meeting. The Chief responded that he didn't think the present situation would cause problems but agreed to report if the situation changed. NEW/OLD BUSINESS Chairman Steinhauer expressed a desire to meet with the Mayor on behalf of the Fire Board, along with Commissioner Trierweiler, Chairperson of the Finance/Building committee and the Fire Chief. It is his desire to assure the Mayor of the support he has from the Fire Board in terms of the Bond Issue and getting the major fire equipment replaced. Also, to be sure the Mayor understands how serious the issue is to the Board. Chairman Steinhauer commented that the City may be, in some situations moving into an 'unsafe status' if we do not replace some of the unsafe equipment. It is important that the City Council and the Mayor are well informed regarding the feelings of the Fire Board and therefore coordinate whatever efforts the board can make in terms of supporting the fire equipment part of the Bond Issue. Chairman Steinhauer said he did not want to take steps without the endorsement, cautions or criticisms of the entire Fire Board. Chairman Steinhauer expressed his opinion that if the Bond Issue were to fail , the City would be in a very precarious position. The Fire Board showed their support and Chairman Steinhauer stated he would proceed with action. Chairman Steinhauer then asked Chief Hopkins: "If the Bond Issue is approved as you understand it, Chief, what will be the condition of the Department?". Chief Hopkins responded he had been in a meeting with the Mayor along with: Howard McCaffrey, -Direct-or of Public- Service; David Purvis, Director of Administrative Services; Alvan Knot, City Attorney. The discussion concluded that $2,000,000 was needed and the Mayor did approve. We would be able _ to purchase: One (1) ladder truck; one (1) platform; a pumper; a squirt; another vehicle; a decontamination truck; -and a defibrillator for each pumper. _ The Fire Chief agreed _with prior comments; if - the Bond Issue goes- down the Fire Department will be in trouble. - - Lansing Board of Fire Commissioners Official Proceedings - July 11 , 1991 Page Six Chairman Steinhauer stated his intention of fulfilling the Boards responsibility to the Mayor and the City Council by showing them the Fire Board's concerns about the status of the equipment and the ability of the Fire Department to operate. It is important for the Board to be in concert with the Mayor. Chairman Steinhauer then asked that the existing chairs and committees continue as they are. He plans to review any requests for change or other considerations of the committee structure over the next sixty (60) days. Chairman Steinhauer feels that the committees have begun to work together well and he would like to maintain the present structure unless there are problems. There were no objections: The committees will continue the same structure and chair. GENERAL ORDER Chairman Steinhauer asked the guests, including his son Andy, for comments; there were none. Commissioner Sheathelm asked if Explorer Post members ever apply for positions with the Fire Department. Chief Hopkins responded that currently there are two (2) young men who have been long time members who he has interviewed for the position of Firefighter I. They are currently in the hiring pool , have the qualifications and a good chance for hire. Commissioner Marin discussed Affirmative Action, saying she does not have the entire breakdown for current hiring pool, but based on the information she has, believes they satisfy Affirmative Action. Chief Hopkins added that out of the one hundred and thirty-nine (139) interviews, sixty-nine (69) people were recommended who were well qualified. Out of that group, there were four (4) females; four (4) hispanics; unknown blacks. Since then the Chief has received fifteen names from personnel who are either para-medics or protected class. The Chief confirmed Commissioner Marins belief that the pool satisfies Affirmative Action. Commissioner Green reminded the Board of the importance to support the Bond Issue "as loudly and longly" as possible. Assistant Chief Larry Pung informed us of the upcoming "Michigan Fire Chiefs Association Apparatus Show", held at the Lansing Center. The show was scheduled to start on Sunday, July 14th through Tuesday, July 15th. The M.F.C.A. has held there apparatus show in Lansing for the last five years. Chairman Steinhauer commented he thought in the past the Fire Board had sent communication to the M.F.C.A. , welcoming them to Lansing, and suggested Assistant Chief Larry Pung and himself compose communication this year. The meeting was called to order at 7 : 30 p.m. by the Chairman, Gordon Steinhauer . A quorum was present. Commissioners Present : Connie Conklin, Ronald Hatcher, Connie Marin, Russell Sheathelm, Gordon Steinhauer, and JoAnna Trierweiler . Commissioners Excused : Charles Green and Wava Streeter . Also attending this meeting were : Chief Samuel Hopkins, Assistant Chief Daniel Decker, Assistant Chief Lawrence Pung, Board Secretary Dianna Emerson, Attorney Melvin McWilliams, Mayor ' s Assistant Cleophus Boyd, David Miller, Ken Sailor, Jerry Ericks, Sam Colegrove, and Keri McWilliams . APPROVAL OF MINUTES Chairman Steinhauer asked if there were any corrections to the May 9, 1991, minutes of the Lansing Fire Board meeting. Hearing none, Commissioner Sheathelm made a motion to approve the minutes as distributed . The motion was supported by Commissioner Conklin and it carried unanimously. COMMUNICATIONS The Secretary, Dianna Emerson, had one communication dated May 30, 1991, from L .P.D. Officer Bill Fabijancic, Community Policing Officer and C.O.P. S . Committee Member, and Geri Neal, Secretary of the C.O.P. S . Committee . The letter thanked the department for allowing the Hazcom Unit and the Ladder Truck to participate in their Fabulous Acres C.O.P. S . Program Street Party on May 19, 1991 . "These units and the friendly firefighters accompanying them were a great asset to the party. Adults and children alike- enjoyed the opportunity to get acquainted with the personnel and equipment . They helped to make the party a huge success . " S3 Z Wd r �tnr ts, Lansing Board of Fire Commissioners Official Proceedings - June 13, 1991 Page Two ADMINISTRATIVE COMMENTS Chairman Steinhauer announced there were three items to address at the meeting: 1 ) replacement of firefighters, 2 ) training issues, and 3 ) functioning of equipment . He also announced that he had been reappointed as of July 1, 1991, to another term as Fire Commissioner. Commissioner Marin expressed her concerns about a City Council resolution regarding firefighter hiring and training (see attachment) . The resolution was introduced by Councilman Tony Benavides, Chairman of the Council Committee on Ways and Means . Commissioner Marin felt the Fire Board 's Personnel Committee had worked hard toward Affirma- tive Action and that this resolution would basically close the doors to minorities with respect to this type of job with the City. Commissioner Hatcher concurred with Commissioner Marin. A discussion followed . (City Council is proposing this resolution as a means of cutting L .F.D. overtime costs . ) A discussion followed . Included were conversations regarding hiring personnel more than once a year; working with high schools to encourage them to offer classes that would lead to fire related occupations; and, Lansing Community College ' s request to become a regional fire academy. L.F. D. has steadily increased training over the years . With respect to training Chief Hopkins stated safety is a major issue . As a result of safety oriented training fewer fatalities/casualties have occurred . Mr . Boyd stated the Mayor 's Office also has concerns regarding this resolution . Further discussion followed . The following motion was made by Commissioner Marin, supported by Commissioner Conklin, and it carried unanimously: That Chairman Gordon Steinhauer would attend the June 18 meeting of the Council Ways and Means Committee to advise them of the Fire Board 's concern and recommendation regarding the draft Council resolution. a . The resolution raises several issues of significance including training, hiring, overtime, budget for training, use of community resources, and major implications for Affirmative Action . b. The Fire Board has raised concern over the overtime issues and requested recommendations and action from the Fire Chief . The Fire Administration has Lansing Board of Fire Commissioners Official Proceedings - June 13, 1991 Page Three taken steps to modify training schedules . This coupled with the recent ability to employ fire- fighters will reduce the overtime impact. C . Delay and inability to recruit and employ fire- fighters at the same time major retirements were occurring added to the resulting overtime increases . d . The pre-employment training criteria may negatively impact Affirmative Action efforts unless pre-employment training carries some incentives or subsidy. It would appear these decisions would be made outside of the Fire Department budget process . e . Overtime issues can be most effectively addressed by long range planning in training, equipment, and staffing plans . f . While the Fire Board feels the Council resolution is well-intended and addresses a current issue, it feels the resolution would not add to the steps already taken to alleviate the overtime problem. It could cause additional confusion and delays in the hiring process . It has high potential to negatively impact Affirmative Action efforts recently developed . Any additional confusion or delays in the hiring process will result in more overtime, not a reduction. Chairman Steinhauer and Commissioner Marin will attend the Council Ways and Means Committee meeting on Tuesday, June 18, 1991, to voice the Fire Board ' s concern on this matter . Chief Hopkins presented Fire Commissioner Connie Conklin with an official Fire Commissioner ' s badge . Commissioner Conklin said she considered it to be a privilege to serve on the Board and to represent the citizens of Lansing. She has enjoyed her tenure so far . Chief Hopkins stated Battalion Chief Jerry Ericks was present to report on a fire incident that occurred today at 902 East Shiawassee . The building was a 2 1/2 story abandoned apartment house . An 8 year old from another home started the fire . B/C Ericks explained the scenario of equipment problems at the scene . Ladder #1 ( formerly #3 ) lost its hydraulic power after it had been extended over the fire . Engine #1 ( Squrt ) was at the Central Garage for major service, so it could not be utilized in place of Ladder #1 . Chairman Steinhauer Lansing Board of Fire Commissioners Official Proceedings - June 13, 1991 Page Four was present at the incident . He stated L .F.D. ' s apparatus might look shiny and in good condition, however, the equipment is not as functional as it looks . The department and Board will need to work hard to convey the actual condition of the fire apparatus to the Mayor and the citizens of Lansing, especially with the August 1991 Bond Issue . Today a vacant building was lost; the incident could have been far more critical . A discussion followed concerning the bond issue . Chairman Steinhauer asked Cleophus Boyd to inform Mayor McKane of the Fire Board ' s concern about the condition of the department 's equipment and about the equipment failure at the fire incident today. He also asked Mr . Boyd to ask the Mayor how the Fire Board can assist with the upcoming bond issue . Commissioner Hatcher recommended that the Fire Board meet with Chief Hopkins and the Administration regarding equipment needs and costs . A long range plan should be gone over . A report will be made at the July 1991 meeting. PRESENTATION Training Chief David Miller and Training Captain Ken Sailor were present to distribute and discuss the new L .F.D. Instructor Handbook and the procedure for the selection and approval of all educational materials, conferences, seminars, continuing education classes and schools for suppression personnel . The Instructor Handbook also contains an extensive curriculum listing fire related course work . Several department personnel worked on this material and even volunteered their own time . They are to be commended for a job well done . Sam Colegrove, who was present, spent a lot of time on these projects . Chief Hopkins complimented the Training Division and the progress that has been made . Chief Hopkins reported that the department had recently been turned down by the City for sending personnel to a continuing education course in Battle Creek . The course would have provided several EMTs and Paramedics with the required points to retain their licenses . At this point, personnel may have to start over to obtain a new license . COMMITTEE REPORTS Emergency Medical Services/Personnel Committee : Committee Chairperson Marin reported the Committee met on May 29, 1991, with the Mayor Lansing Board of Fire Commissioners Official Proceedings - June 13, 1991 Page Five regarding the department 's E.M. S . program, automatic defibrillators, and community education . Also attending the meeting were Chief Hopkins and Training Captain Ken Sailor . She complimented Captain Sailor on his report and presentation. The Mayor supports the Board 's concerns 100%. Commissioner Marin reports that 172 firefighter applicants passed the written test, 140 passed the agility test . Oral interviews are scheduled during the week of June 24, 1991 . Hiring recommendations might be made as soon as the week of July 1st . Finance/Buildings & Equipment Committee : Committee Chairperson Trierweiler provided stated the asbestos abatement has been completed in all fire stations . Two new pumpers, #3 and #4, will be in-service in the near future . Engine #10 is tentatively scheduled to return from warranty work in 7 to 10 days . Commissioner Sheathelm provided the expense report for the month of May 1991 . Payroll totaled $650, 110 . 32 and miscellaneous expenses totaled $58, 423 . 97 . Grand Total = $708.1534 . 29 . "Equal Opportunity Employer" FIRE BOARD MINUTES MAY 9. 1991 - Page Two ADMINISTRATIVE COMMENTS Assistant Chief Larry Pung announced the Fire Department ' s annual Memorial Service at approximately 11 : 15 at Mount Hope Cemetery, on May, 25 , 1991 . Larry said the service would coincide approxi- mately with the "Memorial Day Parade" , scheduled for the same day and time . He also asked Commissioner Green to attend in the event Board Chairman Gordon Steinhauer was unable to partici- pate . Commissioner Green agreed. Fire Chief Hopkins referred to two (2) handouts . One contained articles the Chief had collected to bring us up to date on some of the programs we have been working on. The articles expressed the impact of the programs and how important they are to show our leadership with respect to the handling of hazardous materials . The Chief , as well as the Mayor, received the second handout from City Attorney Alvin Knot, pertaining to hazardous materials response and how important it is for the City to have a capable hazardous materials response team. Based on the Commun- ity ' s "Right To Know" law, which pertains to hazardous materials storage , the fire department featured in the article purposely allowed a building to burn down because they knew of .the presence of hazardous materials and the inability of their staff to handle this situation. Chief Hopkins expressed his confidence in our highly skilled and highly trained Lansing Fire Department personnel by stating that in the event of a similar incident, "if we can ' t do it, it can ' t be done" . We are hopeful that the state and federal will get together and work out a system for ' regional response ' so when these incidents occur in smaller communities who do not have the ability, they can get response from departments that have the qualifications and equipment to aid them. It takes at least 40 highly skilled people to handle a hazardous materials situation and we have an extensive ongoing training program. Many of our personnel voluntarily work at the Training Academy to make the program possible. The Chief then presented Commissioner Streeter and Commissioner Trierweiler with their Fire Board Badges . These were graciously accepted by both. Acting Chairman Charles Green asked for questions , there were none. COMMITTEE REPORTS Commissioner Marin, Personnel Committee : On April the 15th, the test was given for the Firefighter I position. According to the Personnel Department: 400 letters were sent out; 240 took the test; 210 passed with a score of 75 or higher. At the FIRE BOARD MINUTES MAY 9, 1991 - Page Three present time the Fire Department has twelve vacancies , to be filled by July 1 , 1991 . Commissioner Marin handed out a three (3 ) page document compiled by the Human Relations Department, showing Fire Department employee statistics by; "Race and Sex" ; "Job Title" ; and "EEO" (Equal Employment Oportunity) . Commissioner Marin explained that Affirmative Action is our number one criteria for selection for hiring. Commissioner Marin also handed out a document with Fire Department Overtime for 1990 broken down by month as well as Division. Fourteen (14) new recruits were hired and then trained last year for nine (9) months accounting for a lot of the overtime due to the personnel that had to fill in for them while they trained. Another document showed our 1991, line by line budget projection. Chief Hopkins added that we are projected to be around $36 , 000 "in the black" by July 1 , 1991 , however since all of our needs prior to the July 1 , 1991 date are not yet met, a more exacting projection is $ . 00 . For the EMS (Emergency Medical Services) Committee report, Instruc- tor/Coordinator Ken Sailor made a presentation. Chief Hopkins stated that I/C Sailor is due for promotion to Captain and expressed his appreciation for Ken ' s capabilities and the excellent job he is performing. Ken is primarily in charge of the hazardous materials program. I/C Sailor highlighted a CPR study done by the Tri-County Medical Control Authority from September through November of 1990 . The study involved statistics regarding trauma patients in the Tri- County area. Our overall scoring for the study was good although in some areas we were a little below average. The amount of time we spend with patients and the treatment we give was rated high. Ken also gave us a very detailed presentation using maps to illustrate response times and areas , comparing the costs and benefits of the Fire Department equipping and staffing a new ambulance versus adding automatic defibrillators to existing en- gines companies . He handed out documentation to support his claim that a program called "RAPID ZAP" , endorsed by the Interna- tional Association of Fire Chiefs (IAFC) , using automatic defi- brillators on engine companies , was the most effective and least expensive way to meet the needs of CPR patients in the Lansing community. Chief Hopkins added that the Lansing Fire Department presently does not have a 'quality assurance program ' and discussed the positive effects the program will have on the services we provide . We are researching and hope to implement the program in the near future . FIRE BOARD MINUTES ' MAY 9, 1991 - Page Four I/C Sailor continued his presentation showing the need to reduce the "time factor" for CPR patients thereby increasing their chance of survival . There are two (2) parts . . . 1) the services we provide and. . . 2 ) a "community education" program to teach the public how to respond quickly when an emergency occurs . He discussed a study he made from January through October, 1990 where he tracked the Fire Department ' s response to cardiac arrest runs . He found the average ambulance response time to be five (5 ) minutes whereas the average engine company response time was three (3 ) minutes earlier. Chief Hopkins pointed out that the Community Education program and semi-automatic defibrillators had been cancelled from the 91/92 budget. These items will be included once again in the new budget. A discussion ensued regarding community education and the ' fact that the public should be made more aware of the roll they play, referring to the presentation I/C Sailor had made showing how public awareness could cut down on the amount of time needed to get help to them in the time of crisis . Commissioner Streeter inquired if figures were availble for the cost of community education. The Chief responded that I/C Sailor would get the information for them. Commissioner Streeter commented that ' overtime ' is an ' animal ' and we could get better response presenting our community education program if the issue of overtime was not so prevalent. The Chief answered that overtime has been an issue the whole time he has been with the Fire Department; for at least twenty-six (26 ) years . The Chief also added that it is the mission of the Fire Department, and has been his personal mission since he has been with the Fire Department; "to save lives and protect property" . He also stated there is nothing in any of the Lansing Fire Department programs designed to allow firefighters to ' line their pockets ' unnecessarily. Commissioner Green suggested that for a relatively small amount of money, the Fire Board and the community could get together , support each other and provide the information to teach the public . Commissioner Green asked for additional questions regarding I/C Sailors presentation and Ken added that next week (May 12 - 18 , 1991) was "National EMS Week" . He planned to have Rescue 5 and an ambulance at .the mall on Wednesday, from 11 : 30 to 1 : 30 . He wanted to show high-angle rescue and was seeking permis- sion to demonstrate by using the side of one of the buildings . Commissioner Green again reinforced the idea that the community needs to know how they can improve their part in reducing response time . FIRE BOARD MINUTES MAY 9, 1991 - Page Five Commissioner Trierweiler suggested a letter to the Mayor, putting the information in chart form to convey the information effectively. The Chief recommended a meeting with the Mayor as a more receptive way to get the information to him. Commissioner Green suggested the Board get the information together and would like I/C Ken Sailor to share a presentation with them. Commissioner Marin offered to get in touch with Rosemary of the Mayor ' s office to set up the meeting. Commissioner Green asked for a motion to accept the Personnel Committee ' s report. Commissioner Streeter moved, and Commissioner Shealthelm seconded. The motion carried unanimously. NEW/OLD BUSINESS The Chief commented that the, Mayor ' s budget recommendations had been sent to the City Council , but he had not heard from the Mayor or the Finance Department yet, they have until the third monday in May to respond. Commissioner Green asked for questions , there were none. GENERAL ORDER Firefighter Colegrove said he had approached the City Council as a citizen of Lansing, and presented them with some of the needs of the Fire Department. He showed them a thirty-five (35 ) minute video tape. Sam suggested that the Fire Board needs to meet with the City Council for additional support. Firefighter Colegrove also stated that he along with other members of the Lansing Fire Department regularly have charge of ' medical coverage ' for sporting events locally as well as around the state; all voluntary. Melvin McWilliams told us of a personal friend whose heart stopped beating in a restaurant where he was eating . Because "Rapid Zap" was available and worked so well for him, his life was saved and he can resume a normal life. Commissioner Hatcher said that I /C Sailors presentation was "terrific" , and encouraged us all to give Ken a hand of applause as he had thoroughly enjoyed it. He stated that the information was very understandable even to a layperson because of the way Ken had presented it. FIRE BOARD MINUTES MAY 9, 1991 - Page Six Commissioner Streeter agreed with Commissioner Hatcher and stated it is the Fire Board ' s job to present the community education program to the Mayor and the City Council . She said we can ' t expect them to be aware and understand all that is happening with the Fire Department and the Fire Board needs to show them in order to be good Commissioners . If they don ' t respond to our presentation, then further steps should be taken. Commissioner Marin agreed with the other Commissioners comments . She said she had dinner with the Firefighters at the #1 Fire Station and encouraged the other Commissioners to visit the fire stations , too. She mentioned that Commissioner Shealthelm made regular visits to the stations and had been doing so routinely for many years . A show of appreciation for Commissioner Sheathelm' s dedication ensued with the Chief stating that the firefighters know of the Commissioners activities and awareness of Fire Department needs . They feel the Board is a responsible and supportive group of individuals . The Chief informed Commissioner Trierweiler, Chairperson of the Finance/Building and Equipment committee that asbestos abatement was taking place in the Administrative Offices of the Fire Depart- ment and invited the Board to look in and see what ' s going on. Commissioner Green again stated his appreciation for I/C Sailors presentation and said he was proud to be a Fire Commissioner . The Lansing Fire Department has wide spread fame throughout the country and commented he had spoken with personnel at a Fire Department in Florida where our good reputation was known. The department ' s revised budget totalled $12 , 046 , 908 . The Mayor ' s recommended budget totals $11 , 033 , 136 ; it includes one ambulance, no other apparatus . The Commissioners discussed the information they had just received. They also discussed a $1 , 450 , 000 Bond Issue for apparatus and related equipment that would appear on the August 1991 primary ballot. Chairman Steinhauer acknowledged that the Fire Board had received the Mayor ' s Recommended FY92 Budget Proposal . The Board will not take any formal action without input from Chief Hopkins , who is out of town. The Board will conduct a special meeting if deemed necessary by the Chief . Secretary Emerson advised the Commissioners that their Rules of Administrative Procedure had been reviewed by City Council and that they are now in effect. Chairman Steinhauer asked each Commissioner to provide . , .:... their names , addresses , and telephone numbers (residence and business) to the Board Secretary. This information had been requested by the Mayor ' s Office to update their files . There are also some questions that he will provide the answers for . GENERAL ORDER Melvin McWilliams , City Attorney, reported the State of Michigan still has a program available to agencies for financing the purchase of major pieces of equipment. The City ' s Finance Department is aware of this program, which could be an option down the road. Cleophus Boyd, representing the Mayor ' s Office, reported on some information he had received today from Chris Andrews of The Lansing State Journal . Mr . Boyd stated he did not have the full details , but the information pertained to the State Senate Bill for property tax reduction. The bill in its present form could roll property assessments back to a point where the City of Lansing might lose $650 , 000 to $700 , 000 revenue . This loss could be recovered by having the people vote on raising taxes . Assessments would be bi-annual . Commissioner Streeter reported that the Bill in the House of Representatives is not as harsh as the Senate ' s proposal . A discussion followed. She thoroughly enjoyed meeting all the personnel stationed there that day. She looks forward to visiting another station in the near future. COMMUNICATIONS The Secretary reported she had ordered flowers from the Commission for the Ernie Carpenter funeral . The rules were approved as to form by the City Attorney's Office. Mayor McKane received the document on February 28, 1991 , and he referred it to City Council on March 4, 1991 (Letter #10 D-2) . The rules were referred to the Public Safety Committee and placed on their agenda for March 15, 1991 , at 8:30 a.m. Once approved by the Committee, the rules should be approved at the March 25, 1991 , Council meeting. Each Commissioner received a copy of the FY92 Budget approval letter sent to the Finance Department from the Board. Chairman Steinhauer stated Chief Hopkins had provided the Board with a couple of handouts. He will let the Chief remark about them. PRESENTATIONS There were not any presentations at the meeting. ADMINISTRATIVE COMMENTS Chief Hopkins reviewed two magazine handouts with the Commissioners. The articles are: "Your Rights Under the Occupational Safety & Health Act" Fire Engineering, February 1991 , Pages 51, 52, 55. Written By Jack Abraham "Fire Line: Emergency Medical Service Stretched to Meet Demands" 9-1-1 Magazine, January/February 1991 , Pages 28 & 29 Written By Paul Ditzel Chief Hopkins informed the Commissioners that the News Media would receive information and see the new Rescue 5 Unit on Monday, March 18, 1991 , at 11 a.m. This topic led into a much broader discussion about the condition of the department 's equipment. Commissioner Sheathelm complimented the Chief on his ability to keep on top of problems and work toward making changes for the good. The Chief told the Board that the Training Division's offices have been moved to the basement of the No. 4 Fire Station. This will create an additional classroom at the Training Academy. A discussion followed on how the amount of required schooling has increased dramatically. Lansing Fire Board Minutes March 14, 1991 Page Three COMMITTEE REPORTS E.M.S. and Personnel Committee: Committee Chairperson Marin requested that the Overtime and Staffing issue be tabled until the next meeting. Chief Hopkins provided some insight to the current overtime situation. Overtime will be restricted to emergencies only. Not many vacations are scheduled at this time of year; more overtime will occur during the peak vacation period due to the minimum manning requirement. The purchases of equipment have also been restricted. The Chief is hoping that a recruit class will start this summer. The department currently has 10 vacancies. Planning Committee: No report. Finance/Building & Equipment Committee: Commissioner Sheathelm provided the February 1991 expenditure report. Payroll - $710,537.06 and Miscellaneous Expenses - $181,360.38. Total : $891,897.44. NEW/OLD BUSINESS Chairman Steinhauer remarked that the Board had approved the Fire Department's FY92 proposed budget at the last meeting. Chief Hopkins has had to make some significant reductions in that proposal since that meeting. Target dollar figures were discussed. Chief Hopkins explained that the target figure is impossible to meet, especially when the minimum staffing comes into play. Delays in equipment purchases were discussed along with meeting the safety needs of Fire personnel and the community. The Chief felt the department' s original proposal for FY92 was a "lean" budget. Commissioner Hatcher recommended the City purchase needed fire apparatus through a lease/purchase option. A discussion followed. Commissioner Streeter made the following motion regarding the revised budget: The Lansing Board of Fire Commissioners has reviewed the revised budget reductions as submitted by the Fire Chief. The major reductions were in equipment purchases. The Fire Board accepts this revised budget with the provision that equipment not purchased will be considered in the following year's budget. The Fire Board further recommends that a lease/purchase arrangement for major equipment be considered to reduce the cash flow of the annual budget. Lansing Fire Board Minutes March 14, 1991 Page Four NEW/OLD BUSINESS (Continued) The Fire Board also offers to have its Chairman and Finance Committee meet with the Mayor and his designates regarding the Fire Department budget, if the Mayor finds that helpful . The Fire Board feels the adjustments made appear to be the maximum budget reductions from the original submitted budget that can be made while still insuring the safety of the community and department personnel . Commissioner Marin supported the motion. Some discussion occurred. The motion passed unanimously. Chairman Steinhauer stated this was a very difficult situation for Chief Hopkins because he must act as a reponsible department head and meet the objectives of the Mayor. However, the Chief must also meet the needs of the department and the community. The Chairman directed the Secretary to forward a letter to the Mayor that this action was taken. GENERAL ORDER Melvin McWilliams, City Attorney, said that he remembered a State of Michigan program that had been implemented in the early 1980's to assist agencies with financial arrangments to help with major equipment purchases. He will make some telephones calls to see if this type of a program is still available. Chief Hopkins introduced Firefighter Frank Lain from the audience. Chief Hopkins made some statements concerning the department 's Recruitment Committee and the direction in which they are headed. The annual test for firefighter will be given April 15, 1991. COMMUNICATIONS The Secretary, Dianna Emerson, had one communication directed to the City of Lansing from the Professional Black Firefighters Association of Lansing. ( See attachment . ) PRESENTATIONS A Retirement Certificate was presented to Fire Marshal Robert O ' Brien who retired on February 5, 1991 . No one was injured at the fire . COMMITTEE REPORTS Emergency Medical Services/Personnel Committee : Committee Chairperson Marin reported the Committee met on January 31, 1991 . She thanks Mayor McKane for taking the Committee ' s thoughts regarding the Hiring Procedure into consideration. A test score of 75 or higher will qualify an applicant for an interview . ( It is currently 95 or higher . ) The City will also take the Board 's Affirmative Action Plan into consideration during the hiring process . OLD/NEW BUSINESS Vice Chairman Green stated the Rules of Administrative Procedure for the Fire Board had been submitted to the City Attorney for approval as to form. Chairman Steinhauer inquired about the FY92 budget process . Chief Hopkins stated the budget review process had been completed with the Finance Department . Reviews would begin soon with the Mayor . The Chief indicated he had met with the Mayor today. There is concern about the projected loss of revenue . A discussion followed . Boyd said the Mayor submits his budget recommendations to City Council on or before the 4th Monday of March. Mr . The meeting was called to order at 7 : 37 p .m. by Vice Chairman, Charles Green . A quorum was present . Commissioners Present : Connie Conklin, Charles Green, Connie Marin, Russell Sheathelm, and Wava Streeter . Commissioners Excused : Gordon Steinhauer and JoAnna Trierweiler . Commissioners Absent : Ronald Hatcher . Also attending this meeting were : Chief Samuel Hopkins, Assistant Chief Lawrence Pung, Board Secretary Dianna Emerson, Attorney Melvin McWilliams, Mayor ' s Assistant Cleophus Boyd, Captain Henderson Bodiford, and Firefighter Eric Hall . APPROVAL OF AGENDA The Vice Chairman, Commissioner Green, added one topic to the agenda : Rules of Administrative Procedure for the Fire Board . Commissioner Marin moved that the agenda be approved as modified . The motion was supported by Commissioner Conklin. The motion passed unanimously. APPROVAL OF MINUTES Vice Chairman Green asked if there were any additions or corrections to the December 13, 1990, Board minutes . Commissioner Marin had one correction to the Personnel Committee report on Page 2, Paragraph 1 : The entire Personnel Committee met with Richard Letts on December 13, 1990, not just herself . Commissioner Sheathelm had the following correction to make to Page 3, Paragraph 3 : Clarification that he said Rescue 5 was being serviced not repaired . City Attorney McWilliams had a correction on Page 4, Paragraph 2 : This paragraph should have said the Rules of Administrative Procedure need to be forwarded to the City Attorney for "approval as to form, " then to the City. Clerk, and finally to City Council . Vice Chairman Green noted that Page 4, Paragraph 1, should have stated that the names of Commissioners Streeter and Marin needed correcting on the signature page of the Rules , not Marin and Trierweiler . Commissioner Streeter made a motion that the minutes be approved as corrected . The motion was supported by Commissioner Conklin . The motion carried unanimously. COMMUNICATIONS The Secretary, Dianna Emerson, had one communication, a thank you letter from Girl Scout Troop #533 . "We would like to thank you for your interesting and informative tour of your fire station . We would especially like to thank Firefighters Pat Weifrich and Ray Alvarado for their personal attention . It was very educational for our troop . " PRESENTATIONS There were no presentations . ADMINISTRATIVE COMMENTS Assistant Chief Pung indicated Station #3 would be reopening tomorrow or the next day. Chief Hopkins asked the Commissioners to review a video on Springfield, Oregon 's Rapid ZAP Program. This is an early defibrillation program to restore heart rhythms after a heart attack, drowning, suffocation, etc . Every basic life support program should include it . The department is requesting the purchase of twelve automatic defibrillators ( $5, 000 each ) in the Fiscal Year 1991-1992 Budget . This would be the last component in advanced care for the department to obtain. Commissioner Street said she appreciated having the opportunity to see the video . The conversation turned to charging fees for ambulance service . A discussion followed . COMMITTEE REPORTS Emergency Medical Services/Personnel Committee : Chairperson Marin stated the Board ' s Committee met on January 9, 1991, with Personnel Director Karen Jackson, Assistant Personnel Director Susan Wager, Human Relations Director Richard Letts , Labor Relations Director Richard Putney, Mayor Terry McKane, and members of his staff . The group discussed hiring procedures for the department . Chairperson Marin wants the Committee to meet so that they can discuss the meeting and put together their viewpoints . A report will be made at the February 14 . 1991, meeting. Chairperson Marin provided L .F . D . statistics on race and sex from the Human Relations as of December 31, 1990 . Captain Bodiford asked if the Fire Board had an Affirmative Action Plan . Commissioner Marin said the Board ' s plan dates back to 1985 . The ultimate goal was to hire employees so it would represent the of races within the community. She has been told that the City of Lansing does not focus in the direction . The Personnel Committee will work with L .F.D . and the City regarding minority hiring . The City has noted that minorities do not appear to be interested in this type of work . The City has also worked very closely with several outside agencies in an attempt to recruit minorities . Before she releases any information from the January 9th meeting, she plans on meeting with her Committee . Captain Bodiford stated he would like to attend the meeting, and Commissioner Marin said he was welcome . Captain Bodiford stated that as a black L .F .D . employee, he is concerned about the hiring of minorities . He feels many people have qualified for positions with the department, but were bypassed because of department needs . He is disappointed with the City' s hiring practice . Captain Bodiford hopes the Fire Board members will actively pursue this issue . Commissioner Sheathelm made a motion to approve the E.M. S . /Personnel Committee report . The motion was supported by Commissioner Streeter . The motion passed unanimously. Finance/Buildings and Equipment Committee : Due to the absence of the chairperson, Commissioner Sheathelm provided the December 1990 expenditure report : PAYROLL - $1, 337, 830; MISCELLANEOUS EXPENDITURES - $207, 056 . GRAND TOTAL : $1, 544, 886 . Commissioner Marin made a motion to approve the report, which was seconded by Commissioner Conklin . The motion passed unanimously. FY 1991-1992 Budget : Chief Hopkins passed out copies of the next fiscal year ' s proposed budget . The Chief stated Linda Villarreal had worked very hard to put the document together for the department . Fire prevention is the department ' s No . 1 priority. It is the most economical way to fight fires through focusing on public education, the smoke alarm ordinance changes, and other ordinances - such as the new sprinkler requirements . The overall budgets in the past two years have been comprehensive and focused, with clear objectives and reasonable costs . The department ' s first budget hearing with Jan Lazar is January 14, 1991 , The Chief welcomes any questions the Commissioners might have upon review of the proposed budget . The Commissioners should be ready to approve this budget package at the February 14 meeting . OLD/NEW BUSINESS Vice Chairperson Green asked Mrs . Emerson to forward the Board 's Rules of Administrative Procedure to the City Attorney for approval as to form. GENERAL ORDER Captain Bodiford asked about enforcement of the Smoke Detector Ordinance that takes effect in January 1991 . Chief Hopkins said the ordinance could be enforced as runs are made to homes --- an inspection could take place and the ordinance then enforced . Firefighter Eric Hall stated he has the same concerns voiced by Captain Bodiford on minorities and the City' s hiring practice . Cleophus Boyd commented on the City' s hiring practice . He serves in two capacities : 1 . Trying to understand the Board ' s concerns; and 2 . Dealing with the administrative problem of providing overall service . He hopes his presence during the last five years has helped, especially through Equal Opportunity Employment . The City has did everything possible in their attempts to recruit minorities . The Commissioners need to review what the City has done and offer suggestions where possible . A discussion followed . Vice Chairman Green said that all comments made during the course of the evening 's meeting are well noted . The Fire Board represents the community and takes its responsibility seriously. It is the Board 's obligation to bring issues forth . The Fire Board needs to offer alternatives that will benefit both the citizens and the City. Commissioner Sheathelm made a motion that the January loth meeting of the Lansing Fire Board adjourn. The motion was supported by Commissioner Conklin. The motion carried unanimously. The meeting adjourned at 8 : 57 P .M. The next regularly scheduled meeting of the Fire Board will be held at 7 : 30 P .M. on Thursday, February 14, 1991, at the Fire Station No . 1, 120 East Shiawassee Street, Lansing, Michigan.
