Board of Police Commissioners Meeting Minutes
Tuesday, April 15, 2025, at 5:30 p.m.
Schmidt Community Center
5825 Wise Rd.
Lansing, MI
The Board of Police Commissioners met in regular session and the meeting was called to order at 5:30 p.m. by
Commissioner Jones.
Present: Commissioner Members: Bitely, Brewster, Cotton, Farhat, Jones, Milton, and Watkins. Also present:
Chief Robert Backus, Assistant City Attorney Matt Staples, A’Keydra Abrams and Ruth Grant.
Note: Commissioner Sheikh-Omar arrived at 5:59 pm after roll call was taken and after voting had been taken
place.
Public Attendees: 3
Roll call was taken and quorum was present.
Pledge of Allegiance: Lead by Chair Jones.
Public Comment on Agenda Items: The public comment regarding submitted inquiries from NAACP will be
addressed later by Chair Jones.
Additions To The Agenda: None.
Approval Of Agenda: Chair Jones moved to approve the agenda. Vice-Chair Bitely made the motion to approve with
Commissioner Cotton seconding the motion.
Consent Agenda: Commissioner Jones moved to approval of the two agenda items.
a) Approval of Meeting Minutes: March 18, 2025
b) Approval of the Department Reports: March 2025
Commissioner Brewster made the motion with Commissioner Bitely seconding the motion of the two agenda items.

ADMINISTRATIVE REPORT - Chief Robert Backus
LEGAL UPDATE – Assistant City Attorney Matt Staples
HUMAN RESOURCES – Commissioner Cotton
COMMISSION INVESTIGATOR REPORT: Ms. A’Keydra Abrams
• For the month of March 2025, there were 8 open cases, four cases were closed.
• Attended a very good training session for body worn cameras.
• People will now have a choice to file a complaint through LPD Internal Affairs or with the Commission
Investigator.
UNFINISHED BUSINESS: None.
NEW BUSINESS: None.
BOARD COMMITTEE REPORTS:
• Budget – No report.
• Government/Community Liaison Committee – No report.
• Awards and Incentives Committee – The awards banquet will be May 21st.
• Ad Hoc Committee – No report.
• Citizen Complaint Oversight Committee - No report. A meeting is scheduled in two weeks.
• Recruitment and Hiring - No report.
COMMISSIONER COMMENTS – (Informational)

ADJOURNMENT: The meeting adjourned at: 6:07 pm by Chair Jones. Vice-Chair Brewster made the motion and
Commissioner Milton seconded the motion.
