CALL TO ORDER: 6:30 P.M. Foster Community Center
I.ADDITIONS/DELETIONS TO THE AGENDA
Scramlin moved, Whitfield seconded to move III A to end of Agenda
II.BOARD MEETING MINUTES
A.January 8, 2024 Walters moved to accept the minutes, Scramlin seconded, passed
unanimously.
III.NEW BUSINESS
A. CIP Projects FY26 *moved to end
B. Park Millage -
C. Gier BMX Grant Application –Walters moved and Whitfield seconded to send a grant
application to improve the Gier BMX track and gate to City council. Passed unanimously.
D. Norfolk Southern Acquisitions Grant Application – Francisco moved to send a grant
application to acquire several parcels in the area of the River Trail on and north of Adado
Riverfront Park, Gilmore seconded, passed unanimously.
E. Lansing River Trail @ US-127/496 Junction – Walters moved, Scramlin seconded to send a
letter to Trevor Block, Josh DeBruyn, and Erin Chelotti of MDOT to send a request for a
covered walkway during the trail closure during a project along US 127/496. Passed
unanimously.
IV.OLD BUSINESS
A. Parks 5-Year Master Plan – March 8th Ward 3 Noon-2:30 Schmidt, March 11th Ward 1
Foster 5PM, March 13th Ward 2 Fenner 5PM, March 26th Ward 4 Letts 5PM.
5 Year Plan Survey Launch Date: March 6th, tentatively closing April 30th 2025.
Scramlin moved that we support these dates, Walters seconded, passed unanimously
V.UPDATES
A. Ore Creek Archery – Outdoor Range- Currently Ore Creek Archery is unable to field both an
indoor and outdoor archery range so it is currently going to be continuing using the indoor range.
B. Marshall Basketball Court Complex-ENG is onboarding to do the engineering for this project.
C. Parks Director Administrative Assistant -The director is planning to announce the hiring of a
new Administrative Assistant in March 2025.
D. Bubble Barrier- The department is asking Meijer to assist with the funding for the construction
of a bubble barrier just south of the North Lansing Damn. This barrier would not effect fish or
boating and would move debris to a storage container.
E. mParks Upcoming Conference will be in Traverse City this year.

Scramlin moved to accept the project list for FY26, Whitfield seconded, passed unanimously
VIII.REMARKS BY BOARD MEMBERS
Dombrowski highlighted winter recreation activities at Crego Park
IX. STATEMENTS OF CITIZENS
All meetings of the Park Board shall be open to the public. Those in attendance shall have the
opportunity to speak on any issue related to parks and recreation services not otherwise on the
agenda at the end of the meeting and may speak on any agenda issue during the meeting after park
board members have had an opportunity to discuss the issue or prior to the board voting on the issue.
The President may impose a time limit on public comments.
