HomeMy WebLinkAbout3.13.25 Board of Public Service MinutesREGULAR MEETING OF BOARD OF PUBLIC SERVICE MARCH 13, 2025 PRESENT: Mark Clouse, Nancy Mahlow, Hugh McNichol, Jason Wilkes, Tracy Tanner, and Ronald Wilson. ABSENT: Thomas Hickson, and Samara Morgan STAFF:Jeremiah Kilgore, Nicole McPherson, Brian Hight, Mitch Whisler, Charles Randall, and Andrew Kilpatrick. VISITORS: Lauren Delcamp, William Lawrence, and Deborah Mulcahey 1) CALL TO ORDER: Chair Wilkes called the meeting to order at 11:34 a.m., at the City of Lansing Wastewater Treatment Plant. a. Roll Call b. Excused Absences: Thomas Hickson, and Samara Morgan 2) ADJUSTMENTS/APPROVAL OF THE AGENDA: Chair Wilkes requested approval of the agenda, Mr. Wilson moved, Ms. Mahlow seconded, and MOTION CARRIED UNANIMOUSLY, to approve the agenda as submitted. 3) APPROVAL OF BOARD MINUTES: January 9, 2025 Chair Wilkes requested approval of the minutes, Mr. Wilson moved, Ms. Mahlow seconded, and MOTION CARRIED UNANIMOUSLY, to approve the minutes as submitted. 4) CITIZEN COMMENTS ON AGENDA ITEMS: Citizens Lauren Delcamp and William Lawrence spoke in support of engineers Report #24-19 Parking Petition for 600 - 800 West Genesee Street. 5) ACTION ITEMS: Department Annual Report 2024 –Mr. Wilson moved to approve the report, Ms. Mahlow seconded, motion carried unanimously. Traffic Requests: Engineers Report #24-19 Parking Petition: 600 – 800 West Genesee Street – The Transporation Department recommends to remove the existing two-hour parking restriction along West Genesee Street from Pine Street to Butler Boulevard. Mr. Wilson moved to approve the recommendation, Ms. Mahlow seconded, motion carried unanimously. Public Service Board Page 2 March 13, 2025 Engineers Report #24-09 Parking Regulation Request: 1200 North Grand River Avenue – The Transportation recommends that the existing bike land markings be adjusted along the west side of the 1200 block of North Grand River Avenue to provide more available on street parking. Mr. Wilson moved to approve the recommendation, Ms. Mahlow seconded, motion carried unanimously. Engineering Report #24-10: 500 West Ionia Street Parking Regulations – The Lansing Public Service Department recommends to increase available on-street parking in the 500 blocks of West Ionia Street per their plan. Mr. Wilson moved to approve the recommendation, Ms. Mahlow seconded, motion carried unanimously. Engineers Report #24-22 Parking Regulation Survey: Strathmore Road – Survey results no change in existing parking restrictions. Mr. Wilson moved to approve the recommendation, Ms. Mahlow seconded, motion carried unanimously. Engineers Report #24-23 Parking Regulation Survey: Wakefield Avenue – Survey results no change in existing parking restrictions. Mr. Wilson moved to approve the recommendation, Ms. Mahlow seconded, motion carried unanimously. Engineers Report #25-01 Parking Regulations Survey: Tranter Street - Survey results no change in existing parking restrictions. Mr. Wilson moved to approve the recommendation, Ms. Mahlow seconded, motion carried unanimously. Engineers Report #25-02 Temporary Parking Regulations: 100 Block of South Capitol Avenue—The Public Service Department recommends a right-of-way (ROW) Permit for the construction renovation project at 111 S Capitol Avenue. Mr. Wilson moved to approve the recommendation, Ms. Mahlow seconded, and the motion carried unanimously. Engineers Report #25-04 Traffic Control Request: Cooper Avenue and Fairfax Road – The Transportation Department recommends that a yield sign be installed on Fairfax Road at Cooper Avenue. Mr. Wilson moved to approve the recommendation, Mr. McNichol seconded, motion carried unanimously. Engineers Report #25-05 Traffic Control Request: Elizabeth Street and Regent Street – The Transportation Department recommends that a stop sign be installed on Regent Street at Elizabeth Street. Mr. Wilson moved to approve the recommendation, Mr. McNichol seconded, motion carried unanimously. Engineering Report #25-06 Traffic Control Request: Bayview Drive and Thackin Drive – The Transportation Department recommends that yield signs be installed on Thackin Drive and the Rivershell Apartment Driveway at Bayview Drive. Mr. Wilson moved to approve the recommendation, Ms. Mahlow seconded, motion carried unanimously. Engineering Report #25-07 Traffic Control Request: Bayview Drive and Rivershell Lane – no action was needed as the Transportation Department recommends no change to the traffic control at this intersection. 6) REPORT OF OFFICERS: Administration Division: A written report was distributed. Mr. Kilgore gave a brief overview of the report. Discussion and questions followed. Engineering Division: A written report was distributed. Ms. McPherson gave a brief overview of the report. Discussion and questions followed. 7) DIRECTOR’S REPORT: Director Kilpatrick reported on the following: universal trash, Michigan Avenue project, grant money, and EV Charges. Public Service Board Page 3 March 13, 2025 8) UNFINISHED BUSINESS: Chair Wilkes requested that recommended changes to the draft City of Lansing Facility and Street Naming Policy be sent to the secretary, before the next meeting. 9) NEW BUSINESS: None 10)COMMUNICATIONS AND INFORMATION ITEMS: A request was sent to the board to give Magic Johnson an Honorary Supreme Status, which they placed on file. 11)CITIZEN COMMENTS ON NON-AGENDA ITEMS: Deborah Mulcahey commented on traffic control recommendations, food and yard waste, the CSO project, and Zencity. 12)ITEMS FOR THE SUSPENSION OF THE RULES: None 13)ADJOURN: The meeting adjourned at 1:20 p.m. Respectfully submitted by, Janette Tate, Recording Secretary
