The meeting was called to order at 5:40 P.M. in the Ninth Floor City Clerk’s Conference Room, City Hall, Lansing, Michigan. BOARD MEMBERS PRESENT: Rev. John Folkers, PhD Chairperson Ron Frybort, Vice-Chairperson Don Cote
Susan Grettenberger, PhD (Arrived at 5:52 p.m.) Ellen Sullivan Wes Thorp ABSENT: None A QUORUM WAS PRESENT OTHERS PRESENT: John M. Roberts Jr., Chief Deputy City Attorney Chris Swope, City Clerk
Kevin Reeves, Chief Deputy City Clerk PUBLIC COMMENT: There was no public comment APPROVAL OF AGENDA: Moved by Ms. Sullivan to approve the agenda as submitted. MOTION CARRIED
SECRETARY=S REPORT: Approval of Minutes: Moved by Mr. Cote to approve the minutes of July
10, 2007 as submitted. MOTION CARRIED Communications and Petitions sent and received since the last meeting:
1. Complaint 2007-002 Moved by Ms. Sullivan to dismiss the Complaint based on the failure of the complaint to state a claim of a
violation of the Ethics provisions contained in the Charter, law or ordinances.
MOTION CARRIED
2. Statement of Financial Interests submitted by Maria Irish, City Assessor
Moved by Ms. Sullivan to receive and place on file the Statement with no further action needed.
MOTION CARRIED
CITY ATTORNEY=S REPORT:
1. Draft Opinion #041 Deputy City Attorney Roberts presented a draft of opinion #041 in response to Complaint 2007-002. The
Board discussed minor revisions. Moved by Ms. Grettenberger to approve the draft with the revisions discussed. MOTION CARRIED (note: Opinion #41 is annexed to these minutes)

TABLED ITEMS: UNFINISHED BUSINESS: NEW BUSINESS: Mr. Frybort inquired whether a Statement of Financial Interests had been received from the new Board of Water & Light General Manager.
