HomeMy WebLinkAbout2023-2024 Facade Improvement Program ReportCITY OF LANSING FAÇADE IMPROVEMENT PROGRAM 2023 - 2024 REPORT March 6, 2025 PROGRAM BACKGROUND The City of Lansing’s Façade Improvement Program was launched in 2018 with the mission to strengthen the economic viability of Lansing’s commercial corridors. This mission is achieved by providing targeted assistance for improving the appearance and structural condiƟons of building façades in highly visible and criƟcal areas of the city. The City allocated $175,000 toward the 2023-2024 Façade Improvement Program. The Façade Improvement Program and other available incenƟves and programs have reinforced Lansing’s commercial corridors in appearance and structure and set the stage for further development. The Façade Improvement Program offers 3 types of grant awards: 1. TransformaƟonal Improvements: 50% program match up to a maximum of $20,000 in grant funds. This award is for façade projects involving substanƟal restoraƟon, rehabilitaƟon, or replacement. 2. AestheƟc and Maintenance Improvements: 50% program match up to $10,000 in grant funds. This award is dedicated to projects that involve a compelling combinaƟon of aestheƟc and maintenance improvement such as new signage, siding, painƟng, replacement of windows, etc. 3. Design Grant: $2,000 design grant (Requires a 25% match). This grant award is for development of renderings, façade designs and material specificaƟons to assist with the applicaƟon of a matching grant award. Projects are selected primarily on aestheƟcs, need, impact, financial capacity, and their criƟcal strategic locaƟon along commercial corridors. Projects are selected by the Façade Design Commi Ʃee comprised of design experts including architects, representaƟves from the City of Lansing (Economic Development & Planning Department, and Neighborhoods & CiƟzen Engagement Department), and business experts. CITY OF LANSING FAÇADE IMPROVEMENT PROGRAM 2023 - 2024 REPORT March 6, 2025 TOTAL RETURN ON EQUITY The 2023-2024 Façade Improvement Program awarded $164,050 in grant awards throughout Lansing. Those awards spurred $451,100 in project investment, garnering over $287,050 in private investments into improving the appearance and structures of highly visible buildings in the city of Lansing. For every $1 that the Façade Improvement Program awarded this cohort, it leveraged about $1.75 of private investment, boasƟng about a 175% return on equity. Those awards spurred over $2.1M in project investment, garnering over $1.3M in private investments in improving the appearance and structures of highly visible buildings in the city of Lansing. For every $1 that the Façade Improvement Program has awarded, it has leveraged $1.73 of private investment, boasƟng a 173% return on equity. Any unspent funds from the 2023-2024 cohort will be used to support projects in the 2024-2025 cohort. What to Expect in 2025 The 2024-2025 façade applicaƟon is currently open through March 17, 2025The Lansing EDC is acƟvely promoƟng the opportunity by hosƟng a social media campaign, canvassing key areas in the city, and working with local stakeholders to noƟfy the public of this opportunity. The Design CommiƩee overseeing the façade program has adjusted the grant to beƩer uƟlize the dollars allocated to the program. Changes to the review guidelines in the upcoming cohort allow the commi Ʃee to support more smaller projects, such as signage and painƟng. Doing so will ensure that we distribute as many grants as possible.
