HomeMy WebLinkAbout2025 - Vacancy Report – FY 2025 2nd Quarter Vacancy Report — FY 2025 2nd Quarter Human Resources Summary The below high level summary is to provide an overview of the efforts that have been made to fill budgeted vacancies reflected in this report, but it is important to provide the context with respect to makeup of the Human Resources Department and all the work that goes into being an internal service provider. The department is comprised of the Hiring Division (1 manager; 4 specialists and 2 contract workers), Health and Wellness/Safety (2 FTEs) , Labor Relations (1 FTE and one contract worker), Payroll & Benefits (2 FTE, 1 PT and one contract worker) as well as Retirement (2 FTEs) for all 900+ employees (Excluding contracts/TEA/Seasonal and others). Each person in the department has a role in within their specialty that impacts the hiring process. It is truly a group effort across skill sets to fill a vacancy. HR has fifteen (15) filled budgeted positions filled out of seventeen (17) total, and four (4) contract workers. ❖ General Overview of the Hiring Process Below is a general overview of the hiring process. Depending on the position, steps may vary. • HR facilities the hiring process for all city departments which touch a variety of different industries and skill sets. We work on filling the vacancies in priority order, which is set by the individual Departments. • When a department is looking to fill a vacancy, the job description is reviewed by the department and proposed edits, if applicable are provided to HR. If there are substantive changes to the job description, the description, organizational chart and another document called a Job Description Questionnaire is sent to our classification consultant to review and provide a recommendation with respect to the pay scale. • If there are no changes, the department submits a Strategy of Selection and Hiring Plan (SOSH Plan), that details posting recommendations, assessment testing suggestions, if applicable, proposed interview panel and other details regarding the position. Then a requisition is submitted for approval in NeoGov, our applicant tracking system. Once the requisition has been approved the posting can go live for the established timeframe (most of our CBAs require at least six days). • When applications are received, they are screened by our hiring specialists for minimum qualifications and equivalencies. If candidates meet the qualifications/equivalencies the applications are sent to the department for screening and comments. • Candidates that have been screened in are then sent for assessment testing, written tests or skills demonstrations as applicable. • If candidates pass the assessments/testing/skills demonstration they can be referred for interviews. Interviews are conducted with a diverse panel and may be in person or via Microsoft Teams. Once interviews have completed, the scoring breakdown is drafted and provided to the Department. • Recommended candidates are sent conditional offers and background authorization waivers. • Pre-employment physicals, background checks and references are conducted. For police hiring processes, background investigations are a component. For both Police and Fire hiring processes, psychological evaluations are conducted. • The final offer of employment is provided and the onboarding process starts. ❖ It should be always noted that the Hiring Division is always actively working on positions that are not reflected in the postings on the City's website. This includes positions that are in various stages of the hiring process, including when JDs are being created, reviewed, classified, etc. to get ready for the hiring process or after the posting comes down and candidates are going through the process as referenced above. ❖ From January 1, 2024- December 31, 2024: Filled 166 budgeted positions (inclusive of recruits and trainees who progress to sworn positions after academy and also the UAW seasonal maintenance workers). ❖ Efforts Taken to create efficiencies: • Actively working on ways to eliminate barriers to employ returning citizens. • CDL Program: Twenty (20) people who have obtained the CDL through the City program and 5 are in process. Our Seasonal Maintenance Worker position is a great entryway into City employment and to have the opportunity to work towards obtaining a CDL license. • We are also looking forward to engaging and partnering with the Refugee Development Center in the near future. • Eleven (11) Job Fairs/Community Events • Exploring modifications that can decrease the time to fill in our hiring process. ❖ City Developed Trainee Programs - Assessors Office - Wastewater Treatment Plant - Fleet Services - Electrical Technician Overall, the Human Resources Department looks forward to continuing our efforts in filling the vacancies throughout the City.
