SHIAWASSEE ST., LANSING MI 48933 (517) 483-4200 |LANSINGMI.GOV/FIRE Brian Sturdivant, Fire Chief 1.Call to Order – 5:31 p.m. 1.1.Present: Barbara Lawrence, Jarrod LaRue (arrived 5:35), Charles Willis, Steven Purchase, Krishna Singh 1.2.Absent: Kathy Tobe, Rodney Singleton 2.Additions to Agenda 3.Approval of Minutes: Approved May 8th minutes with grammatical changes 4.Public Comment – Agenda Items (Time Limit: 3 Minutes): None 5.Review Communications 5.1. Jamie Bennett, Tri-County Office on Aging 5.2. Chief Steve Gonzalez, Capital Region Airport & Authority 5.3. Jana Hester, Preschool Teacher 5.4. Dennis Leahy, Community Member 5.5. Congresswoman Elissa Slotkin, US Representative 6.Comments from Chair 6.1.Chair Purchase had a conversation with the charter commissioners recommending that when the time comes that they solicit board members to share their opinions and experiences. 6.2.Comments on the Memorial Day Event. Alfreda Schmidt was missed. 6.3.Reminder that the recruit graduation was June 13th. 6.4.Chair Purchase is looking forward to the next fiscal year and hope the board will move forward with more forethought and plans to schedule/invite division and department heads to the meetings. Purchase will distribute City Council meeting schedules when available, and looks to have more station visits. 6.5.Chair Purchase invites the board to consider setting up some committees and shares the examples of Board Books, Annual Report, and Policy Review. 7.Presentations - none 8.Fire Administration Report – Chief Sturdivant 8.1. Extended 17 offers (contingent), and have received 11 soft returns. Shiawassee, Lansing MI 48933 new hires will be mandated to go to medic training. About $400k from the opioid settlement, with about half to training and half to community risk reduction (more specifically, CPR and AED). 8.2.The Station 2 to Station 4 is going well. Analytics showed that this was the best option to continue best community care. Chief shared with the stations why this choice was made and the crews appreciated this additional explanation. 8.3.SWOC has been demolished! Groundbreaking will be mid-September – there will likely be a media day for that. 8.4.Chief did request four new employees a year for the next 4 years, but did receive two new positions, this year only. Chief is looking to transition them to two level 4 captains in training. There is a need to have more there, especially with the new building for regional training as it is something that will bring funds in. Mayor agrees and is crunching the numbers to see how this can be accomplished. This is a better working model with real time tangibles. Chief believes that EMS and training should be under same umbrella. The union is open to idea but needs more research to develop this new model. 8.5.Internal audit is complete, and Chief is awaiting the executive summary for next steps to be taken. 8.6.International Association of Fire Chiefs (IAFC) is coming to Lansing to film and produce a five minute video that will be shown at the conference in August. The mayor, Chief Sturdivant, Assistant Chief’s Lay and Edwards-Clemons, and Battalion Chief Koenigsknecht will be featured. 8.7.Commissioner Singh asks after Quality Assurance Quality Improvement plans at LFD. Chief is looking to expand what LFD currently has. They are meeting tri-county requirements and he would like to go beyond that. 8.8.Chief speaks briefly on the different on BLS (basic life support) and ALS (advanced life support) calls that LFD gets and how dispatch and LFD can better respond to these different calls. 8.9.Commissioner Nelson recommends that there is a Fire Station open house as Tourist in Your Own Town is no longer happening. 8.10.Commissioner Singh asks after the resolution of a prior concern with acting engineers. Chief confirms that there has been a resolution ending with it being simpler and more straightforward for firefighters to “act up.” 8.11.Chair Purchase asks about the news release regarding Chief Randle and the internal audit. Chief Sturdivant confirms that it was not procedure to release information in that manner. There is a discussion with the board and Chief regarding the timeline for the audit and Chief Randle’s status at LFD (he has returned from Administrative Leave). 9.Old Business - none 10.New Business 10.1.Lexipol Policies 319, 321-323. 10.2.Discussion: Vice Chair Lawrence inquires about LFD Public Information Officer (PIO). Chief Sturdivant states that LFD does not have a PIO specifically so the PIO referred to in these policies is a “if we had one” stand in. Commissioner Willis requests more details on the changes presented in 323. Chief states that this simply establishes a clear chain of custody with several eyes on the valuables and forms to fill. Chair Purchase asks if all fire fighters are mandatory reporters. Chief Sturdivant will follow up with Chief Odom. 12.2.Commissioner LaRue is glad to hear that a conversation on ALS and BLS is being had. He inquires about the possibility of Commissioner dress shirts. Chief Sturdivant will look into the options. 12.3.Vice Chair Lawrence thanks Chief Sturdivant.
