BOARD MEMBERS PRESENT: Mike Dombrowski, Rick Kibbey, Kimberly Whitfield,
Isaac Francisco, Tirstan Walters, Ravynne Gilmore
BOARD MEMBERS EXCUSED: Joan Lenhard, Nate Scramlin
CALL TO ORDER: 6:31 P.M. Foster Community Center
I. ADDITIONS/DELETIONS TO THE AGENDA
II. BOARD MEETING MINUTES
A. November 13, 2024: Whitfield moved to accept the minutes, Francisco seconded, passed
unanimously
III. NEW BUSINESS
A. MDNRTF Grant – Letts Courts- Walters moved to support applying for the grant, Kibbey
Seconded. Passed with 5 Yeas-0 Nos-1 Abstained.
IV. OLD BUSINESS
A. Board Annual Report Kibbey moved to submit the Annual Report to the City Council,
Gilmore seconded, passed unanimously
B. 5-year Master Plan Survey Questions – Reviewed updated survey questions
C. CIP Projects – The board is currently accepting submissions to be considered for this year for
CIP Projects
V. UPDATES
A. Master Plan due 2/1/26
B. Parks Millage Renewal – Ballot August 2025
C. Kellie Brown will be retiring on January 3rd
D. Holiday Nights has started at Frances
E. Holiday Road Rally will be starting soon
F. The Director will be meeting with Consumers about utilizing property near Waverly and Jolly
for a trail.
G. $1600 was donated to the Fenner preschool from a disc golf tournament held at the Sycamore
disc golf course.

VIII. REMARKS BY BOARD MEMBERS
Whitfield talked about the time allowed for public comment and about leaf and litter pickup.
Dombrowski talked about how to travel between all city parks one would have to travel 83 miles.
Francisco inquired about if a source of the fish kill incident had been discovered in Tecumseh Park
in late September, the director confirmed that no source has been discovered.
IX. STATEMENTS OF CITIZENS
All meetings of the Park Board shall be open to the public. Those in attendance shall have the
opportunity to speak on any issue related to parks and recreation services not otherwise on the
agenda at the end of the meeting and may speak on any agenda issue during the meeting after park
board members have had an opportunity to discuss the issue or prior to the board voting on the issue.
The President may impose a time limit on public comments.
Jodi Washington: Wanted to highlight a vision for sustainability and environmental stewardship.
Abbey Demeau wanted to talk about the importance of coalition building. Let the Board know there
are many parks that are showing signs of invasive species. She wanted to highlight the mass
extinction event that is happening currently and the importance of native flowers and plants.
