With my office having staffed the board for over a decade and having been involved with these challenging issues, I want to share a proposal. Memorial Review Board Summary of Applications Going back to 2007, approximately 73% of memorial applications were to name or rename public spaces, primarily parks and park accessories such as benches, dugouts, and memorial markers. The other 27% of applications have been to change the names of streets, bridges and buildings. Proposed Process for Application Review Step 1 Step 2 Step 3 Step 4 Step 5 Application Clerk refers Board/ Mayor makes City Council for Naming to appropriate Commission recommendation to Approval or and City board/ studies and Council for streets, Denial of Renaming commission makes parks, buildings. streets, submitted to recommendation Mayor Approval or parks, Clerk's Office to Mayor. Denial of other buildings. items.* The new process would assign the application to the appropriate board to review depending on the city property to be named. Lansing City Clerk would be responsible for that referral. Property under the purview of the Parks Board such as parks, park benches, athletic fields, playground equipment would be referred to the Park Board. Most other city property such as streets and bridges would be referred to the Board of Public Service. Whether these referrals would already be preset into the new ordinance is up for Mayor and Council consideration. Thank you for your consideration. If you have any questions or concerns, please let me know. * Other items which would be approved or denied by the Mayor without Council action may include bridges, rooms, ballfields within parks, etc.
