Washington Sq. Suite 101, Lansing, MI 48933 MINUTES Members Present: Chair - Shelley Davis Boyd, Treasurer - Catherine Rathbun, Secretary - Dr. Alane Laws-Barker, Jordan Sutton, Sandra Lupien, Rawley Van Fossen Members Absent: Chaz Carrillo, Vice-Chair – Calvin Jones Staff Present: Karl Dorshimer, Kris Klein, Aurelius Christian, Alex Watkins, Kahleea Washington and Chelsea Dowler Guests: Call to Order Chair Davis Boyd called the Lansing Tax Increment Finance Authority meeting to order at 9:17 a.m. Approval of TIFA Board Meeting Minutes – Friday, August 02, 2024 (ACTION) MOTION: Member Rathbun moved to approve the TIFA meeting minutes from the Friday, August 02, 2024, Board of Directors meeting, as presented. Motion seconded by Member Laws-Barker. YEAS: Unanimous, motion carried. Rathbun noted, and Lupien confirmed, that the minutes marked Lupien as present, but Lupien did not attend the last meeting. TIFA Plan Review Update Klein noted that the preliminary report on the TIFA debt service and projected revenue was received last week. The Board committee will review and discuss. Legislative changes have been prepared and will be introduced later this year. Dorshimer discussed the need for legislative changes to allow the TIFA to consider financing more public improvements in downtown Lansing. Lupien commented that the TIFA background was helpful because she is relatively new to the area. Open Forum for TIFA Board Members Laws-Barker provided a personal update. Lupien reported that her program Mass Timber at MSU is seeking a climate and sustainability outreach specialist. Other Business None. Public Comment None.
