BOARD OF POLICE COMMISSIONERS MEETING MINUTES Tuesday, June 18, 2024 Location: Foster Community Center, 200 N. Foster Avenue, Lansing, MI The Board of Police Commissioners met in regular session and the meeting was called to order at 5:30 p.m.
by Chairperson Jones. Present: Commission Members: Bitely, Brewster, Cotton, Farhat, Jones, and Milton
Also Present: Chief Ellery Sosebee, City Attorney Lisa Hagen-Lawrence, and A’Keydra Abrams Public attendees: 2 Roll call was taken, and quorum present. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance led by Chair Jones. MOMENT OF SILENCE: A moment of silence given to family of Thomas Blackman who was killed from gun violence. PUBLIC COMMENT ON AGENDA ITEMS: None. ADDITIONS TO THE AGENDA: None.
APPROVAL OF MINUTES: The minutes from the Board meeting on May 21, 2024, were moved by Chair Jones to approve and place on
file. Motion carried by Commissioner Bitely with Commissioner Brewster seconding the motion. By Vote: Yeas: 6 Nays: 0
EDUCATION PRESENTATION: Officer DJ Rudd, Community Service Officer ADMINISTRATIVE REPORT: Chief Ellery Sosebee NEW BUSINESS: None.
LEGAL AND ADVISOR REPORT: Assistant City Attorney Lisa Hagen-Lawrence HUMAN RESOURCES REPORT: Commissioner Sam Brewster

DEPARTMENT REPORTS: Moved by Chair Jones to accept and place on file the 2024 April Departmental reports. Motion carried by Commissioner Brewster and seconded by Commissioner Bitely. By Vote: Yeas: 6 Nays: 0 BOARD COMMITTEE REPORTS:
• Budget Committee: No report.
• Government Liaison Committee: No report.
• Awards & Incentives Committee: No report.
• Ad Hoc Committee on Board Policies and Rules: No report.
• Citizen Complaint Oversight Committee: Met for a meeting and another will be scheduled in July.
• Recruitment and Hiring Committee: Commissioner Brewster presented.
• Commission Investigator Abrams: March – April reports: 8 complaints were received and all 8 were considered investigative and completed. COMMISSIONERS COMMENTS:
• Commissioner Bitely: Thanked Chief Sosebee for service.
• Commissioner Brewster: Thanked Chief Sosebee and working with him in the past. Welcomed Chief
Backus.
• Commissioner Milton: Thanked Chief for his service and looks forward to working with Chief Backus.
• Commissioner Cotton: Thanked Chief for being approachable responding to calls and welcome for discussions.
• Commissioner Farhat: Sad to see Chief retirement. Thanked Chief for all his work.
• Commissioner Jones: Thanked Chief for working with him. OTHER BUSINESS: None. PUBLIC COMMENT: ADJOURNMENT: Chairperson Jones concluded by thanking everyone for attending. Meeting ended at 6:01 pm.
