Regular Meeting – Neighborhood Empowerment Center 600 W Maple St.
1. CALL TO ORDER –Vice Chair Bell called the meeting to order at 5:27 pm.
a. Roll Call:
Present: James Bell, Jacklyn Lillis-Warwick, Cassandra Nelson,
Absences: Carol Skillings (excused), Sam Troutman (excused)
Staff Present: Andrew Fedewa, Stephen Bezold
2. APPROVAL OF AGENDA – Approved by unanimous consent.
3. COMMUNICATIONS – None
4. PUBLIC HEARINGS
a.HDC-1-2024, 216 E Hillsdale St., Tear-off and reroof with shingles
Mr. Fedewa presented photographs of the existing state of the roof the proposed
roofing materials. Staff had reached out to the applicant for additional information
regarding the status of the soffits, but did not hear back.
Ms. Nelson stated that the project seemed like fairly routine maintenance for a roof of
this age and that all questions concerning the decking and soffits would likely be
brought up to current code. Mr. Bell made note of the historic appearance of the roof,
including portions of the shingles. Mr. Fedewa described some of the history of the
building as detailed in the 1985 and 1989 Cherry Hill reports and nomination. Ms.
Nelson requested additional information on the status of the shake siding.
Ms. Nelson made a motion, seconded by Ms. Lillis-Warwick to approve HDC-1-
2024, 216 E Hillsdale St., Tear-off and reroof with shingles. On a voice vote, the
motion carried 3-0.
5. DISCUSSION/ACTION
a. Minutes for Approval – December 11, 2023. Minutes approved by unanimous
consent.
6. PUBLIC COMMENTS – None
7. STAFF AND COMMISSION MEMBER COMMENTS
a. Mr. Bell provided an update on his research of the Espanore neighborhood plat and
asked about the Westside Survey.
Ms. Nelson suggested applying for a national register designation for the
neighborhood to avoid the high cost of previous study attempts.

There was further discussion of owner-occupancy rates among historic buildings.
