This meeting was called to order at 4:16 p.m. by Vice-Chair Melissa Horste.
R. Freeman conducted a roll call. A quorum was established.
S. Gehle moved to accept the agenda, seconded by P. Dripchak. Motion carried.
S. Gehle moved to accept the meeting minutes, seconded by F. Lee. Motion carried.
There was no public comment or communication.
Director Coleman reported that the Alternative Temporary Structure RFP deadline was extended. HRCS is
preparing for the budget presentation before COW on Monday, April 15th. Mayor Schor would like HRCS to
have some information available to present regarding the structure.
Four Alternative Temporary Structure RFPs were received (Sprung, Forts, Pallet, and KP). There was
extensive discussion regarding the RFPs, concluding that Pallet and Sprung were the two to be reviewed more
closely. S. Gehl moved to eliminate Fort and KP for consideration. F. Lee seconded the motion. Motion
carried.
There was discussion about whether HRCS was looking for a permanent or transportable structure and what
each would entail. Additional discussion centered around whether the shelter should be for individuals vs.
families. Director Coleman shared that Justice for Neighbors was being considered contingent on the
submission of their information. There was a consensus that engineering should be consulted for the RFP
selected.
T. Woods moved that if Justice for Neighbors does not present a proposal by Friday, they should be off the
table for consideration and to submit Sprung and Pallet to an engineer for feedback and recommendations. F.
Lee seconded the motion. Motion carried.
The Policy Committee Annual Report was tabled until the next meeting. There were no additional committee
reports.
The HRCS Advisory Board Rules of Procedures Amendments were tabled until the next meeting.
The meeting was adjourned at 5:43 p.m.
