Members Present: Chair - Shelley Davis Boyd, Vice-Chair - Calvin Jones,
Treasurer - Catherine Rathbun, Chaz Carrillo, Sandra Lupien, Johnathan Smith, Jordan Sutton, Rawley Van
Fossen
Members Absent: Secretary - Dr. Alane Laws-Barker
Staff Present: Karl Dorshimer, Kris Klein, Brandy Standler, Alex
Watkins, Chelsea Dowler, Kahleea Washington, and
Shay Manawar
Guests:
1) Call to Order/Roll Call
Chair Davis Boyd called the Lansing Economic Development Corporation meeting to
order at 8:30 a.m.
2) Approval of LEDC Board Meeting Minutes – Friday, October 25, 2024 (ACTION)
MOTION: Member Carrillo moved to approve the LEDC meeting minutes from the
Friday, October 25, 2024, Board of Directors meeting, as presented. Motion seconded
by member Rathbun.
YEAS: Unanimous, motion carried.
3) Welcome New Lansing EDC Staff Member
Dorshimer welcomed and introduced new LEDC Economic Development Finance
Specialist, Shay Manawar.

4) Micro Loan Update
Standler provided a synopsis of the six active micro loans. There is a total of
approximately $195,000 outstanding. One default loan has begun repayment. One
default loan has received no payments or correspondence from business owner.
5) Corridor Update
Washington discussed the Turner-Dodge House event with the Lansing Gateway
Corridor CIA. Street toppers for the S. MLK signs will be going up. Saginaw Street CIA
has reopened the RFP for the SSCIA website.
6) LEED Initiative Update
Klein briefly mentioned that Christian has been working on the second cohort of the
Empower program, and the Developers Diversification Program.
7) Project Updates - Reactivating LEDC Site Committee
Klein discussed the former of the new Site Committee. There will be a focus on the
SSRP Grant and the Logan Square Redevelopment. Members Lupien, Carrillo, Smith,
and Jones volunteered to be members of the Site Committee.
1102 S. Washington Ave OPRA was approved by City Council.
8) Operations Update - Marketing and Communications Specialist
Dorshimer mentioned that the Marketing and Communications Specialist position was
posted on Indeed and has been distributed.
9) Open Forum for LEDC Board Members
Jones mentioned involvement with Silver Bells in the City.
