HomeMy WebLinkAboutLansing Gateway CIA Meeting Minutes 03.19.24 Lansing Gateway Corridor Improvement Authority Board of Directors Monthly Meeting Tuesday, March 19th 3pm Peckham Inc. 3510 Capital City Blvd, Lansing, MI 48906 Board Room Members Present: Robert Benstein, Jo Sperry, Steven Bohnett, Diane Hartwell Members Absent: Bob Vanarkel Facilitator Present: Alex Watkins LEDC, Kahleea Washington LEDC Guests Present: Public: Recorded by: Alex Watkins Call to Order/ Roll Call Robert Benstein calls meeting to order at 3:09 pm, The meeting has enough member present for quorum. Approval of Meeting Minutes - Action MOTION: Hartwell moved to approve the February 2024 meeting minutes as presented. Motion seconded by Benstein. YEAS: Unanimous. Motion carried. ARPA Funding Discussion- Corridor façade grants, corridor signage, and communication software (Kahleea Washington)- Action Washington reviewed the third section of the Development and Finance Plan with the board. This section explains the tax capture process and the tax Increment Financing Plan. There was discussion over how capture works specifically in an industrial area. There were also questions about the airport and Benstein answered about how through a 425 plan the airport gets pass through when it comes to tax capture. Washington plans to mail the final copy in the next few weeks. Projects Discussion Washington explained to the board the fact that the place making project would not work due to location. She offered a plan for a “Welcome to city of Lansing” sign at Waverly Rd. and Grand River. Washington also went over the street sign toppers program as well in which the corridor would put street sign toppers at major intersections along the corridor. The board decided to table the resolution at this time. The board discussed Peckham farm labor as well as Pocket Parks idea with sunflowers. The board also discussed the road diet, trails, bike lane and turning lane, pedestrian crossing. The airport is looking at a non-motorize, pathway from Grand River to terminal, sidewalk improvements and adding CATA for bus shelters. The board also talked about the Tri-county regional trail Looking into Joe Louis green way looking at abandoned. Dequindre in Detroit; Columbus, Ohio as a model. The committee discussed clean-up day for northside of Lansing. The board would like to have Delisa Fountain from the city to discuss neighborhoods assistance.
