Call to Order
The meeting was called to order by Chair Jeffries at 6:05 PM.
Roll Call
Clerk Swope called the roll of the Commission. A quorum was present.
Overview of the Lansing City Charter
Chair Jeffries gave an overview of the Commission’s work so far.
Vice Chair Adams Simon introduced Donna Mullins of the League of Women Voters.
Donna Mullins gave an overview of the Lansing City Charter.
Public Comment
Walker spoke about removing Article 2-103 to provide equal access to elective office for people with felony
convictions.
Eric Gaines spoke about aligning Article 2-103 with State statutes.
Christopher Steele spoke about Board of Water and Light oversight and citywide sustainability.
Tom Arthur spoke about reimagining public safety, homeless people’s rights, alternatives for policing, and
implementing a residency requirement for City police officers.
Don Dean spoke about planning commission’s work on roads / sewer systems and fiscal responsibility of
repairs.
Angela Matthews spoke about public utilities rates and the BWL $60 re-connection fee.
Greta McHaney Trice spoke about removing Article 2-103.
Farhan Sheikh-Omar spoke about empowering City boards to increase transparency and give power to the
people. He also spoke about housing and homelessness issues across the city.
Monica Zuchowski spoke in favor of matching Article 2-103 with the State Constitution to increase civic
engagement.
Fred McLaughlin spoke about making the City Charter invitational to citizens for civic engagement by adding
references and details. He also spoke about updates to planning and zoning codes.
Joanne Yinger spoke about sewer system repairs and CIT [crisis intervention team] training for police officers.
Commissioner Remarks
Commissioner Boyd spoke about the commitment to address 2-103.
Chair Jeffries spoke about the Commission’s timeline.
The meeting was adjourned at 7:28 by Chair Jeffries.
