Regular Meeting | Tuesday, August 27, 2024, 6:30 PM

Present: Adams Simon, Anderson, Boyd, Dowd, Jeffries, Lopez (6:35 PM), Qawwee, Washington
Absent: Bauer (excused)
Staff Present: City Clerk Swope, Deputy Clerk Drever
Call to Order
The meeting was called to order by Chair Jeffries at 6:30 PM.
Roll Call
Clerk Swope called the roll of the Commission. A quorum was present.
Chair Jeffries noted that Commissioner Bauer’s absence is excused.
Adopt the Agenda
Moved by Commissioner Boyd to adopt the agenda.
Motion Carried.
Approval Minutes
Moved by Vice-Chair Adams Simon to approve the August 13, 2024, meeting minutes as presented.
Motion Carried.
Moved by Commissioner Dowd to approve the August 20, 2024, meeting minutes as presented.
Motion Carried.
Public Comment
Randy Dykhuis spoke on behalf of Capital Area Friends of the Environment regarding establishing a
sustainability and environmental affairs department.
Officer Reports
Chair
Chair Jeffries thanked Churchill Downs for hosting a community meeting; reminded community of upcoming
listening session; and updated that the attorney hiring is in process.
Vice-Chair
No report.
Clerk
Clerk Swope acknowledged the written communications.
Old Business
New Business
The Commissioners discussed Article 5 of the Lansing City Charter.
The Commissioners discussed Article 6 of the Lansing City Charter.
Public Comment
Walker spoke about removing Article 2-103 of the City Charter.
Bruce Scott spoke about removing Article 2-103 to match the State Constitution.
Randy Dykhuis spoke about transparency in the appointments process for Boards and Commissions. He also
suggested term limits be implemented.
Commissioner Remarks
Commissioner Boyd spoke about addressing changes to Article 2-103.
Commissioner Washington echoed Commissioner Boyd about removing Article 2-103 from the Charter.
Commissioner Lopez spoke about having coordinated with the superintendent about student involvement in the
Charter.
Commissioner Anderson spoke in favor of following up with the student and youth population in Lansing about
the Charter.

The meeting was adjourned by Chair Jeffries at 7:34 PM.
