WEDNESDAY, SEPTEMBER 11, 2024

BOARD MEMBERS PRESENT: Mike Dombrowski, Rick Kibbey, Kimberly Whitfield,
Nate Scramlin, Isaac Francisco, Joan Lenhard, Tirstan Walters, Ravynne

I.ADDITIONS/DELETIONS TO THE AGENDA
II.BOARD MEETING MINUTES
A.July 10, 2024 – Whitfield moved to accept, Walters seconded, passed unanimously.
III.NEW BUSINESS
A. Memorial Bench – Frances – Michael Lucas - A motion was made to approve the
memorial bench by Scramlin, Whitfield seconded, passed unanimously.
B. Master Plan (Due 2/1/25) – Spicer Group – Representatives from the Spicer Group gave a
presentation of the upcoming work that will be completed for the Master Plan. A metric for
successful plan was the amount of public input that we are able to collect. To aid in receiving public
input there will be an online survey. The department hopes to create a QR code to point the public
to the online survey with that can be used on engagement pieces like flyers and post cards. The
board will also be involved in hosting 4 Open Houses (1 per ward). The Open Houses will be used
to showcase a map to highlight local and city-wide resources. The online survey should launch in
early 2025. They also spoke about the survey from the previous Master Plan and the design of the
upcoming survey.
C. MSU Crew Club Letter – Walters moved, Kibbey seconded to send a letter of appreciation
to the MSU Crew Club, passed unanimously
IV.OLD BUSINESS
A. Ethics Training All board members except Kibbey have completed the ethics training, the
Director confirmed that resources would be made available for Kibbey to complete the training.

V.UPDATES
A. Parks Millage Renewal – Ballot August 2025 – Fact Sheet will be provided by the
department
B. Moores Park Pool – Renovations have started
C. Director will be presenting to the Friends of Lansing Trails will have their Annual
Meeting on September 18th
D. Shade sails will be installed at Rainey
E. Clifford will have Pickelball Courts
F. Sycamore Disc Golf is having the T Pads installed
G. Secretary of Labor visited the 9/11 memorial ceremony

VIII.REMARKS BY BOARD MEMBERS
Mike Dombrowski highlighted the recent additions to the river trail
Joan Lenhard talked about the need for proper mulching of trees in the park
Tirstan Walters talked about a survey for outreach about playgrounds and a small roofed structure at
Fulton park
Ravynne Gilmore talked about the feasibility of a cricket field
IX. STATEMENTS OF CITIZENS
All meetings of the Park Board shall be open to the public. Those in attendance shall have the
opportunity to speak on any issue related to parks and recreation services not otherwise on the
agenda at the end of the meeting and may speak on any agenda issue during the meeting after park
board members have had an opportunity to discuss the issue or prior to the board voting on the issue.
The President may impose a time limit on public comments.
Don Dean enjoys attending the park board meeting and wanted to let us know that there will be a
movie night at Bankroft Park showing the Outsiders on Friday September 13th
Kim Ellinwood wanted to present a grant opportunity to address invasive species from the DNR
