DEMOLITION BOARD
Held at 316 N. Capitol Ave. at 6:00 pm,
February 22,2024
The February 22,2024 meeting of the City of Lansing Demolition Board was called to order at 6:05 P.M. by W.
Allen. The following members were in attendance:
MEMBERS ABSENT: Dave Muylle, Joe Vitale, Kimberly Shirey
STAFF PRESENT: Walter Allen, Lynne Puente, Christina Torres
PUBLIC PRESENT: Curtis Kelly, Ron Junttonen, Gloria Hall, Hamin Jaff
OLD BUSINESS: Minutes from the January 25,2024 Demolition Board Meeting
Demolition board members Dave Muylle & Kimberly Shirey read the minutes from the October 26,2023 meeting
Dave Muylle made the motion to approve Kim Shirey seconded the motion.
Case No: D2023-011 Address: 204 E Cavanaugh Rd.
Walter Allen read the case overview sheet for the board. Neither Mr. Martinez, the owner’s representative, nor the
owner were present for the meeting. It was discussed between the board members and the staff that the responsible
parties have been present for every meeting we should table the property until the March 2024 meeting before
ruling on the property.
Dave Muylle ruled: Tabled until March 28,2024 meeting.
Case No: D2023-018 Address: 4623 Hughes Rd.
W. Allen read the case overview sheet for the board. The owner, Mr. Kelly was present for the meeting the board
requested that he update them on his progress. Mr. Kelly stated he has a buyer however they are spooked by the
demolition process. Mr. Muylle asked him if they have scheduled a closing. Mr. Kelly stated they are tentatively
scheduled for March 23rd. Mr. Muylle suggested to Mr. Kelly he have the potential buyer call Lynne so she can
explain the demolition process to them. Mr. Muylle said he doesn’t have a problem tabling the property for 60 days
with the hopes the new owner will come to that demolition board meeting with a plan.

Case No: D2023-017 Address: 929 N SEYMOUR AVE.
W. Allen read the case overview sheet for the board. The owner, Mr. Junttonen, was present for the meeting the
board requested he update the board on his progress. Mr. Junttonen stated he must fix the chimney cap and have
cabinets installed. Ms. Puente noted to the board that the owner has completed all the permit work that was asked of
him. It sounds like he is more the 50% done and the owner should contact the Code Enforcement Officer to inspect
the property. If they find that he is in fact 50% done the property can be taken out of the demolition process. This
does not un-tag the property or stop the monitoring fees, he will just not have to continue to come to the demolition
board meetings.
K. Shirey ruled: Tabled until March 28,2024 meeting.
NEW BUSINESS:
D2022-011 Address: 2407 Dunlap St.
W. Allen read the case overview sheet for the board and noted to the board this is a fire damaged property. The
owner, Mr. Jaff, was present for the meeting. He informed the board he put on a new roof, Siding and Windows.
Ms. Puente brought to his attention these items were not listed on his building permit, the roof and siding required
inspections he will need to get with the Building Safety Department about what to do with the inspections. Mr.
Vitale impressed him how important it is to pull the proper permits and have inspections conducted in the property
order. Ms. Shirey asked if he could have his trade permits within the next 30 days. Mr. Jaff indicated he would have
all his permits issued within that time frame.

D2024-003 Address: 1300 W. Maple St.
W. Allen read the case overview sheet for the board and noted this property has been tagged since 2005. The owner
Gloria Hall was present for the meeting, Kim Shirey asked the owner what her plan was for the property. There has
been no movement in quite some time, Ms. Hall stated that she plans on pulling permits this spring. Ms. Hall also
stated that she had licensed electrical and plumber’s pull permits in the past she has been unable to contact them
they never had any inspections conducted she will now need to start over and hire new contractors for the work.
Ms. Hall stated once she has the electrical completed, she will be able to have the drywall installed. Ms. Shirey
asked if she thought she could have permits in place within the next 30 days. Ms. Hall stated that no, she has been
using the home for storage and she will need to have the items removed from the home so they can run the
electrical. Ms. Hall stated the home currently has no heat or thermostat, however, in the next 90 days she should be
able to have the home cleaned out. Mr. Vitale noted to the owner that it is very important that when you make a
plan and say you will have something completed within so many days that you must have it completed you do not
want to set yourself up for failure. Ms. Shirey stated she will have to come to the next meeting with a plan, for
example I will have this done by this date and then I will get started on this. The owner stated it has been hard for
her she is trying right now to come up with property tax money on 3 house and she has a lot of things going on right
now. Ms. Shirey again relayed to the owner she will need to come back in 30 days with a written plan.
