HomeMy WebLinkAboutBoard of Public Service Meeting Minutes of February 8, 2024REGULAR MEETING OF BOARD OF PUBLIC SERVICE FEBRUARY 8, 2024 PRESENT: Thomas Hickson, Nancy Mahlow, Hugh McNichol, Jon Scott, Ronald Wilson, and Jason Wilkes ABSENT: Samara Morgan STAFF:Nathan Arnold, Joseph Castillo, Andy Kilpatrick, and Mitch Whisler VISITORS: Bill Harrison and Liz Boyd 1) CALL TO ORDER: Chair Hickson called the meeting to order at 11:31 a.m., at the City of Lansing Wastewater Treatment Plant. a. Roll Call b. Excused Absences: Samara Morgan 2) ADJUSTMENTS/APPROVAL OF THE AGENDA: Chair Hickson requested to move Unfinished Business before Citizens Comments, and then requested approval of the agenda, with the amendment, Mr. Wilson moved, Ms. Mahlow seconded, MOTION CARRIED UNANIMOUSLY, to approve the agenda with amendment. 3) APPROVAL OF BOARD MINUTES: January 11, 2024 Chair Hickson requested approval of the minutes, Mr. Wilson moved, Ms. Mahlow seconded, MOTION CARRIED UNANIMOUSLY, to approve the minutes as submitted. 4) UNFINISHED BUSINESS: Engineers Report #023-012 – Parking Regulation Request: Cambridge Downs Subdivision. A neighborhood petition was received from Bill Harrison to reinstate the 2 a.m. to 5 a.m. parking prohibition along the Cambridge Downs Subdivision to combat blight in the neighborhood. 62% of the residents were in favor of the reinstatement with the majority coming from East Westchester and Westchester Streets. After the Transportation and Non-Motorized Section provided a safety study, there was no cause for the reinstatement of the parking prohibition; however, based on significant support from residents on E Westchester Street and Westchester Street, the department would support the reinstatement just on those Streets. The Board heard comments from residents Bill Harrison and Liz Boyd; and, after much deliberation, unanimously approved a request from a neighborhood to reinstate the 2 a.m. to 5 a.m. parking prohibition on both East Westchester and Westchester streets, based on the department stating it would support the recommendation. This was part of a larger more comprehensive discussion on the 2-5 prohibition. Additionally, as a result of that discussion the Board unanimously passed a motion to request Lansing City Council to work to reinstate this prohibition city-wide and work with the Mayor and/or the Administration to ensure proper enforcement.
