Michigan Ave., Lansing, MI 48933 The Board of Police Commissioners met in regular session and the meeting was called to order at 5:35 p.m. by Chair Jones. Present: Commission Members: Bitely, Brewster, Jones, Lopez and Milton. Also Present: Lieutenant Sean Mills and Ruth Grant Excused Absence: Commissioner Farhat Motion carried to accept and excuse the absence by Commissioner Brewster and seconded by Commissioner Milton. By Vote: Yeas: 5 Nays: 0 Unexcused Absence: Commissioner McDermitt Public attendees: 6 Roll call was taken, and quorum was present. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance led by Chair Jones. PUBLIC COMMENT ON AGENDA ITEMS: None. ADDITIONS TO THE AGENDA: None. APPROVAL OF MINUTES: The minutes from the Board meeting on December 19, 2023, were moved by Chair Jones to approve and place on file. Motion carried by Commissioner Brewster with Commissioner Milton seconding the motion. By Vote: Yeas: 5 Nays: 0 EDUCATION PRESENTATION: Lieutenant Sean Mills, Internal Affair. • Lt. Mills presentation was on the complaint and investigation process of Internal Affairs. ADMINISTRATIVE REPORT: Lieutenant Sean Mills • Chief thanked Commissioners Brewster and Lopez, Lt. Mills, Ofc. Tyrice McClinton and Ruth Grant for attending the 39th Annual MLK Luncheon with himself on Monday January 15, 2024. “Capital City’s Finest” Lansing Police Department Board of Police Commissioners 120 West Michigan Avenue Lansing, MI 48933 Phone: (517) 483-6040 • There are no new updates on the Critical Incidents in December and the one in January. The Michigan State Police are investigating both. • The city is under a Code Blue status which means patrol officers and social workers will be looking for the unsheltered and try to encourage them to go to warming shelters. • The current recruits at the Mid-Michigan Police Academy are doing well. • On February 9th two patrol officers will be promoted to rank of detective. • The increases to the budget are due to the things out of our hands; personnel and operation costs have elevated the budget. NEW BUSINESS: FY2025 LPD Budget The FY2025 LPD Budget had previously been distributed to the commissioners for review. The budget was moved by Chair Jones to be approved. Motion carried by Commissioner Bitely with Commissioner Brewster seconding the motion. By Vote: Yeas: 5 Nays: 0 LEGAL AND ADVISOR REPORT: None. HUMAN RESOURCES REPORT: Vice-Chair Brewster • Detention Officer 33 Status: Two (Female) vacancies (1 of 2 will be filled as of 1/19/24); position has been reposted as of 1/12/24. We had one female candidate from the previous process make it to the interview step, but did not pass (1/10/24), so we reposted ASAP. • Police Officer Certified/Certifiable: Currently posted on Neogov and accepting applications, screening, and routing to hiring managers for review. One (1) pending new hire, scheduled to start after the Police Academy has completed in May 2024. • Police Recruits (Sponsorship): Six (6) new hires started on Tuesday, December 26, 2023. Scheduling to repost Police Recruit (Sponsorship) in early February 2024. • Police Social Worker: Posting has been extended until January 22, 2024. • Research Analyst 34 Status: Interviews were scheduled from January 11, 2024-January 16, 2024. UNFINISHED BUSNESS: Per Chair Jones, Office of the City Attorney will be sending a training video to the commissioners to review regarding the Citizen Complaint Oversight Committee. CORRESPONDANCE SENT AND RECEIVED: None. DEPARTMENT REPORTS: Moved by Chair Jones to accept and place on file the 2023 December departmental reports. Motion carried by Commissioner Brewster and seconded by Commissioner Lopez. Commissioner Bitely offered to join the Budget Sub-Committee. • Government Liaison Committee: No report. • Awards & Incentives Committee: The Awards committee will be creating packets soon for the annual awards. • Ad Hoc Committee on Board Policies and Rules: No report. • Complaint Committee: There will be an upcoming meeting in February. Members of this sub-committee will be Commissioners Brewster, Farhat, Milton, and Jones. • Recruitment and Hiring Committee: Nothing more to report than the HR report. • Commission Investigator: No report. COMMISSIONERS COMMENTS: • Commissioner Brewster: No comment. • Commissioner Milton: Happy New Year to all. • Commissioner Bitely: No comment. • Commissioner Lopez: He was happy to attend the MLK luncheon. Ofc. Rudd presented at a November Southside meeting and did very well answering questions and taking concerns. • Commissioner Jones: He thanked for the invitation to the MLK luncheon. OTHER BUSINESS: None. PUBLIC COMMENT: • Daniel Arnold: Reminded of the Coffee with a Cop that will be at Quality Dairy on Saginaw Street on January 17th. ADJOURNMENT: Chair Jones concluded by thanking everyone and moved to adjourn the meeting at 6:47 pm. Chair Jones moved for the meeting to be adjourned.
