Kalamazoo, Lansing, MI 48933 The Board of Police Commissioners met in regular session and the meeting was called to order at 5:35 p.m. by Chairperson Jones. Present: Commission Members: Bitely, Brewster, Jones, and Milton Also Present: Captain Eric Pratl, Assistant City Attorney Matthew Staples, and Secretary Ruth Grant. Public attendees: 3 Roll call was taken, and quorum was not present. Excused Absence: Commissioner Farhat. Unexcused Absence: Commissioner Lopez and Commissioner McDermitt. Due to no quorum being present, the absences will be voted for approval at the March Board meeting. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance led by Commissioner Jones. PUBLIC COMMENT ON AGENDA ITEMS: None. ADDITIONS TO THE AGENDA: None. APPROVAL OF MINUTES: Due to no quorum being present, this will be voted for approval at the March Board meeting. EDUCATION PRESENTATION: Cheryl Rupprecht, Budget Supervisor • Ms. Rupprecht briefly summarized the submitted budget and answered questions and line items. ADMINISTRATIVE REPORT: Captain Eric Pratl • In April, LPD will be having a promotional and retirement ceremonies. • The officer involved in the shooting will be back to duty soon. LEGAL AND ADVISOR REPORT: Assistant City Attorney Matthew Staples • No report. HUMAN RESOURCES REPORT: Commissioner Sam Brewster • Crime Research Analyst 34 Status: Top two (2) candidates were sent to background 2/1/2024. Upon clearance, both will be sent for a psychological evaluation. • Detention Officer 33 Status: One (1) female vacancy, the position was reposted 1/12/2024 (continuous). • Police Officer Certified/Certifiable: Currently posted on Neogov and accepting applications, screening, and routing to hiring managers for review. 1 Pending new hire, scheduled to start after Police Academy has completed in May 2024. • Police Recruits (Sponsorship): Posting went live 2/9/2024 and closes on 3/3/2024. • Police Social Worker: Interviews were conducted and a conditional offer was sent to the recommended candidate. UNFINISHED BUSNESS: None. CORRESPONDANCE SENT AND RECEIVED: None. DEPARTMENT REPORTS: Due to no quorum being present, vote for approval will be at the March Board meeting. BOARD COMMITTEE REPORTS: • Budget Committee: No additional comments after Ms. Rupprecht’s report. • Government Liaison Committee: No report. • Awards & Incentives Committee: The committee is reviewing the submitted nominations. May 15th is the scheduled date for the Awards Banquet. • Ad Hoc Committee on Board Policies and Rules: No report. • Citizen Complaint Oversight Committee: The committee met. 9 complaints were received: 5 were internal and 4 from the outside. Chair Jones reported that the process of investigating a complaint is sterile and legitimate. • Recruitment and Hiring Committee: See Human Resources report. OTHER BUSINESS: None. PUBLIC COMMENT: • Daniel Arnold helped at the police academy recently with scenarios. ADJOURNMENT: Chairperson Jones concluded by thanking everyone for attending.
