BOARD OF POLICE COMMISSIONERS
MEETING MINUTES
Tuesday, April 16, 2024
Location: Alfreda Schmidt Community Center at 5825 Wise Rd., Lansing, MI 48911
The Board of Police Commissioners met in regular session and the meeting was called to order at 5:30 p.m.
by Chairperson Jones.
Present: Commission Members: Bitely, Brewster, Farhat, Jones, Lopez, and Milton
Also Present: Chief Ellery Sosebee and Assistant City Attorney Matthew Staples
Public attendees: 6
Roll call was taken, and quorum present.
PLEDGE OF ALLEGIANCE: The Pledge of Allegiance led by Chair Jones.
PUBLIC COMMENT ON AGENDA ITEMS: None.
ADDITIONS TO THE AGENDA: None.
APPROVAL OF MINUTES:
The minutes from the Board meeting on March 19, 2024, were moved by Chair Jones to approve and place on
file. Motion carried by Commissioner Bitely with Commissioner Milton seconding the motion.

EDUCATION PRESENTATION: Charles Wright, LDO, Detention Unit
• The Detention Unit follows the three C’s: Care Custody and Control. They maintain integrity and
safety of all.
• LPD has approximately 4,500 arrests per year and many of those are housed in the Detention Unit.
Felony arrests might be housed at Ingham Co jail. Approximately, 250-400 inmates are transferred
yearly to county jail and back to Lansing for court.
ADMINISTRATIVE REPORT: Chief Sosebee
• On April 10th there was a critical incident. Two detectives were investigating a crime assisted by
two uniforms. Two officers were disarmed and two officers shot. As to policy, all four officers
are on administrative leave and Michigan State Police are investigating. For transparency, the
video of the incident will be release soon.
• Approximately, 50+ recruit interviews for the fall academy has been started.
• April 14-20th is the National Public Safety Telecommunicators week. If you know a dispatcher,
please thank them for their hard and stressful jobs they have.

• Plans are underway to prepare for the end of the school year and summer youth activities. Also
planning on security for summer events for the city.
NEW BUSINESS: None.
LEGAL AND ADVISOR REPORT: Assistant City Attorney Matthew Staples
• No report.
HUMAN RESOURCES REPORT: Commissioner Sam Brewster
• Crime Research Analyst 34 Status: One (1) vacancy. Psychological evaluation in progress for
second recommended candidate; to PPRS 3/25/2024.
• Detention Officer 33 Status: Pending interviews for two (2) applicants.
• Police Officer Certified/Certifiable: Interviews in progress April 1, 2024, to April 18, 2024.
Interviewing 50+ applicants.
UNFINISHED BUSNESS: None.
CORRESPONDANCE SENT AND RECEIVED: There was one complaint received by Ms. Moses in
HRCS. This complaint will be investigated and handled by Lt. Mills.
DEPARTMENT REPORTS:
Moved by Chair Jones to accept and place on file the 2024 March Departmental reports. Motion carried by
Commissioner Brewster and seconded by Commissioner Bitely.

BOARD COMMITTEE REPORTS:
• Budget Committee: No report.
• Government Liaison Committee: No report.
• Awards & Incentives Committee: Awards banquet will be May 15th.
• Ad Hoc Committee on Board Policies and Rules: No report.
• Citizen Complaint Oversight Committee: Members met with Internal Affairs and had a good
meeting. Lt. Mills was complimented on his concise job of putting the summaries together. The
interview process for Commission Investigator has been finalized and the role should be filled soon.
• Recruitment and Hiring Committee: See Human Resources Report above.
COMMISSIONERS COMMENTS:
• Commissioner Bitely: Thanked Chief and the officers who responded to a barricaded gunman in her
neighborhood. Her thoughts go out to all the injured officers in the April 10th incident.
• Commissioner Brewster: Appreciate all the work the police are doing and for their response to shots
fired calls in neighborhoods.

• Commissioner Lopez: Festivals are coming for the summer. Cristo Rey will have their festival
Memorial weekend and will honor veterans and law enforcement.
• Commissioner Milton: Sends prayers to the injured officers. He appreciates all law enforcement and
gives thoughts and prayers to all officers with the difficult jobs they have.
• Commissioner Farhat: Agree with all comments by the commissioner.
• Commissioner Jones: He appreciates how the department continues to educate the public. He
appreciates all law enforcement.
OTHER BUSINESS: None.
PUBLIC COMMENT:
• Director Felicity Tyll with Eve, Inc. was present and offered services to the community.
ADJOURNMENT: Chairperson Jones concluded by thanking everyone for attending. Meeting ended at 6:25
pm.
