WEDNESDAY, DECEMBER 13, 2023
BOARD MEMBERS PRESENT: Mike Dombrowski, Nate Scramlin, Isaac Francisco, Joan Lenhard,

CALL TO ORDER: 6:30 P.M. Foster Community Center
I.ADDITIONS/DELETIONS TO THE AGENDA
II.BOARD MEETING MINUTES
A.November 8, 2023 Walters moved to accept the minutes, seconded by Scramlin, passed
unanimously.
III.NEW BUSINESS
A.SWAG Ben Davis Park Mural Project: Jasmin Anderson representing SWAG who is
involved in uplifting South West Lansing. Would like a mural at the basketball court to celebrate.
Would like to partner with Mural Maddox and have a 2 week design course.
Walters moved and Scramlin supported supporting the mural project at Benjamin Davis at Benjamin
Davis Basketball court. Passed unanimously.
B. Art Path: A motion was made to support the Art Path in 2024 by Walters seconded by Lenhard,
passed unanimously.
Old Oakland Neighborhood Association Cailin Cornell, Peater Fowler, James Woodward. Strive to
make OON. Has a meet the candidates event that has become a social event. Has a concession
building. Presented some concerns about the new playground: The new structure doesn’t
accommodate younger children.

IV.UPDATES
A. Information regarding the Disc Golf Course that is in the planning stages in the area of the
Fenner Nature Center Preschool in the former Sycamore Creek Driving Range:
There is no intention for public to use the restrooms at the preschool. The Parks Department has
considered developing an area for a natural playground. Fenner Nature Center has a non-exclusive
contract for use of the facilities for the preschool. Planned for 2024 installing t-pads and baskets.
Other areas have been considered for a disc golf course including Kimberly Park. Most of the
activities associated with the disc golf course would not be during hours of the preschool.
B. Applied but did not receive the passport grant for the fitness facility for Ben Davis court.
Ingham county trails millage-waterways stewards grant for equipment and to remove the Elm street.
Tree applications are available. Moores Park Pool applications are due week of December 18th 2023.

IX. STATEMENTS OF CITIZENS
All meetings of the Park Board shall be open to the public. Those in attendance shall have the
opportunity to speak on any issue related to parks and recreation services not otherwise on the
agenda at the end of the meeting and may speak on any agenda issue during the meeting after park
board members have had an opportunity to discuss the issue or prior to the board voting on the issue.
The President may impose a time limit on public comments.
Don Dean asked about funding for a gate and possibly a camera and a light at Bankroft Park.
Comments around Fenner Nature Center Preschool/Sycamore Creek Driving Range:
Theresa Casey: Fenner Nature Center Preschool: Asked to move disc golf course
Emily Shupp Parker: Lack of safety plan/shared parking lot mutual beneficial
Lindsey Healey: No other bathrooms in the park.
Chelsea Brown: Impressed with the preschool program: Concerns with the map, would be crossing
through an area that the children play. Concerns that smoking and drinking.
Sylvia Rost: Concern that the disc golfers could disturb the children, and concern that the holes
could be flooded.
Katy Luther: Would like a plan that suits all parties. Not asking that the public doesn’t have access
to it
Nick Rost: Concern about the maintenance of the property around
Chris Luther: Concern about the bathroom situation for the disc golf course and parking.
Wes Shinevar: Had a meeting at Fenner to address concerns. Believes that both the school and the
disc golf course could make positive use of the park. Happy to work with the communities.
Shea Abbej: Organizations has put in 4 courses in schools. Has open community meetings. Disc
golf is a fast growing sport and has attracted bright young folk. Garfield park in GR used as an
example of disc golf.
