I.ADDITIONS/DELETIONS TO THE AGENDA
II.BOARD MEETING MINUTES
A.September 13, 2023; Moved by Scramlin, seconded by Lenhard, passed unanimously
III.NEW BUSINESS
A. Art Interactive – Zachary Phillips gave a presentation about Art Interactive. Art Interactive has
hosted six different events at the Moores River Park. The events have included musicians, chefs,
and lessons on how to paint. Art Interactive has had challenges in the past determining how to set up
events and do admin. They are looking for partnerships with other nonprofit organizations. They
currently do community outreach using Facebook and meeting with neighbors. Some events have
fireflow – featuring props that have fire. Their next event will be held at the Fledge. Art Interactive
has committed to working with the community and getting buy-in around topics such as clean up and
the noise ordinance.
B. Foster Part Art Project – Henry Moonrod presented about Sky Quilt, a proposal for a kinetic
Public Art Installation in Foster Park. The art installation would have a minimal footprint and would
look to create a cohesive sound environment. This piece would create interest in the park and is
inspired by the community and the rivers and trees in the area. He is submitting a letter of intent to
the Art Impact Grant. The project is still in the design phase and is scalable. The size and scope will
depend on funding.
A motion to support the project pending grant funding at Foster moved by Walters seconded by
Lenhard, passed unanimously.
C. Amphitheater at Red Cedar Development –
A motion was moved by Scramlin seconded Walters passed unanimously to support the naming of
this amphitheater ‘Jack C and Susan Davis Amphitheater’ with a request to confirm support of this
naming with Susan Davis.
IV.OLD BUSINESS
A. Playground Projects: Ferris, Wilson, Georgetown. Other options are being explored at the
Fenner Preschool/Sycamore Park.
B. Ranney Skate Park: Scramlin met with the Ranney Revamp on September 27th and looking
into implementing concrete repair, seating, shade sales, trash cans. Presented these proposals to the
Director and are waiting on more information on concrete repair.
C. Scooter Letter- A motion by Lenhard and Seconded by Gilmore passed unanimously to submit
the memo to the Director concerning Electronic Scooters – River Pollution
V.UPDATES
A. Strom Debris Progress Brush Cleanup is completed. Next step is getting the storm debris that
has been collected at Crego to be sent through a tub grinder and hauled away
B. Grants: A grant was submitted for a river bridge by Elm Street. Another for river cleanup
along the river trail. Received grant scoring back from the DNR for the land acquisitions near Hawk
Island and another parcel West of Waverly Rd and the Fitness Facility at Davis Park and the Letts
Center Tennis courts, awaiting announcements. We did not receive a grant for the Fish Ladder. The
director will be going to the county for additional funding for the project for the bridges by the
Lansing Center
C. Fenner: In the process of getting a new Executive Director, hoping to fill the position in early
2024.
D. Homeless Encampments: There have had a number of homeless encampments around the city.
The PATH team has visited sites to speak about available housing, these conversations are then
followed up with a visit with the LPD.
E. Drain Project – Ranney: Construction is ongoing, there is not currently a budget item to move
any art into this area.

VIII. REMARKS BY BOARD MEMBERS
Tristan Walters: Asked for update on Fulton: Director confirmed that we only received 1 bid and
this was over-budget.
Joan Lenhard: wanted to let us know that information was provided to Wynn Potter about Friends of
Bankroft Park.
Ravynne Gilmore: Led a discussion about our ability as board members to form initiatives.
IX. STATEMENTS OF CITIZENS
All meetings of the Park Board shall be open to the public. Those in attendance shall have the
opportunity to speak on any issue related to parks and recreation services not otherwise on the
agenda at the end of the meeting and may speak on any agenda issue during the meeting after park
board members have had an opportunity to discuss the issue or prior to the board voting on the issue.
The President may impose a time limit on public comments.
Brian Kost: As a member of City Council wanted to show appreciation to the members of the board
for their time and the receptiveness of the director.
Nancy Mahlow: Bancroft Park will be hosting a movie night October 20th.
