HomeMy WebLinkAbout04- 12- 23 Park Board MinutesPARK BOARD MEETING MINUTES FOSTER COMMUNITY CENTER WEDNESDAY, APRIL 12, 2023 BOARD MEMBERS:In Attendance: Mike Dombrowski, Kimberly Whitfield, Nate Scramlin, Isaac Francisco, Joan Lenhard, Tirstan Walters CALL TO ORDER: 6:33 P.M. Foster Community Center I. ADDITIONS/DELETIONS TO THE AGENDA Deleted from New Business: Art Policy Application – Tamara Brown and Park School Sites – Lewton, Atwood Park. Added Office of City Attorney Ethics Training to new business. Moved Statements of Citizens to III. II. BOARD MEETING MINUTES A. March 15, 2023 Approved moved by Walters, seconded by Lenhard, passed unanimously. III. STATEMENTS OF CITIZENS Valerie Burgey from the Hunter’s Ridge HOA gave a statement about Hunter’s Ridge Park. There have been concerns about dumping in the area and the current Park Gate when it is locked for the evening is being bipassed. There was then a discussion about next steps for the Hunter’s Ridge Park. The Parks Department plans on installing a new gate at the park in Summer 2023 and moving the parking lot to be near the new gate. IV.NEW BUSINESS A. Board Officers Walters Moved and Francisco Seconded nominating Mike Dombrowski for Parks Board President. Motion passed with 4 Ayes, 1 Nay, 1 Abstain. Francisco Moved and Walters Seconded nominating Nate Scramlin for Parks Board Vice President. Motion passed with 5 Ayes, 0 Nays, 1 Abstain. B. ADA Transition Plan The Parks Board reviewed the recommendations in the Master Plan for enhanced ADA access and also confirmed there is no current ADA Transition Plan within the Master Plan. There were also some status updates for 2023 including moving the Pavillion in Washington Park and the ADA accessible playground is currently under construction at Riverfront Park. C. MDNRTF Grants Resolution Revised One of the MDNRTF Grants needed an amount revision to accurately reflect the amount. A motion to send the Grant as amended back to City Council was moved by Francisco, Seconded by Scramlin, passed unanimously. D. Office of the City Attorney Ethics Training Four board members confirmed already taking this training this year, the others present confirmed that they would complete this training this year. V. OLD BUSINESS A. Public Participation Policy Scramlin Moved, Walters Seconded the creation of a Public Participation Policy Subcommittee which will be composed of Dombrowski, Lenhard, and Francisco. Motion Passed unanimously. A letter was drafted by the Parks Board to be addressed to City Council to confirm a Public Participation Policy Subcommittee was formed but there will need to be additional time for the Board to research and draft a Public Participation Policy. VI.UPDATES A. Mowing should be starting during the week of April 17th. B. Trees are currently being distributed through the Residential Tree Planting Program. C. The River Trail Bridge located at Rotary Park will be under Construction through September 2023 so there will be a detour around this bridge. D. There is renovation work scheduled this Summer at the Rose Garden in Frances Park. In September 2023 the lane in Frances Park is scheduled to be resurfaced. E. In April 2024 the parking lots of Gier Park and Benjamin Davis Parks are scheduled to be resurfaced. F. BWL will be parking some construction equipment in the parking lot of the Scott Sunken Garden this Summer. This equipment is being used at the adjacent BWL property and no construction is scheduled at the Scott Sunken Garden. VII. CORRESPONDENCE A. Loretta Stanaway concerning Playgrounds VIII.
