The meeting was called to order at 5:35 p.m. by Chair Ron Embry.
R. Freeman conducted roll call. A quorum was established.
T. Woods moved for approval of the agenda. Seconded by F. Lee. Motion carried.
The meeting summary of July 25, 2023, which were advanced. P. Dripchak stated that he was not in
attendance at the July 25, 2023, meeting. The minutes were approved with the noted correction.
There was no public comment.
Director Coleman provided an updated HRCS staffing report on the vacant contract managers positions. She
thanked Thomas Woods for serving on the interview panel.
Efforts to address the homeless are being continued. HRCS staff attended a recent City Council Ad Hoc on
Homelessness and Solutions Committee Meeting. Rep. Emily Dievendorf was also in attendance. Four
different expectations for use of the $800,000 were presented at the meeting. Director Coleman asked that
they work together so that the expectations can be aligned. HRCS Advisory Board members recommended
some possible funding sources. Further discussion ensued re: the warming centers. HRCS will be meeting
with the Fire Marshall so that any capacity, safety, lighting, and sprinkler systems concerns can be addressed
for Letts Center.
Expressions of thanks were given to those who attended the Lugnuts game on Friday, Aug. 18th.
M. Horste will be scheduling a Policy Committee Meeting. It was asked if committees have to operation
under the open meetings act. OCA Attorney Williams will seek the answer to the inquiry and provide the
information at the next meeting.
F. Lee stated that after further consideration, he has decided to rescind this resignation. He was asked to
present this in writing to the Mayor’s office with a cc to Renee Morgan Freeman of HRCS.

Director Coleman will report next month on the outcome of the Gun Violence Committee that has been
formulated.
T. Woods stated that a plan to implement the HRCS Advisory Board Annual Report and forecast for the
future will be addressed at the next meeting. It has asked if there was a annual department metrics or goals
established for the advisory board to review and determine its effectiveness. Director Coleman would follow
up in this regard.
The meeting was adjourned at 6:31 p.m.
