Coleman, Kimberly Dunbar, Renee Morgan Freeman, Kimberly Gillespie, Matt Stevenson, and Willard Walker. Guest: Amany Williams, Office of the City Attorney (Left Before Training) Absent: Jody Washington The meeting was called to order at 4:12 p.m. by Chair Ron Embry. R. Freeman conducted the roll call. A quorum was established. Self-introductions were provided by new advisory board members Thomas Woods and Melissa Horste. Others in attendance offered introductions. T. Woods moved to accept the agenda as presented. V. Williams seconded it. The motion passed unanimously. There were no minutes presented of a previous meeting due to not having a quorum. There was no public comment. Chair Embry asked if there were any objections to the foregoing of other agenda items to proceed with the Wizehize training. There were no objections. K. Dunbar shared some general background information about Wizehize. M. Stevenson facilitated the Wizehize training, providing specific directions to advisory board members on how to log in and components on opening an application, review government documents and the agency budget, and proceed with scoring and funding recommendations. During the training, several questions were presented and answered. Everyone expressed that they were pleased with the program, which was very streamlined. Director Coleman shared information about what HRCS has done concerning homelessness. During the holidays, there were no casualties. A Code Blue Plan was implemented in collaboration with shelters so that persons would have a place to go for warmth, which addresses the concept of 24/7 warming centers. The City of Lansing HRCS Department funds agencies to provide services to those less advantaged in our community. The COL has dedicated $125,000 for chronic homeless outreach for the Stadium District, Rutter Park, Frandor, and areas where vagrants and the homeless congregate, emergency referrals for hotel stays and additional warming centers, if needed, $150,000 to address community problem-solving re: temporary day shelter, $485,000 for subsidized eviction prevention for case managers/crisis intervention liaison to help to address homelessness, getting persons placed and options for housing, A landlord incentive program for City of Lansing HRCS Advisory Board Meeting Summary Tuesday, January 24, 2023 5:30 p.m. - 7:00 p.m. HRCS Conference Room 4th Floor – City Hall $100,000 to assist landlords who provide section 8 to residents as an insurance program to make repairs to their property. A homeless rental incentive of $250. Rapid re-housing request grant - $150,000 for agencies to help with rent, utilities, security deposits, and application fees. These programs will be promoted via the City of Lansing’s website, community agency announcements, and the City’s Communication Director. HRCS is open to suggestions regarding other public relations avenues. The meeting was adjourned at 6:15 p.m. 2/15/23/Final_KAC
