Capitol Ave. at 6:00 pm, OCTOBER 26,2023 The October 26,2023 meeting of the City of Lansing Demolition Board was called to order at 6:05 P.M. by W. Allen. The following members were in attendance: MEMBERS ABSENT: Joe Vitale STAFF PRESENT: Lynne Puente, Christina Torres, Walter Allen PUBLIC PRESENT: Chris Stambaugh, James Carter, Neil Wright, Felix Sharpe, Karen Hooker, Clarence Hooker, Curtis Kelly, Rahim Alikheil, Vicente Martinez, OLD BUSINESS: Minutes from the September 28,2023 Demolition Board Meeting Demolition board members Dave Muylle and Rawley Van Fossen read the minutes from the August 24,2023 meeting Rawley Van Fossen made the motion to approve Dave Muylle seconded the motion. Case No: D2022-008 Address: 3417 Stabler St. Walter Allen read the case overview sheet for the board. Chris Stambaugh stated updated the board to their progress from the last meeting demolition board meeting. Mr. Stambaugh stated that BWL held them up, the water service has now been restored and the exterior of the home has been completed, they will be calling for framing inspections within the next week. Demolition member Rawley Van Fossen stated it sounds like they are moving in the right direction. Mr. Van Fossen reminded Mr. Stambaugh that the property will not be able to leave the demolition process until all permits have been finaled. Rawley Van Fossen ruled: Tabled until the January 25,2023 meeting. Case No: D2023-018 Address: 4623 Hughes Rd. W. Allen read the case overview sheet for the board. The owner, Mr. Kelly, stated he had a drywall permit. He tried to have the permit reinstated, however the Building Department denied his request and informed him he has to have a licensed contractor pull a permit for the work. Mr. Muylle stated the board knows that he has been trying to have the property brought up to code. Mr. Kelly stated at this point he is overwhelmed and isn’t sure where to go from here. Mr. Muylle stated maybe he can get a referral for a contractor from a family member or a friend. Mr. Muylle stated now that he knows he needs a license builder he is willing to table the property to the December 7,2023 meeting the expectation is that he will have a builder in place by the next meeting. Demolitions Board Meeting Minutes October 26, 2023, Page 1 Case No: D2023-021 Address: 1232 N Washington Ave. Walter Allen read the case overview sheet for the board. The owner, Mr. Hooker, was present for the meeting. Mr. Hooker has been in the hospital for several weeks. He brought his Attorney Felix Sharp; his wife and several family members are in attendance as well. Mr. Sharpe is going to be coordinating the project. Mr. Van Fossen stated that the board needs to see permits in place by licensed contractors. Mr. Sharpe stated that he has been in contact with a contractor they will be using IPMC codes as a task list. Mrs. Hooker stated that the exterior of the home has all been completed and the property is not an eyesore. Mr. Van Fossen agreed with that statement he works near the home and passes it frequently. Mrs. Hooker stated the whole situation has been very stressful with Mr. Hooker’s recent retirement then having to be hospitalized for several weeks. Mr. Van Fossen stated that the board just needs to see movement on permits with licensed contractors to keep the property at the demolition board level. The board is glad to see that Mr. Hooker has people helping him with the project and that he is now out of the hospital. Mr. Van Fossen stated he does not see a problem tabling the property until the January meeting that will give them time to get contractors in line and get past the holidays. Rawley Van Fossen ruled: Tabled until the January 25, 2023 meeting. Case No: D2023-026 Address: 1723 Osband Ave. Walter Allen read the case overview sheet for the board. The owner, Mr. Wright, is present for the meeting he stated the roof is done he needs to obtain a permit for the interior work he has an electrician in line to pull a permit when the building permit is issued. Rawley Van Fossen ruled: Tabled until January 25,2023 meeting. Case No: D2023-016 Address: 204 E Potter Ave W. Allen read the case overview sheet for the board. The owner, Mr. Rahim Alikheil is present along with his architect. They have been waiting 45 days for plan review the were recently contacted to say their plans do not show how water will be deflected away from the house they have gotten back with the Building Department and are now awaiting approval. Mr. Wright the Builder stated as soon as the permit is issued, he will be calling for a rough inspection. Dave Muylle ruled: Tabled until December 7,2023 meeting. D2023-011 Address: 204 E Cavanaugh Rd. W. Allen read the case overview sheet for the board. The owner’s representative Mr. Martinez stated that the rough electrical has been completed and the new duct work has been installed as well. They will be calling for the rough mechanical and plumbing then they can have their rough building inspection. Demolition Board member Mr. Van Fossen stated he does not have a problem tabling this property until the January meeting now that they have shown work is progressing. R. Van Fossen ruled: Tabled until January 25,2023. D2023-017 Address: 1212 Park View Ave. W. Allen read the case overview sheet for the board. The representative for Bell Oak Kehinde Ogundipe was present for the meeting. Mr. Ogundipe stated they have installed 3 egress windows in the basement they intend to make it habitable space. They are getting ready to install a 27x14 deck. Recently Chief Building Inspector George Weaver walked the project. The rough framing is completed, Mr. Ogundipe stated that Bell Oak Inc has been purchasing homes most people would not want to buy, they are fixing them up they have several projects all going at the same time. Mr. Muylle informed them that he went by the home and could see they have quite the project going. D.
