Capitol Ave. at 6:00 pm, February 23,2023 The February 23,2023 meeting of the City of Lansing Demolition Board was called to order at 6:02 p.m. by J. Vitale. The following members were in attendance: MEMBERS ABSENT: Dave Muylle, Joe Vitale STAFF PRESENT: Scott Sanford, Lynne Puente PUBLIC PRESENT: John Granger, Elizabeth Abood-Carroll, Elizabeth Embry, Ted O’Dell OLD BUSINESS: Minutes from the January 26,2023 Demolition Board Meeting Demolition board members Dave Muylle and Joe Vitale read the minutes from the January 26,2023, meeting Joe Vitale made the motion to approve Dave Muylle seconded the motion. Case No: 2018-D007 Address: 1309 W Shiawassee St. S. Sanford read the case overview sheet noted to the board this property was heard back in 2018 the owner at that time pulled all the required permits however now all permits are expired the property has changed hands from one sister to another. John Granger is a next door neighbor he stated to the board no one has been working on the home in the last year. The current owner Emily Childress stated she has been working with CACS to obtain help with funding. Ms. Childress stated she has people lined up to help. Ms. Childress stated she was working with her employer to see if she could get access to her 401K money to pay for repairs. Ms. Childress stated she is waiting on contractors to give her estimates for the repairs. She stated Plumbing is 90% done waiting on Electrical to be completed so that drywall can be installed. Mr. Muylle stated the board is not without sympathy however this property has been Red Tagged/fire damaged since 2017 all permits are now expired and were issued to the previous owner new permits will be required. Mr. Muylle stated we understand the situation however after 5 years the property is having a negative impact on the neighborhood. Mr. Muylle stated that $128,000.00 is a conservative estimate for the repairs. MS. Childress asked if she could have another 45 days to secure the necessary financing to hire contractors. Mr. Muylle stated that would not be fair to the neighborhood he suggested she get her financing have contractors apply for the necessary permits with drawings to the Building Safety Department the Demolition Board is the beginning of the process if she were able to get this done she would be able to show City Council that she is able to move forward with the project. Case No: D2023-003 Address: 1020 Woodbine Ave. Scott Sanford read the case overview sheet for the property noted to the board this property is fire damaged the property was deemed by the Fire Department to be a total loss. The owners of this property are not present for the meeting, there are no permits in place for the requested repairs. D. Muylle ruled: 30 days make safe or demolish. Case No: D2023-004 Address: 1007 Porter St. Scott Sanford read the case overview sheet and noted to the board this property is severely fire damaged. Attorney Elizabeth Abood-Carroll is in attendance. She stated the bank wants to repair the home however they have an eviction case scheduled for 3/30/2023. Scott Sanford spoke up and informed the board if there is active litigation, we cannot act on the property we will have to table the property to be heard after the eviction process is completed. S. Sanford tabled the case to be heard when the eviction order is complete. Case No: D2023-005 Address: 3421 N. Cedar St. Scott Sanford read the case overview sheet he noted to the board that the owner is not in attendance however she called and spoke with him and stated she was going to try to get a VA loan to repair the property however the VA require that she gain occupancy within 45 days due to the amount of repairs that are needed to bring the property up to code occupancy would not be feasible within 45 days. J. Vitale ruled: 60 days make safe or demolish. Case No: D2022-006 Address: 1722 Donora St. S. Sanford read the case overview sheet he noted to the board that the current owner purchased the property at the Ingham County tax sale in 2018 the property was already Red Tagged when purchased. There has been no contact from the owner’s no permits for any repairs outside of a roofing permit that expired 6/24/2020. J. Vitale ruled: make safe or demolish 60 days. Case No: D2023-007 Address: 131 W. Jackson St. S. Sanford read the case overview sheet this property has been tagged since June of 2020 there has been no action or response from the owners they are not in attendance for tonight’s meeting. J.
