Capitol Ave. at 6:00 pm, APRIL 27,2023 The April 27,2023 meeting of the City of Lansing Demolition Board was called to order at 6:00 p.m. by W. Allen. The following members were in attendance: MEMBERS ABSENT: Dave Muylle STAFF PRESENT: Walter Allen, Lynne Puente PUBLIC PRESENT: Dave & Tawny Cerny, Michael McKissic, Araz Aibout, Ronnie Ford OLD BUSINESS: Minutes from the April 27,2023 Demolition Board Meeting Demolition board members Joe Vitale read the minutes from the February 23,2023, meeting Joe Vitale made the motion to approve. Case No: 2021-D010 Address: 5016 Conners Ave. W. Allen read the case overview sheet noted to the board this property was tabled from the September 2021 meeting due to the owner being in litigation with the homeowner’s insurance company the case has now been settled. One of the owners Ronnie Ford is present for the meeting, he informed the board that he has been interviewing builders however he has found that he has had several maintenance & alteration contractors they cannot pull the permits that are required. He has been in court with the homeowner’s insurance company for the last 3 years. He received a settlement, however he had to pay his attorney out of that settlement he also received less money than anticipated. Board member Joe Vitale asked the owner if he had the funds to complete the project Mr. Ford indicated that he does. Mr. Ford requested that the board table the demolition decision to give him time to apply for permits. Mr. Vitale agreed to table the property for 30 days and warned the owner that he will need to have made progress on permit applications at a minimum he will need to attend the next meeting he should either have applied for permits or have signed contracts with someone to complete the project. Mr. Vitale noted to the owner that the board owes a service to the community if he returns without contracts or permits the board will have to rule on the property. J. Vitale ruled: Tabled 30 days. Demolitions Board Meeting Minutes April 27, 2023, Page 1 Old Business: Case No: 2023-D001 Address: 141 E. Barnes Ave. W. Allen read the case overview sheet for the board this property was tabled from the January 27, 2023 Demolition Board meeting. The owner’s son was in attendance he stated to the board that all repairs are done except for the exterior violations. They owner stated the contractor was having trouble getting the inspection scheduled on the Plumbing Permit with the Building Safety Department due to the permit not being issued Lynne Puente had to get involved for them and had the Building Safety Department issue the permit so that the inspection could take place. Mr. Araz Aibout asked the board if they could table the property again to allow time to have the permit finaled. Mr. Vitale agreed, however, he would not give 60 days only 30 due to the length of time this property has been Red Tagged. J. Vitale ruled: Tabled 30 days. Case No: 2019-D014 Address: 1519 Linval St. W. Allen read the case overview sheet for the board and noted this property was last tabled from the September 2019 Demolition Board meeting owner is a non-profit they had all permits issued some inspections were being done however all the permits are now expired. The representative of the Mikey Foundation was present for the meeting, he addressed the board he stated their mission they have been working on other projects the foundation counts on the sales of other homes to provide the funding to work on other homes. Mr. Mckissic informed the board that he had two of the Building Inspectors look at the project in September of 2022 to show their progress. Mr. McKissic stated that they are now able to start work on this home, he asked if the board would table the property to allow time to have all the permits re-opened. Mr. Vitale agreed to table the property 30 days at which time all the permits should be active the board would like to see this project completed. J. Vitale ruled: Tabled 30 days. New Business: . Case No: D2023-006 Address: 1023 Porter St. W. Allen read the case overview sheet for the property noted to the board that this property is fire damaged. The owners of the property Dave & Tawny Cerny are in attendance for the meeting. They stated to Mr. Vitale they are ready to start working on the property. They informed the board they are waiting for the Electrical & Mechanical to be safety checked prior to starting work. The Cerny’s stated that they would like the property to be tabled and they will apply to the Building Safety Department for the necessary Building Permit to have the property repaired. J. Vitale ruled: Tabled 30 days. Case No: D2023-005 Address: 1232 Pompton Circle. W. Allen read the case overview sheet for the property noted to the board that this property is fire damaged. The owner is not in attendance for the meeting however he spoke with the owner at the counter earlier in the day for another property. Lynne Puente stated she had spoken with the owner on the phone and noted how important it was the someone to appear for the property the owner lives in California his father frequently comes into the office for his properties. Allen read the case overview sheet and noted to the board this is a fire damaged property. Lynne Puente informed the board that the owner of the property is deceased the property should have been tax foreclosed on in April, however the nephew of the owner talked to Ingham County Treasurer Alan Fox who gave him a year extension on the back taxes. The nephew is trying to get the probate completed and the owner’s son is willing to sign the property over to him. Lynne Puente also noted how important it was that they attend tonight’s meeting to speak with the board, no one is in attendance for tonight’s meeting. J. Vitale ruled: 30 days make safe or demolish.
