BOARD OF POLICE COMMISSIONERS
MEETING MINUTES
Tuesday, November 21, 2023
Location: Lansing Police Department Headquarters, 120 W. Michigan Ave., Lansing, MI 48933
The Board of Police Commissioners met in regular session and the meeting was called to order at 5:34 p.m.
by Chair Jones.
Present: Commission Members: Abood, Brewster, Jones, Lopez, and Milton.
Also Present: Chief Ellery Sosebee, Assistant City Attorney Matthew Staples, and Ruth Grant
Excused Absence: Commissioners Bitely, Farhat and McDermitt
Motion carried to accept ad excuse the absence by Commissioner Brewster and seconded by Commissioner
Milton.
By Vote: Yeas: 5
Nays: 0
Public attendees: 4
Roll call was taken, and quorum was present.
PLEDGE OF ALLEGIANCE: The Pledge of Allegiance led by Chair Jones.
PUBLIC COMMENT ON AGENDA ITEMS: None.
ADDITIONS TO THE AGENDA: None.
APPROVAL OF MINUTES:
The minutes from the Board meeting on October 17, 2023, were moved by Chair Jones to approve and place on
file. Motion carried by Commissioner Brewster with Commissioner Lopez seconding the motion.

EDUCATION PRESENTATION: None.
ADMINISTRATIVE REPORT: Chief Ellery Sosebee
• The LPD Strategic Plan 2024: This had been distributed to commissioners for comment. If none,
the plan will be posted as is.
• LPD is transitioning into the Accreditation process overseen by Michigan Association of Chief of
Police (MACP). The process gives guidance and best nation-wide practices for police agencies.
MACP will have evaluators present to examine thoroughly each policy, procedure, building set

up to make sure LPD meets the standard requirements. The Accreditation process will also
include input from the Board of their views of LPD.
NEW BUSINESS:
• The 2024 Board of Police Commissioners meeting schedule and locations was presented for approval
by Chair Jones. Motion was carried by Vice-Chair Brewster and seconded by Commissioner Milton.

LEGAL AND ADVISOR REPORT: Assistant City Attorney Matthew Staples
• No report.
HUMAN RESOURCES REPORT: Vice-Chair Brewster
• Detention Officer: One position filled Nov 13, 2023. Employee hired on 8/21/2023 has resigned;
position reposted from October 13, 2023 – November 20, 2023. Candidates have been sent to Hiring
Manager for review and now the HR Technician is reaching out to those who are missing required
documents. Candidates will then be sent to LPD for a LEIN check, then Job Shadow.
• Research Analyst 34 Status: Position was posted September 15, 2023- October 6, 2023. The Hiring
Manager has reviewed applications and those who met the requirements were tested November 14,
2023. There are five candidates that the Hiring Manager is rereviewing that HR sent back to them to
consider for testing. Individuals who pass will be scheduled for an interview.
• Police Cadet: 3 new hires scheduled to start within 2-3 weeks.
• Police Officer Certified / Certifiable: Currently posted on Neogov and accepting applications,
screening, and routing to hiring managers for review. 1 potential new hire (in the process of
background, pre-employment physicals and psychological evaluations)
• Police Recruits (Sponsorship): Preparing 7 police recruits to start in the January 2024 Police Academy.
Psychological evaluations are being conducted and onboarding is scheduled to start on December 26,
2023.
• Police Social Worker: Position is posted on Neogov and applications will be screened the week of
November 20, 2023.
UNFINISHED BUSNESS:
• Mayor’s Executive Directive: Chair Jones requested the amendment concerning the Complaint
Committee be adopted. One additional commissioner will join the Complaint Committee. The
committee will be renamed Citizen Complaint Oversight Committee (CCOC). The committee will
consist of the Board’s chair, vice-chair and two additional commissioners. Chair Jones entertained a
motion; Vice-Chair Brewster carried the motion with Commissioner Milton seconding.

CORRESPONDANCE SENT AND RECEIVED: A thank you card was received from the Mid-Michigan
Academy recruits for being able to use the LPD range.

DEPARTMENT REPORTS: Moved by Chair Jones to accept and place on file the 2023 October
departmental reports. Motion carried by Commissioner Abood and seconded by Commissioner Brewster.

BOARD COMMITTEE REPORTS:
• Budget Committee: No report.
• Government Liaison Committee: Will be scheduling a date for committee to meet.
• Awards & Incentives Committee: Committee will begin working on this in January.
• Ad Hoc Committee on Board Policies and Rules: No report.
• Complaint Committee: Committee met with Internal Affairs and discussed the new format for them
to use. The committee plans on meeting every 45-60 days.
• Recruitment and Hiring Committee: No additional report.
• Commission Investigator: Interviews are in process for this position.
COMMISSIONERS COMMENTS:
• Commissioner Abood: No comment.
• Commissioner Brewster: Thanked all LPD officers who participated in Silver Bells.
• Commissioner Jones: No comment. Wished everyone a Happy Thanksgiving.
• Commissioner Milton: Thanked Chief and LPD for their response to the recent shooting that involved a
family member.
• Commissioner Lopez: Thanked the Downtown Community Police officer for his assistance in the
homeless situation downtown. He questioned the options and possible resolutions for Lansing’s
homeless. Chief explained this concern is handled by with Lansing’s Human Resource Community
Service department. LPD becomes involved when crimes are committed; homelessness is not a crime.
OTHER BUSINESS: None.
PUBLIC COMMENT:
• Daniel Arnold: Happy to work with LPD.
• Diane Shorter asked for more police presence on South Francis Street.
ADJOURNMENT: Chair Jones concluded by thanking everyone and moved to adjourn the meeting at 6:14
pm.
