Foster Ave., Ste 211, Lansing, MI 48912 The Board of Police Commissioners met in regular session and the meeting was called to order at 5:36 p.m. by Vice-Chair Deyeya Jones. Present: Commission Members: Abood, Brewster, Jones, Lopez, Milton. Excused Absences: Commissioners Farhat and McDermitt. Motion carried to accept and excuse the absences by Commissioner Brewster and seconded by Commissioner Milton By vote: Yeas: 5 Nays: 0 Also Present: Chief Ellery Sosebee, Assistant City Attorney Matthew Staples, Commission Investigator Delvata Moses, Ofc. Matt Danko and Secretary Ruth Grant. Public attendees: 3 Roll call was taken, and quorum was present. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance led by Commissioner Jones. PUBLIC COMMENT ON AGENDA ITEMS: None. ADDITIONS TO THE AGENDA: The vote for new chair and vice-chair will be postponed until July meeting. APPROVAL OF MINUTES: The minutes from the Board meeting on May 16, 2023, were moved by Vice-Chairperson Jones to approve and place on file. Motion carried by Commissioner Brewster with Commissioner Milton seconding the motion. By Vote: Yeas: 5 Nays: 0 EDUCATION PRESENTATION: Officer Matthew Danko, Field Training Officer (FTO) •Officer Danko explained the field training officer position for selected officers chosen for their experience, knowledgeable in the policies of LPD and laws to train newly sworn officers (recruits/laterals). Each day the recruits are evaluated by their assigned FTO and their performance is recorded into a software. The software allows the FTO’s to flag areas that might need some extra attention and schooling. “Capital City’s Finest” Lansing Police Department Board of Police Commissioners 120 West Michigan Avenue Lansing, MI 48933 Phone: (517) 483-6040 Fax: (517) 483-4617 • The recruits FTO training consists of 4 phases from working side by side with FTO to gradually handling cases on own with FTO observing. Typical FTO training is a few months. • Current officers apply to be an FTO. LPD wants the best to train. ADMINISTRATIVE REPORT: Chief Ellery Sosebee • LPD took part in two youth events recently: the GREAT Program and AAG. • Todd Martin Youth Event will be this weekend. Hope to have a lot of youth learning tennis. • Operation Slow Down will begin on Chester Road with media coverage to deal with reckless driving. • The City of Lansing Celebration of Diversity will be at 4:30 on Thursday. • LPD sworn in one lateral officer on June 12th. Chief applauded Human Resources for processing applicants and interviews promptly. NEW BUSINESS: None. LEGAL AND ADVISOR REPORT: Assistant City Attorney Matthew Staples • Last week Governor Whitmer signed an amendment that allows for police agencies to recoup the dollars spent sponsoring a recruit at the academy who then leaves to join another agency. If the recruit leaves the sponsoring agency within a year, they would need to reimburse 100% of the funding to the sponsor. HUMAN RESOURCES REPORT: Elizabeth O’Leary, HR Director • Detention Officer: Two female vacancies and one Male/Female vacancy; top two (2) recommended candidates have been sent to background and can be expected by end of June. Third recommended candidate withdrew due to continuing in the LPD Police Recruit (Sponsorship) process. Position has been reposted; 5/23/23-6/14/23. • Police Cadet: Two new cadets started June 12, 2023. In process of reporting mid-June. • Police Certified/Certifiable: Currently posted on Neogov and accepting applications. In process of vetting 3 potential new hires (in the process of pre-employment physicals and psychological evaluations). Interviewed two new applicants June 8, 2023. • Police Recruits: 18 slated to attend LCC Police Academy August 2023. Ten slated to attend Battle Creek Police Academy July 2023. Each applicant is in the process of being vetted including background investigation, psychological evaluation, and pre-employment physicals. • One vacancy; position is currently being filled by a Contract Employee. Paperwork was submitted to Segal 3/14/23 and results were received on 5/3/23. Results Memo was sent to Department 5/12/23. After further discussion, LPD is exploring reorganizing this position as a third Crime Research Analyst; a decision is currently pending due to further needed discussion. • New social worker began on May 22nd. UNFINISHED BUSNESS: None. Motion carried by Commissioner Brewster and seconded by Commissioner Lopez. By Vote: Yeas: 5 Nays: 0 BOARD COMMITTEE REPORTS: • Budget Committee: No report. Will establish a monthly budget meeting. • Government Liaison Committee: None. • Awards & Incentives Committee: None. • Ad Hoc Committee on Board Policies and Rules: No report. • Complaint Committee: The committee met. Will defer to Ms. Moses report. • Recruitment and Hiring Committee: None. • Commission Investigator Delvata Moses: For the month of May 2023, there were four complaints received. Eight were closed and one was forwarded to the Chief for review. COMMISSIONERS COMMENTS: • Commissioner Brewster: No comment. • Commissioner Jones: Apologized for tardiness to meeting. No comment. • Commissioner Milton: No comment. • Commissioner Lopez: Thanked LPD and the Explorers for attending the Cristo Rey Fiesta. The Explorers were of great help during the fiesta. OTHER BUSINESS: None. PUBLIC COMMENT: • Daniel Arnold – He has an independent voice and likes to tell people of all the good work of LPD. • Norma Bauer – Thanked for reviewing and addressing the speeding issues lately. ADJOURNMENT: Vice-Chairperson Jones concluded by thanking everyone and moved to adjourn the meeting; motion to adjourn at 6:12 pm.
