Michigan Ave., Lansing, MI 48933 The Board of Police Commissioners met in regular session and meeting was called to order at 5:30 p.m. by Chairperson Patty Farhat. Present: Commission Members: Abood, Brewster, Carnegie, Farhat, Jones, Milton, and McDermitt Unexcused Absence: Commissioner Lopez Also Present: Assistant Chief Rob Backus, Assistant City Attorney Matthew Staples, Delvata Moses, Kim Coleman and Ruth Grant. Public attendees: 3 Roll call was taken, and quorum was present. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance led by Vice-Chair Jones. A moment of silence was given for those who parted in 2022. PUBLIC COMMENT ON AGENDA ITEMS: None. ADDITIONS TO THE AGENDA: None. APPROVAL OF MINUTES: The Board meeting minutes from December 20, 2022, were moved by Chairperson Farhat to approve and place on file. Motion carried by Commissioner Brewster with Commissioner Carnegie seconding the motion. By Vote: Yeas: 7 Nays: 0 EDUCATION PRESENTATION: None ADMINISTRATIVE REPORT: Chief Rob Backus • Nine recruits are now in the Mid-Michigan Academy and one of the recruits was designed to be “Captain” in the academy, which is an honor position. • In February there will be a new public push for recruitment and for the academy. 2023 will see 15 officers retiring. Compared to surrounding agencies, LPD has top pay for new officers. “Capital City’s Finest” Lansing Police Department Board of Police Commissioners 120 West Michigan Avenue Lansing, MI 48933 Phone: (517) 483-6040 Fax: (517) 483-4617 ▪ Commissioner Abood suggested the next fiscal budget should increase the starting wage for new police officers. • Captain Baldwin retired on January 6th after 25 years of service. At this time his position will not be filled due to staffing needs of Patrol. • On January 5th an Officer Involved Shooting that involved one LPD officer and three MSP troopers. Chief discussed the meetings and communication with the family. MSP District 3 will be conducting the investigation. NEW BUSINESS: None. LEGAL AND ADVISOR REPORT: Assistant City Attorney Matthew Staples • OCA will be conducting annual training for LPD soon. • No other reports. HUMAN RESOURCES REPORT: Reported by Commissioner McDermitt • Central Records Principal Clerk: 1 vacancy. 23 candidates have applied. • Detention Officer: 2 female vacancies, 17 candidates (male and female) have been sent to HR for review, next step will be LEIN clearance and job shadow. • FOIA Analyst: the top two recommended candidates have accepted the final offer letter and will be starting Monday, January 23, 2023. • Police Cadet: Interviews are scheduled for December 27, 2022; two applicants have been sent to background. • Police Officer Certified/Certifiable: Currently posted on Neogov and accepting applications, screening, and routing to hiring managers for review. Two applicants will be sworn in on January 30th, 2023. • Police Recruit: 9 new hires are scheduled to start January 2, 2023 • Radio Technician: 1 vacancy; background investigation report is currently under review by HR and LPD Chief. Second recommended candidate will be sent to background upon negotiating a starting salary and if candidate accepts. • Secretary 26 Status: 1 vacancy; this is Diane Hunnicutt’s former position. Currently Janelle Berry is in the position on contract until 2/28/2023. Position will be reclassed, pending paperwork (JD, JDQ, Org Chart) from Investigations Division. • Social Worker – pending reclassification results. UNFINISHED BUSNESS: None. CORRESPONDANCE SENT AND RECEIVED: None. DEPARTMENT REPORTS: The 2022 December Departmental Monthly Reports will be voted on at the next Board meeting in February. “Capital City’s Finest” Lansing Police Department Board of Police Commissioners 120 West Michigan Avenue Lansing, MI 48933 Phone: (517) 483-6040 Fax: (517) 483-4617 BOARD COMMITTEE REPORTS: • Budget Committee: The budget committee met the deadline and there has been no further communications. • For the 2021 LPD Annual Report, it is noted that at the request of Mayor Schor the population of the city of Lansing was updated with an actual number instead of an estimate in case it is needed for any budgetary needs in the future. This number was obtained through Census.gov. • Government Liaison Committee: No report. • Awards & Incentives Committee: The next Awards meeting will be held on January 26th at 11:00. • Ad Hoc Committee on Board Policies and Rules: No report. • Complaint Committee: Chairperson Farhat reported the committee will meet on January 25th. • Recruitment and Hiring Committee: No additional report from that provided in the HR section above. • Commission Investigator Delvata Moses: For the month of December 2022: there were seven complaints received, 4 complaints were investigated and closed. No complaints were forwarded to the Chief for review. COMMISSIONERS COMMENTS: • Commissioner Brewster: No comment. • Commissioner Milton: Thanked both chiefs for the invite to view the video and being transparent with the OIS video and allowing family, pastors and others to review prior to it being released to the public. • Commissioner Carnegie: In June 2023 a new chair and assignments to the sub-committees should be conducted. He requested a date from Chair Farhat of when this will take place and completed. • Commissioner Jones: Happy New Year to all. No other comments. • Commissioner Abood: No comment. • Commissioner McDermitt: Requested someone from the recruitment/hiring team come speak to an alumni group Commissioner McDermitt is associated with. • Commissioner Farhat: The retirement ceremony for Captain Baldwin was very good and emotional. OTHER BUSINESS: None. PUBLIC COMMENT: • Daniel Arnold – Appreciates LPD and police work is important to him as anyone who puts themselves in harm’s way to protect others. He said the homeless community are having troubles currently and ask for police tolerance. Nation Outside helps ex-offenders get back into the community after release. There is an expungement community program coming up on January 21st. • Norma Bauer: Glad the board meetings are at community centers. CIT training is wonderful. ADJOURNMENT: Chairperson Farhat concluded by thanking everyone and moved to adjourn the meeting; motion to adjourn at 6:10 pm.
