HomeMy WebLinkAboutDecember 19, 2023 Board of Police Commissioners Minutes of Meeting - Draft “Capital City’s Finest” Lansing Police Department Board of Police Commissioners 120 West Michigan Avenue Lansing, MI 48933 Phone: (517) 483-6040 BOARD OF POLICE COMMISSIONERS MEETING MINUTES Tuesday, December 19, 2023 Location: Alfreda Schmidt Community Center, 5825Wise Rd., Lansing, MI 48911 The Board of Police Commissioners met in regular session and the meeting was called to order at 5:30 p.m. by Chair Jones. Present: Commission Members: Abood, Bitely, Brewster, Farhat, Jones, and Milton. (Commissioner Abood arrived at 5:42pm after start of meeting) Also Present: Chief Ellery Sosebee, Assistant City Attorney Matthew Staples, and Ruth Grant Excused Absence: Commissioner McDermitt Motion carried to accept and excuse the absence by Commissioner Brewster and seconded by Commissioner Milton. By Vote: Yeas: 5 Nays: 0 Unexcused Absence: Commissioner Lopez. Public attendees: 3 Roll call was taken, and quorum was present. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance led by Chair Jones. PUBLIC COMMENT ON AGENDA ITEMS: None. ADDITIONS TO THE AGENDA: None. APPROVAL OF MINUTES: The minutes from the Board meeting on November 21, 2023, were moved by Chair Jones to approve and place on file. Motion carried by Commissioner Brewster with Commissioner Milton seconding the motion. By Vote: Yeas: 5 Nays: 0 EDUCATION PRESENTATION: None. ADMINISTRATIVE REPORT: Chief Ellery Sosebee • The budget for FY25 is currently being worked on and hope to be presented to the commissioners soon. “Capital City’s Finest” Lansing Police Department Board of Police Commissioners 120 West Michigan Avenue Lansing, MI 48933 Phone: (517) 483-6040 • Thank you to all the commissioners who attended the largest swearing of new police officers. Seventeen recruits were sworn in on December 11th and now begin a 3–4-month training with the department. Six new recruits will begin at the academy in January 2024. • Recently met with the two new councilpersons and had good dialogue. • Attended Carol Wood’s retirement after serving 24 years on City Council. NEW BUSINESS: None. LEGAL AND ADVISOR REPORT: Assistant City Attorney Matthew Staples • No report. HUMAN RESOURCES REPORT: Vice-Chair Brewster • Detention Officer: A female candidate was hired August 21, 2023, but recently resigned and position was reposted from October 13, 2023 – November 20, 2023. Two (2) female candidates are currently at the LEIN Background Check Step and two (2) female candidates are at the Job Shadow Step. • Police Cadet: Three (3) new hires started December 4, 2023. • Police Officer Certified/Certifiable: Currently posted on Neogov and accepting applications, screening, and routing to hiring managers for review. One (1) Pending new hire, scheduled to start after Police Academy has completed in May 2024. • Police Recruits (Sponsorship): Six (6) pending new hires scheduled to start Tuesday, December 26, 2023. • Police Social Worker: Posting was extended for additional two (2) weeks, scheduled, and closes on 12/18/2023. • Research Analyst 34 Status: Hiring Manager has reviewed applications and those who met the requirements were tested as of November 14, 2023. Eleven (11) candidates passed the online assessments and were broken down into tiers for the purpose of interviews. Interviews will be held the week of December 11th and December 18th. UNFINISHED BUSNESS: Mayor’s Executive Directive: Chair Jones entertained a motion to approve the new members to the Citizen Complaint Oversight Committee (CCOC). The members will be Commissioners, Brewster, Farhat, Jones and Milton. Commissioner Brewster made a motion to accept and Commissioner Milton seconded the motion. By Vote: Yeas: 6 Nays: 0 CORRESPONDANCE SENT AND RECEIVED: None. DEPARTMENT REPORTS: Moved by Chair Jones to accept and place on file the 2023 November departmental reports. Motion carried by Commissioner Brewster and seconded by Commissioner Milton. By Vote: Yeas: 6 Nays: 0 “Capital City’s Finest” Lansing Police Department Board of Police Commissioners 120 West Michigan Avenue Lansing, MI 48933 Phone: (517) 483-6040 BOARD COMMITTEE REPORTS: • Budget Committee: Ms. Rupprecht is currently working on the FY25 budget and this will be forwarded to the committee for review electronically. • Government Liaison Committee: Commissioner Brewster reported no meetings are scheduled. • Awards & Incentives Committee: The Committee will begin working on this in January. • Ad Hoc Committee on Board Policies and Rules: No report. • Complaint Committee: No report. Will be moving toward the new CCOC and new reporting system. • Recruitment and Hiring Committee: No additional report. • Commission Investigator: The hiring position was reposted for more candidates. COMMISSIONERS COMMENTS: • Commissioner Farhat: Happy holidays to everyone. • Commissioner Abood: Thank you for a great experience of serving on the Board. This is his last meeting so he will be able to spend more time with his family. • Commissioner Brewster: Happy holidays to everyone. He also thanked Commissioner Abood for his service on the Board. • Commissioner Milton: Thanked Commissioner Abood and wished happy holidays to all. • Commissioner Bitely: Thinking of all officers who will be working the holidays. • Commissioner Jones: He apologized for the misunderstanding regarding a recent correspondence sent to him by email. Happy holidays to all. OTHER BUSINESS: None. PUBLIC COMMENT: • Daniel Arnold: He had the opportunity to sit on the Tri-County CRT Training with 33 students present. He thanked Commissioners Farhat and Abood for their service on the Board. ADJOURNMENT: Chair Jones concluded by thanking everyone and moved to adjourn the meeting at 5:56 pm.
