McPherson Ave., Lansing, MI 48915 The Board of Police Commissioners met in regular session and the meeting was called to order at 5:30 p.m. by Chairperson Patty Farhat. Present: Commission Members: Abood, Brewster, Carnegie, Farhat, Jones, and Lopez. Excused Absences: Commissioners McDermitt and Milton Motion carried to accept and excuse the absences by Commissioner Brewster and by Commissioner Jones. By vote: Yeas:6 Nays: 0 Also Present: Chief Ellery Sosebee, Assistant City Attorney Matthew Staples, Commission Investigator Delvata Moses, and Secretary Ruth Grant. Public attendees: 2 Roll call was taken, and quorum was present. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance led by Commissioner Lopez. A moment of silence was given to the victims of the recent mass shootings across the country this past month. PUBLIC COMMENT ON AGENDA ITEMS: None. ADDITIONS TO THE AGENDA: None. APPROVAL OF MINUTES: The Board meeting minutes from March 21, 2023, were moved by Chairperson Farhat to approve and place on file. Motion carried by Commissioner Brewster with Commissioner Jones seconding the motion. By Vote: Yeas: 6 Nays: 0 EDUCATION PRESENTATION: LPD Social Worker, Melissa Misner • Discussed the Tri-County Crisis Intervention Team (CIT) • Officers receive 40 hours of training each year on mental health criteria, de-escalation, hear stories of successes and areas for improvement, and they take part in role playing. • The first CIT class began in 2016. CIT also works with other agencies, partnerships, mental health, schools, airports among a few. “Capital City’s Finest” Lansing Police Department Board of Police Commissioners 120 West Michigan Avenue Lansing, MI 48933 Phone: (517) 483-6040 Fax: (517) 483-4617 • Ms. Misner would like to expand the CIT training to clinicians for specialty clinical settings. • More information can be found on the Tri-County CIT Facebook page and their website, TriCountyCIT.com • Tri-County CIT will have a conference August 14-16th in Detroit at the Renaissance Center. • Tri-County CIT does receive donations to help fund the program. Is there certification for CIT Training? o They are trying to put together a certification in some capacity. Who makes up the Board members? o Community Mental Health Professionals, county sheriff’s offices, Lansing Police, Citizen Daniel Arnold, Needs At-Large members. They address concerns such as autism, dementia, substance abuse/use and other concerns. ADMINISTRATIVE REPORT: Chief Ellery Sosebee • In the final process for an additional social worker. This will make the fourth social worker on staff at LPD. • On April 13th, LPD had a retirement celebration for four highly experienced officers: Sgts. Manson and Thomas and Det. McBride. Det. Evans will retire in May. • On May 8th there will be a swearing in for the recruits who are currently at Mid-Michigan Academy along with certified officers (laterals). • At the area Chief’s meeting they discussed researching other additional options for CIT training. The old McLaren Hospital on Greenlawn was suggested as a resource facility for mental health. • Red tags in the city: LPD is okay with enforcement of red tags on homes; however, LPD will not displace people/families out of a residence for the fault of the landlord and when no other shelter is an option is in place. NEW BUSINESS: None. LEGAL AND ADVISOR REPORT: Assistant City Attorney Matthew Staples • Red tag issue: OCA is working with code enforcement officers and LPD when a house is Red Tagged. HUMAN RESOURCES REPORT: Commissioner McDermitt • Central Records Principal Clerk: One vacancy; background reports for top two (2) recommended candid have been received on 4/8/2023; the Chief and HR Directory have advised to move them forward. • Detention Officer: Two female vacancies; interviews were scheduled for April 10th, 2023, and April 12th, 2023, for three (3) female candidates. • Police Cadet: Two pending pre-employment physicals. Scheduled to start June 2023. • Police Certified/Certifiable: Currently posted on Neogov and accepting applications; Two new hirs started Monday, April 10, 2023. Four new hires scheduled to start Monday, May 8, 2023. • Police Recruits: Interviews completed; over 50 interviews conducted. Position will need to be reclassified. UNFINISHED BUSNESS: None. CORRESPONDANCE SENT AND RECEIVED: None. DEPARTMENT REPORTS: Moved by Chairperson Farhat to accept and place on file the 2023 March departmental reports. Motion was carried by Commissioner Brewster and seconded by Commissioner Jones. By Vote: Yeas: 6 Nays: 0 BOARD COMMITTEE REPORTS: • Budget Committee: Budgeting items are being taken care of by Supervisor Cheryl Rupprecht • Government Liaison Committee: A meeting is scheduled for 4/19/2023. • Awards & Incentives Committee: The banquet is scheduled for May 11th. • Ad Hoc Committee on Board Policies and Rules: No report. • Complaint Committee: The committee met and will meet again in May. • Recruitment and Hiring Committee: None. • Commission Investigator Delvata Moses: For the month of March 2023, there were six complaints received. Seven were closed and one was forwarded to the Chief for review for the matrix. COMMISSIONERS COMMENTS: • Commissioner Abood: No comment. • Commissioner Brewster: No comment. • Commissioner Carnegie: No comment. • Commissioner Lopez: No comment. • Commissioner Jones: No comment. • Commissioner Farhat: Attended and complimented on the great retirement celebration for the four retiring officers. OTHER BUSINESS: None. PUBLIC COMMENT: • Daniel Arnold – Great to hear the updates on CIT. Wants to push for better community engagement with the One Faith event that is coming soon to Lansing. Bless Fest at Riverfront Park would like LPD to take part in the festival too. • Norma Bauer – Concerned police breaking up tent cities and individuals losing possession and medications.
