ANNUAL IMPLEMENTATION PLAN SUMMARY

Tri-County Office on Aging's (TCOA) mission is to promote and preserve the
independence and dignity of the aging population. This mission is at the core of all
programs and services the agency provides in its service area and the foundation of
the agency's 2024 Annual Implementation Plan (AIP), a continuation of the approved
2023-2025 Multi-Year Plan (MYP).
The Tri-County Office on Aging Administrative Board (Tri-County Aging Consortium) is
made up of representatives from five local units of government: Clinton, Eaton and
Ingham Counties, and the Cities of Lansing and East Lansing. TCOA Advisory Council
older adult members are appointed by their respective local units of government. Both
the Advisory Council and Board review and recommend approval of or changes to the
Annual Implementation Plan (AIP).
Between the 2016 and the 2020 American Community Surveys, the three counties that
make up TCOA's service area have seen an estimated 12% increase in the 60 and
older population. As of 2020, older adults represented 22% of the total tri-county
population.
Existing efforts continue with no significant new priorities, plans or objectives
for the use of OAA and state funding during the AIP, though TCOA will continue to
reprioritize efforts throughout the year around current events and the needs of the
community being served.
TCOA will continue to advocate with the Area Agencies on Aging Association of
Michigan and community partners to urge policymakers to do what is necessary to
meet the needs of older adults, adults with disabilities, and their caregivers. Advocacy
topics include supporting and strengthening the direct care workforce, supporting and
strengthening the Long-Term Care Ombudsman program, expanding access to MI
Choice, increasing access to Home and Community-Based Services, and supporting
formal and informal caregivers. TCOA has two representatives on the Michigan Senior
Advocates Council (MSAC) and one representative on the Senior Advisory Council
(SAC). TCOA also advocates with the Silver Key Coalition, IMPART Alliance and other
organizations. The TCOA Executive Director, Community Engagement and
Fundraising Director, and Quality Assurance Director will attend the USAging Aging
Policy Briefing in Washington, DC in April 2023 to prepare for the discontinuation of
COVID-19 relief funding which prompts the need for advocacy for sustained funding
levels. With the knowledge gained, momentum will build into fiscal year 2024 to
advocate for older adults, adults with disabilities, and caregivers in the tri-county
region.
Approved Goals
Existing Multi-Year Plan (MYP) goals will continue into fiscal year 2024. The MYP can
be found at www.tcoa.org/documents. All goals, objectives and activities are geared
toward promoting independence and dignity, stating TCOA's intentions for programs
and services that utilize Older Americans Act funding.
GOAL 1 Improve the accessibility of services to Michigan's communities and people
of color, immigrants and LGBTQ+ individuals.
Ensure older adults have access to information, options counseling, and
GOAL 2 services to improve their ability to make informed decisions and support
their independence.
GOAL 3 Expand access to health, wellness, and nutrition supports.
GOAL 4 Protect older adults from abuse and exploitation.
GOAL 5 Support formal and informal caregivers in the community, including direct
care workforce.
GOAL 6 Work to prepare for and effectively respond to local, state, national, and
global natural disasters, personal safety, and health emergencies.
TCOA is dedicated to expanding access to programs and services that support people
to live independently, eliminating waitlists, improving communication with social and
healthcare networks, advocating for older adults, supporting caregivers, focusing on
quality improvement, and initiating transportation service improvements.

TCOA will hold public hearings regarding the Annual Implementation Plan on May 2
and 3, 2023. Persons need not be present at the hearings to provide public comment,
which must be accepted for at least a 30-day period beginning when this summary is
made available.
